Pastor Dr Jippy Doyle (right) on his way to spend ten years in jail for raping a 13-year-old parishioner. (Picture by Nation Newspaper Heather-Lynn Evanson)

On the 27 May 2008 BU published a blog titled Sir Richard Cheltenham’s Vanishing Act In The Jippy Doyle Affair. We were higly critical of Sir Richard Cheltenham for the role he played in frustrating the system which saw the Jippy Doyle Case delayed for seven long years. It must have been gratifying for the victim of the rape when he was today unanimously found guilty by a jury of his peers comprised of five women and four men.

The BU household can only sympathize with the 13 year old victim at the time. The mental disequilibrium she must have suffered in the intervening seven years we can only describe as undeserving. We are told that Jippy Doyle has been remanded to Dodds where our new prison is located. We take this opportunity to urge Chief Justice David Simmons to initiate an investigation into why this case was stretched-out over seven years. We also would encourage the victim to initiate legal action against the relevant government entity to redress an obvious wrong.

There is another famous case in the local court system which is approaching one year, the case of Roy Morris will be monitored in the blogosphere to ascertain if it follows the path of Jippy Doyle. In light of the discussion around Barbados about corruption in high places, we are expectant that several other high-profile cases will feature in the coming weeks and months.

Justice delayed is justice denied.

What was the sentence? In my day rapists, of girls under 16, got 7 lashes with the cat of nine tails. Do they still dole out those licks? I hope there are no appeals of his sentence. I also hope the victim gets compensation for pain and suffering and general damages.

  2. @Pat

We understand he has been remanded pending a pre-sentencing report which should follow shortly.

    The people have triumphed again.

First in ousting the BLP from office, now in this case. After years of agonising and frustrating delays, the people insisted on having their voices heard.

A jury on ordinary citizens made sure that justice was done.

  4. Non-psychotic Avatar

Many of the comments made on this blog regarding this case could not be carried by the traditional media due to the sub judice rule.

Did the blogs help to bring justice to this horrid situation? I really don’t know but maybe there is a God after all!

  5. BU you forgot to knock the Nation newspaper. Didn’t they remove all traces of this case from online?

  6. politically incorrect Avatar
    politically incorrect

I do not know sufficient on the case to make any comment on it.

Visited his church once but never went back…….however, let me clarify: that does not imply or make the man a rapist. Just found him to be insincere, trying to “con” people.

However, what I do find interesting, to put it mildly, that despite all the negative press from the blogs and the negative anticipations of the outcome, he was convicted.

Sometimes my friends, the members of the “Brotherhood” “fall out” and this or even worse than this (death) is often the outcome.

So, before you jump to any conclusion, in particular that Barbados is suddenly going to become a “haven of justice” look at the broader picture.

  7. What would have happened if BU and BFP had not covered this story?

Barbados Forum reported on a child rapist who was given probation:

  8. I’m surprised he got jail time

  9. I wish we had the cat back, this guy deserves it. I must admit that I thought he would get away with this crime.

  10. As I said at BFP?

“I remember when Jippy Doyle would pester CBC for interviews, when they wanted him to leave quick they’d let ME interview him… I would ask what happen to the 1995 Kick Em’Jenny?

He’d try and dodge and say that he never gave a specific date then I’d refer to a clipping from the Saturday Sun when he DID give a date!

Then he’d change the subject, so then I asked if he still expects his parishioners to donate, he’d confirm that, so then I asked him why he wears a big GOLD bracelet & watch with real rings with HUGE diamonds in them and he demands for the camera to be switched off and says this is not part of the interview – for the rest of my time at CBC he did not appear if I was near…”

  11. R u suggesting that the Barbados court system is finally, beginning to work like a proper court system in any part of the developed world?!!

Well, all I can say is!! “IT’S ABOUT ******G TIME”!!!!

    Cheerssssssssssss!!

  12. Pat,

You and me remember when rape victims were called “Douglas’ Daughters”. I remember one case where Sir William Douglas ordered 18 lashes with the cat and a combined total of 56 years in jail. Of course, some of these sentences ran concurrently. However you put it, though, it is a disgrace that this matter has lasted 7 years. It is also very unfortunate that the victim is likely not going to receive any compensation and any civil actions seeking damages, unless they were filed years ago, are likely statute-barred. If the victim does not have civil recourse, then the fault lies, not in the legal system or with the judiciary, but right at the door of the victim’s own lawyer, if there is/was one.

