Democratic Labour Party (DLP) Manifesto 2008

Tonight at Passage Road the Democratic Labour Party (DLP) launched their 56 page Manifesto 2008, Pathways to Progress.

Irene Sandiford-Garner speaks on the lack of governance and financial accountability. See some notes jotted while various speakers spoke:

Chris Sinckler Chris Sinckler, the MC for the night assured Barbadians that no one Minister will be able to change water zones and similar decisions. DLP will encourage competition in the distribution sector to drive down prices; re-examine tariff regulating all goods entering Barbados. Selected price controls to implement on a basket of goods.

  • Slow down the approach to Capital Account liberalization

Spoke at length about current ‘spending spree’ on government projects given the increasing National Debt over 2 billion. Tourism Development exhausted. DLP will roll-out proposals to transform the economy to generate other avenues for foreign exchange.

    You should read the minister of finance’s presentation of march 14 this year and the section where he spoke about the tax regime for the importation of green products. I have noted the relevant section below

    “The Government proposes to introduce, after further consultation, a new tax regime for the importation of “green products”, concentrating on those products that assist with the crosscutting issues earlier dentified –
    energy and water conservation and waste minimisation. Green Products could include solar air conditioners, solar pumps and solar lights, household compost units, water-saving and storage devices.”

    Further quotes from the minister of finance on march 14th 2007

    “Green Homes: The Ministry of Energy and Environment will establish a Green House checklist that is appropriate to small
    tropical islands like Barbados. This will include a number of greening, recycling and energy conservation features, e.g. low flow
    toilets, water storage, solar water heating, fluorescent lighting, passive ventilation and cooling, alternative energy use. Green
    House certification will be provided by the Town Planning Department as part of the development application process. The
    householder will be allowed to deduct BDS$5,000 for Income Tax for the expenses incurred in greening his or her home.

    2. Composting: Many house holders use fertilizer on their plants that
    can affect the ground water. In addition their organic garden and
    yard waste is left in bags for the SSA to collect. The high cost of
    managing our organic waste mitigates our effort to keep our solid
    waste from spreading to sites that can be used for other project. We
    therefore propose to review and after consultation to reduce the
    import duties on household compost units.

    3. Recycling: One of the greatest incentives to recycling of plastics has been the deposits on the plastic bottles. This has created central
    collection points and made it easier for the local recycling companies to collect this waste. Based on this success, we will request the Ministry of Energy and Environment to work together with the Ministry of Health to identify a broader list of products on
    which will be placed a small deposit fee to enhance their ability to be recycled.”

    The dlp has obvioulsy been reading the statement and has copied what they want to claim credit for.

    Can I suggest that everyone read pages 81 to 93 of the statement that the minister of finance made on march 14th 2007 and get an appreciation of the blp proposals for a green economy.

    There was no mention by Mr.Thompson on march 15th , 2007 in his response to the statement by the minister of finance of march 14th of the words green economy or anything to do with solar devices.

    What a place we live in, I am now hearing that the event that saw DR DON MARSHALL life being threatened will now be dealt with at a press conference at 3.00 pm today.

    We are also getting reports of paid thugs being hired to destroy the billboards in that fake for a priest Atherley area.

    it is a pity the opposition was not in parliament on dec 18 when the government passed the housing incentives act-which provided a number of incentives including VAT recovery for low income housing

    In fact over the weekend I was very dissapointed with the DLP.

    I sat at my computer in Orlando FL last night and listened to the entire BLP meeting in Sargeants Village Christ Church live and in full living color. They came through as clear as the school bell.

    I could not follow the DLP meeting last night at all!

    The same thing Saturday night. Wheras I could follow the BLP meeting clearly, I had to be satisfied with only an audio feed for the DLP. I now listening to David but cant see him or the persons present.

    The DLP should win this election on their solar energy proposal alone. We have had a number of excellent forward thinking programs over the years.

    For example free education, free health, free school meals etc, it’s my view that serious solar energy development is long over due.

    As to Mr. Payne giving the people of St. Andrew jobs and houses, the people of St. Andrew also gave him a Job.

    They have been grateful Mr. Payne on the other hand has been ungrateful and disrespectful in the way he has disregarded the plight of the working class people of St. Andrew.

    It is time to give Irene Sandiford-Garner her chance. I don’t understand how anyone could say he has a chance of winning back his seat.

    The people of St Andrew have to vote out that clown on January 15th

    NCPADD keeping eye on campaign
    Published on: 1/7/08.

    THE NATIONAL COMMITTEE for the Prevention of Alcohol and Drug Dependency (NCPADD) will be closely monitoring the issues on the political platforms.

