The following was posted to BU blog Paying Lip Service To Culture by Jim McGowan, founder of Beat|Barbados the foundation responsible for submitting one of three proposals to government of Barbados for restoring the Empire Theatre as a place to support the arts. The Facebook Group  EMPIRE STRIKES BACK  led by Mike Hulsmeier is leading a group of artistes and friends on a mission to restore the 100+ Empire theatre.

Please allow me to introduce myself to this forum. My name is Jim McGowan – I am a founder of BEAT|Barbados along with my life partner Tamara Marshall, and I am also a Trustee of BEAT Foundation.
I am writing to advise and to confirm that BEAT foundation have in fact submitted a Proposal to Government for Restoring of the Empire Theatre – it is our understanding that our  proposal is one of three that Government is now reviewing and considering. We have presented our proposal to the Infrastructural Committee, which is comprised of many Cabinet Members and we are now awaiting their decision.

BEAT foundation is a new charitable organization founded in Barbados that was established to be a catalyst in helping to develop the Creative Arts Industry. The founding Trustees are myself, John MacKenzie, Andrew Pilgrim and Guy Beauvais. As individuals and now as Trustees of this Charity we have each committed and have dedicated ourselves to seeing the Empire be fully restored to it’s former glory.

I am writing this post as I understand full well that “fear of the unknown”, speculation and or misinformation can often derail what is a “Good Cause”. First impressions seem to be lasting ones, and thus I will do my best to answer any questions or address any concerns early and openly in this forum with respect to BEAT foundations proposal. I would like to make the unknown be known and so that readers can make an informed decision as to whether they believe the BEAT proposal has merit and is worthy of public and political support.

@ David – Thanks for creating this posting in the BU blog, it has been insightful and fascinating to read.

@ Mikey – Thanks for your passion towards the Empire, and for your endorsement of BEAT foundations proposal further up. I believe we share a similar goal in this regard and I also believe that it will take the wider community to get engaged and help make it happen. Myself, the directors and Trustees of BEAT would look forward to working closely with you and the supporters you have mobilized. Together Forward!!!
@ AC – I would like to address your earlier comments and clarify. The BEAT proposal put to Government made a request – and it very clearly stated it was not a requirement – that BEAT was inviting Government at its discretion to make a donation to the cause. Also you appear to have quoted another line from the proposal which I would like to address. To clarify, BEAT has already put in funding and time to evolve the EMPIRE project and our proposal. What you are alluding to in the proposal is where we stated “potential benefactors” who are very interested in supporting the Restoration Project would not wish to be the first dollars in, but would rather see this initiative be organized and led on a local level by an alliance of members in the CREATIVE ARTS community. If and when it becomes a community initiative, with Government permission, they would be willing to “help out”. It is their aim to empower  the Creative Community in taking the initiative and moving forward and will respond with support. This offers a great opportunity and in my view is not a negative as you may have thought and have expressed above.

@ ALL – The question of who “owns” the EMPIRE in my view is a different issue than who has “control” of it. At present the Government has control, but in truth the EMPIRE really belongs to the people of BARBADOS and should be restored and used for PUBLIC BENEFIT and to be managed by a diverse board of trusted and credible citizens. This is the plan and goal of BEAT foundation.

Once again I applaud Mikey Hulsmeier for taking initiative and for energizing and beginning to mobilize the wider community. At BEAT we are about “evolution” and not revolution, and thus we wish to work with the wider community, members of the Creative Community, various organizations and businesses, Politicians and community leaders, Social Media influencers, who together in a constructive, planful, positive and a professional manner, can come together and undertake a collaborative effort to see the “Empire Rise Again”

  1. @ David

The facebook page for the Empire Strikes Back says there is a planned mass meeting this Sunday but no details of location and time, a bit confusing.

  2. The venue will be announced soon by Mike Hulsmeier .

There will be a mass meeting THIS SUNDAY November 20th. Location and time will come soon. If we operate as we usually do we will not make an impact on anything. I say this to say….be there please! Spread the word…and more!