This sort of delay and incompetence tha leads to massive denial of justice for victims makes me really angry.

  13. @BWWR

If it is that the lawyer of the victim would not have filed some for compensation is another glaring example of the collusion which exist among lawyers and the attendant services. The time has come for the legal profession in Barbados to step up to ensure justice is dispensed with alacrity. Don’t the lawyers have any pride in their profession?

  14. I am glad he was found guilty afterall his fisrt name begins with J and all those preachers with J names are crooked … Jerry, Jim, Jimmy, Jim Jones and now Jippy… hail to Jesus!

    LOL

anyway at least our system works to some extent. Punitive damages/ Civil court etc would be nice BUT I dont think we want our system to be like the USA … trust me then you would really see the BAD side of lawyers!

  15. BWWR

    “Sir William Douglas ”

Don’t be so quick to praise William Douglas as yet, he was corrupt as hell.

He is the reason that MARK STOKES was picked up by the Police never to be seen again. He was killed in order to protect William Douglas.

  16. David,

I agree. However, there are some lawyers who actually do try to make a difference. Unfortunately, not enough of them. Mostly, it seems to me, today’s lawyers are in the game for two reasons. First is to try to get into political office and second is to make a lot of money no matter how. They are a pretty shoddy bunch generally.

Anon, where in my comments do you see any praise as such for Sir William Douglas? I have merely reported that during his tenure severe sentences were handed down. That is a matter of FACT, not of PRAISE. Rape victims were known as “Douglas’ Daughters”.

I have no proof that Randy was in any way complicit in the Mark Stokes affair. I have no proof that the Police were in any way complicit either. Mark Stokes, whom I knew and liked very much, had a dark side – he was an aggressive homosexual and indulged in very shady liaisons with some very strange people any one of whom might have been responsible for his alleged murder. Your allegations that Randy in some way was responsible for the alleged murder of Mark Stokes is as unsupported by any hard fact as the self-same accusations made by Miss Angela Cole in her very entertaining, but factually unsupported books.

My personal opinion of Randy Douglas? Fourth class lawyer, extremely bad jurist, pompous jackass, indifferent administrator – ought never to have been CJ. In other words, complete idiot. HOWEVER, he did treat all rape victims as if they were his own daughters. That is the only point I was making.

  17. Anon,
If you have credible information as to the whereabouts of Mark Stokes you should give it to the authorities. I did not know that he was dead. You said he was killed. As far as I know he is missing. Please, please and very soon report the information you have to the authorities!!!1

  18. @BWWR

Some may interpret your latest comment as somewhat self-serving. We say this against the background that you obviously have a legal affinity. The fact that the Jippy Doyle case was stretched over seven years immediately indicts the whole legal profession in Barbados. We could stretch our indictment to include the supporting cast of the Court Registry and by extension government.

We agree with your point that many of our lawyers have used the profession as a launch-pad to active politics. The high number of legals in politics does not lift much hope for our legal/judiciary system getting better anytime soon.

  19. David says…’The high number of legals in politics does not lift much hope for our legal/judiciary system getting better anytime soon.

Neither does it lift much hope for our Government leaders……so sad.

  20. BWWR

    “Douglas’ Daughters”

I have been around for quite a while and I have never, never heard that term before.

“I have no proof….” there in lies all the problems citizens have to endure with the judicial system in this country. You people bury your heads in the sand and ignore what is so obvious to others. You bend over backwards to accept official explanations even though you know that they are obviouly lies. Even in the face of glaring contridictions you continue to believe distorted stories from officials.

That is why we are now faced with latest Police wrondoing.

    I’Akobi Tacuma Maloney.

One of a long line of Royal Barbados Police Force mystery cases.

    Anon

Please relax! When it comes to the Police we like to thread very carefully.

    David

  21. David,

your last submission was funnier than you’ll ever know…you THREAD very carefully?

