Central Bankโ€™s second quarter review is scheduled for 15 July 2014.ย  A visit to the Central Bank website states, โ€œUPCOMING EVENTS, July 15: Release of Analysis of Barbadosโ€™ Economic Performance for the first six months of 2014 Time: 2:00 p.m.โ€ BU has been advised that the Central Bank has cancelled the news conference which has become a standard feature of the Governor Worrellโ€™s quarterly review of Barbadosโ€™ economic performance.

Surely if there was a time our leaders are required to communicate with Barbadians, and in particular the Governor of the Central Bank, now is the perfect time. The Governor to his credit has faced the music during a challenging economic period and his message has become tired and taken on a political spiel. But what a time to cancel a news conference!

The vacuum that will be created if the cancellation is enforced is likely to force more speculationย  – is this a ploy to avoid questions about the Muni Tax? Is it a spill over caused by the spat with the Nation newspaper? The moribund media of Barbados will take another black eye in stride of this we are sure.

  3. The Muni Tax will have a big effect on FX reserves. First, foreign property owners who keep a residence in Barbados will need to send FX funds to pay the new tax thus increasing FX reserves, and secondly local property owners will have less money in their pockets to spend in the local economy which will lead to less FX leaving the country and less stress on FX reserves.

    However, it does state that there will be an outline of the statistical performance of the Barbados economy on the given day.

    Nationnews.com calls it a policy shift not to hold the conference on the part of the bank but states that the Bank gave no reason for it.

    The Barbados Statistical Service has still not released the MAY 2014 long stay visitor arrival figures. May 2013 were the lowest during the last 11 years and May 2012 the second lowest. Maybe this has a bearing on the Central Banks media conference.

    What evidence what ,David ? I remember distinctly one PM stating on CBC TV,for all to hear, that he had an FBI Report on his desk,and was going to ” pursue it to the four corners of the law”. We are still waiting .
    Our politicians are able to cover theirs, and their Political Class’s arses, quicker than a night worker on Bush Hill when caught in a car’s glaring head lights.

    It is not just the cancellation of the media conference itself.

    The cancellation points to the deep operational and research crisis the Central Bank of Barbados has found itself is in.

    It is the latest in a series of operational research public relations bungles disasters and palavers that have been helping to project the Bank as a very failed and discredited institution in this country.

    For, we have had the Bank in recent time concoct the so-called unemployment figures of this country before.

    We have also had the Bank present utterly absolutely questionable growth figures in every quarter/year since 2009/2010 up to now – bordering on the providing of crude misinformation – to the public of Barbados.

    We have had – since the coming about of the current very protracted and deepening political economic depression in 2007 – the Bank – on too many occasions – presenting a picture of the political economy and services industry sectors being stable and projecting growth overall for these sectors, yet the general performance of these sectors have been weakening tremendously.

    We have had the Bank from time to time NOT ONLY grossly overstating the levels of foreign reserves of the government, BUT ALSO it approving harsh fiscal and monetary policies by the government aimed at restricting growth in the levels of the foreign reserves.

    We have had successive downgrades reflecting a worsening in the international credit rating of the government of Barbados by Moody’s and Standard and Poor’s, yet the Bank has been providing no proper justifiable policy responses to them.

    It is therefore very patently clear that the Bank is fast becoming an extinct species in an era in Barbados where the dissemination
    and communication of information data on the political economy and service industry sectors of this country are increasingly being democratized liberalized away from this institution; where traditional methods models theories that the Bank has been using to describe and explain and posit many things about these same sectors have become so very flawed, so very unreliable and so much ineffective, and in an era too – where – for instance – related things like PRICES, INFLATION, the Theory of Value, DEMAND and SUPPLY, etc do NOT have any OBJECTIVE existence, and furthermore in an era where economics has been proven by many of its practitioners to be the most unscientific untruthful and discredited of all the social academic disciplines carried on in this country; and finally where many pronouncements decisions policies coming out of or related to the involvement of the Bank have been subjected to much unprecedented scrutiny critique from many sources in Barbados. For example, the Medium Term Fiscal Strategy and the Revised Medium Term Fiscal Strategy have been seriously rightly excoriated by many people in Barbados. For instance by some of Pat Hoyos writings in the Barbados Business Authority.

    So, while we have accepted both your essential points, the greater point is more than comments on the cancellation. The greater point involves substantial comments by commenters on the severely worsening social political material financial circumstances in which the country is in right now; on the increasing falling off of local foreign investor producer confidence in the management of many of the material financial affairs by the government and the Bank at this stage; on the proven sheer moral intellectual political bankruptcy and degeneracy of the government’s continuation with westernized models of planning implementation controlling monitoring of fiscal financial monetary policies and programs in this country, among so many other things.

    Indeed these are areas too that the Governor of the Central Bank of Barbados – the supposed lead advisor to the government – A PUBLIC SERVANT – must be critically probed on by some very able competent practicing journalists of the media in Barbados – in the absence of an appropriate committee of the Parliament being able to summons him before it to answer questions about the appalling state in which the overall political economy and services industry sectors are in and going to be in for a while.

    There is merit in your last comment. In any enlightened democracy, a regulator, and in this instance the Central Bank of Barbados would have had to offer a reasonable explanation for the cancellation. Bear in mind the Governor has held a press conference following every performance economic review since taking up office. And at a time when the economy is on the skids the communications level needs to remain UP!


