Minister Denis Lowe, Ministry of Environment, Water Resources and Drainage

A good indicator to test if the silly season has arrived is to observe the accusations lobbed by BLP and DLP acolytes at BU. A characteristic of the political partisan is the inability to accept reasonable positions. The only position is a party position. It does not take any high degree of political acumen to discern who fit the description politically partisan on BU.

In 2010 BU posted three blogs which highlighted our concern about Minister Lowe’s known close association with philanthropist and owner of Graeme Hall Nature Sanctuary Peter Allard. BU is surprised at the little traction the story got knowing that politicos from both sides visit BU. Bear in mind both parties have been preaching the need for good governance i.e. transparency in public office.

So far he and others have ignored our queries but we have not forgotten. Time is longer than twine!

Improving transparency in the way government does business was a key platform issue in the last general general election promised by the Democratic Labour Party (DLP). Can Barbadians honestly say that the government has delivered?

Those who attended the Barbados Labour Party (BLP) political meeting on the weekend would have been shocked to learn about Cabinet minutes in the possession of Kerri Symmonds. It makes ordinary Bajans wonder if we cannot have confidence in the integrity of the system at that level of office, what is left? Perhaps a commission of inquiry is warranted into the many Cabinet leaks of late. Some may say the government has made itself vulnerable by the actions of ministers of government who have disregarded the principle of collective responsibility; a tenet of the Westminster system. This betrayal of the system merits investigation.

The purpose of the leaked Cabinet minutes was to expose an unusual transaction which Minister Lowe and his government entered with the Bynoe brothers. It appears government has agreed to swap 19+ acres at Bagatelle for 9+ acres of land at River Bay owned by Proppa Pork Bynoe. The result, younger brother Bynoe will resite his metal recycling operation from Cane Garden to Bagatelle. Senator Symmonds who has been stridently prosecuting the matter on behalf of the opposition has raised several concerns:

  1. No environmental study was town
  2. No T&P approval was sought
  3. No proppa communication with residents in the area
  4. No communication from government on details of the deal

Leader of the Opposition Arthur added to the intrigue of the transaction by suggesting the land at Bagatelle was an addition to the original deal which featured Fort Denmark in St. Peter.  The fact that the Bagatelle land maybe worth millions because years of  scrap metal to be found on the site perhaps explains it all.

At this stage what is required is for Barbadians to hear the government’s view of this transaction. It boggles the mind that with a general election on the horizon the government does not see the need to practice Communications 101. Why give the opposition so much fodder to feed on?

  1. What is this BLUNDERAMA # 109.?..i have lost count. These guys for real, you mean one week cannot past without some blunder or infelicity? A SWAP of Govt property .. this is illegal….such would have to pass thru Parliament. What are they saying..like its personal property to dispose as see fit? Some how I have a tendency to believe these “still Greenhorns” are just ignorant…Sealy are you serious…” We have done our best and deserve another term ?Ding Dong….who ?


  2. If my memory serves me right ,when the ABC Highway was under construction, land in the Haggatt Hall area near what was then a bakery was requisitioned by the government and presumably paid for. Some months later the owner of the property, approached the government requesting that his land be returned ,as he needed it for expansion of his business. He got his land back and the road plans were changed to accommodate him. (thats the section near Tri-Mart)
    If that property owner was paid, i Wonder if he did in fact ,reimburse the government. Strange things happens.

  4. just as one CLICO placed an albatross around this government’s neck, one LOWE could very well sink it. Good governance, transparency, accountability, integrity…..words that sound familiar but have the potential to ring hollow if allegations are left unchecked.

    Interesting observation but is whistleblowing illegal in Barbados and what is your view? were not certain misgivings about the ABC contract brought to our attention in Haggatt Hall as well because of confidential information from servants of the crown loyal to the DLP? but the operative question is how wrong is too wrong if the action brings to the attention of the public and infelicity which would otherwise remain unknown.