  22. @Juris

We like to think that we should. We believe that what the Police represents in an orderly society cannot be underscored enough. We will join the voices to ensure that the organs within and outside the RBPF are improved, but we will not attack the police force as a standalone body. Respect is already being eroded at an alarming pace given the changing landscape in Barbados. Let us have the Police Commission Authority become more active, let us look at increase renumeration for lawmen, let us improve the physical facilities and of course there is training etc.

We should not attack the police force in a vacuum.

  23. David,

Obviously, I do not think my comments are self-serving at all. I retired many years ago so I have no connection to the legal world as such any longer. I am merely an observer and commentator.

There are lawyers in Barbados at the very top of the profession who could simply accept the large fees and never do a day’s pro bono work. Instead, they choose often to do more pro bono work than paying work, on the basis that they can’t take the money with them and all they really leave when they go is the work they have done to try to make sure the justice is done and to improve the lot of their fellow woman/man and their community.

Unfortunately, the reverse is far more the case.

However, to try to indict the whole legal profession, including those who do all they can to be of service to the cause of justice, is to, respectfully, ignore the precedent handed down by the highest court of all, that of the Almighty, in the Sodom and Gamorrah case some milenia ago.

I am not going to provide a list of names of lawyers whose practices serve their country and community and try to ensure justice for the person in the street who can’t afford it otherwise. You can all find that out for yourselves simply by asking a few questions. As for the ones who serve only themselves, that endless list can also be ascertained by asking a few questions.

Will that situation improve. I would say not a chance in hell, unfortunately. Barbados will take its lead from the larger countries on which Barbados and its lawyers depend financially. And Barbados is MILD compared to those countries.

Anon, I was a member of the legal profession from before and then during all the time that Randy Douglas was CJ – and after Randy retired. Pat worked at the Registry then as well. Please accept my assurances that rape victims during Randy’s tenure as CJ were most certainly known as Douglas’ Daughters due to the zero tolerance that Randy exhibited towards rape and the savagery of his sentences. The fact that you never heard this before and seem to have therefore decided that this never happened simply because you had not heard it displays a trait that is ……well……unfortunate.

  24. all i gine say is “Yippy!” Jippy going tuh jail wuh loss poor Jippy. Well deserved. Will he attempt to start an in-prison ministry?

  25. DAVID

“the Police Commission Authority become more active”

When has the Police Commission Authority or any Police oversight body ever and I mean ever been active?

  26. Sorry David but I must say my piece on I akobi! I saw Iakobi’s mother this morning at the walk on Browne’s Beach!

SOMEBODY NEEDS TO GO TO JAIL THAT WAS MURDER!

I am a mother and let me tell you I cried that woman just wants answers and the more persons hide the more they look guilt!

These people know that they have children and grand children and what ever happens to your siblings is because of the injustices that one has done in ones lifetime!

Iakobi needs to rest in peace! That soul needs closure!

  27. But wait, how you meaning the sky isn’t falling after all?

  28. JC

I am sorry to tell you but nothing will ever come out of it. I will bet my life saving on it without fear of losing it.

This is not the first time.

  29. BWWR:

Between you some of us in the Courts, we thought Denys would have been a better CJ. What I did not like was when he took a cursory walk through the Registry all those fools would stand up, like jackasses. I never did. Neither did Frank King, the Chief Marshall. I did not see that I had to, I just continued doing my work. He came over one day while I was tallying my books at the end of the day and asked me “if I knew what I was doing”. I told him I knew until he came and interrupted me and now I lost count and have to start over.

You should have heard my colleagues. They told me, that was the CJ, how could you talk to him like that. cheupse.

Douglas was good with the rape and unlawful carnal knowledge cases. We always tried to assign them to his court docket. He was very harsh with his sentences giving the maximum allowable. And, yes they were Doulas’ girls. We had to put them on for the very next Assizes and to my knowlege they were rarely, if ever put over. We in the administration referred to them as “P” (cat) cases and everyone had a read of the evidence. Except when Perry took it, because only he could read his writing.

Some of the young lawyers today are good and dedicated. Randall Worrell is one, but now is on the bench. I understand, that Edmund Hinckson is not bad either. People who used him said his rates were reasonable. If I ever need a Bajan lawyer, I will ask my old colleague Averil for a referral.

Anyway, it would do Jippy Doyle good if he got buggered in jail. I would not feel sorry for him.

