Prime Minister Jean-Max Bellerive – tpetionnouvelgaye

A few months ago the Caribbean would have been embarrassed by the report:  The judge who’ll head the new British Supreme Court says Caribbean and other Commonwealth cases are taking up too much time of the Privy Council. The statement would have come against the background that only Guyana and Barbados have signed onto the Caribbean Court of Justice as  the final civil and criminal appellate court for the Caribbean.

In the aftermath of one of the worst natural tragedies in world history and for a second time our regional leaders have been the target of disrespect by the so called First World. A Caricom mission which included three Caricom Prime Ministers were declined permission to land in Haiti as part of a regional first response to the disaster in Haiti. Whether the reason was US authorities in charge of the airport were forced to prioritize air traffic because of limited apron space. Whether the other reason circulating that US authorities are trying to keep Venezuela and Cuban involvement out of the relief effort, it doesn’t matter – REFUSING THE CARICOM MISSION PERMISSSION TO LAND IN HAITI WAS UNACCEPTABLE.

As if to add insult to injury the Prime Minister of Haiti has been reported in the media suggesting: that the 15-member Caribbean Community (CARICOM) grouping could play a leading role in securing much needed financial and technical assistance to his earthquake battered country in the years ahead. Prime Minister Bellerive said he had already held talks with Jamaica’s Prime Minister Bruce Golding on what role CARICOM could play in the rebuilding of the country. If we are to accept the sincerity of Prime Minister Bellerive’s reported statement there seems to be a disconnect between the US authorities and Haitian authorities regarding the important role Caricom is required to play.

Of course the resources and expertise of the Americans is needed at this time. The same accommodation which would have been extended to Secretary of State Hillary Clinton and Head of the United Nations Ban Ki Moon to land at the crowed Haitian airport, the same should have been extended to the Caricom delegation. Is it unreasonable that the Caricom delegation could have hitched a ride with the two officials? Haiti is a Caribbean country with observer status in Caricom, the role of any Caricom delegation should have been immediately obvious to the USA. The relief effort on the ground is the first priority for authorities, however some may suggest that equally as important is the need to build governance structures in Haiti to ensure the medium and long term interest of Haiti is protected. The history of Haiti exposes many who are currently playing a role.

The people of Caricom have witness the disrespect directed at the Caricom delegation; intended or not. How our leaders respond may have implication for the confidence which many Caribbean people have for Caricom. Caricom is charged with the responsibility of implementing CSME which up to now has been a sticky issue. Many like BU will wait to see what leadership is exercised by our leaders in the weeks to come concerning the Haiti reconstruction.

  1. Hopi don’t get me missed up with Dopi. I am not smoking anything. I don’t even smoke.

During the Grenada invasion Tom Adams and the other Caricom heads requested US assistance. The US did not determine which Caricom head would exercise judgment in Grenada.

    Ya Hopeless Hopi

  2. @Royalrumble…..Do you work in the GOB and if you do, I hope you don’t make decisions affecting the lives of bajans based on your ‘knowledge’/’education.’

Before you spew your folly go and do a little ‘HISTORY’ of Grenada and the path on which Maurice Bishop was taking that country and that in itself would tell you exactly why the US invaded that island.

The US did not invade Grenada at the invitation/behest of CARICOM…that’s a damn LIE!

Tom Adams was dead WRONG to allow the US to use Barbados as a hub/launching pad for the invasion of that Sovereign state!

btw…since you don’t smoke, ask your doc. to reduce your meds! Maybe the dosage is too potent!

  3. It was Eugenea Charles and Tom. Only the two of them ……….

  4. “HAITI IS NOW UNDER OCCUPATION BY A FOREIGN POWER”

Listen to the buzz words of the US Southern Command HQ’d in Miami which is presently responsible for this Haiti operation……

    “Command” “Control” and “Operation”

The Mandate of the US Southern Command is to CARRY OUT MODERN DAY WARFARE.

Why is it that the US who is supposed to be carrying out HUMANITARIAN assistance after a disaster has

    1. Wrested control of the Haitian Airport from the Haitians?

    2. Moved Amphibious Ships with Marine Expeditionary Units

    3. Coast Guard vessels

    4. Guided Missile Ships

    5. HelicopterS

    6. Destroyers

Why was Hilary Clinton calling for the imposition of Martial Law?