From the Eager 11 to the Frantic Five to the new hospital to the refurbished hospital to the Summer Camps being entrusted to people who use aliases to broken manifesto promises on Pensions to firing CBC host to CLICO to Alexandra to the Metal Dump Give-Away (not swap). And there are many more…

    In all fairness David, the crowd did ask Mr Symmonds where he got the copy of the Cabinet paper from! Although I support the BLP, I still think it is wrong for Cabinet papers to be leaked even though we the public need too know what this shady DLP government is doing. Keeping up with the dastardly dealings of this inept government is no mean task, God knows it!

    The Bees were equally upset when the papers on the SSS contracts were made public by the dead king at Haggatt Hall. But actions have consequences and the person who was linked to the leaking of those files was sure repaid in fine DLP style and it is no joke she had to turn to a BLP lawyer to get what was hers by right after she was fired by the minister!

    It is a clear sign that a government is in deep trouble when important papers begin to be leaked to the opposition!

  10. Why is Dennis Lowe always at the centre of every major scandal of this government?

    1.We had the shenanigan with the Graeme Hall Nature Sanctuary

    2.We had the text for “where is my cut?” scandal

    3. We had the letter from a known DLP supporter who confessed to have used the Brasstacks to help get the DLP elected….. he wrote to the PM after he resigned from the SSA to state that Minister Lowe was chairing Board meetings and determining who would get uncontested contracts at inflated costs

    4. And now we have this sordid deal with the Bagatelle dump.

    Wow, God help us! And to think that we now have Ministers telling us that they deserve a second term…….they have done the best that they could. Guess what, Mr Sealy, Mr Blackett, Mr Kellman, Mr Physical Deficit, Mr Fumble and the rest of you, your best have not be up to the mark. You have failed miserably!

    What did the PM really mean to say last night about obliterating the Opposition after the next election?

    Does he listen to what is being said on the ground or is he so far removed from reality?

    Fumble, be careful what you wish for! Going on your track record….. you who has never been re-elected, you and the DLP may be the ones obliterated from the political scene. David Thompson was politically superior to you and he led the DLP to near obliteration!

I mean the two parties have demonstrated that it is a useless endeavor as per Barat which took the BLP administration to court. The fact that politicians, people who represent institutions that have shown such disdain to the rights of private citizens and the decision of the Court, could have the gall as to believe that there is a public that will actually this crap.   13. What concerns me in this whole mess is that there seems to be no one in this Cabinet that knows right from wrong when it comes to the governance of this country.

    How could a group of supposedly intelligent men and women sit down and approve this deal? Have they no sense of how governments should work? But there again, they feel they can do anything and get away with it because they feel that the people of Barbados believe in the DLP.

    During the height of CLICO debate when Mia Mottley tried to debate the issue in the House and the Speaker would not allow it, when threatened to put out the whole BLP, the Speaker was told that he could not put out members just so, they would have had to contravene the rules, he then had to withdraw that threat. I was informed that when the Clerks of Parliament tried to tell them what to do, they they do not want to hear because they feel that they know every thing and not many of them had any experience as a minister only the dead king and he was no longer around!

    Even in private life, a person would not swap 19 plus acres of land for only 9 and another piece. As of now, we do not even know if the legal transfer of the land took place. Knowing what a smart business man Andrew Bynoe is I would be surprised if he did not secured all the necessary ‘papers’.

    Kerry looking for an issue, he and BLP are deperate to find the equivilent of the hardwood saga from 2007.

    Who was benefiting from the Bagatelle metal dump before it was recently privatised to Bynoe because we all know that was a scam with millions and millions of dollars stolen from as early as 2000.

    Let them gather and when the time is right I am relaibly informed the DLP and the Froon will show/make public the investigation report conducted in the affairs of the Bagatelle Metal Dump and the infellicities which include officers and management of the SSA and some previous cabinet ministers.