    President, Pastor Victor Roach, said the organisation wanted to see which party was making breathalyser testing and a drug treatment court a priority, among other things.

    “We will be monitoring the manifestos and scrutinising the speeches . . . [and will try to] secure the support of each party and candidate’s commitments to the ban [ning] of alcohol to minors; the ban[ning] of smoking in public places; the introduction of breathalyser testing and the introduction of a drug treatment court,” he said.

    Roach was speaking at a church service yesterday at St Patrick’s Roman Catholic Church, Bay Street, The City, commemorating the 19th anniversary of Drug Awareness Month.

    “We appeal to all victims of alcohol abuse to put aside your party, religion, race and status differences and stand up and be
    counted until Government acts,” he continued.

    Roman Catholic Priest Father Harcourt Blackett supported Roach, adding that it was also the Feast of the Epiphany which was symbolised by the Mother and Child.

    He said this symbol was powerful and has already been used to combat evil and oppression and could be used to help in the fight against narcotics.

    “One of the evil empires which has established itself is the drug empire but we need to arm ourselves with this symbol which is capable of bringing it down,” he said. (CA)

    Tonight Thompson says on his political broadcast that the dlp will remover the vat on utility bills for households and businesses alike.

    Donald Duck – you are doing a good job of defending the BLP on a number of technical points. This BLP administration actually has quite a good record and has achieved what seems to be a large percentage of its goals for this term, and previous terms.

    However you (and the BLP campaign) are failing to address the concerns which many people have about this BLP government and which the DLP is articulating in its campaign. Issues of squandermania, arrogance, corruption, uncontrolled immigration, sale of land to wealthy non-nationals, etc. Where is the defence to these charges?

    (Yes, I do support a referendum on the republic issue, after full ventilation of the precise form of republic Barbados would become.)

    The DLP proposals to promote greater use solar electricity are extremely good proposals. They are quite clear and specific.

    I have no problem with the BLP programs, but I think the DLP is a clear winner on that issue. Are you partisan that you cannot concede on one issue.

    If we can get 20% of households, businesses and government facilities to go solar the savings in foreign exchange are massive.

    In my this area represents the greatest opportunity in terms of greening. A deduction of $5000 does not begin to get close to encouraging anyone to move to solar power, Politics aside, the DLP is ahead on this one.

Whether the statements were made in a budget or manifesto they are promises, and if we look to the past best practices of both parties in this regard, i think we can at this time demonstrate our own pragmatism by saying “show me the money” or “were is the beef?” or seeing is believing etc.

    …..So what you are dealing with is the FACT that promises were made. I humbly remind you that Barbadians since 1966 have grown tired of the Facts of promises. We are not fools and we are not comforted.

    Good point, not only sunlight but the North east trade winds that blow across a relatively flat island. The wind chargers of old (in Barbados) and that enjoy great use and success in the boating industry should be looked at also. I think recently in the UK the government has made a committment to introduce wind generators on a large scale. It makes a lot of sense.

    The truth of the matter is that this complete adminstration is devoid of a moral base and as a result the stealing is uncontrolled and unabated.

    The real and only reason that projects such as the VECO PRISON, THE DANOS 3S ROAD WORKS PROJECT, THE OIL STORAGE FACILITY and the list goes on , it is simply because these are international gangsters well versed in the art of hiding money in secret bank accounts for people such as HALLAM NICHOLLS, OWING ARTHUR, GLYNE BANNISTER, NOELESS BLARNEY LYNCH, DAVID SHOREY and the list goes on.

    As we all know both of these operating companies are before the courts in the USA and BRITIAN for FRAUD, CORRUPTION,BRIBERY OF GOV’T OFFICIALS IN THE COUNTRIES OF WHICH THEY OPERATE, IF THEY HAVE MASTERED THE ART OF CORRUPION AND FRAUD AND HAVE DONE SO WITH POLITICIANS IN THESE COUNTRIES, THAT ARE MORE AWARE OF THESE CRIMES AND THEY MANAGE THESE CRIMES SO MUCH BETTER THAN US IN BARBADOS WHY THEN DO WE FEEL THAT IT WOULD BE HARD TO BRIBE OR CORRUPT ONES AS DISHONEST AS OWING AND HIS CLANS OF CROOKS ARE?

