Your message to the BLOGMASTER was sent

The following was posted to BU blog Paying Lip Service To Culture by Jim McGowan, founder of Beat|Barbados the foundation responsible for submitting one of three proposals to government of Barbados for restoring the Empire Theatre as a place to support the arts. The Facebook Group  EMPIRE STRIKES BACK  led by Mike Hulsmeier is leading a group of artistes and friends on a mission to restore the 100+ Empire theatre.

Please allow me to introduce myself to this forum. My name is Jim McGowan – I am a founder of BEAT|Barbados along with my life partner Tamara Marshall, and I am also a Trustee of BEAT Foundation.
I am writing to advise and to confirm that BEAT foundation have in fact submitted a Proposal to Government for Restoring of the Empire Theatre – it is our understanding that our  proposal is one of three that Government is now reviewing and considering. We have presented our proposal to the Infrastructural Committee, which is comprised of many Cabinet Members and we are now awaiting their decision.

BEAT foundation is a new charitable organization founded in Barbados that was established to be a catalyst in helping to develop the Creative Arts Industry. The founding Trustees are myself, John MacKenzie, Andrew Pilgrim and Guy Beauvais. As individuals and now as Trustees of this Charity we have each committed and have dedicated ourselves to seeing the Empire be fully restored to it’s former glory.

I am writing this post as I understand full well that “fear of the unknown”, speculation and or misinformation can often derail what is a “Good Cause”. First impressions seem to be lasting ones, and thus I will do my best to answer any questions or address any concerns early and openly in this forum with respect to BEAT foundations proposal. I would like to make the unknown be known and so that readers can make an informed decision as to whether they believe the BEAT proposal has merit and is worthy of public and political support.

@ David – Thanks for creating this posting in the BU blog, it has been insightful and fascinating to read.

@ Mikey – Thanks for your passion towards the Empire, and for your endorsement of BEAT foundations proposal further up. I believe we share a similar goal in this regard and I also believe that it will take the wider community to get engaged and help make it happen. Myself, the directors and Trustees of BEAT would look forward to working closely with you and the supporters you have mobilized. Together Forward!!!
@ AC – I would like to address your earlier comments and clarify. The BEAT proposal put to Government made a request – and it very clearly stated it was not a requirement – that BEAT was inviting Government at its discretion to make a donation to the cause. Also you appear to have quoted another line from the proposal which I would like to address. To clarify, BEAT has already put in funding and time to evolve the EMPIRE project and our proposal. What you are alluding to in the proposal is where we stated “potential benefactors” who are very interested in supporting the Restoration Project would not wish to be the first dollars in, but would rather see this initiative be organized and led on a local level by an alliance of members in the CREATIVE ARTS community. If and when it becomes a community initiative, with Government permission, they would be willing to “help out”. It is their aim to empower  the Creative Community in taking the initiative and moving forward and will respond with support. This offers a great opportunity and in my view is not a negative as you may have thought and have expressed above.

@ ALL – The question of who “owns” the EMPIRE in my view is a different issue than who has “control” of it. At present the Government has control, but in truth the EMPIRE really belongs to the people of BARBADOS and should be restored and used for PUBLIC BENEFIT and to be managed by a diverse board of trusted and credible citizens. This is the plan and goal of BEAT foundation.

Once again I applaud Mikey Hulsmeier for taking initiative and for energizing and beginning to mobilize the wider community. At BEAT we are about “evolution” and not revolution, and thus we wish to work with the wider community, members of the Creative Community, various organizations and businesses, Politicians and community leaders, Social Media influencers, who together in a constructive, planful, positive and a professional manner, can come together and undertake a collaborative effort to see the “Empire Rise Again”

Go print some grantley’s to help out with this deficit in the central vortex of public finance. Better yet take a walk up to UWI and visit Sir Frank’s grave where you can take in a panoramic view of the CCB tall building overlooking the pierhead and then you can figure out who “what’s his name” is.

