Yesterday we heard the Minister of Health, Donville Inniss, indicate that the site chosen for the new $800MM hospital is in Kingsland. Firstly, I state that I am pleased that Donville Inniss has taken an open approach to the blogs, by choosing to comment. I also think that Donville has a good political future. However, there are issues related to the new hospital and its location, that I wish to highlight, as relevant to all projects.

Firstly, on the point of location, we are told that relevant stakeholders have discussed this, or at least the news report refers to the Town Planning etc. My question is, how can relevant stakeholders be seen to be consulted, when the citizens of the country have not had an input? This is not a canteen at a school, where the head and Board or Ministry can decide. This is an $800 million facility, the only major one, for the country. I am not saying that a referendum is necessary, but certainly town hall meetings and a public panel (we so love commissions and panels) is actually relevant here. Can we see a preliminary report, that demonstrates why the site is suitable as agreed by Government, Town Planning, doctors, the QEH administration?

How does one assess the issues caused by the new hospital being located at Kingsland, when all major medical assessments (private) are located in Belleville? Surely a more central location on the Highway route and closer to Bridgetown, such as Upper Wildey or  Haggatt Hall, or Waterford  etc would have been more suitable? That would have kept it closer to Belleville, the bus routes both Highway and Bridgetown and still had some open spaces for development?

Further, who is the land to be purchased from? Is it Sagicor?

In the interests of good planning and decision making, these are issues that need to be explained as having been assessed properly. I am not comfortable with a simple announcement.

Secondly, what are the specifications of the new hospital? Surely the specifications need to be addressed and agreed, before a decision on a fitting location is established? Have the specifications been agreed with doctors and an expert hospital planning consultant? Yes, we have good architects and engineers, but there are surely those who specialise in hospitals and healthcare, remember the phrase, measure twice, cut once?

Then, the issue of financing, how is this going to go forward and what project disclosures will be necessary. How will the Auditor General be involved in checking on expenditures to budget and authenticity?

Can Government commit to making this the FIRST fully transparent and properly implemented public project in Barbados? And please, no hand raising and pleads that other projects have been managed well, the past fifteen years have proved atrocious in public project management.

So, respectfully submitted in the interest of the country.

    This government out of pure spite refused to build the flyovers to help with the traffic on the section between the Graeme Hall and Garfield Sobers roundabout.

    And to think that they are now floating a bone headed idea about putting a new hospital in Kingsland. Has this minister ever been on this section of the highway on a school morning or on the Wildey section between LOB and Carters? The traffic is sometimes backed up from Tino Terrace right up to the roundabout. MPT has now blocked off the exit at Warners, so you have no way to turn.

    Utter madness and minister, part of Kingsland was a garbage dump for many years, in case you do not know!

    Don’t knock Cuban Hospitals if you have not experienced them. They are clean and sanitary inside. The staff are professional and current and equipment is top notch. Both my son and I have been treated at one.

    The Cubans had the only facility in the western world that could treat the children suffering from radiation poisioning after Chernobyl. No other country if the did, volunteered their services.

    Wait Esterlin, this government still hiring people and increasing the government wages and salaries bill every month even though the government does not have money, all the while borrowing from the NIS to pay civil servants every month?

    These people are priceless! The Dems do not tell Barbadians that they have added over 6000 supporters to the government payroll since 2008! Priceless!

    “Wuh kinda of question is that her is a country who wants to atrract the best in tourism and we can,t even offer a decent hospital to tourist god forbide in an emergency yet we always wanting to have the rich and famious come to our shores who the hell in this day and age want to come to a country for long stay if the medical facilities are poor rakey it is about time we get something right.”

