Within the last seven days a tiny noticed was published in the press that Cahill Energy will convened a ‘Town Hall meeting’ to informed members of the public salient points about the USD300 million waste-to-energy plasma gasification plant. BU has been reliably informed the Town Hall meeting was successfully held and although scheduled to end at 8PM finished about 9PM. The illegal meeting was also mentioned by Minister of Finance Chris Sinckler in a radio program last Sunday.

The Town Planning Act requires that a 28 day notice period be given of such a meeting.

  2. Gasification is a polluting technology
    Gasification pollutants—and the record of unsafe emissions—are similar to those of “traditional” mass- burn incineration.

    • Scotland’s Dumfries plant, commissioned to gasify more than 20,000 tons, produced 200 breaches of emissions limits, two of which involved dioxins, and also had 100 “short-term” exceedances. It was shut down in April 2011 and is now operating on a restricted basis.

    • In the UK a waste gasification plant on the Isle of Wight was shut down in 2010 because it failed dioxin emissions tests. “Thankfully the public health effects are thought to be minimal.

    • Plasco Energy’s gasification pilot in Ottawa had 29 “emissions incidents,” plus 13 “spills,” in their 3-year history (2009-11), during which they were able to operate only 25% of the time;4 and a pilot pyrolysis plant in Romoland, CA emitted significantly greater concentrations of dioxins, NOx, volatile organic compounds, and particulate matter (PM10) than the two aging mass- burn incinerators in the Los Angeles area.

Roy ummmm tell me have You ever visited a WTE energy plant,,,,,,,,,,,ummm BTW,,,,,,cars are the biggest pollutants and the accidents level has a very high rate,,,in thousands per capita yearly ,,,,,,but i don.t hear the environmentalist calling for a complete ban of the production of cars,,,,,,In life there is trial and error, not unlike any thing man made that are prone to accidents ,some of these plants would have a small margin of error and from those mistakes newer better and safer improvements would be made,,,,the use of the bogeyman syndrome to sniffle and dampen progress has now met its match in a world where the use of technology have enhanced and made life a little easier for alll,. ,

  7. Before this discussion becomes a bang heads affair here are a couple discussion points:

    – let us agree this is a ‘young’ technology and concern about a little island adopting the technology is reasonable and merits discussion in much the same way we discussed wind tech at Lamberts.

    – limited research suggest the residue /slag left after the burn should be tested to maintain certain levels. In the USA there is exhaustive written requirements stipulated by external agencies. In the Barbados scenario what certification/monitoring/compliance standards will we adhere to? Who will do the testing.

    – how will this plant if it materializes negatively impact existing recyclers which is desirable for the country.

    – is the government prepared to issue a statement about certain guarantees in the MO u which is needed to inform a proper debate in the country or will it be same old same old read silence and lack of transparency.

    Is it possible for an educated community like Barbados to have a proper discussion about WTE? And a discussion we must have.

  18. @David, don’t fool yourself Barbadian taxpayers will be paying as Cahill needs to make 15% ROI yearly and an additional $25M to cover its maintainence yearly. Thus it will make back it money in about 6 years. In addition the $600M is not the final cost and as a BOLT it may be another BIzzy Deal at around $180 per ton. The actually tonnage needed for a 24 x 7 plant is dependent on the calorific value and quality of feedstock. Thus the 600 tons may become 1500 tons so do the Mathis.


  19. @David, BOLTs arrangement are like asking a friend to make a credit card purchase for you and you pay later. This project is suited for Barbados at this time. BIM will soon be needing a debt consolidation loan as we will have too many loans to pay.


  20. Of course there is an ROI. The simple point to Bush Tea was that the payback will come from the spread between the price points read cost to produce energy and sale of same energy to the government. Barbadians will not pay the upfront cost of the plant which is at 300 usd and climbing.

    BU is puting the Cahill side of the issue David Ellis stylie. The cost of the WtE power is to be considerably less than what the EMERA plant currently generates. The issue NOW is that it cost government 30 approx annually to manage a landfill arrangement and the attendent issues.

  25. does solar panels have the solution to finding an alternative for WASTE which is a burdensome financial problem to taxpayers,,Solar is a good form of energy and over the years individuals would have to find money to service the cost of replacement parts which is not cheap .. ,not to mention the cost of insurance which will be pivotal for the security in case of wind damage,,,,,the are many hidden cost attached,which over the years will rises and will deplete whatever savings one might have made., nevertheless it is a real source of energy if individuals can afford its initial cost,,,,,,..

    A MUCH MORE COST-effective approach will be needed in order to make this viable. You REALLY think that Sinckler, Boyce and those idjuts understand these complexities…?

    Is it not OBVIOUS that cutting edge technology will be cost INEFFICIENT in its early development?
    Would anyone but a jackass or a very rich investor invest in such technology at this stage?

What is the price the government intends to sell the energy produced by the WtE plant to BL&P, does it intend to pass on the profit to consumers or redirect to the consolidated fund.What will the Environmental Impact Study say? How does the Sugar Project to generate energy (Estwick’s brain chld from Japan) impact the national energy strategy. So many questions!

    BU’s response to Bush Tea was explained. The capex will be raised by Cahill via investors, the ROI for Cahill will be as a result of power sold to government at a guaranteed price. Please critique in context.

    Go investigate Cahill and let me know if you find any investors other than the Government of Barbados that are prepared to loan ANY MONEY for this project. You have to keep in mind that Barbados Investments are RATED JUNK. Do you think that any company, bank, security or individual will loan money to be backed up by a GOVERNMENT that is BROKE and has a JUNK investment rating.