IS this the pre-cursor to a Command Control and Operation somewhere else, since they have already ‘subjugated’ the Haitians?

Should Venezuela and Cuba be well guarded against an impending invasion?

Just recently Venezuela deployed two F-16s to escort ‘out’ a US plane which had invaded its air space from Curacao.

IS CUBA & VENEZUELA ON THIS BEAST RADAR?

@….CHAVEZ and RAUL……Don’t you have military joint exercises planned with China and Russia?

This BEAST is angry, it is lashing out. It is getting its arse kicked in Afghanistan! It is mad as hell. It wants to burn Iran but China & Russia won’t allow it! The BEAST is angry!

  5. @Hopi: “Command” “Control” and “Operation”

You are allowing yourself (and, perhaps, encouraging others) to be confused by words.

All large scale efforts have one or more CCO center(s) (centre(s)).

Heck… Would you take exception to the fact that every one of your telecoms providers has a Network Operations Center (Centre)?

  6. @Christopher H………….No confusion here! Immediately proceeding CCO, I have numericalised [ 1-6] the components of that OPERATION.

Doesn’t exactly seem humanitarian to me, while they prevent Medicins sans frontier, Cuba and Venezuelan medical teams from entering. Why do they need to take CONTROL & COMMAND of the whole theatre when others there are quite capable of the same.

This is a straight-up military operation!

  7. Hopi

    Seriously,

Long after Grenada the US Sec of State at the time, I believe it was George P. Shultz (he was talking real real slow, so it had tah be Shultz) said that the US invaded Grenada in order to put a halt to a “Socialist Triangulate” that the US thought was developing in the Caribbean, Cuba (north), Grenada (East) and Sandistas Nicaragua (West). No students, no Paul Scoon, Tom or Charles, pure Geopolitics. Royalrumble, tek de meds, and while yah at it, share some wid de Canadian …!

  8. Every Frenchman can’ be wrong ’cause all ah dem know that Haiti get invade…!

The US, France an’ Spain (an de mulatoes) fah generations have been peltin’ rocks at de house dat Haiti did trying tah buil’, an’ now dat it finally collapse, dey gettin mileage..! Where is dis God dat de BU Trinity always on about…?

  9. I know you are taling about importnat things on this blog so pardon me talking about David Thompson and the DLP

    +++++++++++++++++

To make concessions even though now under pressure – the DLP apparently believes – is a sign less of wisdom than of weakness.

So it seems contented to blame the global recession and every one else for its glaring incompetence.

Having bluffed its way for the past two years, the DLP now looks acutely uncomfortable, as Barbadians are demanding results.

All of this means that the ruling party is on the decline and will crash very soon.

It is why Peter Wickham, who is employed by the DLP government as a moderator at CBC – is trying so desperately to give the impression that it will not.

For him it would be a tremendous lost of income.

  10. Hey ALL,

I know this is a blog to talk about important things, which Barbadians care about – so pardon me talking about David Thompson and the DLP, as I did above.

    I am sorry!!!

    +++++++++++++++++++

  11. @Alex Fergusson
you being sarcastic. However what tookyou so long?

  12. PM Thompson promised the establishment of a field hospital in Haiti. Has it been set up yet?

  13. Caricom leaders are being criticized for going to Haiti. Some say they are there for photo ops and can do nothing right now.

Can someone tell me what Sean Penn or John Edwards can do or are doing.

In Edwards case, Haiti is the best place to try an out-run Francis Quinn Hunter….the child he only this morning acknowledged is his from his mistress.
We can find time to criticize our own Caricom leaders but let these morons use Haiti as a playground.

  14. Who are Edwards and Penn? They mean nothing to me. I am interested in what my people are doing for those Haitians (who are also my people).

  15. Exactly my point!!

Your people are the ones being criticized by your people for doing nothing.

