The arrogance of the Bharrat Jagdeo administration in Guyana is unprecedented. President Bharrat Jagdeo and the ruling PPP cabal continue to make the fatal assumption which they accused the PNC government of making – i.e. the arrogant presumption that the resources of the State of Guyana belong to them. But if only the PPP’s policies and governance could match their barren arrogance, Guyana would be an advanced State. One cannot therefore help but observe that their governance by arrogance will be their main cause of demise.

I have on numerous occasions called on the PPP government to pay Former First Lady Joyce Hoyte her husband’s pension. President Desmond Hoyte has never received his hard earned pension since he demitted the Presidency of Guyana on October 5, 1992. He died on December 22, 2002 without receiving his pension. The PPP government owes his wife, Mrs. Joyce Hoyte, his pension from then to now.

The PPP administration has been picking and choosing which citizens should be paid their pensions. This is unlawful, and the judiciary has been derelict on this important aspect of social justice and the rule of law. A pension is not a privilege, it is a right. It constitutes monies withheld from one’s earnings over their career. What nation messes around with the pension of their former President as if it is a political foot ball?

President Desmond Hoyte has given a lifetime of public service to Guyana; becoming a Minister of government and a Member of Parliament from 1968, way before I was even born. In 1984 he was appointed Prime Minister. He acceded to the Presidency of Guyana in 1985 and demitted office in 1992 and became Opposition Leader from 1992, after the PNC lost the general elections, to the time of his death in 2002.

After 35 years of dedication to country, is this how Guyana proposes to repay this former President and national hero for a lifetime of stellar public service? By refusing to pay his pension?

I have never seen such crass, uncivilized behaviour from State officials such as is the case in Guyana. For this, I am ashamed to be a Guyanese. Let me repeat it for impact. The PPP government and President Jagdeo have brought such disgrace and disrepute on my beloved country, that I ashamed to be a Guyanese!

Mrs. Joyce Hoyte is entitled to her husband’s accumulated pension as well as his monthly pension disbursements. Both former First Lady Doreen Chung as well as Mrs. Janet Jagan, received their late husbands’ Presidential pensions. Why then has the PPP government refused to pay Mrs. Hoyte? Is it because she is Afro-Guyanese? President Jagdeo must answer this question.

The Guyana media has swept the mistreatment of Mrs. Joyce Hoyte, who is a symbol of the State, under the rug. Stabroek News’ mere referral of my last letter on this matter to Head of the Presidential Secretariat, Dr. Roger Luncheon, without public follow up is unacceptable. To date there has been no public comment by the Stabroek News on Dr. Luncheon’s lack of response thus far. And although a letter writer three weeks ago questioned if the matter had been resolved, Stabroek News made absolutely no effort of further investigating the matter.

Stabroek News’ as well as the entire Guyanese media corps’ lack of appetite for pursuing social justice matters for certain citizens is disappointing. Since I originally raised this matter in the press, President Jagdeo has held four press conferences. Yet no one in the media thought it necessary to pursue this important matter with the President. This is a shame!

Today, I again call on President Jagdeo to do the honourable thing and pay Mrs. Joyce Hoyte her husband’s pension to which she is lawfully entitled. The State of Guyana is bound by statutory obligation to pay her. I also call on the Guyanese press to pursue this matter and ensure that justice is done.

Finally, Opposition and PNCR Leader, Mr. Robert Corbin, has adamantly refused to take up this matter with President Jagdeo or in public. This is another demonstration of his pettiness, and a manifestation of how unqualified and unfit he is to be leader of anything.

  1. We have heard this position before regarding the request that payment of the late Desmond Hoyte’s pension goes to his surviving wife. We would like to see the documentary evidence that there is a precedent for it. We are very interested in the following quote from the CGID submission:

    Peter wickham who was never raised in a country with a large indian population like guyana, is in today’s nation newspaper seeking to dismiss Dr Kean Gibson (born and raised in guyna) – UWI lecturer – researched and published view about racial conflict between indians and africans in guyana and the views of the hindu indian population there which she fears may be brought to barbados.

    There is one thing the african race over the centuries has always suffered from,and that is the presence of stooges in their midst.

    Wickham’s challenge of Dr Gibson is like that of the cockroach trying to challenge the eagle or the lion.

    So mind boogling.

    My only comfort is that privately,and more and more publicly persons are out there boldly calling out wickham for the nonsense he writes and speaks and gradually realising that he really isn’t ALL THAT!

  7. It would be a bold move if Dr. Gibson was allowed to discuss her position on the airwaves of Barbados with the same access as the others who oppose her view. BU maintains that the question of minority groups integrating with a dominant host population which has been stable for eons needs to be ventilated.

    I am always amazed that ricky singh and faria have acess to the airwaves and print media in an unlimited way but dr kean gibson who had just one lecture is being told to shut up by the likes of peter wickham and norman faria.

    Would a black bajan be allowed to go to guyana and criticise jagdeo policies against afro guyanese or tell indo guyanese who criticise and mistreat afro guyanese – to shut up and not be sent back to barbados or be physically manhandled.