    That is the problem right there , we can only do something nice and decent for the tourist and never for the locals. The QEH is another victim of the way we treat our people, our facilities and buildings. We do not have a strong record for maintaining our buildings. If we really valued our hospital it would NEVER have gotten to be in the state it is in today! Look at the UK and the USA where some of the oldest hospital buildings are still in service. Both governments previous and present are a bunch of wastrels with no regard for the public purse and its citizens. Another glaring example is the public library.

    because of vision we all will perish not unusual for bajans to take the later . here is a dilapidated hospital outdated and people would prefer to put spend more money patching it year after year in the millions of dollars wouldn’t be surprised if after all the years of patch work the cost might have been enough to build a new hospital . it is usually after the horse bolts out of the door that everybody tries chasing it.Bajan stlye

    We will implement a “Rescue the Queen
    Elizabeth Hospital Plan” which will include:
    – Increasing the number of trained medical
    personnel.
    – Moving swiftly to effect change, including
    reduced waiting times, at the Accident
    & Emergency Department of the QEH.
    – Constructing a new Accident & Emergency
    wing and providing more beds and
    equipment.
    – Expanding the Asthma Bay”

    FOR MY ONE ONE, I THINK THE ABOVE IS A BETTER OPTION THAN BUILDING A NEW HOSPITAL. fOR ALL ITS REAL OR IMAGINED PROBLEMS, THE QEH REMAINS ONE OF THE BETTER HEALTH CARE FACILITIES IN THE CARIBBEAN IN TERMS OF STRUCTURE AND DELIVERY OF CARE. WITHOUT VISIONARY MANAGEMENT AND ADEQUATE RESOURCES TO SATISFACTORILY MAINTAIN THE PLANT IN ALL OF ITS STRATEGIC AREAS THE NEW HOSPITAL WOULD SUFFER THE SAME FATE THE QEH IS CURRENTLY EXPERIENCING.

    USUALLY THE ONES THAT ARE USED BY VISITORS BUT GENERALLY , THE STATE OF THE HOSPITALS LEAVES MUCH TO BE DESIRED.

    maybe it is the way the people want to be treated most of the time political decision are made on the sentiments of the public improving a country’s image is crucial and health is one of those areas there is no if ands or buts than when people travel there might be health related problems that would require emergency treatment it is also important to realise that there are those who if because of the lackof timely or quick service would use whatever method necessary to make government pay for any problem that they might have incurred because of the results of substandard quality of health care if we want to be accepted as a first rate nation we should not only talk it but act it. in any event the outcry on BU is not surprising since it is all wrapped up in political grandstanding and not what is best for the country and its people . yet not one peek yea or nay from the same prophets of doom over the recent BLP budget proposal of i billion dollar giveaways at the taxpayers expense .

    what sense does it make in up keeping something when it is costing more to maintain annually over the years i have heard more negative about QEH than positive now the time has come to make change the belly aches everybody stuttering pessimistic the politics of divided and conquer swells like a tsunami but no solutions coming forward and those that object stuck in reverse mode. lets face it the hospital has outlived its usefulness and it is time for it to be replaced with a state of the art facility something that bajans would be proud of and boast about.there are tough decision one must make and when the chips are down and there is no one listening one must still stand on what is right and not what is popular

    AC you really think that a new horspitall will change the way healthcare is delivered on this island? Fool yourself not! We still have the same Bad management system, disgusting work ethics and the same bad minded staff to work with.

    yes we have plenty problems in the human resources area but should the problems be compounded by having a poor and antiquated health facility and further more one should realise that a poor working environment can be a cause of poor attitude among workers

    Apart from the knee jerk idea of building a new horsespital the problem that we face is even worse than one of poor attitudes in a new environment.

    The REAL PROBLEM with the QEH has nothing to do with the building – it is to do with the IDOITIC MANAGEMENT SYSTEM which allows those big-up doctors (WHOSE ONLY REAL AIM IN LIFE IS TO BECOME MULTI- MILLIONAIRES AS SOON AS POSSIBLE and as easily as possible so that they can drive around in Mercedes and buy big houses) to exploit the hospital and the patients.

    These “doctors” use the public facilities to do their own business; take advantage of sick patients – extracting every last cent with expensive tests (they all own test labs); force patients to opt to see them privately – or wait MONTHS for slapshod attention;

    How the hell does a new horsespital solve that?