  30. It’s sad to see him go; but justice has to be carried out.

I believe he was a fraud.

I met him a few months ago, he had to let me know that he “was a prophet”

I see some refer to him a “Dr”. But if you listen to him speaking, that title is suspect.

  31. If Jippy is a prophet how come he did not forsee his conviction for rape?

And Jippy Doyle’s “doctorate” is a mock-mock doctorate. A title which he took so that he could fool foolish people. Especially foolish women and foolish children.

The University of the West Indies at Cave Hill is the only institution in Barbados with the authority to award doctoral degrees.

It takes 6 to 10 years of full time study after sucessful completion of secondary school for a bright student to EARN a doctorate.

    3 to 4 years for a bachelor’s degree

    1 to 2 years for a master’s degree

2 to 4 years or more for a doctoral degree

Somebody tell me please when and where did Jippy Doyle ever discipline himself to apply himself to 6 to 10 years of full time study?

    Please name the unversity.

Please tell us where it is located.

Please tell us when he studied.

Please tell us what he studied.

Please tell us how long he studied.

  32. Ask Gordon Mathews, Lucille Baird, Pat Alleyne , Don Blackman and Minister of Urban Affairs Dr Lowe where they got their doctorates from.

  33. Funny funny funny Avatar
    Funny funny funny

    Pat

I think that Jippy studied S&T. He read Science, Nature, Technovation, and those infernal AAAS journals with which he was inundated, as they came one every week. He also hired university students on a co-op program to assist him with research for his projects.

To cut down on the extensive reading he would have his parishioners prepare precis of some of the articles he was interested in.

  34. Not psychtic

For many years I thought Don Blackman was a fraud too. I did some research. Seems as though the Doctorate is clean
I have mentined the others on BFP

  35. Ask Lucille Baird too who gave her permission to build a church just yards upstream from the Bull’e Eye reservoir in a zone 1 area.

  36. BWWR,

You said you were “a member of the legal profession”. Were you a lawyer in Barbados?

  37. If you want to know if a Barbados post secondary institution is accredited please ask the Barbados Accreditation Council.

  38. If you want to know if a U.S. post secondary institution is accredited please click here:

    http://ope.ed.gov/accreditation/

  39. Not Psychotic! You forgot Allison Leacock. Anyway. I want to know what NOW has to say since this case is over. I am always amused by so-called Christians who – no matter what – stand by their false “prophets” even after they’ve been convicted. They are many more Jippy’s out there. These new-age prophets, apostles and evangelists perfect their craft by copying their American counterparts whom they hastily form partnerships with. In America having a church is big business. To qualify for tax exempt status you only need to have a membership of between 3 and 10 people in the basement of your home. You can also hold down another job under that tax exempt number and all the money goes into your pocket using a few tricks. That’s why there is a church on almost every corner there. I heard one well known evangelist say on his radio program last year, that he owned a trucking company in Brooklyn and one day his employees did not show up for work and he was forced to drive the truck. He said he went to cross the Triborough Bridge and discovered he was 25 cents short in the toll fee. He said he pulled to the side and prayed. All of a sudden, he said, 25 cents showed up on the dashboard so he was able to proceed. In another instance the same popular evangelist said and a partner were travelling from New York south-bound on the Garden State Parkway in New Jersey. He said he was in the fast lane; the left land on a three lane hwy. He said he was doing 90 mph and a car passed him on the inner lane and he managed to save his partner’s soul right there and then introducing him to Jesus. First of all if that evangelist was lucky enough to drive a mile on the GSPkway doing 90mph without being pulled over in the 1970s/80s he was one lucky dude. NJ state troopers do not play and you will be ticketed and or go to jail especially being black at that time. My point is that some of these so-called preachers will sweet talk people in Barbados. What they must realise is that some of us have lived overseas and know the deal.
However, peddling religion is big business in Barbados nowadays. And so is selling CDs of their sermons recorded under a tent or in a rented school building.

