We have repeatedly praised PM Mottleyโs efforts in calming our nation during this COVID-19 event. We believe that she genuinely cares. That genuineness is evident in her press statements, to the extent that we may feel sympathy for her, for having to deliver bad news to us.
Barbadians are generally obeying her instructions. She says do and we did. We: closed our businesses, stayed away from our churches, did not visit our family and friends, and remained at home. This separation affected our emotional fragile, but we rally around each-other: virtually, on the phone, or across the yard.
Barbadians are generally a compliant people. That was proved with the successful implementation of the seat belt law in 2002. Some complied because of safety, while others feared the $500 fine, but we obeyed. That is why attempting to blame Barbadians for any part of this event is so wrong.
Whenever Governments make mistakes, they automatically blame the last administration. In Barbados, the Government continuously refers to the โlost decadeโ, in reference to the DLPโs management of the economy. This is an indicator of the number of mistakes that they are making.
No amount of public relations can believably blame the last administration for Governmentโs mistakes with COVID-19. So, to comply with the number one rule of modern politics (never accept blame), a scapegoat must be found.
The reason for the number one rule, is to prevent opposition parties from using such admissions in political advertisements. Solutions Barbados do not play those dirty games.
When operatives unreasonably attacked the DLPโs Chris Sinckler, UPPโs Lynette Eastmond, and BLPโs Mia Mottely, we defended them with facts. We may be temporary political competitors, but we are foremost, Barbadian brothers and sisters.
The Scapegoat.
But back to the scapegoat. The Government has blamed the public for: panic buying, not adhering to physical distancing, not staying at home, and listening to fake news. We are supposed to believe that Governmentโs mistakes are somehow our fault.
We are supposed to accept any further disruptions to our lives in silence. Now is not the time to complain โ neither is later. Never is the only acceptable time to voice an independent thought.
The complying public should be allowed to express their opinions โ without being swarmed by political operatives. We are designed to express our frustration with perceived injustices. Pent-up frustration is emotionally and physically unhealthy, and should never be encouraged by Governments.
Solutions Barbados intends to consistently give our best professional advice, whether it is accepted or not. Our advice to the Government at this time is simply to do what you were elected to do. That includes managing this COVID-19 event to the best of your ability.
What does that mean? It means: using available resources, considering alternate solutions, and stop blaming others for your mistakes.

BU : โ Barbadians are generally a compliant people. That was proved with the successful implementation of the seat belt law in 2002. โ
Dyal_2020 : You are wrong ! Barbadians were a complainant people from centuries ago back in the days of slavery . There were so compliant that all of the โ non compliant โ slaves were distributed to the other Caribbean Islands from the main slave processing center in Bโdos , while the โ compliant slavesโ the house negro slaves were kept in โ Little Englandโ . Thatโs why up to this very day the โ compliant people โ still has the smell of โ House negroismโ all over them .
On 9 April 2020, Solutions Barbados held its Annual General Meeting. It was held virtually to comply with the current COVID-19 restrictions.
In accordance with Solutions Barbadosโ Constitution, two independent committees must be elected at each annual meeting. An Executive Committee is elected to manage the organisation. An independent 3-member Disciplinary Committee, separate from the Executive, is elected to resolve any disputes.
Grenville Phillips II was unanimously re-elected President, to lead Solutions Barbados for another one-year term.
Between general elections, Solutions Barbados is committed to providing the Government of Barbados with their best professional advice. Since Solutions Barbados was formed in 2017, quality advice was consistently given to both administrations.
Whether that advice was: accepted, rejected, ignored, or misinterpreted as dissent, it was, and will continue to be consistently given โ for the benefit of the public.
At the next general election, Solutions Barbados is committed to offering competent Candidates to the public, to meaningfully improve the lives of every Barbadian.
Barbadians must unnecessarily pay excessive taxes, to pay the excess amount of no-bid contracts. They must also be unnecessarily inconvenienced with the poor management of public services.
Barbadians’ lives can be improved with better managed public services, and the abolition of corrupting no-bid contracts.

