Plase gasification is coming to Barbados!
Plase gasification is coming to Barbados!

Within the last seven days a tiny noticed was published in the press that Cahill Energy will convened a ‘Town Hall meeting’ to informed members of the public salient points about the USD300 million waste-to-energy plasma gasification plant. BU has been reliably informed the Town Hall meeting was successfully held and although scheduled to end at 8PM finished about 9PM. The illegal meeting was also mentioned by Minister of Finance Chris Sinckler in a radio program last Sunday.

The Town Planning Act requires that a 28 day notice period be given of such a meeting.

  1. Oh by the way thats not the final cost. Neither did they gurantee cheaper electricuty. Neither did they disclose how they will make money ad they dont expect a return on invest until after 5 years. They also confirmed they got the government to get a plant twice the original capacity of 15MW to 30MW. Under the original 15MW plant the guy from the Future Centre said it projected to generate over some $939M in revenue im 30 years. It was simply an exercise to draw fire away from the government as Cahill clearly could not adequately answer many of the questions and said the is the best person to answer.

  2. The cost is now at $600M and not final. How will our kids live with all theae BOLTS to pay. May god help Barbados

  4. I have it on good authority that the Chairlady was at pains to point out that this was not a Town Hall Meeting but, as advertised, an Open House. According to her Town Hall Meeting is a legal term. At least Cahill and the Chairlady had the balls to hold a public meeting and answer questions. When will Minister Lowe do the same and show he has some balls and not just the Chairlady?

According to Cahill the project is signed, sealed and pending delivery. This is despite the fact that the Environmental and Social Impact Assessment has not been made available for public scrutiny. The usual cart before the horse?

  5. David or others. Do you know of countries with waste to energy plants? I heard that China has a waste to energy plant and paid only US$15 million compare to the US$300 million that we plan installing.

We need to get these facts in order for us to have fair discussions.

  6. What determines a Town Hall meeting? Because the Chairlady or Cahill say so?

Why should we be concerned about the cost if Cahill’s investors are willing to fake the risk?

BU understands the 15 million dollars is the cost of a component of the plant in China there is is not accurate to compare with Barbados.

  7. @TmW

Plasma gasification is a young technology, Cahill’s Plasma partner is Westinghouse whose experience with plasma goes back to 2004.

Did you know that there are two sides to the beautiful isle of Cuba?

The side where we tourists walk freely, under the watchful eyes of the military “escort” that is present everywhere, and the side where there is abject poverty.

Maids in the hotel rooms are forbidden to fraternize with the guests and if a normal citizen on the street is seen talking to a tourist, in certain areas, they risk being arrested.

It is all to ensure that “one controls what is being seen and said” a carefully orchestrated propaganda message, 2 inch tall advertisements in the newspaper(s) and no coverage on the incessant Community Files dribble advertisement that torments you every night pun de tv, where it could easily advertise the said town hall session.

The thing is that the know that the town hall, “open house” “cover up or rape of the cuntry or whatever you wish to call it, for a rose by any other name…would have attracted the ire of too many dissatisfied Bulbadians and that would not be good for Cahill or the Government when CBC reporting lies airs at 7 p.m.

All is well on the WTE front and we have to ensure that no one sees anthing to suggest that the people are mad with the money scam to get some additional coffers into the treasury by July, to pay public servants salaries.

Whu after all, you cant print no more mock money….that would be too obvious…

  9. Solar has won. Even if coal were free to burn, power stations couldn’t compete
    Giles Parkinson

As early as 2018, solar could be economically viable to power big cities. By 2040 over half of all electricity may be generated in the same place it’s used. Centralised, coal-fired power is over.

Hope you get the point, centralised power production by coal, diesel, biomass/ garbage will become obelete .

Piece, your statements about Cuba are absolute USA propaganda bullshit. They get 6 million tourists per year all over the island(s) and we struggle at 1 million. In the price-sensitive tourism market they are going to kick our asses.

Regarding the Town Hall Meeting, Bushy Park redevelopment started in September last year, Ministry of Tourism and BTA signed an MOU with Top Gear in January, Town Hall Meeting was held in April and the redevelopment, track extensions, traffic management and buildings still don’t have planning permission TO THIS DAY. In fact, the Town and Country Planning Act came into effect in 1968 and Bushy Park Track was built in 1971 without planning permission. Yet no stop or enforcement notices have been issued for Bushy Park EVEN THOUGH THERE IS NO PLANNING PERMISSION UP TO TODAY. Planning permission in BDS is about who you pay.