  40. I so so glad and all who went up on that witness stand and lied for him will burn in hell with him….

I so so glad and all who went up on that witness stand and lied for him will burn in hell with him….
    >>>>>>>>>>>>>>>>>>>>>

I agree with that, personally I think they told a lot of lies to try to protect him (folish sheep following blind leader)

But……. he still has to be punished, he is only imprisoned pending sentencing. (hope it is not probation)

  42. All i can feel is disappointment, not for jippy doyle but for all of the blogger that sit on this site and talk like they were present when the crime supposely took place

*Like it or not i will keep you guys in my prayers, as well as the families that are hurting

    GOD BLESS

  43. I have a problem with a lot of these so-called preachers popping up in Barbados. There is one operating somewhere near Cavans Lane and he got my sister-in-law, her husband and children’s head f**ked up. They are giving away their money to him every Sunday. He is telling them not to eat certain foods , etc. and he is living large. He has attracted a lot of young people and he is trying to pair off the single ones and make them marry. He really has them brainwashed. Somebody going get hurt!!!!

  44. Thanks Pat. I thought you would remember.

Anon, we are trying to discuss a serious matter and deal FACTUALLY with it. I personally do not have time for your games of trying to identify me. However, yes, I did eventually become a lawyer after my children had grown up. No, as a lawyer I did not practice in Barbados, but I did practice somewhere. I did however work in the justice system in Barbados from the 1950s to help support my family. Now, I could have been a legal secretary, a clerk, an employee of the Supreme Court, the Court of Appeal or any one of the magistrates courts. So there you go. Knock yourself out.

  45. I hope this incedent bring the other Christian frauds to their senses. I used to hear the Bishop T Wayne Bishop ranking and raving on my T.V. If I didn’t know about him I would have believe him, my mouthings about him with some Christians were vindicated when the news about him broke. I’ve heard so many stories about some of these Cristian freaks that I hope they all burn in hell. They are corrupting our young people

  46. BWWR,

You state that you were a lawyer, but I would be extremely surprised if you were a member of any profession with the type of language that you have used. e.g.
“Medication needed BAD!!!” and “retarded son of …”

This churlish behaviour undermines your credibility.

  47. To J,

I am not sure if the Barbados Accreditation Council has it altogether. I remember a few years ago I wanted to persue studies with a USA institiution which the BAC listed as accredited. However, when I did my own research, it turned out to be a degree mill.

    USA ACCREDITATION
    ——————————
I agree, their process of accreditation is not straightforward as the Commonwealth which has one accrediting body – Their Ministry.
A good guage for US accreditation would be to ascertain if the institutuion has REGIONAL ACCREDITATION.
By the way, an institution may be regionally accredited and yet offer a particualar degreee that does not meet national accreditation
For example, in the US, for an MBA Degree to be worth its salt, it must meet accreditation standards by the body that accredits MBA programs (the name eludes me at tha moment)
However, there are some accredited universities that offer MBA’S that are not accredited by this body. Hence, anyone with that qualification (even though it is from an accredited university) would be holding a worthless piece of paper.

Yes, the accreditation process in the States is not necessarily straight forward wth certain disciplines. It is therefore prudent on persons intending to study to choose their institutions wisely.
That is why it is annoying when people go around fooling the public.

  48. Christian “Frauds”
It is unfortunate that it appears that the main offenders of the “mock doctorate mania” seems to be persons pushing religion.
My advise to these law breakers would be to desist from making fools of yourselves. If you covet the title so much, do like others . PUT IN THE TIME!. Don’t make a mockery of Christianity and provide fodder for a skeptical audience who are only too glad to have something to chew on.
    LUCILLE BAIRD – TAKE HEED!
“APOSTLE” MARK ? – TAKE HEED!

  49. Dear Doctors:

Good for you that you did your own research. In this life only your house will cost more than your education. When you are spending tens of thousands of dollars on a product or service it behoves you to check very, very, very carefully before you pull out your wallet.

In the U.S. system there is essentially regional accreditation for colleges and universities.

And on top of that professional accreditation for certain professional programs.

For for a Phd in English literature for example there is no such thing as professional accreditation. It just does not exist. In that case you go with the regional accreditation.

But for engineering, medicine, law, business, etc. applicants should check that (1) the university is accredited by a regional accrediting body and that (2) the particular program is accredited by a professional accrediting body.

The link which I posted earlier provides really good guidance.

  50. And hey:

Leave George Lamming out of that group above.

Mr. Lamming is a GENUINE intellectual.

He is no Jippy Doyle, Wes Hall or Lucille Baird.
