think it is high time regional governments intervene in the functioning of the CXC. This email is not designed to point fingers at any particular person in management, but I think it is clear that a thorough shake up of this agency is necessary…


The word today that there has been an exam leak comes on the heels of a headline speaking to the CXC’s concern about the use of AI in the SBA process and the obvious issues this would cause for fairness and distribution of marks for this form of assessment.


But back to today’s leaked exam…I dare say another leaked exam, because I am quite sure that this has happened in the recent past. The rest of the region has accepted that a leak occurred…But the CXC’s rhetoric suggests that it needs verifying in the face of photos posted on social media and imbedded in the story by St. Vincent media and others.
I get that you need to be sure, but good God CXC speed up, act businesslike. Yes you will need to prosecute under the law and all that good stuff, but a blind man can see that you need to make changes and substantial ones..

I did CXC in 1987 and I could see then as a mere neophyte that a lot of your procedures were archane from the start. Yes you have to guard against kids and parents who want to get ahead at all costs. That is life and the remit of any exam board purporting to be the purveyors of world class exams. But what of the other side? Surely students didn’t leak today’s paper, nor those before. they were leaked from inside your veil.
Are there specific persons earmarked in every country who have sole custody of exams with a couple backups, and who must fall on their sword if exams are leaked? That is a simple solution , in lieu of new technologies such as circulation in packages with the exact numbers per centre and electronic locks programmed to release the package 30 mins before the exam.
This has to stop.

There is so much secrecy and perceived security around CXC’s processes, but a simple act of fraud can cause such a major ripple effect and then in turn affect the lives of so many.


A shake up is clearly needed!!

  4. I hate to be proven right but its one of those things that I cannot avoid. In BT’s epaper is an article “Exam Dread”.

    Parents are concerned about their children having to sit the exams over; the griping/whining/complaining has started. Parents don’t mind their children benefitting from the fruit of the poisoned tree.

    My second prediction will also come true: Instead of CXC standing firm and insisting that the exam be retaken, CXC will have more twist and turns than a cheap hose.


  5. If the exam was leaked it will have to be retaken. This previous situation had to do with evaluation and grade assignments.


  6. In order to help you understand the article if you read it, I have ‘translated’ a few of the comments for your benefit…

    “Many students said they had given their all in the exam which was challenging for some, and they did not have the mental strength to do it all over again.”
    *Translation: The exam was hard and I doubt I could pass without cheating.
    *Conclusion: This is one of the cheaters.

    “Understand I’m thinking about suicide because I write that exam today and it was hard, much less to rewrite it after that hard work,” posted one distraught student.
    *Translation: The exam was very hard and almost killed this student. Without his cheat sheet he knows he will fail.
    *Conclusion: This is one of the cheaters.

    Another student added: “That paper was very tough for some of us regarding the fact that we had to cram everything cause our class was barely taught. They definitely need to grade us on SBA and Paper 1.”
    *Translation: The exam was hard and I doubt I could pass without cheating.
    *Conclusion: This is one of the cheaters.

    Another suggestion made to CXC by one student was that additional questions be placed on Paper 1 if the results from Paper 2 had to be scrapped.
    *Translation: I suspect that is additional ‘weight’ or ’emphasis’. Exam 2 was so hard on this student that he would take his chances with Paper 1.
    *Conclusion: Not a cheater, but he knows that he will fail exam 2 again

    Parents also made a case for their children not to have to rewrite the exam.
    Most said it would be “unfair” to the students who had worked hard, describing the situation as “disheartening” and “disappointing”.
    *Translation: Parents heard their children complaining about the exam. They knew that Johnny failed and believe that Johnny should not be tested again. They have no faith in their Johnnies

    According to one parent, the best course of action would be to “find out how and who leaked it and let those be punished and not the entire [student]population”.
    *I agree with this parent but this may be next to impossible. Obviously this parent have confidence that their Johnny aced the exam.

    Conclusion: That exam was hard like a rock and the children let their parents know.

    Who leaked the dope?

    Were the classified test files shared physically by hand in paper form and restricted to a Caribbean Island or were there in electronic form and freely distributed via technology.

    Schools, Teachers and Heads of Schools are judged by the results of these tests and would have special prior access to the test papers.

    What is the golden rule about snitching?
    Stop Snitchin’ or Snitches Get Stitches is a call for informants not to cooperate with law enforcement.

    My dear friend,
    It pains me to tell you that the world as you know it no longer exist. Gone are the days when news took a day or so to move from island to island. With advances in technology, an event in one island can be known in a next island in a matter of seconds.

    Add to this, phones now comes equipped with camera and photos can be shared instantly all over the world. We no longer need dark rooms and chemicals to develop photos.