  3. The same with the proposal it is a bit confusing . lot of catchy wording. but no real commitment on Beat part. There are more Questions than answer when it comes to the interest of the people and government involvement financially. Beat says it is not requiring but is requesting funding as good faith, some of which goes to an operating company. There is no clause which states that in such the project doesn’t get started if the government would be refunded any monies contributed . BTW who is EGLF

  4. Enterprise Growth Fund Limited

  5. Dont be confused. The meeting is Sunday, alot of people have joined the group and the email list so we have to finalize a suitable venue and time. The idea is to do it early in the morning so as not to break up people’s day too much. Stay tuned.

  6. @ Mikey

What is the likely format and what are the objectives? Hopefully not another talk shop!

  7. @ac

You keep asking questions in the mean time BU salutes the civic minded artistes and friends who are rallying. We need to see more of it in Barbados.

Also clauses in contracts are meant to be simple and not onerous.

  8. Is it interesting that those who always asked about FOI is uncomfortable when questions are being asked or is it only to whom the questions are asked.

  9. For those interested in reading BEAT’s proposal it is easily accessible on the Internet:

    http://beatbarbados.com/beat/wp-content/uploads/2011/04/BEAT-Foundation-Empire-Proposal-to-Minister-Lashley-R.3.pdf

  10. Given the proposal there are two main problems. 1 the all important financing 2 parking for number of vehicles.

In the interim 2 can be dealt with using the pierhead parking lot and shuttling people in long term that area will be taken up by the pierhead marina. alternative parking would be needed for the 1000+ patrons. maybe using city centre and Princess Alice Highway Car Park they can take care of most of need but more parking would likely be need and proper shuttle service. Knowing this future headache for the theatre they made allocation parking as required by the town planner the lessors problem in the drawn up conditions of the lease. That maybe be a huge sticking point for government and probably get negotiated down or out or some other benefit given in turn for not being the government issue.

getting back to the important issue of no1. with recent change to charitable contribution it could be done by corporate Barbados. However corporate Barbados is still not much in giving mood so would take some encouragement. maybe chief financier would get it name in building? sagicor and many other do have impressive retained earning/new equity cashflow that could do the construction. maybe other incentive can be taught of to get finance in. Now for those questioning the lease amount. the government is proving the building as is and not paying for the renovations. as such normally there is a good discount on the normal rental rates for what such an equivalent building would get. Tied into the lease agreement is they are getting 2.5% of gross from operations contract. These are far better term than jada gave the government for coverly.

FOI & INTEGRITY should be “unutterable” words from you!
Over 100 days and still waiting! Or is this a pipe dream since the little gravy that is available must be sucked up before such promises are boldly reproduced in the damned lying party 2012 manifesto?

You are free to speak (the Truth!) Now, What about the promises? Don’t you think they are way, way overdue? Maybe you think promises are “comfort(s)” to the Bajan fools? Oh, yes, we know the reason you will offer for the non-implementation of these important pieces of legislation! The international recession, stupid; it’s the international recession!
Or is it a case of dead men promises are not binding on living liars!

“@miller: look at you so anti this government that you would deny them revenue which the Beat has made in their proposal for leasing the EMPIRE”.

Look ac I am not anti “this government”. I am against incompetent disingenuous governance whichever hat is worn. Why would a government allegedly committed to the promotion of Bridgetown as a world heritage site seek to generate revenue from a charity that is eager to fill the role and undertake the responsibility of a property owner that has been neglectful over the years? Why cream off some of the contributions in the form of lease payments from caring and honest private citizens that can otherwise go towards the cost of restoration?
If the government were competent then they would go after the millions owed in VAT and Land taxes. The withholding of VAT and not paying over to Government is a form of fraud and against the law. VAT is not a levy on the business but on the consumers of the goods and services sold by the businesses. Cash flow problems or no cash flow problems it’s down right stealing. Go after these crooks and delinquents or write off the arrears. Hint! Hint! Give the Empire to the Charity Foundation free of any liabilities and stop all the long talk trying to defend the indefensible!

  15. @Miller

Hint! Hint! if i believe the first paragraph of your comment i would agree with you . Charity does not mean Free . Btw how do you know these people are honest. Self interest first. or “What is in it for me”

  16. @ millertheanunnaki

Well put. You are on the money, the only problem is that there ain’t much for the politicians to ‘tax’ on $2500 a month so it’s unlikely to occupy their attention especially during election season.

    Deal too cheap.

  17. deal too cheap! Need i say more! Self interest first!