These people are there for what again?
Hiding from scandals under the guise of helping Haiti just dont cut it with me, yet everyone would rather hate on our own.
While you are at it ..this I found even more disturbing given the recent history between the NYPD and the Haitian community in Brooklyn (re Abner Louima)

    http://www.nypost.com/p/news/local/nypd_to_help_train_haitian_police_WVUY44HN2BoGMaBylY41XN

  16. Well, well, well. Why would Haitians want that killer force down there. This is the same NYPD that sodomized Abner Louima, a Haitian, with a toilet plunger/night-stick.
Who ever they dispatch over there does not have the best interest of the Haitians at heart.

    Isn’t 1 earthquake bad enough?

    Mon Dieu!

  17. Now tell me, is this not an invasion all over again? At least in Iraq a few invading ‘mericans spill blood (I believe the toll is around one million Iraqis to three thousand soldiers to date) In Haiti the toll is quarter million to zero…!

  18. the haitian lady Avatar

My mom get denied to go to barbados as a tourist just because she is Haitian now let the primer minister of Barbados feels it, LOL getting denied to go to Haiti, this is a first.
They went to see if all of us died, we are suppose to be a “member”of that caricom but Haiti it always been treated as the poor little cousin the “restavek” , very good that the american are not like our haitian governement
I was very sad for the entire week but I got my first big laugh getting denied to go to Haiti LOL

  19. @ the haitian lady

My cousin was refused a Visa to the US because he didnt meet the REQUIREMENTS.
Please dont start that shit now!

  20. OMG! OMG! Say it ain’t so..Deja vu [all over again].

IS IT REALLY THE BIG ‘O’ & other MINERALS?

    OMG!

Iraq, Afghanistan, Yemen, Sudan, Pakistan, Iran…..HAITI.

    OMG!

  21. Technician

I think we criticize our leaders because we are interested in what they are doing. No one gives a flying fidoo (at least in my household) what Edwards or Penn does. Edwards is probably trying to rehabilitate his image which took a beating after leaving his cancer stricken wife at home to have an affair with his “videographer”. Penn at least has gone to other trouble spots and was critical of the US Gov’t (especially Bush) which gave the American right fits of apoplexy.

  22. @Royalrumble,

    I agree with you 100%

    @Anonymous.
A very good question. field hospital????

By now a medical team from Barbados alone or with Caricom should have been in Haiti, working along side the Americans, just like the Jamaicians

Well, the head of CDEMA was reported in the Advocate to say they ‘would continue to consider deploying the RSS aeroplanes there……”

A week & 2 days later they are still considering… what nonsense?

That same Tuesday night the Caricom leaders should have been planning what to do come Wednesday morning.

They had ample time to get in with Preval before the Americans got in.

I heard Ja’s PJ Patterson on some re-development team. How come? Those Jamaicans can develop any thing? Look at their country.

Where are our bright Bajan minds, they should have been on the team going to Canada?

We are in a sorry state in the region.

Caricom is dead or dying of ” big egos & wait & see brains”

  23. @ Sargeant….

    Ok… sorry…..my bad!!

  24. Could this be the reason, why the US has sent such a large number of army personnel to Haiti?

The US, anxious to prevent a water-borne exodus of refugees from Haiti to Florida

    http://www.timesonline.co.uk/tol/news/world/us_and_americas/article6997693.ece

  25. CEDERA confirmed yesterday there have a medical team in Haiti; about 300 strong. Head of CEDERA admits however the Caricom presence has not been felt strongly.

  26. I hope as our Caricom leaders fight to define their role in Haiti relief efforts they will consider the following:

    http://www.trinidadexpress.com/index.pl/article_news?id=161585450

“A Haitian woman who came to Trinidad 20 years ago to escape political and economic upheaval, is asking Government to allow her daughters who survived last week’s earthquake, to come here on humanitarian grounds. …….

The Foreign Affairs Ministry said on Wednesday that it held no position on allowing Haitians into Trinidad on humanitarians grounds. ….. It was a matter for the National Security Ministry, the Express was told, but the National Security Minister has no power to grant such entry, according to the Immigration Act….”

But Haiti is a member of Caricom, is it not? So other than the cost of the airline ticket what is stopping citizens of one Caricom country from traveling to another Caricom country?

(and some people on this blog worrying about one Sean Penn and somebody else named Edwards!!)