  9. Interesting reading today’s Nation which reports that the Four Seasons Project has been flagged ‘wait and see”.

    The large Guyanese group of workers sub-contracted was mentioned as well. The request by Faria to have work permits transferred given the current economic contraction is silly. Are we not reading that unemployment is climbing to double digits? We are reminded by the economists and others who visit BU that there is the lag effect. In other words it will get worse so what is the sensible thing to do?

    This is the beginning of the second quarter and where is the immigration policy?

  13. The debate about the UN Report continues in Guyana. The point is that even in Guyana the discussion is taking place. Yet in Barbados we are told to shut up because we are being xenophobic. It is a discussion we need to have. Why are we so stupid that in Guyana and other countries with ethnic group struggling to co-exist we would not want to engage debate to learn how to manage the multiracial society we are transforming to? BU family should read the comments to the article, the one which resonate with us is why does Guyana authorities reject all reports seminal and others.

    Perhaps for the benefit of readers you could post an article on this un report about guyana’s indians injustice against afro guyanese highlighting the U.N. report and Dr Kean Gibson’s lecture.

    Call on CBC,VOB and the Nation newspaper to cover in and maybe you will shame one of these organisations to report on it.

Wait a second Mr. Negroman, this is me Sister Baby, you do not know Mr. Raphael Trotman, you don’t, Mr. Trotman is of mixed race, Dutch Jewish, Chinese, African, and so on, he has relatives that are Amerinidians, East Indians, English, Coloured and Chinese, he is a mixed race man, not pure African, and most likely you will not like him because of his mixed race, since you only like pure African people.

This is just me talking, Sister Baby, I don’t think Miss Gay McDougal got it right about Guyana in her so called report about minorities in Guyana, first of all there is no majority in Guyana, not one group can claim it is 50% of the population, and secondly, all this nonsense of marginalisation of black poeple in Guyana is untrue, and thirdly what happens in Guyana will not neccessarily occur in Barbados or any other country for that matter.

    I would like to know is what part of Guyana Dr. Gibson is from, and how old of a person, because I as a black mixed person have never experienced any racism from Indians in Guyana. I had them as neighbours, we cried at deaths, cooked roti and curry together, they coming over and sitting in my bedroom and chatting with me, and so on. It baffles me at this anti Guyana stance here. I think the PPP is a nice poltical party and is doing a good job, these are my true feelings, now you can dispute it, and I would not get upset, that is your opinion, and as a Guyanese let me say this, not because one person is a Hindu or a PPP, does not mean I have to exclude them, we have so much in common as Guyanese that the rest of our commonality makes up for our differences. Now if Dr. Gibson wants Babados to be a single race country that is fine, but leave Guyana out of it. I was so surprised that Dr. Gibson who strikes me as Afrocentric did not know about the African customs and rituals of Guyana that she had to go back to Guyana to find out about them. Kind of strange, she nothing about cumfa, queh queh, jungo and so on, so strange, even the little Indian boy in my area know about these things.

    Please let me say the UN lady who did the report on GY is from Atlanta GA USA, and what she did is report on her black/white experience in America but place it in the context of Guyana. Also you guys refer to Fiji constantly, well Fiji is different from Guyana, the Fijians own the land there outright, and refuse to accept the Indians, you never say that here, all you say is that Indians trying to take over Fiji, Indians can never do that there, they can’t own land there, now Mauritius is the place you need to focus on, forget Fiji they treat Indians badly there. The Fijian Party ran an ethnic Indian for PM, the Indian man won the elections, but they over threw him. Everytime an Indian wins in Suriname, they do the same thing, we are humans and we can get along.


  20. I would be leary of a person telling me not to let in certain people into my country. There is a lot of generalisations made here too, and these are things, that cause discrimination and so on. Is Dr. Kean an obeah woman in that she knows what will happen in Barbados if too many Indians are allowed in. She should stick to teaching, or better yet return to Guyana and give of herself to our country, instead of spreading fear amongst the people of another country. Of course now I can expect to hear she was born in Guyana of Barbadian parents, well OK she is back home in Babados, forget Guyana and concentrate on teaching, instead of fear mongering.


  21. The majority of the people in Fiji are Afro Fijians, Indians account for 38% of the total populationthere, so I don’t see how they are dominating there. The Indians leaving Guyana too, they are now 42% of the total, and they striking, faster than I can say channa.

    As expected she cut his simplistic,ill informed,misleading argument to shreds.

    The more I read what this man writes the more I wonder why he whether he is considered an intellectual genuis only in HIS mind.

  25. This is me Sister Baby, I just read Dr. Gibson’s response in The Nation online to Mr. Peter Wickham, and I can see what she is saying too. I am not a Ph.D. remember I just like blogging and what I say is from personal experience, but I see where she is coming from too, plus I read Peter’s yesterday article, and I think he is of feelings that we can all get along.     It is wrong of any government to withhold pension entitlement to a citizen….once all entitlement criteria are met….If Hoyte is entitled to pension which can legitimately pass to hiswife on his death…..she ought to receive a portion of his pension.
    But I hasten to add….she must be his legal wife…and all entitlement criteria must be provable.