  18. Obviously the objective with this project and others similar is not to make profit, it is to infuse the creative industry with some energy so that it gets a kickstart, momentum.

It is not uncommon for government(s) to work with private interest to achieve common objectives. In fact in some cases the government will provide concessions/subventions.

Let the process begin, a good start is that ordinary people are rallying!

  19. See the latest on the meeting:

Hi all, Sean Defreitas has gladly agreed to let us use The Boatyard on Sunday. So here are the final details: Sunday November 20th, 8am at The Boatyard, Bay Street. This meeting will serve to show that we the artistic community of Barbados CAN come together as one for a cause. I have never seen it done but will take correction if it has been done before my time. Mr. Jim McGowan of the very progressive Beat Foundation has in my opinion presented a brilliant proposal to Government and he will be on hand to show this to all of us on a projector screen. He will talk us through it and also share Beat’s immediate plans for the stage at Oistins beer garden. His ideas include us all. I have met with him on quite a few occasions now and I believe his efforts to be sincere. I will share my ideas for raising funds with everyone as well. I would like to welcome all suggestions and maybe over the next few days each person can write down their suggestions and submit as we may not have enough time on Sunday to hear all of them. To my surprise, Sean Defreitas told me that 17 years ago he presented a proposal to Government about the said Empire. He talked me through some of it on the phone and there were some really good ideas there. I have asked him to see if he can find it. I think ultimately we would all like to see The Empire Theatre be utilized in the full interest of the Arts in Barbados and the more ideas as we can go through the better. After considering all the different times we could schedule this meeting I came up with 8am because I don’t want to break up people’s day too much and also because I know many will be attending NIFCA on Sunday evening. I also chose this Sunday because I don’t want to interfere with our Independence celebrations next weekend. I think this meeting should enhance our Independence not take the spotlight away from November 30th. Also, December gets pretty hectic with everyone running around doing their Christmas stuff. To those attending Church, please make a special effort to attend this meeting even if you are a tad late. To those who simply cannot make it we will keep you in the loop. The plan is to have some video and photos done so you will at least be able to catch the vibe. Finally, we don’t have access to funds right now to provide refreshments at this meeting so please walk with your own water bottle or whatever. Thank you all for your support of US over the last 10 days or so. It has been very inspiring. We are making waves already. More than you may imagine. Let this be the beginning of an alliance between all of our Artists on this beautiful rock. It is way overdue. See you on Sunday. Love.

    Mikey.

P.S. SPREAD THE WORD……LIKE BAD NEWS! meeting:

What do you mean by “going into business”? What is the profit involved in spending over $300, 000.00 of taxpayers money to put on a football tournament in competition with the LIME professionally organised forerunner?

  24. Bottomline is…if Government are really serious about this little buzz word that they fling around called ‘culture’ they will come out and say what the hell is really going on with the Empire Theatre and the proposals…why are we in the dark?..is it because of the power of the others who have submitted?…what the hell is it?…playing politics wid we?….I intend to turn on the light..once I find the switch…I’m searching. I would love to get my hands on a copy of the recording of my meeting with the NCF CEO at the last stakeholders meeting at the steel shed…the one for music producers..I say my meeting coz I was the only one that went…period….coz de rest of de Cropoverians (word for those who think that our culture begins and ends with Crop Over) like they don’t believe in nuttn….it was recorded for the minister to hear….ask him to tell yuh what was in there…or maybe he ent heard it yet…it’s only been a whole month since the meeting…maybe he would rather nobody hear wha i said…..judging from his address at last weeks crop over breakfast sponsors joke meeting he ent pay it no mind…..one of the things I said tho is TAKE THE POLITICS OUT OF THE CULTURE!…or we doomed for a long time to come yet…..not quite what he may want to hear i spose…or maybe dats why he dint even say hello g’morning to me while he stood directly in front of me in the line up for the best thing about that meeting…the food…I send him 2 private messages on Facebook that he has ignored…he didn’t ignore me when I said thanks for the add when we first became FB friends tho..which tells me that he does check his messages….the other 2 were kinda touchy subjects tho so…yikes!….he will have to talk to me at some time or other tho if he remains Minister Of Culture…I will make sure of that..can’t ignore me…coz if ya plans to ignore people like me dat means yuh should not be no minister of my LIFE……tut tut