  27. the haitian lady Avatar

well she meet all the requirement and yet she got her visa denied, and I spoke to the lady that was an immigration officer, she said that why she she want to come to Barbados like haititan are not the kind of tourist they want in their island.
I got hard proof on that

  28. the haitian lady Avatar

by the way how come she qualify to get a 5 years US visa and not good enough to visit Barbados?
well done the american stick it to them LOL

  29. LOL!!

She got a Visa to the US and still griping about Bim….wtf!!

Go pine somewhere else with this nonsense.

Question…Who deports the most Haitians, Bim or the US?
Had it not been for this disaster, Thousands would be deported this year, at least they got 18 extra months because of the quake…such irony!
Get a life and help you country.

  30. the haitian lady Avatar
    the haitian lady

My point is most the other caribbean island always see Haiti as the poor little cousin.
My mom had been to lots of places in the world on vacation, we got upset as she get her visa denied just because she is Haitian and it was not a requirement issue but hate of one country against a poor country.
I do not have nothing against the people in Barbados it is a beautiful island and very nice people but that new immigration policy it is pure crap.
I lived in New york I know first hand that Barbados had a big comunity in Brooklyn.
theses idiots should know that we will survive and like it or not THEY GET KICK OUT OF HAITI, LOL IT FEELS GOOD.
    It is a small victory.

you can not deport haitian because guess what? last time I check they is not much or no Haitian in Barbados why?? hmmm, I wonder.
do not worry I got a life and we have serious country helping us.
    PEACE OUT GRIMACE. LOL

  31. @Sargeant

Whether it is France of French Canadians we don’t care. It just seems ludicrous to not provide translators in the on the ground relief effort.

Over a week now and people still dying for lack of medication.

  32. Caricom continues to mobilise its resources:

    http://www.trinidadexpress.com/index.pl/article_news?id=161585955

Caricom Secretary General Edwin Carrington said. ” the ’information we have at the moment’ is that in addition to the pledges from Trinidad and Tobago and Guyana, the other six Caricom states contributed as follows: Grenada-US$100,000, Suriname-US$1 million, St Lucia -EC (Eastern Caribbean) $500,000, the Virgin Islands-US$8,000, Antigua and Barbuda-EC$100,000 and St Vincent and the Grenadines-US$100,000. In addition, Carrington said the CBD has pledged US$200,000.”

Did he miss the Barbadian contribution?

  33. What is the Haitian Government doing
about all this mayhem? Aren’t they suppose to be showing control ,direction
and leadership for the people.I have seen
very little of that on their part.

  34. the haitian government has shown zero
guidance in the ability of being able to govern its people in this time of crisis. it is apparent that they are relying on foreign governments to do so .The people
are very overwhelmened and are doing what ever it needs to do to survive therfore i would not blame them for the
voilence that is occuring .If this is the kinda of government that the haitian people have to look foward to in coming months… God help them all.
What good is rebuilding a country with millions of dollars and blood sweat and
tears if there is no good leadership .

  35. The people of Haiti seem to have more sense than the government .Look at how they have decided to build tent cities in
order to protect themselves for the weather. You mean to tell me that there government could not organise a plan in which these people could move from the most devastated area of the country to
safer areas of haiti w within the past 2 weeks. Maybe the government need to ask the people for guidance. we keep
talking about rebuilding the city .My first
priority is to rebuild the Government .
They are a bunch of clueless losers.

  36. Which is why leaving a few elites to govern is never satisfactory, especially when the populace is inherently capable, but just need education and technical skills.

    Education…………

  37. now if america take a more positive role and leadership in this crisis .The drum-beat would start.

  38. Haiti “We are sorry alright”. sorry for the
    government you presently have. Never
before have the you been put on the world stage for all to see Right now the
world is listening to you .Take advantage of this opportunity and speak out this is anopen window of opportunity don’t let it get away. It make have come with an enormous price but possibly a one worth
waiting for. the ball is in your court .