Greenville,
I like your ideas and spirit but you must realise you are wasting your time on a fruitless endeavour. Your party will never win a single seat in parliament because you are incapable of and are unwilling to play the political game. Furthermore, as long as the other third parties are out there, you all will continue to fight among yourselves over the scraps left by the BLP and DLP.
Your time and efforts would be better served converting your party into a research based pressure group utilizing your members technical skills to publish trustworthy presentations and research papers into the public sphere the average joe can read.
Case in point, I found bits and pieces of your presentations on how people currently building homes can ensure their contractors are doing a proper job. You should spend time putting all that research and construction expertise together into a Future Home Owner’s Guide to Robust Construction in Barbados. That alone will help far more people than trying to play politician.
Then maybe after 10-20 years of doing that and you get a good following and you still want to pursue this futile political party thing, you can have a go at it again.

IT IS EASTER TIME! And Grenville Phillips II is demonstrating his penchant for delusions of grandeur! He who thinks that he and his NON solutions Barbados will be the Saviour of Barbados has risen again on BU with one of the most pathetic puerile, pedestrian posts ever!
Lets seek to understand his mangy missive.
1- What does the sentence โThis separation affected our emotional fragileโ mean?
2- How does the fact that โ the Government continuously refers to the โlost decadeโ, in reference to the DLPโs management of the economyโ demonstrate โan indicator of the number of mistakes that they are makingโ?
3- How would the fact that the seeking of a scapegoat by the Government for their mistakes with COVID-19โ prevent opposition parties from using such admissions in political advertisementsโ?
4- In a piece of attempted sarcasm, Grenville Phillips II, โour arisen would be Saviourโ opines that โWe are supposed to accept any further disruptions to our lives in silence. Now is not the time to complain โ neither is later. Never is the only acceptable time to voice an independent thought.โ
5- He then goes on using his infinite and superior wisdom (and I jest here ) to promise that NON โSolutions Barbados intends to consistently give our best professional advice, whether it is accepted or not.โ He suggests that Government should do what they were elected to do, and manage this COVID-19 event to the best of their ability, by using available resources, considering alternate solutions, and stop blaming others for their mistakes.
6- BUT AS USUAL HE HAS NOT GIVEN US ANY VIABLE SOLUTIONS โฆ.BECAUSE HE HAS NONE! โOUR WOULD BE SAVIOUR HAS ARISEN FROM THE GRAVE WE SENT HIM AWHILE AGO, BUT HE HAS NO MESSAGE AND HAS GIVEN US NO HOPE OF SALVATION FROM THE HELL OF COVID 19, BECAUSE โOUR WOULD BE SAVIOUR, MR NON SOLUTIONS FOR BARBADOS IS AN INCOMPETENT, INEFFECTIVE, IGNORANT IMBECILE, WHEN IT COMES TO PUBLIC HEALTH!

While I was on the live stream, some incredible news was released. โ In a stunning turn of events, the US Surgeon General Jerome Adams has effectively dumped the Bill Gates/CDC/WHO predictive contagion model and is now working with the real data.โ This is unbelievable news. And it is sticking a needle in the overinflated out and out fear mongering balloon that Fauci and Bill Gates have been falsely inflating and propagating.
The US Surgeon General stated โwhat the American people need to know now is that we actually have data and so we are tracking that data.โ According to the US Surgeon General, the new data suggests that businesses will begin to reopen as early as early May!
The main stream media will not release this information. So it is up to us to spread this information far and wide. The fake media (which we have ALL seen whether we all admit it or not) will try to discredit this news, minimize it or even demonize it. It is up to us to spread this information far and wide. There is nothing to fear but fear itself. Itโs time to stop this ridiculousness and get back to making this world a better place! Pay it forward and pass it on!
One morning the government says “it’s not God’s will to stockpile”, and the next they decide to indefinitely close the supermarkets. Go figure. And then when they suffer reputational problems, they blame the people. Watch for something – the more they blame the people for their failures (like the fiasco of the old age pensioners having to queue in the sun), the more they are fearful of the public’s reaction. Then they blame Trump for having no ventilators claiming he “seized” them – and then they have to apologise for spreading fake news because their claim is untrue. Passing blame to hide their failures.