  25. O..the first thing I asked in that meeting at steel shed was ‘where is the minister of culture today?…coz it’s looking like he got summin better to do..summin more important’….could be another reason why he blank me…jus sayin….he workin for me so i could talk

  26. OR…maybe he dint recognize me…lol….there are only 2 white musicians really involved in Crop Over…for de last 15 or 16 years..maybe more….me an Roett….maybe he doan know who is who…i enno…ok i done 🙂

  27. Mikey Hulsmeier, grow up and stop being such an ass, you complain about never being invited to a cropover launch and the the Minister invites you and then the stupid ass you are you complain about the table at which you are placed what an ass hole you are in truth.
I suppose with your stupidity and simpilsity you would expect to be hosting the breakfast, grow up boy and stop being such a childish ass hole

  28. @Culture

Why are you attacking Mikey simply because he has culture at heart. Nobody is perfect, look pass the personal and lets take culture forward. For too long successive governments have treated culture like a play thing when it is serious business. For too long the government has dealt with ‘certain’ individuals when trying to push culture. It is time if the minister and government are serious that we have a real collaborative approach. Just imaging if the minister have the people in the arts in his corner how much stronger he becomes.

    @Mikey

A suggestion when you have your meeting is for the big names in entertainment in Barbados to do a jingle/video about the Empire cause which can be posted to Youtube, Facebook, get Olympus to run in the theaters at movie startup etc.

Create some awareness it will also get public mobilize in your camp. Once this happens the politicians will take notice.

  29. lol….@culture….nice one…I didn’t complain tho…I mentioned it and I thanked them for inviting me…I meant that…and I know I was invited because of my frank and honest discussion with the ncf ceo….and that is why I went….the things I spoke about to her were to benefit all involved….why? because I love my country and it’s people and I CARE…culture happens to be my life…go ask to hear the recording and learn sumting….learn this while you’re at it… I don’t need to be invited to no crop over breakfast so get that straight….I don’t thrive on things like that…they did me no favours boss…they need to listen to people like me tho…u can take that to the bank…or down we continue…your mistake would be to think that I am stupid and if you think that the very people who ARE CROP OVER should be seated at the back of a kiss me ass CROP OVER launch then I have to wonder who is the a hole..next year you should take all those like us who were seated at Table 19 out of crop over and see what you get..a bunch of sponsors and tents and empty stages..pretty lights to shine on nothing…stupse….i bet you it dont happen again tho…..get this..I don’t care about politics and I dont care who in power and who aint…politics is a game….and unlike alotta people in these forums I aint playing no political games….thats why you see my name next to anything I post….you culture are hiding and mouthing off…wha u hiding for?….If I have to be afraid to speak up about what has been my life for 24 years well then something really wrong….one love

  30. do you think that the government should back every Tom Dick and Harry Proposal:” just because” in the long run it should be all about what’s the best interest of the people. As it is enough bared wires are being thrown at the government for being incompetent the government therefore must proceed with caution or else this could turn out to be another case when all is said and done headed to the Court .

  31. @ac

Why don’t you reread what is happening here? This in a nut shell is about ordinary Barbadians mobilizing, a good thing.

    @Mikey

Forget the political potshots some people must filter all via a political lens.

  32. What is wrong with Government just telling us what the deal is? We are creative people looking to get things done. What is wrong there? Why not work with us? All this talk about how great Rihanna has been for Barbados but yet they ain’t doin nuttn to ease the disillusionment of the many more that WILL follow…and they are all helping themselves…they aint sittin down waiting on nobody….they doing it under shit conditions and pluggin on…..LISTEN to me coz I KNOW what I am tellin yuh….I work with them everyday…These are the questions that need to be answered.

  33. I am looking at the whole picture and the various issue surrounding the EMPIRE . Mobilization is good it helps to scrutinize and add check and balances but mobilization hat is only part of the EMPIRE story. Remember Ac likes to put yhings under a microscope . Just Looking! not my intent to be overly critical my way of adding check and balance, That;s ac !.

  34. By mobilizing answers will follow, in that order.

  35. @ David & Mikey

Culure and AC are polical operatives, that much is clear. The proposals being considered by the GOB for the Empire Theatre are 1) Beat Foundation 2) Mark Maloney and 3) SMI.