  32. Pehaps the “intrenal audit” projection statment we are waiting for, still means, they can’t DO THERE JOBS PROPERLY or are they. Face it, Corruption is one of three categories of fraud recognized by any Fraud Examiners (the others being the main visual stimulants for the Bajan PUBLIC to see, financial statement fraud and the misappropriation of assets/embezzlement). The standards to which Directors of any Internal Audit are held are clear: specifically they stipulate that โ€œthe internal auditor must possess sufficient knowledge to be able to recognize evidence of fraud, but he or she is not expected to possess the expertise of an individual whose primary responsibility is the detection and investigation of fraud.โ€
    In my opinion the most important term in this quotation is that of โ€˜evidenceโ€™ as it evokes the Barbadian notion of a red flag. It is not a question of direct proof but more one of โ€˜an indicationโ€™ that should create at least a minimum of doubt or suspicion.

    Well, we have previously said on BU and elsewhere that many members of the public of Barbados must ensure that there is brought about a proper and well established Commission of Inquiry by the government into many of the operations of the Central Bank of Barbados.

    We have reiterated the call for that to happen!

    We have been hearing too many sinister allegations from various citizens of Barbados about the falling quality of so many operations and research techniques of the Bank that – on face – clearly undermine what little reputation we think it has now as the major financial institution in this country.

  38. Plantation…….as i understand it they are being allowed to open more and more laundromats in Barbados, lots of laundries posing as business places, the latest one i am told is called Platinum Laundry…oops, i mean Motors.

    I kept wondering why AC was telling me last week to go and do my laundry if i have no laundry to do and all of that……..the yardfowls would definitely know about laundering in Barbados.

    The controversial David Estwick alternative economic plan for Barbados is being implemented โ€“โ€“ at least partially.

    Minister of Finance Chris Sinckler made a revelation in a wide-ranging interview with Barbados TODAY, in which he said Government was prepared to take on board those aspects of the proposals relating to tax policy and investment.

    โ€œThose are the ones in particular that could give immediate effect,โ€ Sinckler said, adding that โ€œthere are others that have more long-term germination, and we continue to work on those assiduouslyโ€.

    In terms of investment, he explained that Government was particularly interested in Estwickโ€™s suggestion that it look at countries such as the United Arab Emirates (UAE) as a non-traditional source of funding.

    โ€œItโ€™s not only UAE. Everybody emphasizing the UAE. Dr Estwick was giving an example of who and where you may get alternative resources from, as opposed to just constantly going to the capital markets and borrowing at exorbitant rates [of interests].

    โ€œI donโ€™t think anybody can argue with that logic, because thatโ€™s something that makes sense. So itโ€™s not only UAE. He mentioned the Kuwaitis; he mentioned the Chinese; and so forth and so on.

    โ€œSo we are looking at all of these in terms of an alternative financial structure that brings down the cost of the capital, which Government has to engage for larger projects and major investments that are necessary for the country to spur economic growth and development,โ€ Sinckler added.

    The Minister Financeโ€™s revelation brings an end to months of speculation and debate over how the Government would treat to Estwickโ€™s proposals for achieving sustainable growth and attracting new investment.

    The matter had been seen as a source of divide within the Cabinet, especially since Estwick, whoโ€™s the Minister of Agriculture and Water Resource Management, had pre-empted its disclosure with a suggestion that the country was headed down the wrong economic path.

    The former Minister of Economic Affairs had also written Prime Minister Freundel Stuart before presenting his alternative plan to Cabinet for consideration, but eventually went silent on the whole matter after no word was forthcoming on how the Government would proceed with either him or his proposals.

    However, Sinckler told Barbados TODAY he had seen Estwickโ€™s presentation even before Estwick had presented it to Cabinet.

    โ€œI saw the presentation before it was made; I spoke to him before he made it; I heard it when it was made. We spoke during the presentation and I subsequently had meetings with him after on that matter,โ€ Sinckler said.

    Amid suggestions that he and Estwick were at odds over the way forward on the economy, the Minister of Finance also declared: โ€œWe see eye to eye on various aspects of it, as other colleagues in the Cabinet do.

    โ€œDr Estwick has full gamut and support from myself, [and] the ministry to execute the elements of that programme that we think can impact positively on the economy. And I have given my full support,โ€ he promised.

    However, when contacted today Estwick warned that Government was still continuing โ€œto use the Budget of taxation and expenditure reduction, which cannot workโ€.

    โ€œIt will continue to precipitate a contraction of the economy,โ€ he told Barbados TODAY while highlighting the need for a sinking fund strategy to refinance and restructure the countryโ€™s debt.

    โ€œI said that you could not use the traditional Budget tools of taxation and expenditure reduction to get out of a current account deficit of $1.5 billion, when your long-term debt cost is increasing and your reserves are under stress and the Central Bank has been printing money for two years plus,โ€ the Cabinet minister said.

    โ€œReducing salaries and wages by retrenchment does not deal with this matter if your borrowing cost increases, as is happening,โ€ he added.

  47. We continue to state on BU and elsewhere for many people in Barbados to understand and accept, that there must urgently be a new model of development brought about by the majority of adult people in Barbados for this country..

    Such a model of development must essentially be an indigenized, egalitarianistic, participatory, people-centered model of development for this country, away from this present essentially westernist, oligarchic, dependency and exploitative model of dedevelopment for
    this country.