  39. @Crusoe
I have met plenty of educated Haitians in my life time, and most of them have told me that all the goverments they have had have been corrupt. The silence
and lack of goverance for the haitian people is proof. What i think it needs is a
government who is willing and able to put country firstand the haitian people
would have to dig hard and deep to do so

  40. I it was me i would mobolize my efforts in seeing that the present government has no role in the rebuilding of the country. i would be calling for an emergency kinda of election tp get rid of them and then if no voilence doesn’t work .the other alternative would be necessary. How can a government who
can”t lead its people out of crisis be trusted with billions of dollars

  41. The poster ac wrote “The people of Haiti seem to have more sense than the government”. So from whom does the Government of Haiti come from? Bangladesh? Maybe things will be clearer when we remember that the ‘real’ leader of Haiti is in exile in South Africa. And why is he there? Because it suits the interests of those who now do rescue and relief operations.

  42. Interesting article in today’s Express newspaper of Trinidad:

    http://www.trinidadexpress.com/index.pl/article_news?id=161586217

    an extract reads:

“The story of Caricom and its efforts to join in the international relief efforts in the wake of the earthquake disaster has itself been dismal thus far, mired in a deep, dark atmosphere of lack of co-ordination, and an embarrassing absence of independence.”

The article also states that Barbados has a diplomatic mission in Haiti. Is this true?

  43. @anonymous.

Question at this point and time what are
the people suppose to do ? Wait for his
return which is most unlikely . I think the window of opportunity is now for them to choose the right government
The world would support them in doing so.This is no time for the people to sit back and wait for outside influence to do so for them. The stage is all theirs they need to take full advantage of it.Even america would have to give up whatever
    political clout it has there.

    .

  44. @anonymous
haven’t read or heard such story on barbados. The relief efforts cannot be easily co-ordinated if the is no leadership
in haiti to tell them what to do.What is being done by the different coalitions so
far has been good.however the problems
arrive when it reaches haiti because their
is no plan on the receiving end of things.

  45. @ac

my cynicism gets the better of me I suppose, but how will the people elect/choose the “right” government particularly at a time when Haiti is dependent on those who possibly have an interest in such not happening.

Help me to understand why “even america would have to give up whatever
political clout it has there.” Let’s not forget that America also has military and media clout there too.

You may be justified in thinking I’m throwing my hands up in the air but the best I can do is to contribute to local relief funds and collections and give support to NGO work in Haiti.

  46. @Anonymous
Yes america has politica in haiti and in
other countries as well including bim.
However Barbadians does not give them
all the clout neceesary to change our policy. Having said that Haiti now can say our do what it wants to because as i pointed out in one of my comments the world is seeing firsthand the political ideaology of the past has failed them miserably and the world would be sympathetic to them in choosing a goverment who they see as being right for them .The world is in haiti’s corner. They can go but upward if they mobolize their efforts for full control of their country now. As for america the pendulum would swing against them as the support for hait controlling their country would ring true on the world stage. Force comes with numbers..

  47. @ David…

Is the thread”Haiti, we’re sorry” closed to further comments?

  48. no other country in the world can define
Haiti’s future it is totally in the hands of it’s people. In order for a ship to stay afloat it needs a good captian and as of now ther is none

  49. Thankfully Haiti does not depend on Caricom.

    http://www.jamaicaobserver.com/news/ja-left-holding-Haiti-bag

“THE Jamaican Government has begun to withdraw aid workers from Haiti, citing its inability to financially sustain relief operations in the earthquake-ravaged Caribbean nation.”

  50. “Thankfully Haiti does not depend on Caricom.”

Well, could have smelled this from far. Another divide and rule tactic to get us quarreling among ourselves.

Jamaica left holding what bag what? The USA prevented CARICOM from landing but allowed Jamaica in, knowing that Jamaica cannot handle it alone. It was only a matter of time… and it seems that our leaders are so brainless that they could not get together with Jamaica and rather than just send Jamaicans, send a combined force from the Caribbean.

We let these people come down here and throw us into chaos. If USA had not intervened, it would have been different for Haitians and so many of them would not have died.

I have not heard anybody charging the USA with responsibility for the death and unnecessary amputation of limbs of Haitians.

I have not heard anybody charge the USA for breach of trust, because rather than lead a relief effort, they stopped relief to land 20,000 troops and artillery.