    When the minister can address that problem he may find that the QEH can become a world class hospital.

    Whether a new hospital is required is debatable but for heaven’s sake please do not bring Cuba into the discussion. Cuba is an “outlier” i.e. a statistical anomaly, there are factors are at play in Cuba that Bajans would only accept vi et armis (hope my Latin still works).

    A debate is healthy, but compare apples to apples not eggs to oranges.

    The most attractive factor that would attract tourism investment or anything related away from Barbados is the low cost of the service especially for visitors who earn canadian, euros or pounds. The tax on the us dollar has added an additional cost to business transactions done in us currency but the impact of this iniquitous tax which reduces the value of remittances from the us would also significantly affect more those like us from the caribbean who have to purchase us dollars to do business in cuba as opposed to those who earn the currency.
    Cuba always seem to be short of liquid currency even though their workers are paid substandard wages; so their marketing is done by the expatriates who share the tourism infrastructure with the cuban authorities.
    The work ethic is institutionalised and fear driven so there is no problem with absenteeism with the party operative breathing down your back in every sphere of activity to ensure that the image of cuba as the land of utopia remains intact and the system is praised for all that is good. Since dissent is not tolerated, service has to be generally good especialy in tourism related business.
    and attractions and cultural offerings while not diluted with the vulgarity on display at Cropover passing for culture does on interaction offer/provide more opportunities for one on one clandestine high quality engagement with attractive senoritas at affordable prices.

    can’t fault the statement depending on how you look at it; but if the new hospital is not properly maintained because of inadequate finance which would always be a problem with the upkeep of this kind of institution where the majority obtaining the service does not pay then i maintain the same fate would befall the new hospital. Why didn’t Pres Obama build more government hospitals rather than forcing the people unser threat of penalty tax to purchase health care insurance because of the costs attached to running health care. Any future administration would have to bite the bullet and consider such a proposal to make persons responsible for their health care with a means test in place to take care of the vulnerable and less fortunate or the new hospital would suffer the same fate as the old one. just waking up one morning with saliva in your mouth in announcing you gun build a new hospital in some unsuitable location is not all. such long term decisions all for serious thought and dialogue with the relevant stakeholders and should not seem to be an afterthought.

    For me, if you read above, I have not said that we (dependant on APPROPRIATE long term financing) cannot or should not build a new faiclity, appropriately outfitted.

    But, EVERY PROJECT must have adequate assessment, planning, design, implementation and continued follow up.

    That is BASIC project planning for fosh sakes!?!?!?!

    So, I ask the Minister, whom I have no bone with, I only wish to understand the rationale for the locale, and ac runs down the road screaming and holding her head.

    Gosh!!??!

    Let’s think clearly hear, ac. If you going build a porch, are you going tell yuh hubbie and the contractor (build it dey, nuh)?

    Or are you going to work out what you need, such as breeze passing through, barbeque area, bar area, hammock area, how many peoples it is to hold and then design to suit and work out with your hubbie and contractor, where is the best placement to suit facilities?

    And this aint nuh porch at home, this is a major, THE ONLY major, medical facility servicing three hundred plus locals and medical visitors!

    So, likewise, are we going to say, place it dey, nuh!?!

    Come on ac. Let us be reasonable, sit back and make logical assessments, instead of accusing veryone of being partisan.

    And you can be sure, ifit was the BLP administration doing this, my questions would be the very same.

    After all, I am still waiting on the final financial statement and cost details for Kensington to come to us lil humble igrunt fellas, like me, suh I cud read and see where the hexpenditure was,

    correct me if i am wrong but my impression was that the forum was for education and enlightenment and trivialities like under which blog informed comment should be placed would not invite negative comment; that said i suggest that the western world is flocking to cuba because of lower prices and its strangeness.

