think it is high time regional governments intervene in the functioning of the CXC. This email is not designed to point fingers at any particular person in management, but I think it is clear that a thorough shake up of this agency is necessary…


The word today that there has been an exam leak comes on the heels of a headline speaking to the CXC’s concern about the use of AI in the SBA process and the obvious issues this would cause for fairness and distribution of marks for this form of assessment.


But back to today’s leaked exam…I dare say another leaked exam, because I am quite sure that this has happened in the recent past. The rest of the region has accepted that a leak occurred…But the CXC’s rhetoric suggests that it needs verifying in the face of photos posted on social media and imbedded in the story by St. Vincent media and others.
I get that you need to be sure, but good God CXC speed up, act businesslike. Yes you will need to prosecute under the law and all that good stuff, but a blind man can see that you need to make changes and substantial ones..

I did CXC in 1987 and I could see then as a mere neophyte that a lot of your procedures were archane from the start. Yes you have to guard against kids and parents who want to get ahead at all costs. That is life and the remit of any exam board purporting to be the purveyors of world class exams. But what of the other side? Surely students didn’t leak today’s paper, nor those before. they were leaked from inside your veil.
Are there specific persons earmarked in every country who have sole custody of exams with a couple backups, and who must fall on their sword if exams are leaked? That is a simple solution , in lieu of new technologies such as circulation in packages with the exact numbers per centre and electronic locks programmed to release the package 30 mins before the exam.
This has to stop.

There is so much secrecy and perceived security around CXC’s processes, but a simple act of fraud can cause such a major ripple effect and then in turn affect the lives of so many.


A shake up is clearly needed!!

    THE CARIBBEAN EXAMINATIONS
    COUNCIL (CXC) yesterday launched an investigation into the leaking of a maths paper.
    In a statement to the media, the regional organisation said it was aware of the concerns that the Caribbean Secondary Education Certificate (CSEC) Maths Paper 2, which was written yesterday, was leaked.
    “This matter is of great concern to us. We have commenced our investigations and will make a definitive statement once the investigation is completed. In the meantime, candidates can rest assured that this matter is being treated with the highest urgency, CXC said. (BA/PR)

    … the previous year they deliberately screwed up the children’s grades and most could not leave to further their studies offshore or get local and regional placement…another SCAM another SCANDAL….

    Time to remove the uppity crooks and their crookery..

    The total heist from the regional scam of collecting $420 from each parent who could least afford it for a review they never carried out was in the vicinity of 6 MILLION DOLLARS OR MORE..these are thieves..calculation is based on 15,000 cxc students across the region.

    THE ONE THING that you do NOT want to be locally owned is your QUALITY STANDARDS INSTITUTION …. not if you are seeking to match and even exceed GLOBAL standards. What you actually want is for the BEST international measures to demonstrate that your product is ‘top of class’.

    The objective of the education system SHOULD be to produce the best possible students. If we come up with our own measures, how the Hell can we EVER be assured that the system is working – or how well it is working globally?

    Then there is the PETTY political and social pressures for miscreants to exploit the system to benefit their own retarded relatives and friends with UNDESERVED credentials.
    There is the ever-present inter island rivalry of the type that makes ‘West Indies Cricket’ into an international laughing stock…
    There is the international prejudice that suggest that these little shiite Islands are all Banana Republics anyway – and that nothing better can be expected….

    This CXC joke was a GUARANTEED failure from the get go…

    What we have as a result is an island with thousands of ‘degreed graduates’, 99% of whom are either unemployed, doing menial work or at best doing some basic clerical / administrative duties for FOREIGN owners (who were not misled by CXC).
    Where 95% of national assets are owned by OUTSIDERS…. ie, a damn 21st Century plantation.

    It is a coincidence that our BEST leaders even in 2023 continue to be those of the era who came up under INTERNATIONAL accreditation standards, and who did well? Adams, Barrow, Crawford…

    Bushie’s prescription…
    Shut down the shiite CXC, and pay some international agency a few dollars per paper to do the exams and accreditation – and send the parasites back to the classroom to do some REAL work!!!

    The issue here is that as a region we are attempting to grow an education system that is relevant, instead of using evaluation and measurement methods that are designed by external agents. It does not mean the methodology has to be different from external but even you have to agree the content should be relevant to our region as part of fashioning who we want to be as a people and region. It is an iterative process and making mistakes does not mean we mash up.

