IMF Executive Board Completes First Review Under the IMF’s Extended Fund Facility for Barbados and Approves US$48.7 Million Disbursement

June 24, 2019

  • The completion of the review enables an immediate disbursement of SDR 35 million (about US$48.70 million). A four-year EFF arrangement was approved on October 1, 2018.
  • Fiscal adjustment is ongoing, with the authorities targeting a primary surplus of 6 percent of GDP in FY2019/20 and several years thereafter.
  • A public debt restructuring is complementing the fiscal consolidation. The restructuring of domestic public debt completed in November 2018 has helped to substantially reduce the public debt burden. The authorities are engaging in good faith negotiations with external commercial creditors.

On June 24, 2019, the Executive Board of the International Monetary Fund (IMF) completed the first review of Barbados’ economic reform program supported by an arrangement under the Extended Fund Facility (EFF). The completion of the review allows the authorities to draw the equivalent of SDR 35 million (about US$48.70 million), bringing total disbursements to SDR 70 million (about US$97.40 million).

The four-year EFF arrangement amount equivalent to SDR 208 million (about US$289.41 million, or 220 percent of Barbados’s quota in the IMF) was approved by the Executive Board on October 1, 2018 (see Press Release No. 18/370).

Barbados has embarked on a comprehensive Economic Recovery and Transformation (BERT) plan aimed at restoring fiscal and debt sustainability, addressing falling reserves, and increasing growth. The program seeks to protect vulnerable groups through strengthened social safety nets.

Following the Executive Board discussion, Mr. Tao Zhang, Deputy Managing Director and Acting Chair said:

“Barbados has made a strong start in implementing its ambitious and homegrown economic reform program. All performance criteria for March 2019 were met, and all structural benchmarks have been implemented, although a few with minor delays.

“The FY2019/20 budget provides a solid basis for the targeted fiscal consolidation of 6 percent of GDP. The adjustment effort is supported by several new taxes, ongoing reforms in public financial management, a reduction of transfers to State‑Owned Enterprises (SOEs), and adequate provisions for social safety nets and capital expenditure. If necessary, the authorities stand ready to take additional measures to reach the targeted primary surplus. The planned adoption of a fiscal rule in 2020 will help sustain the adjustment effort over the medium and long term.

“Reform of SOEs is critical for achieving the primary surplus target and maintaining it over the medium term. To secure fiscal space for investment in physical and human capital, transfers to SOEs are envisaged to significantly decline by a combination of stronger oversight of SOEs, cost reduction, revenue enhancement, and mergers and divestment.

“A comprehensive public debt restructuring complements the fiscal consolidation. The domestic debt restructuring completed in November 2018 has significantly reduced Barbados’s public debt burden without jeopardizing financial stability. The authorities are continuing good faith negotiations with external commercial creditors, which together with the domestic debt restructuring, should help restore debt sustainability.

“The fixed exchange rate has served as a key anchor for macroeconomic stability and international reserves have increased. The exchange rate peg and monetary regime would be further bolstered by the planned reforms to strengthen the central bank’s mandate, autonomy, and decision‑making structures.

“Structural reforms target improvements in the business environment to increase growth over the medium term. With the adoption of a new Town and Country Planning Law in January 2019, the process for providing construction permits has been streamlined. Going forward, the authorities intend to carefully review and address the different obstacles to growth.

“Adequate social spending and an improved safety net are key priorities for the program. The authorities have launched a training and outplacement program to mitigate the impact on unemployment from layoffs at the central government and SOEs.”

    We still have space for tax increases. For example, the abolition of the low VAT for certain foodstuffs, the abolition of the VAT privilege for those who build these dreadful kennels for less than 300,000 BBD and much more. The middle class is responsible for the collapse, as they almost all work for the state as civil servants. Now is the time for their dominatrix to grab them hard.

    In return, we should lower the top tax rate from 250,000 BBD for top performers and the tax rate for for houses with a value over 2 million. For decades, the socialist Barrow has redistributed wealth from top to bottom to his clueless voters. We need fair burden-sharing. The middle class pays almost no property tax and very little income tax. That is highly unfair. That must now come to an end.

    Before you start your ” all hail the BLP” choir, have you even bothered to read the IADB quarterly report and absorbed any of its data? If so read it again without the party blinkers. Let me just share a little reality with you in case you missed it in your elevated state of paranoia.

    We will be using the IADB report for reference, as the IMF report on themselves could be seen as self serving. After all no fish vendor never say she fish stale yet. So we shall focus on the independent data as a result supplied by the IADB.

    First we are now officially in a recession as outlined by the global standard for recession, which is ” 3 consecutive quarters of zero or negative growth.” So 2018s growth rate at -0.5 and the first quarter of 2019 at -0.2, means we have officially arrived at the big R. Remember too the first quarter is always the best, as it has in the peak winter season revenue.