    I am doubtful that we will ever know who benefitted from the leak. Indeed a few poor and unfortunate folks may be punished as an example, but the true beneficiaries and corruptors may never be identified. Given the love of these islanders to distribute injustice, to cover-up their misdeeds and their love of a quick buck, a complete redo of the exam may be the only fair correction. Partial measures in a situation like this one is an assist to the criminals.

    I’ll be honest with you. I love your misguided enthusiasm and your mistaken belief that there is honesty somewhere in our system. Your unbridled optimism helps me to maintain my faith in that we will overcome the problems that confront us, but I am fearful of the day that your eyes are fully opened and you see the morass of corruption and incompetence that we are face with. In that moment of discovery, I’ll be supportive.

    I closed by saying. I wish you well. I pray for you. May the Good Lord give you strength to continue the good work that you are doing.

    final year high school final leaked are a bigger issue as they are used for higher education and work qualifications

    they say “cheats never prosper”, but sometimes they do

David…… St. Vincent’s “Searchlight” newspaper reported that pages of the math examination paper were circulated in SVG via a social media app, on Tuesday night, and were seen by students of at least two secondary schools in that island. I won’t be surprised if reports surfaced indicating the pages were seen in other CXC associated regional territories as well.

    It appears the CXC has taken the popular way out. It seems this is the way of the world these days. After the last controversy it obviously wanted to quell this matter. In fact Kay McConney is quoted in the paper today congratulating CXC for killing the issue quickly.

BTW, David…… although ‘off topic,’ but regional at the same time…… Gaston Browne is reported as having said, Peace Airlines will operate LIAT as a commercial airline, and not an island hopping carrier. I doubt there would be any significant decreases in airfares throughout the region, because, in the absence of subsidies and financial intervention by former shareholders, market forces will most likely be allowed to determine the cost of travel.

  35. The speed and ease of communication between islands, the close relationships (familial and otherwise) that connects various islands make me wonder if this leak could have been confined to just one island.

    My issue with CXC is that it has always found it difficult to make tough decisions. These namby-pamby responses will one day destroy its credibility.

    I can understand that logistics and costs may make it difficult to take the CORRECT course of action – retest all.

    Leaks in exams occur in many academic institutions and can easily occur. Not only is it true that people are imperfect, but it is also true that the heart is deceitful above all things and desperately wicked……..SO WRONG DOING WILL OCCUR

    One has to look at the track record of CXC. It’s perhaps one of the more successful regional efforts.
    Unfortunately, in recent times , there have been troubling issues and one hopes these are avoided in the future.
    When it comes to matters pertaining to our children’s education , I tend to be very focused on solving the problems.

    Theo…just remember long before covid there was the Koochie Koo saga…where i was very vocal in warning people that these misleader traitors were going to destroy the lives of children and young people…based entirely on their vile deplorable actions of luring children with underdeveloped minds and young people into their trap and filthy stench of the branded dirty politics….long before i understood or had any information on Empire..

  45. It is possible that we are witnessing the death of CXC. By failing to make tough decisions CXC has repeatedly wounded itself. And with this new issue, parents, students, and Minister of Education are all getting their stabs in. What began as an ugly suicide has been turned into a murder by the masses.

    Comment: The above excerpts show that some now wish to participate in the grading of the papers. Every time CXC gives an inch others try to claim an additional inch. If CXC does not push back, it may well find itself awarding good grades to some who did not take the examination.

    (2) “We believe this remedy is fair in the circumstances. We do trust, however, that lessons learnt at great cost to the affected students from the 2020 grading fiasco are applied to the grading methodology for this Math exam.”

    Comment: Here the speaker reinforces the fact that CXC has been screwing-up since 2020. ‘Fiasco’ is the term used.

    This strong language and constant reminder of past mistakes weakens CXC. What will result is an organization that bows to pressure and to the whims of various interest groups. We will not see bold, correct, and decisive actions coming from CXC, only actions that will not ruffle any feathers.

    Comment: This is how they signal their numbers and their victory. When an examination body removes exam anxiety then that body has failed. Will we reach the point where CXC be awarding good grades to those who did not take the test? That should make examinees ‘more settled and less anxious. “Fair resolution”? Fair is what thousands agree to and not what CXC decide is best.

    How can CXC stop the slide towards irrelevance. The death bell is already ringing.
    “Therefore, send not to know

    It tolls for thee”.

  47. Even a fool like me knows that to administer the same test in several different countries is complicated and mistakes will be made.

    My criticism of CXC is on its inability to make tough decisions. Its leadership must be questioned.

    American have an expression “A fish rots from the head”.