  11. The rise in cost of the WTE plant has not risen to from 240 to 300 million US because of downgrades, there is also design changes which have been made as they continue their fact finding.

  12. What about the Gas Station as Coverley which does not have any Town Planning permission?

  13. Strange indeed that Cohen of Cahill says that the recent downgrades and continuous daily, weekly, monthly challenges facing Barbados will cause the investors to be careful, strange that the DLP government have yet to tell the taxpayers what is in that confidential agreement they signed with Cahill. One would think that Stuart would be transparent about what affects the bajan taxpayers.

Even stranger is what is in it for Cahill, as Cohen so rightly put it, they are business people so there must be something in it for them, at the taxpayers expense once again I am sure, why? because it is still a secret being kept from the taxpayers by the DLP…………..that agreement should be posted in every newspaper in the island so that bajans can put their minds to rest that it is not just another DLP/BLP/bizzy/cow scam..

As Barbados continues to slide into problems daily, it would be stranger still if Cahill is still around and still insisting to invest $300,000,000 US dollars, that is presuming that it does not double as Barbados’ troubles continue to triple.

  14. The proposed waste to energy plant is not the best option for Barbados.
    1) garbage has to bee collected & delivered to the plant. Vehicles need maintenance.
    2)garbage sorted.
3)garbage sent to a boiler and steam generated.
    4) steam powers a turbine & generate
    electricity.

5)Electricity is sent from a centralised plant along transmission lines to homes & businesses.
    6) a large workforce is needed to run the plant 24hr a day. Production can be crippled by strikes.
    7) maintenance & servicing of equipment in the plant may cause be an issues.
    8) These plant cause pollution.
9)expensive technology utilises to remove green house gases & other pollutant.

Roof top solar produces clean electricity and distributes it to homes & businesses at a much lower cost.
    1) no tranportation cost.
    2) no labour cost/ problem from striking workers.
    3)low maintenance cost.
    4) no pollution.
    5) does not produce green house gases.

We certainly have to applaud Castro’s efforts in standing up again Western Economic Colonialism, but we have to repudiate his reluctance in allow the Cuban people the freedom to steer their own course.

  20. Cahill Energy Transparency and Taxpayers RIGHT to Know

I don’t like to comment unless I am au fait with the subject at hand. I was doing research on this Cahill Energy and almost every site I went on, especially the links on your March 25, 2014 deleted. This behaviour is questionable lacking transparency. Is Barbados making a mistake in this WTE business? Did we research the availability of other WTE plant cost; the performances of these plants; the real energy output with these plants; the real projected cost of this WHE plant when the 30-year lease expires. Am I to believe that this Cahill company could be consultants using various technologies like AlterNRG Westinghouse equipment etc, etc.

  21. Tell me why a certain ministry is responsible for the WTE project?
Tell me why a certain ministry sold vehicles that are working and making money.
Tell me why a certain ministry build a massive 5 story building, yet staff were retrenched.

    So many questions no answers.

  22. The company Cahill came to Barbados it has access to the investors.

    @ Frustrated Businessman

Unlike the common rabble that may comment on these things FB, I try not to talk that which I do not know.

Having visited this beautiful country more times than you have posted on this blog space and being among those who have “roamed” the isla i can tell you definitively that as a visitor there are places where you can go and there are placed where I have gone that you will never go, that is on EITHER SIDE OF the line.

We too were “once young” and, as travellers to Amurca, understand why passports cannot be stamped by Cuban authorities, but we also understand the currency that a gasolene ration card affords an individual who seeks inter ministerial favours in Havana and being prescribed to seek accommodation at specific approved institutions. (a practice which I would add might not be bad for the BHTA to have the Barbados Defense Force enforce given the run down, yet price inflated accommodation we have listed as 4 star hotels)

I would visit Cuba again tomorrow if the opportunity arose and gladly be counted among the 6 million tourists but, unlike you and many others, I am not talking about any fantasies when I tell you that consorting with specific persons is not “encouraged”

What places did you go? All nice venues but a few of us have lived on the dark side, if you get my drift

  24. Do you know that there are presently only NINE(9) waste-to-energy plasma gasification plants in the world. It should be noted that all theses plants exist in highly developed countries with an exceptional developed infrastructure.