    The banking sector for the first time in recent years posted a loss on average assetts of -0.2%. In Bajan terms the banks lost money on their assett base, so you know now why them murdering us with new charges and closing branches.

    The private sector having real issues borrowing money, so any form of growth in real terms that may require capital going be hard to obtain. I paraphrased it into simple language.

    Reserves at 224 million but that is grossly overstated, because we aint pay the foreign creditors a cent for over a year. ( also paraphrased )

    Now read and understand the comment made by government where they say ” if necessary we will take additional measures to reach our targeted surplus.” So if the barage of new taxes fail we bringing more.

    But the statement that got me most confuse is ” government will continue it’s fiscal consolidation while promoting growth.”

    Finally remember the ability to reach our goals depends on ” a speedy agreement being arrived at with the foreign creditors. ”

    Don’t sweat it white oak doing great there so far.

    Based on reading the IADB report I can’t help but ask again where is the growth plan and what based on further consolidation will encourage it?


  9. CORRECTION ON RESERVES.

    The total reserves at the end of March were stated as twice what it was a year ago based on the loans of $226 million that were received in the last quarter of 2018 and were included in the march 2019 reserve figure.

    It doesn’t state there what the total reserves were at March 2019 though, so that figure isn’t there it seems they just speak to a doubling of reserves.

    Again remember what ever the figure is for the total reserves no provision for loan payments have been deducted from that figure for the past 12 months.

    We got to be honest with ourselves and not get swayed by party loyalty. People need to understand the seriousness of the situation and not deflect the reality as they would only be fooling themselves.

    There is some positive there too like the fall in debt to GDP and so on, but what worries me is after 13 months we have no detailed growth plan being outlined. We can’t continue to tax only and not implement growth.

    Based on how they stated it they spoke to the year in total not by quarter, so we can only state that the net effect at year end was negative after taking into account all 4 quarters.

    I think there was a quarter or 2 mixed up in there that broke the 3 consecutive quarter rule. I remember sinkler had a quarter where he claimed a small growth of something like 0.25% towards the latter part of 2017 from memory. Wasnt there also some claim of marginal growth in the first quarter of 2018 too? What we know for sure is that the last few quarters were definitely negative growth and consecutive. This we can confirm from both the IADB and central bank reports.

    David this is where we go back to trusting data from government. We may have out doubts but we can only go by it in the absence of independent data. If you recall a minister and the central bank governor had words recently over a difference on opinion over numbers being accurate too.

    Thanks for digging up the first quarter figure I remember they claimed growth but could not remember the amount. As you have confirmed it was 0.7%.

    They claimed a small growth in the last quarter of 2017 also. I think that might of been the one I thought was 0.25%.

    If you recall after those 2 quarters he made the statement ” the economy is now slowing starting to show signs of sustained growth.”

    David don’t cuss me I only stating what the man said based on the data supplied!

    @David. One of the biggest and most important reform on the agenda in my opinion will be the independence of the central bank. Starting with the independence of the governor. Having a truly idependent central bank will stop the government in its track from printing money.
    If we can make this reform possible, it would be a huge accomplishment.

    A 6% primary surplus for the next at least 8 years is going to be challenging. The revenue target will have to be credible.This require a comprehensive reform in tax administration.

    Your comment about the IMF views not nattering are in a way vert true
    In terms of us the state and it’s people.

    What I mean is if the IMF are happy and the government is happy that goals have been met, but the result is a country being driven into recession how does that benefit its people?

    The point many of us have been saying for weeks is if a real growth plan was not implemented instead of just taxation this would of happened. We were called negative and not willing to rally around the flag if you recall. Well the numbers have now come home to roost.

    Never be mislead by the ” fluff” in any article always dig deeper and uncover the data that supports the statements. To do this one must be impartial to the data though and not look at it through party blinkers.

    Finally how does meeting an IMF target which has driven us into recession help our people by bringing growth to an economy?

    Start by answering that honestly and go from there.

    When I see growth recorded in real terms I will be the first to say ” Job well done” as then our people will benefit. As long as the country slips deeper into this recession which in clinical terms would of started on April 1st 2019 after 3 consecutive quarters of decline, how could any of us not see that only a real growth plan will now help us.

    When I say I heard I mean he recorded growth in the last quarter of 2017 but I heard the figure was something like 0.25 percent. I don’t recall the exact figure in other words.

    Ok if you go to world bank.org you will see they confirmed the growth rate for Barbados in 2017 as being
    1.0 percent.

    It’s under their global growth rate schedule.

    Except we were never convinced that the perceived need for never-ending growth could continue forever or should be our constant desire.

    Where is such a political-economy going to end? When will this economic system ever learn to subtract?

    What we know for sure is that we have been consigned to endless cycles of ups and downs of this casino capitalism, for decades now.

    Maybe we have to get use to the fact that neo-liberal capitalism is even more unstable than we imagine.