    What was the role of the Town & Country Planning department who refused to enforce certain requirements after it became responsible for the metal dump in 2003? Did anyone at TCPO benefit from the goings-ons at Bagatelle and if yes, is that person named in the report?

    Arthur stated at the political meeting that Paul Bynoe’s operation at Cane Garden was not compliant with T&P regs and he was give 3-years to find alternative site. At Bagatelle did the same occur?

    This Bagatelle issue is nothing more than a political circus. Everyone knows that the SSA operated Bagatelle metal dump in violation of the laws in Barbados. The Management of the SSA knew this, the PS in Environment knews this. The former PM knew this. The Chief Town Planner knew this. Why are they up in arms now?

    The more import question was why was the public sector (or certain members of it) and some former cabinet ministers willing to bend/break the rules for the SSA and now that the metal dump has been privatised that private entity’s feet are being held to the fire?

    The reason is simple, certain individuals (I am NOT referring to anyone particuluarly) obtained financial benefits from the metal dump, that is a fact in black and white and contained in an investigation report.

    The people of Barbados got 9 acres of prime and pristine lands at River Bay, a popular picnic spot for thousand s of Barbadians in exchange for 19 acres of dump lands which the SSA operated in violation of the law.

    Further the Private Entity is installing or intends to install a 10 million dollars metal shredder to shred and export all of the metal located there (earning foreign exchange) and which is/can/will contaminate the water resources of Barbados.

    WHERE IS THE ISSUE? THE BLP IS NOT THE WRONG SIDE OF THIS ISSUE AND IT WILL TURN ON THEM AND BITE THEM IN THE BACK, WATCH AND SEE.

    The FBI need to do some checks on these 2 characters. Especially the one who is appointed as a minister of the Crown.

    Proppa Pork ain’t own the lands at River Bay. irs called a kill-three-birds-with-one-stone agreement. Bjorn get the crown jewel, lands at Fort Denmark, Government get lands at River Bay and B’s get a new metal dump site to operate from with tens of millions in scrap metal and DL fee gold coppers.

    Are you aware that the streets of Bridgetown are in dire need of weeding? Even the bush and weeds are growing in the gutters of Broad Street. Take a drive through, even up to River Road and Collymore Rock and see for yourself. This is NOT good enough for a town that has fought so hard for its recent World Heritage Status.
    We know that the locals are inured to these unpleasant sites and other detritus on the roads either because they are so desensitized or they really don’t care a damn as long as they can buy their material wants. But Sir, we promote ourselves as a tourist destination and brag about our high numbers of cruise ship visitors whose place of visit for those who can’t travel to the well manicured tourist spots would be the City centre and its environs. These people would certainly take note of our lax housekeeping habits. Don’t let them go away with the impression that our fair city is a place of grunge, filth, vagrants and obscenity. We are sure that we would not want a visit to our cherished historic Bridgetown to be analogously compared to a visit to the dwelling place of a tramp where the kitchen and toilet areas are full of filth, dirt and vermin.

    Barbados is more than an economy it is a society. The latter includes the environmental well-being of citizens. The fact that the SSA operated a similar operation ( I am not sure there were mining metal) does not mean that the Bynoes, even if FOREX generating, should be able to set up shop without planning permission and an EIS.
    The letter regarding the land in St.Peter was sent to the Ministry of HOUSING, and given Coverley and the recent disclosure of the funding and construction of a resource centre in Deacons it appears that the entire CABINET is in bed with Bjerkhamm not just Darcy.

    Who can foeget the disclosure in the House after the BLP lost the election that reginald farley on the NIGHT BEFORE THE 2008 ELECTION,signed off on a deal for a massive transfer of land at Bath beach for himself and some other partner.

    Farley is another one of those former BLP ministers that if you google their name you just might see the word corruption coming up again and again.

    I am saying to you it is we the taxpayers who are left holding the empty bag every time,and until I see at least one active politician charged and sent to jail for tiefing,I will forever be disillusioned about ALL politicians.
