The following article is reproduced from the Canadian press at the request of Money Brain. Is China as altruistic as some would have us believe?

Across the globe, especially in the great motherland Africa, there are horror stories being recorded about this new marauding. What insights are there to be learned by impoverished states of the Caribbean? Besides fueling our greed for ‘things’ what other factors determine regional foreign policy with China?

When it comes to defending Canada from the menace posed by the People’s Republic of China, it is now a matter of public record, and should be a matter of some embarrassment to Prime Minister Justin Trudeau, if not shame, that the course his government embarked upon almost four years ago was dangerously naive, if not recklessly thoughtless.

It’s a tragedy that it took the Chinese Ministry of State Security’s kidnapping of former Canadian diplomat Michael Kovrig and cultural entrepreneur Michael Spavor to prove that the Beijing regime was not the “win-win, golden decade” friend and trade partner Trudeau had incessantly harped about. Robert Schellenberg, dubiously convicted on drug-smuggling charges in the first place, had his 15-year jail sentence upgraded to a cell on death row. Canada’s canola exporters are stuck with $2.7 billion in export contracts that Beijing has ripped up. Threats of further punishment hang in the air.

It’s all because Canada detained Huawei Technologies Co. Ltd. chief financial officer Meng Wanzhou last December on a U.S. Justice Department extradition warrant. Meng is sought by the U.S. to face charges of fraud and dodging sanctions on Iran. Beijing needed to throw somebody up against a wall and slap him around, so President Xi Jinping chose Justin Trudeau.

Beijing’s complex campaigns of subversion, threats, influence-buying, bullying and espionage in Canada stretch back much farther than last December, of course. So does the sleazy tendency of Canadian politicians to look the other way, or rush to Beijing’s defence whenever anyone in the intelligence community publicly notices the obvious, or throw the director of the Canadian Security and Intelligence Service under the bus for pointing it out.

When CSIS director Richard Fadden had the temerity to point out nearly a decade ago that there were provincial cabinet ministers and other elected officials in Canada who had fallen under Beijing’s general influence, several Liberal and NDP MPs demanded his resignation.

So it was refreshing to see that Tuesday’s first-ever annual report from the National Security and Intelligence Committee of Parliamentarians (NSICOP) made no bones about it. China is a threat to Canada’s national security, the committee found.

Terrorism, espionage and foreign influence, cyber threats, major organized crime and weapons of mass destruction were all listed in the NSICOP report among the top threats to Canada. China figures in the report’s findings under espionage and foreign influence, and under cyber threats as well.

Russia is right up there, too, and although the report is redacted in several places, other unnamed governments were reported to be busy with the same dirty work. But it was the novelty of China being singled out for once, in a high-level federal government intelligence report, that’s worth noticing. Usually, Ottawa lets China get away with anything.

“China is known globally for its efforts to influence Chinese communities and the politics of other countries. The Chinese government has a number of official organizations that try to influence Chinese communities and politicians to adopt pro-China positions, most prominently the United Front Work Department,” the report states, referring directly to Fadden’s whistleblowing in 2010.

The report also notes a 2017 warning from David Mulroney, a former ambassador to China, about Beijing’s influence-peddling efforts in Canada. To get what it wants, Beijing mobilizes student groups, diaspora groups, “and people who have an economic stake in China, to work behind the scenes.” The report also notes the unsavoury business of lavish political donations on offer from Chinese businessmen with close links to China’s Communist Party leadership.

Two years ago, the Financial Times obtained the United Front Work Department’s training manual, which boasts about the electoral successes of 10 pro-Beijing politicians in Ontario. “We should aim to work with those individuals and groups that are at a relatively high level, operate within the mainstream of society and have prospects for advancement,” the manual states.

The reason for the public’s relative inattention to influence-and-espionage threats posed by such foreign powers as China and Russia is that the federal government tends to avoid addressing the issue publicly. “As it stands now, an interested Canadian would have to search a number of government websites to understand the most significant threats to Canada,” the committee found.

“For some threats, such as terrorism, information is readily available and regularly updated . … For other threats, such as organized crime or interference in Canadian politics, information is often limited, scattered among different sources or incomplete. The committee believes that Canadians would be equally well served if more information about threats were readily available.”

That information is available, of course. It just hasn’t been coming from the federal government. In his just-published book, Claws of the Panda: Beijing’s Campaign of Influence and Intimidation in Canada, veteran foreign-affairs reporter Jonathan Manthorpe painstakingly enumerates the breadth and scope of the United Front Work Department’s organizations in Canada, and Beijing’s intimate links throughout Canada’s business class. Manthorpe relied solely on the public record, showing that Beijing’s strong-arming, its inducements and its subtle and not-so-subtle intimidation have been carried out in plain sight for years.