…only their dumb fowls have the distinctive MARK of STUPID stamped all over their foreheads..
Barbadosโ economy is based on contract arrangements. One party (the contractor) offers a service, and the serviceโs recipient agrees to pay under agreed terms.
Stopping a contractor from working is very risky. Courts have awarded costs to contractors, who were unjustifiably stopped from working.
If the Government stops all contractors from working in Barbados, then each contractor may have a valid financial claim against the hiring party.
If the contractor is successful, then the hiring party may have a valid claim against the Government, who stopped the work. The public is then exposed to tax increases, to pay for successful contractor claims.
Force Majeure.
Exceptional unforeseen events can prevent a party from working. If that event is beyond the responsibility and control of the party, it can be called a Force Majeure event.
Typical Force Majeure events include: wars, riots, toxic spills, and natural catastrophes. These events can prevent a contractor from working for the duration of the impact.
The COVID-19 State of Emergency mandated that all construction work must stop. The lone exemption was the Quarantine and Isolation centre at Harrison Point.
In a fair contract, a Force Majeure event gives both parties the confidence of stopping and resuming work, with no financial penalties. That is because no one is at fault. Such contracts prevent contractors from financially benefitting from national disasters.
Barbadosโ COVID-19 State of Emergency may be classified as a Force Majeure event, which should protect: contractors, the hiring party, the Government, and the public. No one should be penalised, and no one should benefit, because we are all in the same position.
Our national protection appeared to be compromised, when the Government reportedly allowed the contractors at the Airport to resume working, before other contractors. Suddenly, we were not all in this together. The reason given is gravely concerning.
The Government claimed that stopping the work โwould have triggered a force majeure breach of the contractโ. What type of contract is the Government using?
Is having a Force Majeure breach not in the publicโs best interest? Does allowing the airport contractor to work, while others are forbidden, not weaken the argument that COVID-19 is a Force Majeure event that protects us all?
Does this resumption not entitle contractors to costs that they would not be entitled to in a Force Majeure event? Are we all now exposed to tax increases to pay for unnecessary contractor claims?
Safe and Stable Sites.
We unsuccessfully pleaded with the Government, to allow all contractors no more than 2 days to put their sites in a safe and stable condition. This is critical to mitigate Force Majeure events.
If such mitigation measures are not allowed, contractors may be entitled to the additional costs of repairing any damaged work, that was not allowed to be made stable. To protect us all, the Government is strongly urged to critically review the advice it is receiving, and reverse course with dispatch.
Let me disclose that I am not a lawyer. However, I am a Member of the Chartered Institute of Arbitrators, and have resolved many construction contract claims and disputes over the past 20 years, to the satisfaction of both parties. This includes claims of Force Majeure.

SYNTHETIC BIOLOGICAL AGENTS
Published by the U.S. Government Printing Office
Reposted on the Internet by the PhilFam Committee
22 June 1998
NOTE: The document below (designated as “Part 5”) is a true copy of the transcript of the July 1, 1969 testimony of Dr. Donald MacArthur — a high-level Defense Department biological research administrator — before the House Committee on Appropriations, Subcommittee on Department of Defense. For those who hold the theory that AIDS is the result of a U.S. biological weapons program, this testimony is a smoking gun. MacArthur was then Deputy Director of Defense Research and Engineering. Congress approved the appropriation for the program.