    Dear Mikey…..I believe we share a common desire to see the Empire fully restored, however I do have a concern that our respective agendas and intended outcomes for this Sundays meeting may differ. I cannot put at risk or jeopardize the efforts and progress that BEAT Foundation have made to date with respect to our proposal and plans for the Empire Restoration and so I am writing to have your assurances we are on the same page.
    I wish to clarify our intention for Sunday and to make very clear our position prior to making any presentation to your invited group. While I respect and admire that you have taken the initiative to create such rapid interest, and now have many people in your group with a desire for action and public awareness with respect to the EMPIRE, I also am ever mindful that the EMPIRE has the potential to quickly become a political football and thus we must proceed cautiously if we are to come together.
    First off BEAT must work in a cooperative manner and in partnership with Government if we are ever to get to a YES. As such we (BEAT) are not willing to be a part of any assembly or a gathering that may have the appearance or that could be construed as a protest whether intended or not. Thus I need your assurances there will be a non-political moderator on hand and that no such activity will be allowed to unfold if we are to attend.
    BEAT have presented our proposal to Government, and at this time we are fine with being patient for their decision. In fact no decision as yet is actually very good news for our proposal as we continually have the opportunity to strengthen any perceived weaknesses and are taking such actions and critical steps to that end. We (BEAT) are aware of and understand the process that is being undertaken by Government Staff to review these proposals and it is one that in our view is a responsible course of action. Accordingly making a presentation is strictly for informational purposes only and in no way is intended to put pressure, or to encourage the audience to bring pressure to bear on the MINISTERS or on government for a “quick decision”.
    Approval of our proposal still remains the Ministers perogative and therefore I cannot state our position any more clearly. BEAT is not pressing for a decision here and we ask that your audience does not press either. Questions from the audience and stating of concerns are great. Sharing of Ideas, generating public awareness and endorsements or provisional pledges of support are great. However pressure or protesting is something we cannot and will not endorse.
    Now for the GOOD NEWS!!! Government has granted BEAT permission to utilize the stage at OISTINS every Saturday Night. This is now an opportunity for the creative community to unite and demonstrate that it can come together, to be independent and self directing. The stage at OISTINS provides the perfect opportunity to show that BEAT and the CREATIVE COMMUNITY are aligned, can do something progressive and positive, and thus can demonstrate they are worthy of having the opportunity to restore the EMPIRE. Let us all see OISTINS as a Test we can begin immediately.
    In the end my hope is that the EMPIRE will not be used as a political football. My hope is that the EMPIRE is worthy of transcending the notion of being a project of this Party or that Party. My hope is that the Empire may become a beacon of hope and one that will inspire every Politician from every Party to publically support and agree to endorse this initiative. The Empire has the potential to galvanize and unite the entire country. The EMPIRE Rising again will remain a highly visible and symbolic ICON to usher in a new era of revitalization, renewal and prosperity for Barbados.
    …therefore our clear agenda in coming this Sunday is not only to share our proposal for the EMPIRE but to also give an opportunity to those who are ready and willing to support the Empire Project to come on board and perhaps help with the Oistins project. Oistins can begin now – while waiting on the Empire decision – and Oistins can be a positive first step forward towards getting to YES for the Empire.
    Mikey – I would appreciate your confirmation our agenda is acceptable to you and that we have the same understanding here.
    I trust you will understand the need for me to put this into the public domain.

    Can understand you don’t want to injure the relationship building you are engaged with government.
    Can also understand Mikey’s position which is as a result of many years of frustration at the lip service paid to the cultural industry.
    Let us see if the Starcom News report leads anywhere.

    Starcom Network News reports that a facebook campaign pushing for the restoration of the historic old Empire Cinema building including a reported threatened protest demonstration has caught the attention of culture minister Stephen Lashley who promises that the building will be restored.Mr. Lashley this morning referred to the facebook campaign while announcing that next week a cabinet sub-committee will be review proposals for the restoration of the Empire Cinema.     You would be surprised how many “medicated’ fellows are at the top of the food chain! You really feel that these guys in the talk shop operate on their own steam? No need to go public for a fix! Many doctors (along with the pharmaceutical business) see this as a very profitable income stream to keep these public figures running on verbal diarrhea to impress you lot.
    Seethru too has moved somewhat away from his liquid medicine to a pill popping approach to politricking. PAC no longer means “public accounts committee” but “pharmaceutical addiction conference”.

  8. The Empire Theatre should be restored by the owner of the building.

    It should be leased to a company that will install the required equipment to restore it to its former function as a movie and live show theatre.

    The business model must be one that allows for continuous use and maintenance of the building and a good roi.

    This is what I am about….Woodstock…not Libya. I have never said anything about any demonstration. Any protest. I am about showing for once that we can come together…for something positive….not negative as The Nation put it…. And I will not be afraid to say what I believe. Ever. The great Peter Tosh taught me that determination has way more power than fear. I love us all. Thank you. Forward now.

    Obviously the objective with this project and others similar is not to make profit, it is to infuse the creative industry with some energy so that it gets a kickstart, momentum.

    Who will pay for the maintenance of the Restored Empire Theatre if it is not profitable?

    In our Capitalist system people and businesses are driven to make “profits” or to have their name immortalised.

    Jim, I admire your outstanding position and I give you full marks with your direction and wish you well.