Do you know that this technology is only 10 years old and is still considered experimental in nature and these nine existing plants are considered experimental in nature.

Now for Barbados, third world, not known for their ability to run anything successfully and to get into an experimental technology — Three guess’s at what the outcome is going to be, Guess #1 does not count, Guess #2 does not count, now GUESS #3 – several corrupt politicians, business’s etc. will wake away with their pockets overflowing with taxpayers cash as the PLANT FAILS.

I’m taking all bets at 100:1 with a 2025 pay date, any takers ?

  25. Why would a 2×4 island with a population of 275000 people, broke and have no natural resources want to build a WTE plant? Trinidad, Jamaica Martinique and Guadeloupe, Puerto Rico, Cuba have populations twice, thrice and quadruple ours do not have one. Will we have enough waste to fuel this plant? As solar is cleaner and more practical why are we are these people wanting to build this?

  27. Here we go again. It seem that all outsiders need to come to Barbados dress in a suite with a story about making the country money, and the Government is off and ready to run full speed ahead not getting all the FACTS STRAIGHT. At the pace that all these building project are going to be built in Barbados, I have a very big problem with what’s going to be left for any agricultural improvement that will allow the people in Barbados to be SELF- SUFFICIENT gaining the food that they need without having to IMPORT?
Why is everything with the Government about MONEY? Save some money by cutting back on all the salaries that are being paid to most of you who aren’t doing SHIT for the good of the common people in Barbados. STOP the free fetes that you are will to give to them to distract them from the real SHIT that’s going down every day, and becoming WORSE with everything that you seem to sign your names to. You are pushing the common people in Barbados too far, and many of them are boiling ready to burst at any given time. Believe me, I am not in favor of violence. But YOU THE GOVERNMENT, dealing without considering the consequences of your actions, and DISRESPECT for the common people who TRUST and BELIEVED in you. You are turning Barbados into a dump sight for anyone who can come with some old bull shit you feel that will correct the problem, and put some money in YOUR POCKETS in the deal. You can fool the people some of the time, but you’re NOT going to be able to fool them all of the time. And this is when the shit is going to really hit the fan. Many innocent people are going to get hurt. For the lives of innocent people, STOP, STOP. Because if you back people too much into a corner, at some point in time they will react. I still have people in Barbados who I LOVE and RESPECT, and want a better way of life for them and DON’T want to see anything happen to them. Or anyone one in Barbados period.
MAY THE MOST HIGH OPEN YOUR EYES IF YOU ARE BLIND. MAY HE OPEN YOUR EARS TO THE CRIES OF THE PEOPLE IF YOU ARE DEAF, AND ALLOW YOU TO MAKE THE CHANGES THAT’S NEEDED BEFORE IT’S TOO LATE.

Who the H..L is Cahill Energy?

I believe the logo at the top of this blog is that of Cahill Group of Companies of Canada – http://www.gjcahill.com/contact which I believe is unrelated to Cahill Energy Limited of Guernsey.

I believe the logo for the entity known as Cahill Energy is the one shown in the blog at: http://barbadosunderground.wordpress.com/2014/03/25/cahill-energy-transparency-and-taxpayers-right-to-know/

When I visited the website http://www.cahill-energy.com back in March, April and May its contents were as follows.

Cahill Energy has been created to build, own and operate utility-scale plasma gasification plants in key waste management to energy generation markets. The Company, and its CEO, Clare Cowan, have brought together world class talent to fill senior management, board and advisory positions that commands both domain and managerial expertise and brings the high level governmental and global capital markets access required to expand its reputation as a leader and first market mover in providing specialized and professional project management and oversight services. Cahill will manage each of the plasma gasification plants it intends to build as individual subsidiaries. Cahill has demonstrated that it is able to compete with larger, well established, players supplying incineration solutions, the competitor technology, in an extremely competitive and capital intensive industry.

For more Information, please revisit this site in the Spring of 2014.

When I tired to visit the website http://www.cahill-energy.com “For more Information” today, I got the following message “cahill-energy.com This domain name has just been registered. Why is this page displayed?”

And there is logo of Cahill International, apparently the parentco of Cahill Energy at: http://cahillinternational.com/component/option,com_frontpage/Itemid,1/

Apart from the cover page with a bunch of pictures, the site includes ZERO content.