agents that we have ever considered. So, we have to believe they are
probably working in the same areas.
SYNTHETIC BIOLOGICAL AGENTS
ย ย ย There are two things about the biological agent field I would like
to mention. One is the possibility of technological surprise.ย Molecular
biology is a field that is advancing very rapidly and eminent biologists
believe that within a period of 5 to 10 years it would be possible to
produce a synthetic biological agent, an agent that does not naturally
exist and for which no natural immunity could have been acquired.ย
ย ย ย MR. SIKES. Are we doing any work in that field?ย
ย ย ย DR. MACARTHUR. We are not.ย
ย ย ย MR. SIKES. Why not? Lack of money or lack of interest?ย
ย ย ย DR. MACARTHUR. Certainly not lack of interest.ย
ย ย ย MR. SIKES. Would you provide for our records information on what
would be required, what the advantages of such a program would be,
the time and the cost involved?ย
ย ย ย DR. MACARTHUR. We will be very happy to.ย
ย ย ย (The information follows:)
ย ย ย The dramatic progress being made in the field of molecular biology led us to
investigate the relevance of this field of science to biological warfare. A small group of experts considered this matter and provided the following observa- tions:ย
ย ย ย 1. All biological agents up the the present time are representatives of naturally
occurring disease, and are thus known by scientists throughout the world. They
are easily available to qualified scientists for research, either for offensive or
defensive purposes.ย
ย ย ย ย 2. Within the next 5 to 10 years, it would probably be possible to make a new
infective microorganism which could differ in certain important aspects from
any known disease-causing organisms. Most important of these is that it might
be refractory to the immunological and therapeutic processes upon which we
depend to maintain our relative freedom from infectious disease.ย
ย ย ย 3. A research program to explore the feasibility of this could be completed
in approximately 5 years at a total cost of $10 million.ย
ย ย ย 4. It would be very difficult to establish such a program. Molecular biology
is a relatively new science. There are not many highly competent scientists in the
field. Almost all are in university laboratories, and they are generally adequately
supported from sources other than DOD. However, it was considered possible
to initiate an adequate program through the National Academy of Sciences –
National Research Council (NAS-NRC).ย
ย ย ย The matter was discussed with the NAS-NRC, and tentative plans were plans were made
to initiate the program. However decreasing funds in CB, growing criticism
of the CB program, and our reluctance to involve the NAS-NRC in such a con-
troversial endeavor have led us to postpone it for the past 2 years.ย
ย ย ย ย It is a highly controversial issue and there are many who believe such
research should not be undertaken lest it lead to yet another method of massive
killing of large populations.ย On the other hand, without the sure scientific
knowledge that such a weapon is possible, and an understanding of the ways it
could be done, there is little that can be done to devise defensive measures.
Should an enemy develop it, there is little doubt that this is an important area
of potential military technological inferiority in which there is no adequate
research program.
CROSS-COUNTRYย SHIPMENT OFย LETHALย AGENTS
ย ย ย MR. SIKES. Now, let’s talk about shipments. There has been a great
deal of discussion–most of it hostile–about the proposal to ship cer-
tain stocks of nerve gas across coutry for transporting to a deepย

J. Craig Venter Of Venter Institute, is one of leading pioneers in the field of synthetic biological agents. Indeed, he was the first researcher to create a synthetic organism. He was ostensibly looking for organisms to mine nickel from the sea-bed and the manufacture of other medicines. The realm of molecular biology is relative new. It got its start in the 1920’s when the British bacteriologist Griffths discovered that bacteria were competent(could take up DNA) from other microbes. The causative mechanism was not known (DNA) at the time. It was left to the American Avery in the 1940’s to show that DNA was the causative agent. The structure of DNA was discovered by Watson and Crick based on the X-ray diffraction radio-photomicrographs developed by X-ray crystallographer Rosalind Franklyn. In973, Cohen and others discovered a method using competent bacteria, of inserting novel DNA material into a receptor organism. At the time of the memo, synthetic biology was a thing of the future.

A trustworthy government would be able to marshal the troops to, in the words of Captain Picard (Star Trek) “make it so”.
It is now or never for us. Getting back to basics will cure all of what ails us. I too am tired of the begging and borrowing mentality. This dependency syndrome just digs us deeper in a hole. How can we respect ourselves and be truly free when we approach the former colonizers on our knees with a begging bowl in our hands? How will the world respect black man (black countries) until he can stand on his own two feet.
The old people had a saying that I have not heard for ages, ” A man is a man if he only has one pants.” We must learn to wear our one pants and hold our heads up high like a man.
I said for a while that it would take an event of catastrophic proportions to cause us to reset. I was thinking of a weather event but this virus is rather more than I expected because one does not know when the end will come. It may remain a threat for a lot longer than any hurricane.
Bush Tea said a few years ago that we should stop looking for reparations and get together to get the job done. I thought about it and realized he was right. It is possible with the right attitude. That attitude entails being in it for the long haul and passing the baton to our children. Instant gratification should be a thing of the past. Our grandparents understood this. They wanted to build something better for their children but we lost our way. From here on it must be all about leaving our country better off than it was when we started. A total overhaul takes time and effort.