The GOB has just agreed to expand the scope of the ‘redesign’ of the Pierhead marina by SMI to include master planning up to Jemmotts Lane. This is what the Minister of Finance means when he spoke (about the Empire Theatre) of the Bridgetown Improvement Master Plan.

You see the GOB has just recently terminated the engagement called Coastal Tourism Master Plan so that SMI aka Bannister could be given this new project, the Bridgetown Improvement Master Plan and charge the GOB accordingly. Its a creative way of giving a contract to someone without the benefit of competitive tendering.

Stay tuned so we can find out how much money the BTI is asked to pay, in addition to the $40 million for the ‘redesign’ of the Pierhead marina, for the now so-called Bridgetown Improvement Master Plan.

The Prime Minister is aware of the scam. The DLP government would be commit political suicide if they allow SMI to go ahead with its plan (wish) to create the ‘Monaco of the Caribbean’ which starts at Jemmotts Lane and ends in Pierhead and includes the Empire Theatre. The plan (Monaco of the Caribbean) aka Bridgetown Improvement Master Plan has casino gambling at the centre of it’s feasibility. It even calls for London Boune Towers to be demolished, one assumes because you can’t have poor people living in the middle of an upscale tourism and gambling district.

  36. @ David

They have quite nice marinas out in Monaco, ask senator Gilkes and Mr. Palmer.

“The Prime Minister is aware of the scam. The DLP government would be commit political suicide if they allow SMI to go ahead with its plan (wish) to create the ‘Monaco of the Caribbean.”

So how come the point man is still on the “whatnot”. What is the boss man waiting for before ditching Mr.”Whatsit” overboard? It seems as if the DLP is so aware of the Opposition’ leader’s inertia and empty threats on the marina fiasco that they can do as they like and still win next time around. Everyday that passes without this scam being investigated and the players exposed the more OSA will appear like a babbling” has-been”.
Mickey, stop wasting your time with regard to the restoration of the Empire. Its future lies in the hands of the SMI solution. Same as London Bourne towers. But don’t despair; maybe the Methodist Church might have a prick on the soul of CS the boss in waiting (after all he has a burning ambition to enter the priesthood and might not want to scuttle his chances.

  38. Amazing the smoke and mirrors stuff ordinary citizens must endure to keep our democracy alive. No wonder so many have become so cynical.

  39. Ha…interesting stuff…I’m learning….answers will follow is correct David…say something…anything….nothing will not do…i bout Art not politics…my intentions are pure…and that’s all I have to worry about. I am a man of principle and most people in the Arts community know that. Jus that I dont blabber blabber about things that I do…and it will remain that way…i ent lookin for no pats on the back or kudos…ever…I have music to do that for me

  40. @ millertheanunnaki & David

    Are you alter egos?

Anyway the fact is that the fly in the ointment is Lagan. I hear they have a pretty as hell claim, full of juice and sorid details. This gonna make UDECOTT in TnT seems like ‘child’s play’.

The funding for the ‘redesign’ like it run into problems, fellows at the Bank in the Citi like they get cold feet or acaught a wift of the shitty smell eminating from the project.

    Stay tuned!

For discussion on the Empire and we culture to happen you must know the Pinelands Creative worksop, the long suffering landship diehards ,the hardworking community culture groups, the University Errol Barrow center and so on have to be squarely front and center.

David is “velly” (to use a beaming BAFBFP chink(y) adverb) timid when it comes to the marina scam. He does not want to put his feet in this dirty water so he sits on the dry dock watching the money sail away to embark on the IBC bank of St. Lucia.
The great pseudo accountant cum economist would find a way around the mess rejected by the foreign owned banks. Other banking friends can provide another life line of credit at the “nis” (national internment scheme) special lending window and with a US$120 mill (stone) recently placed in a central location at the high rise bank with a trap door operated by a garden gnome.

This level of financing is too high for “poor wordy man” at top fathom.

If you take a walk in the church village garden of remembrance pass Tom Adams tomb and look left you would see a puppet dress up in a nehru gown who likes to fiddle with numbers while bridgetown burns and waiting for the IMF water brigade to arrive!
OSA is like a ventriloquist talking “big talk” through a dummy but can’t really afford to let the rat among the young yard fowls. As long as there is so much financial “friggin in the riggin” the Empire Fights Back proposal would remain on the back burner if not dumped in file 13 ready for mount stinkeroo.