    1- maximize the talents and capabilities of the graduates of the system
    2- refine its top talents to be ‘world class’ by global standards.
    3- establish local standards that meet or exceed best practice ANYWHERE.

    To do this, you need a highly focused educational strategy that identifies special talents, and hone them to be the best ANYWHERE
    ..That identifies ordinary talents, and take them to be the best that they can be…

    If you are SERIOUS about achieving the results above, THEN you engage INDEPENDENT evaluation methodologies that are GLOBALLY recognized – and you judge your results therefrom, and adjust the program to get improvements.

    You DON’T create your OWN damn bogus measuring stick and fool yourself about how ‘great’ you are doing – when every shiite around you is being exploited by foreigners, and the ONLY shit that is growing is DEBT.

    CXC is not a slight ‘mistake’ that can be corrected. It is a strategic self-inflicted shooting of our own donkey…

Firstly, a CXC certificate is similar to a University of London or Cambridge ‘O’ level….. and does not require candidates to conduct the level research he has alluded to. Unless he is prepared to provide the forum with examples of high school students from international countries who have done such research.

  32. Going to keep it short and simple.
    I am willing to bet that other examining bodies have experienced a similar situation.

    This is really the result of having a low-life in a trusted position. However, it is amusing to see that when there’s a screw-up, the islanders start to look with hungry and loving eyes at their colonial masters.

    I still have confidence in CXC, but in the past I have found it too willing to accommodate those with gripes. My complaint is that they do not make the tough decision and stick with those decisions.

    Tough decision: Investigate thoroughly and at some time during the summer, give the affected regions a make-up test. Of course, some students will do better than they did before and some will do worse; some will gripe; tough luck.

    It may be the biggest scam, but it is one that I support.

    Think yuh being tooooo harsh. The gold standards for example in the USA, the UK have been no less susceptible to these kinds a “mistakes”.

    As a region there has to be at least a semblance of a body of institutions, ostensible to serve the people.

    And “results” from such efforts will often be “uneven”. Some of these institutions merely derive from culture. Local in character and which cannot be substituted by foreign imports.

    You can’t, on the on the one hand, indict cultural penetration, which is overpowering. And on the other, see foreign examination structures as the end-all, the be-all.

    Certainly CXC offers the region developmental possibilities, to shape it in the way we’ll like to see.

    But if children are to again learn what Barrow, OSA and Crawford did about British social and economic history, for example, how could that bring enlightenment to the region’s peoples?

    All system are flawed. Even if we did, like you suggested, the ones coming afterwards are just as likely to have a similar number of imperfections.

He usually interprets UWI as a reference to Cave Hill campus ONLY, while totally ignoring Mona, St. Augustine and Five Islands campuses also exist. Remember, he began this discussion by ERRONEOUSLY referring to CXC as a LOCAL institution and attributed its establishment to Owen Arthur. However, CXCs are essentially SECONDARY EDUCATION certificates, something which Bushie seems not to UNDERSTAND. I cannot identify “top companies run by CXC outputs,” simply because I am not aware a company would hire, as its President, CEO, GM etc, an individual with ONLY certified secondary school education. Perhaps those enigmas occur in Bushie’s world.

Dr. GP, professional institutions, such as the UK’s ACCA and Canada’s CPA (formally CGA), for example, offer exemptions from certain courses to students who have CXC’s CAPE or Associate Degree, as well as BCC’s Associate Degree, thereby indicating those qualifications are RECOGNISED internationally.

  43. I guess that Artax is referring to articles such as in the link below. In my humble opinion, it’s a story that should concern the entire population within our region. Equally as worrying is the near/complete absence of investigative journalism within the Barbados media house which consistently under reports such stories within our region.

    I will continue to post irrespective of the views of one or two individuals.

    Oh, and by the way, Barbados Today appears to be increasingly plucking news’ stories from Aljazeera and The Guardian. Who can forget the link I posted from The Guardian which reported that the infamous Drax’s family was still in possession of his family’s plantation dating back from the 1600s. Barbados Today published the same story the following day.

    The beauty of BU is that we have diverse views. We can sugar coat news or our views to appease a minority of individuals or we can call a spade a spade in the manner of Waru.

    If an exam is leaked on the day of or on the day before an exam, it will mainly benefit the brighter and the well prepared students or and students who have prepared well over the length and breadth of the course and in depth.