A nice contribution, thank you!
Three observations:
Do you really believe that the decision makers and society (which has to implement the decisions) will change? Weren’t there often enough good reasons to change course? I only say 2008, 2013, 2018, we always get the same thing: even higher taxes, even higher government spending on bureaucracy, even more controls and regulation, even more cruise ships to artificially boost tourist numbers.
We have had 0 percent economic growth for 12 years. With prices rising, that’s a 30-40% loss of prosperity. This year we are suffering an economic contraction of at least 10 percent. If we take the experience of the 2008 crisis as a basis, we will not catch up for 10 years. With the further loss of prosperity due to rising prices, we will be as poor at the end of the decade as we were in 1980. Half a century for nothing.
The agricultural transformation will be just another great pipe dream. Wait and see. Wily would say: In the six months they’ll pour out millions in subsidies. Then some laymen let some test balloons go up in the air. After that test comes the big void. After six months, it’s all forgotten. Do you bet against it?
This edition of the Caribbean Quarterly Bulletin focuses on the evolving economic and human consequences of the ongoing COVID-19 outbreak for countries in the Caribbean region. Our team of economists based in countries across the region has been working to assess the situation and advise senior management of the Inter-American Development Bank (IDB) and stakeholders from member countries about the potential implications of the shock, as well as policy responses best suited to mitigate its effects. First and foremost, the focus is on reducing the human impact of the crisis. Lives are at stake, but that said, so are livelihoods. As a result, it is important to try to understand the economic forces at work in order to think through appropriate policy responses.
No other race has to resort to bio-weapons to destroy blacks. You seem fixated on blaming other races for the predicament of blacks. It is warping your ability to analyze things in a logical way. I suggest that you spend some time in self-introspection.

โThe old people had a saying that I have not heard for ages, โ A man is a man if he only has one pants.โ We must learn to wear our one pants and hold our heads up high like a man.
I said for a while that it would take an event of catastrophic proportions to cause us to reset. I was thinking of a weather event but this virus is rather more than I expected because one does not know when the end will come. It may remain a threat for a lot longer than any hurricane.โ

We must follow Tronโs lead and proudly admit that your above contribution is nothing but sterling.
This crisis provides the perfect opportunity to reset the clock of black economic enfranchisement to turn Marcus Garveyโs dreams, at least, into a semblance of reality and not continue with the current nightmare of economic slavery.
This challenge of cultural and economic liberation, though, ought to be led by the black woman the matriarch of the lost tribe in the Diaspora and the emerging pride of roaring lionesses of the world like you and the โSilly Womanโ.
The Well, well WURA-war-on-U heroine has already joined that small pack of Nubian liberators.

“Bush Tea said a few years ago that we should stop looking for reparations and get together to get the job done.”
Reparations should only have been used more as a symbolic tool to REMIND the colonial criminals DAILY that it will never be allowed to happen again, their 400 years of crimes against Africa and the descended WAS AT AN END….but, of course the greedy small time leaders with their paper mentality were running after trillions of dollars which did not stop cousin Boris nor the greedy Chinese from setting their wicked, covetous, envious eyes on Africa AGAIN FOR RECOLONIZATION and massive thefts of resources…nor on the Caribbean either…for slave labor…
the problems lay within the empty souls of the stupid small island leaders since they never saw any of this coming due to their FIXATION WITH REPARATIONS IN THE FORM OF PAPER…

When ya hear the frauds talking about european descended abolitionists, don’t believe the lies, they were very, very few of them but ALL BENEFITED FROM THE SLAVE TRADE, the truth was bound to come out one day.
Scots have been portrayed as abolitionists, reformers and liberal champions, so David Livingstone is remembered fondly, as is Scotlandโs role in abolition, while the slave-owning firms of Sandbach Tinne, John Gladstone, HD and JE Baillie, CW&F Shand, Reid Irving and others are referred to euphemistically as โWest Indian merchants
Unlike in Liverpool, Bristol or London, there is little acknowledgment in Glasgow of public buildings funded by the slave trade. Buchanan Street, Glassford Street and Ingram Street are named after notorious slavers, but there is no mention of this in the cityโs history.
Highlanders also have the dubious accolade of pioneering the first shiploads of Indian indentured labourers to Guyana shortly after the abolition of slavery. John Gladstone (a Guyanese planter and father of the future British prime minister, who received ยฃ106,769 in compensation, the equivalent of about ยฃ9m today) wrote to Francis Mackenzie Gillanders of Gillanders, Arbuthnot & Co in Calcutta, requesting a new source of cheap and easily controlled labour.
Gillanders had already sent Indians to Mauritius under five-year contracts and was keen to fulfil Gladstoneโs request. He perceived no difficulty with the new recruits, declaring they have โfew wants beyond eating, sleeping and drinkingโ, referring to the โhill coolies of Indiaโ as โmore akin to the monkey than the manโ, unaware of โthe place they agree to go to or the voyage they are undertakingโ.

The arrival of the ships Whitby and Hesperus in Guyana in 1838 would herald the movement of more than half a million Indians to the Caribbean to work under overseers in the sweltering plantations, until the end of the practice in 1917.โ.