At 12:43 David said “The company Cahill came to Barbados it has access to the investors.”

Oh – What investors. Is there one shred of evidence to indicate there is any substance to Guernsey shell company. Cahill Energy Limited.

David also said “Why should we be concerned about the cost if Cahill’s investors are willing to fake the risk?”

    Freudian slip or pun intended?

In any event, from up here in the Great White North, it appears that Cahill’s investors are the fakes

  30. Yeah, the politicians/ministers need to stop taking all those unnecessay first class trips, they seem to be constantly traveling first class at taxpayer’s expense and have the balls to show off their asses by drinking champagne at taxpayers expense, friend of mine was sitting next to one on a flight from Miami recently……….the same jokers are trying to tax the electorate out of existence but have no problem living large at the same taxpayer’s expense.

    BTW…
How come BL&P seem to have NO interest in pursuing this? Perhaps they know something that WE don’t…….

  36. @Bush Tea

On the subject of B&LP, if Cahill Energy Barbados Ltd will be generating 25/30 megawatts of power to sell to government who in turn will sell to BL&P, one has to assume there must have been communication that occurred between the two. The question is whether government feeds the cash earned from the buy/sell price points to the consolidated fund OR pass it on to consumers.

In fact, government makes SO MUCH money from fuel sales that they secretly have NO INTEREST in reducing that $800m annual bill….even though it is killing the country…

Perhaps the CAHILL scam is designed to replace BNOC 🙂 … .?!?

  38. Pollution level near Okhla waste-to-energy plant 25 times above limit

  39. Delhi Pollution Control Committee hands showcause notice to Okhla plant
    Jayashree Nandi, TNN | Jan 13, 2014, 05.39AM IST

NEW DELHI: Delhi Pollution Control Committee has issued a show cause notice to the Okhla waste-to-energy plant for violating the Air (Prevention and Control of Pollution) Act. It has given plant operators 15 days time to revert on why air pollution levels were beyond the standard around the plant.

Residents of Sukhdev Vihar and other areas near the plant have been protesting against the waste-to-energy technology since 2010. They have also filed a case against the Okhla waste-to-energy plant in the National Green Tribunal which will be heard next on January 28.

Critics are wary of the technology because incinerating all kinds of waste together—including plastics and metals—is leading to release of toxic emissions like dioxins and furans risking the health of residents around the plant. But plant operators so far have been claiming that “the waste-to-energy plant facilities burning waste in specially designed boilers to ensure complete combustion. The facilities use pollution control equipment to scrub emissions, preventing them from releasing into our environment”.

  40. David
complacency seems to rule the day in Barbados? If it works why bother fixing it, envelopes the collective thinking of a backward and non-progressive people. What has happened to the know it how and can do spirit of those islands in the Caribbean, that are now leaving Barbados sitting in the stone age civilization? Bush Tea, you as well as David, keep on talking about working the land, see how far ya’ll agrarian ideology push Barbados into the stone age.

  41. What ever happened to the gas pipeline from Trinidad that was to come up the island chain and supply energy to each of the islands?

Is this just a lot of political gas?

  42. Singapore went the incineration path to address its garbage issues years ago.

I googled waste to energy Singapore to see what is happening over there at the moment.

    http://www.keppelseghers.com/en/content.aspx?sid=3028

Incineration reduces landfill volume by 90%.

The remaining 10% is used to reclaim land.

The new WTE plant processed up to 800 tonnes of Garbage a day and produced 20MW.

Singapore last time I checked had a population of 4 million and this was planned to grow to 6 million.

High GDP and heavy industrialization pays for these projects.

We better look at the cost and make sure we can pay with the relatively tiny population by comparison with Singapore.

  43. …. plus, Singapore is all about long term planning and control, something we have never really tried.

  44. The issue of emission control and monitoring must be taken seriously. Don’t be surprised if it kills our tourism industry on the west coast. Zero emissions does not exist as the guy from Westinghouse is saying. Perhaps they think Bajans are as dumb as Chris Sinckler, Darcy Boyce, Edison Alleyne and Denis Lowe.

  45. It may be a good idea but not at the price and lack of transparency in Barbados

  46. Where is the data to show that plasma gasification emissions is harmful?

Where is the data to show the end result of the burn is not inert?