    You maybe dealing with a loose cannon in Michael, this is the same person who complained about NEVER been invited to A Crop Over Launch but then complains when he is invited this year by the Minister that he had to sit at table 19 ???

    Come on give me a break the boy is out of control, and childish he needs a soap box to stand on and speak from in Qeens Park like they do in Spearkers Corner in Hyde Park where we know the type that are seen there speak there.

    I wish you the best of success with your discussions with the Minister and would say to you that you are on a better path of doing your business with the Ministry and the Minister than on Facebook.

    If not for Mickey the minister would probably not feel contained to bring this matter to the public space.

    Secondly while the Empire matter is being used to promote a cause there is also the bigger issue of rallying the artistes in Barbados.

    Long overdue!

    Very good. but the matter of the Empire is not being addressed because of Michael it was on the agenda with at one stage Chinese Funding being consider to restore the building but the Chinese were of the opinion that they needed to flaten the property and this is not what the gov’t wishes were so that angle of funding had to cancelled and new approaches taken, don’t be confused by Michael the Empire has the attention of the Ministry and Minister and meeting have been held with various players all the while that Michael was asleep.
    He may sunndely have woken up to the fact that there is a Empire that needs attention but attention was ongoing before he uttered a word.

    Perhaps it is the knowledge of how long it takes government to do any thing sometimes. For example FOI and/or integrity legislation.

    Everyone coming on this page need to seriously understand that this move is in no way an attack on Government, the ministry or the minister. This is a unique situation where the possibility exists, maybe for the first time ever, that the ENTIRE artistic community, which is a group of INTELLIGENT persons, is coming together to discuss ways to move the arts in Barbados FORWARD. Ideas to be presented, notes to be made, plans to be formulated. We can show our willingness to be a partner to anyone, Government included. We need to show that we are capable of making a financial input on our own towards ANY concept that will earn us the recognition and respect we deserve. We are not looking for handouts. We are a group of people, that if we ALL come together, are easily capable of having the ENTIRE country feel a belonging to our cause. I urge EVERY musician, actor, artist, dancer, photographer, film maker, all y’all so, to attend tomorrow at 8am. My experience tells me this can be a huge moment in our history, regardless the reason or the outcome.

    John Roett Contrary to the spin that’s being attempted by the media, with the use of words like “negative campaign” and “protest”, we KNOW this is a peaceful meeting to find our way forward. The Empire situation may be the catalyst, but my heart tells me this will end up being far deeper that that.

    While we are at it let us know if an FB page has to be started to lobby the government when FOI and Integrity Legislation coming.

    After all it was promised so you should not need any reminders.

    Also what about the culture bond of 50 million.

  21. You gotta love ac guys….same ol’ ting on every blog that speaks of anything that is important and in the interest of the people of Barbados. He has been taught well from young it appears. “Be negative about everything and it will get your everywhere”…unfortunately his teacher got that wrong…it is be negative and get nowhere. Hi ac…send you some love my darling on this glorious pudding and souse day (done had mine!).

    I have read all the comments above…as an artist/writer I am so behind the move that BEAT has taken (as well as Mikey in mobilizing over 200 people over the Empire Theatre)…and whilst Mikey might be young, he is passionate and all he is trying to show is this passion.

    @Mikey, sweetheart, passion does get people very riled up ’cause they do not understand it…particularly when the passion is coming from a good, free heart. Nobody knows it bettah dan me. So my suggestion? Let us all get to Boatyard and listen to BEAT. Ask questions and keep those ears open and those minds clear to the answers, and let us do it in peace. Leave the nastiness of crabs in a barrel at home and let us show that as Barbadians of every colour and creed, we can have a constructive meeting that reeks not of political agenda as well as racism and basic stupidity.

    @David…as per always I have to thank you for your continuous support of those of us who have something positive to say and who want this island to move forward in a manner that will make not just us but those Barbadians abroad as well as those who love this island worldwide, proud. Bless!

    Dear Mr. McGowan,

    You were given a wonderful opportunity this morning to show the artistic community that your interest in the restoration of the Empire Theatre was genuine. Unfortunately you didn’t take advantage of the opportunity but rather you give into cowardism and have demonstrated that you’re interest may not go beyond a commercial financial interest.

    YOU ARE NOW A WALKING TALKING PERFECT EXAMPLE FOR ALL OF US SEE WHY WE CANNOT PUT OUR HERITAGE ASSETS IN THE HANDS OF THOSE WHO WITH LESS THAN GENUINE INTENTIONS.

    You went out of your way to solicit the help of the Empire Strikes Back facebook group, it was NOT the other way around. Good luck, I am sure you will need it now more than ever.