This is one reason to never trust your Caribbean leaders, they are so weak and useless.
Those who WANT TO FORGET THE PAST ARE DOOMED TO BE VICTIMS AND ENSLAVED AGAIN…..more fool you..
Never forget that from 1948 to 2015, i believe that is about 70 years, the Windrush victims from every Caribbean island were unknowingly USED to pay off this debt to the banksters who gave UK the loan to pay off slave masters for enslaving their ancestors…insult and disrespect added to injury and crimes against humanity. It all had to come out in the wash. Then had the goddamn balls to deport the people they used, criminalize them, made them homeless, many died from the brutality and they nonchalantly started the crimes against humanity all over again…and they are not done yet..
“Today, 1835 feels so long ago; so far away. But if you are a British taxpayer, what happened in that quiet room affects you directly. Your taxes were used to pay off the loan, and the payments only ended in 2015. Generations of Britons have been implicated in a legacy of financial support for one of the worldโs most egregious crimes against humanity.
The fact that you, and your parents, and their parents in turn, may have been paying for a huge slave-owner compensation package from the 1830s only came to public attention last month. The revelation came on 9 February, in the form of a tweet by HM Treasury: โHereโs todayโs surprising #FridayFact. Millions of you have helped end the slave trade through your taxes. Did you know? In 1833, Britain used ยฃ20 million, 40% of its national budget, to buy freedom for all slaves in the Empire. The amount of money borrowed for the Slavery Abolition Act was so large that it wasnโt paid off until 2015. Which means that living British citizens helped pay to end the slave trade.โ
The tweet, which the Treasury says was prompted by a Freedom of Information Act request submitted in January, generated a storm of anger and crowdsourced corrections. First, the British slave trade was not abolished in 1833, but in 1807. Second, slavery was not abolished in all parts of the British empire in 1833. The new law applied to the British Caribbean islands, Mauritius and the Cape Colony, in todayโs South Africa, but not to Ceylon (now Sri Lanka) or British India, for instance. Third, no freedom was โboughtโ for plantation slaves in 1833, as the enslaved were compelled to work in unfreedom, without pay and under the constant threat of punishment, until 1838. Most importantly, the Treasuryโs tweet did not mention that generations of British taxpayers had been paying off a loan that had been used to compensate slave owners, rather than slaves.”
The linear trend of 20 new COVID-19 cases each week has been broken, as shown in the graph. We appear to be on a new, more manageable trend of about 8 weekly cases.
Ideally, the two-week shut-down should have identified all infected persons in Barbados, with all of them undergoing treatment. However, keeping our ports open to travellers is not part of an ideal plan.
Fortunately, the Government finally listened to reason, and instituted a mandatory 14-day quarantine for travellers. Unfortunately, it was, and continues to be implemented, as badly as could be imagined.
For some insane reason, people can self-quarantine at home, and infect their friends and family. If the traveller gets sick, it is only then that they are tested for the virus. If they are found to be infected, then everyone who met them are traced.
Why keep rejecting the option of testing the traveller when they arrive, and isolating only the infected persons until they are better?
Critical Analysis.
Covid 19 Cases in Barbados
An analysis of the graph shows no change in the linear trend due to the contract tracing, or the mandatory quarantine. So why did the number of new cases decline? We seem to have simply run out of fuel โ there were significantly fewer persons arriving to infect us.
If we continue with the current arrangement after the major airlines resume flying to Barbados, then we will certainly get more cases. Are we then supposed to be on lock-down indefinitely? What is the Governmentโs plan?
When we started getting 20 new COVID-19 cases each week, the Government insisted that our borders must remain open to travellers, and that people must be allowed to enter unrestricted. When a reporter bravely asked why, the response was that we were simply following the WHOโs instructions.
That answer reveals the root cause of most of Barbadosโ problems. Namely, the governmentโs rejection of critical analysis.
The WTO recommend not closing land-type borders, where people can easily find a way around the official points of entry. It is easier to trace people through the official entry points, than to have them enter the country undetected.
Barbados does not have a problem of people entering undetected. Therefore, the WHOโs advice, that we unquestioningly obeyed as if it was an infallible command, was not relevant to us at all.

The decision not to test every arriving passenger was based on the scarcity and reliability of the test kits. The strategy of testing only after suspected symptoms is rational and cost effective.