    Crusoe phase one of the poroject:is therev a real need for a new building.if the answer is NO then there is nothing to discuss however i believe that the govt has gone past that phase with a decesion that a new hospital is necessary and that i agree on. now when it comes to the plans involved i do not know all the details but i would say that like you i would like to be a little more informed however my stances remain that the old hospital is derelict and it is time for change. and the l

    as for the tourist numbers one must nt ignore the fact that thousands of cuban refugees hav been grated permission under Obama govt to visit cuba and most of them are american citizens which could be classified as tourist maybe some one can clarify for me.

    I don’t think we need a new hospital, the QEH just need renovating. I’ve seen hospitals renovated with patients in them, prime example is one in London, don’t recall the name. We are forunate to have another hospital idle in St Peter, it would be cheaper to bring that one up to scratch and hose some patients , if necessary; the government will have the use of it later. Finally, what then is the plans for the QEH when the new FSH or DIH, is built? Can’t name it after DT because he was never in favor of buildingf a new one.

    @scout what u say is true. Bring de one in de north up to scratch to take the pressure off de QEH and spend de de money upgrading de present and surrounding properties all of that should not cost 800mil ,so that de ppl in de north would not have to come town to go A&E.

    @miller wha u say is true it has been leased,but i believe the money can be better spent in theses times by upgrading the current hospital and expanding to the surrounding lands,but the problems does come when de ppl that should be ordering de equipment and building de hospital are not the ones doing de work and in de long run it end up like de lions building Get de right ppl that actually specialize in building hospitals to lay down the frame work. Cause some big head body bought 2 big walk in autoclaves for CSD dept when they came de ppl realize that they could not get then on de B floor so they lived in the crates they came in out side de corridor by de lab fa ah long time ,so another smart person decide to lick ah hole from outside and get ah crane to lift them in now that their are in and it took so long they are now outdated as de ppl who they bought them from don’t make parts for them anymore and up to this day they have not sterilize 1 instrument De QEH ppl got ah plant that can fill oxygen bottles but it pleases de QEH to pay to get the bottles filled elsewhere,de problem aint de QEH it is de lack of de ppl at de top not listening to de actual worker pun de ground and getting lil feed back before they go and spend de ppl money

    I take no pleasure in repeating what I said yesterday that the Minister was flying a kite to distract and to take the focus off of the economy by putting this ” we building a new hospital” out there.

    The Dems had to know that this was coming, these agencies normally notify in advance, hence the long talk from the Governor that nobody can do better than what we are doing, Frank Alleyne’s lukewarm performance on Sunday’s Brasstacks and Ronald Jones’ comments yesterday.

    Dems, you see now why you should not lie. The governor said the economy stable a few days ago, the Cave Hill economists said the economy is stagnating and the DLP politicians cuss the Cave Hill economist saying that they are Bees.

    I weep for my country because better could be done only if the knuckle heads would listen. But they were intent on doing things their way as Donville Inniss and Chris Sinckler said in the House to Mia……”wunnah had wunnah time,14 years, now is we time and we gine do things we way!”

    cuban emigrants were always allowed to visit cuba. what pres obama has done has increased the amount of remittances they can send to cuba.

    Living in the Kingsland area I fully support Kingsland as the site for the new hospital, knowing that relief will finally come to the beleaguered residents in this area, and around , from :-
    (a) The redundant SSA dump , east of Wotton, or is it Kingsland ? plantation house , which is perpetually burning and emiting an irritating smell at time.
    (b) The smell from the super chicken farms near the Coral Ridge Cemetery. With their jet plane type of exhaust fans, they blanket the many communities downwind with a real ‘fowl’ smell.(last night was bad)
    (c) Over in Lowlands the Chickmont chicken processing plant , as early a 11 am on some mornings, and could last into the night , burn some material which gives off some obnoxious smells, affecting residents as far as Gall Hill, and reminiscent of the Tear and CN gases used in riot control, making one ‘s eyes water, and stomach feeling nauseous.
    (d) Except for the noises of planes going into the Airport, the area would be classified as a silent zone, and this should put paid to the nightly and weekend motor car and bike racing on this section of the ABC Highway, which keep residents awake moreso than a jumbo jet going into Grantley Adams or Karoake at the village rumshop.