    The result of these crimes is then at election time such as now ones of the ilk of the HALLAM NICHOLLS’S of this world with his new found ill gotten wealth can make the declaration that he will finance the BLP campaign to the tune of what ever it takes to keep he and his party in office and in particular he will be spending a MILLION DOLLARS EACH to unseat two of the DLP candidates, now how ironic this is to run a campaign funded by ill gotten proceeds of fraud against the Barbadian public, to buy back their votes with their own money this is as sad as it can get in our political system.

    WHEN THEY CAN STEAL FROM US THE TAXPAYERS AND THEN BUY BACK YOUR VOTE WITH YOUR OWN MONEY, IT IS QUITE A STATEMENT AS TO THE LEVEL OF ARROGANCE THAT THEY SHOW towards us the ones that pay their salary and fuel their CORRUPTION,FRAUD, BRIBERY and STEALING.

    People speak about Mascoll not winning his seat back because of betrayal since he crossed the floor. Hammie crossed and when election came around it was as though nothing had changed. May I remind you faithful bloggers that Mr Thompson not so long ago, led the DLP into a general election and under all the pressure and could only muster two seats. He then gave up the role as political leader. The only person brave enough to take up the challenge was Mascoll. Next election Mascoll against all odds won more seats in Parliament. It still tickles my mind as to why David then forced his way back into the fray and I lost respect for the other members for allowing him to do so. After that election that Mascoll led the DLP, Thompson knew that the three year syndrome was appraoching where the electorate would start calling for change and he saw it as his chance to become prime minister. He along with other DLPites forced Mascoll out of the party so David could resume the role of leader and I say it was wrong. Thompson is a power hungry being who would do anything to be Prime Minister. I believe that out of respect for what Mascoll did for the DLP in his time, the other PMs should have stood strong behind Mascoll and tell Thompson to carry his a**. Mascoll should be leading the DLP into this election. They would stand a better chance of winning.

    Comparing Hammie (back then) and Mascoll (now or any other time) is like comparing chalk and cheese.

    As for Mascoll, his words and actions since his defection has rendered the “poor me I get unfair” argument null and void. He has shown is true colours (or adopted colours) and has been found wanting.

    My advice to all those persons that maybe considering goint to hear the blp tonight is that in the best advice that I can offer is to be very careful as we have seen an increase in the desperation of these blp clan with the threats on the life of people like the goodly gentlemen DR DON MARSHALL.

    ‘PANIC IN BLP CAMP’

    BRIDGETOWN, BARBADOS (JANUARY 8, 2008) — Prominent Caribbean journalist, Rickey Singh, says the manner in which Owen Arthur has made the claim of Taiwanese financing of the DLP election campaign, suggests “an element of panic” in the ruling BLP camp.

    In an interview on the BBC Caribbean Service, the veteran regional political commentator says he finds the claim “very surprising” and can only conclude it represents “an attempt to divert the DLP from its consistent focus on time for change” in the campaign for the January 15 general election.

    “If the support I am witnessing for the opposition which is in contrast to the last election in May 2003 is any guide to go by, I can say there are good grounds for the optimism for change that is so very evident within the ranks of the Opposition,” Singh says.

    Arthur made the outrageous claim at a public meeting in Bridgetown last Saturday night where the BLP had a second launch of its election candidates, three days after the first.

    The baffling move suggests the first launch on Wednesday night did not have the impact they were hoping for in terms of generating campaign momentum.

    BRIDGETOWN, BARBADOS (JANUARY 8, 2008) — Owen Arthur has landed himself in hot water for peddling an outrageous piece of nonsense that the DLP was discussing campaign financing with the Government of Taiwan.

    Prominent business executive Leroy Parris, who Arthur claimed was talking to the Taiwanese on behalf of the DLP, says he is seeking legal advice with a view to suing Arthur.

    “The statements by the Prime Minister, made on Saturday night, are untruthful, outrageous and totally without foundation,” Parris says in a full-page newspaper statement today.

    In the face of surging public support for the DLP ahead of next Tuesday’s general election, a panicking Owen Arthur has been showing increasing signs of desperation.

    Instead of debating the issues relevant to the daily challenges facing Barbadians, the outgoing Prime Minister seems more focused on engaging in vicious personal attacks, especially against persons in the DLP.

    Speaking at a Barbados Labour Party public meeting, Arthur claimed Parris made a trip to St Kitts over the past weekend to meet with Taiwanese ambassador in Basseterre.

    Untrue, Parris says. The purpose of the trip was to attend a New Year’s Gala hosted by Prime Minister Dr Denzil Douglas, the chairman of CLICO Holdings (Barbados) Ltd explains.

    “I conducted no business while there and I met with no diplomatic or other such public official,” Parris explains. In fact, Parris says he has never met with the Taiwanese ambassador.