Last year, a coalition of diaspora groups led by Amnesty International provided CSIS with an exhaustive account of Beijing’s intensive campaign of bullying, threats and harassment targeting Canadian diaspora organizations devoted to Chinese democracy, the Falun Gong spiritual movement, Tibetan sovereignty, and the Uighurs. A Muslim ethnic minority in Xinjiang, the Uighur people are currently being subjected to an overwhelming tyranny of concentration camps, religious persecution, “re-education,” family separation and round-the-clock, pervasive surveillance. “Canada has become a battleground on which the Chinese Communist Party seeks to terrorize, humiliate and neuter its opponents,” says Manthorpe.

That kind of subversion usually occurs behind the scenes. But for years, Confucius Institutes have operated openly in dozens of Canadian universities, colleges and high schools. “In most cases,” Manthorpe contends, “they are espionage outstations for Chinese embassies and consulates through which they control Chinese students, gather information on perceived enemies and intimidate dissidents.”

Because its mandate covers more than a dozen institutions and agencies, NSICOP — first proposed 15 years ago, but only now getting off the ground — had a lot of ground to cover. More than half of the report’s 121 pages are devoted to a review of the intelligence functions of the Department of National Defence and the Canadian Armed Forces. But it’s subversion by foreign governments that seems to have caught the Parliamentary committee’s attention — CSIS told NSICOP the foreign-influence threat is becoming more acute, and countering it will call for “a more significant response” in the coming years.

With that in mind, the committee is already working on a followup review of the mandate, priority and resources Ottawa provides Canada’s intelligence community to monitor and counter the foreign-influence threat. The committee’s report is expected to be released before the October federal election, but it won’t be focused on the foreign cyber threats Ottawa is already preparing to monitor and expose during the election campaign.

“We’re going to outline the primary-threat actors, we’re going to be examining the threat those actors pose to our institutions and, to a certain extent, our ethno-cultural communities,” NSICOP chair David McGuinty told reporters in Ottawa on Tuesday. “We’re working feverishly to get it done.”

About time, too.

    Donna, what you dont seem to appreciate is that China is gargantuan and if left to their own devices will dominate our hemisphere and all of us will suffer significantly. Especially when you consider the enormous effects of Robotics, AI etc over the next 10 yrs. The Earth has 6BN humans surplus so they might decide to cull the population.

    The current progressive effort to demonize attorney general William Barr is creepy, but then again not so strange. He came into the office with singular experience and an excellent reputation from past service. As attorney general, he has followed the law to the letter in handling the release, redactions, and dissemination of the Mueller report. His summaries of the report proved factual. They were not contested by Robert Mueller or his team. His decision not to pursue “obstruction” was not just his own, but logically followed from the Mueller report that did not find enough evidence to make such a positive recommendation. His congressional testimony that there was “spying” during the 2016 campaign is, of course, factually undeniable, and Barr added the qualifier of being interested in finding whether such surveillance was warranted or not.

    As for the charge that Barr, a former Bush appointee, is Trump’s “hand-picked” choice –how odd, given that all attorney generals are presidents’ hand-picked selections. How could they not be?

    It is not as if Barr has referenced himself, in Eric Holder’s partisan fashion, as Trump’s “wing-man.” Nor has he ordered surveillance on, for example, a Fox News reporter, or had the communication records of 20 Associated Press journalists seized, as happened during the Obama administration in efforts to stop leaks of unwelcome news stories. Nor has he been held in contempt of Congress for failure to turn over subpoenaed documents under the cover of a presidential order of executive privilege. There is no suggestion that Barr has abused the perquisites of the office, for example, by using a government jet to go to the horse races with his family. He has avoided controversial value judgements about the nature of the American people and polarizing rhetoric.

    So, more likely, the effort to delegitimize the professional Barr is the opening, preemptory salvo in the second and quite different round of investigations.

    Soon Mr. Barr will be tasked with collating and adjudicating criminal referrals and arguments for indictments coming variously from Inspector General Michael Horowitz, possibly special counsel John Huber, Devin Nunes the ranking Republican and former chair of the House Permanent Select Committee on Intelligence, and perhaps later even from Lindsey Graham, Chair of the Senate Committee on the Judiciary, along with any conclusions arising from federal attorneys within the Justice Department itself.

    In toto, these sources variously may present evidence to Barr on matters of lying to federal investigators, perjury, obstruction of justice, conspiracy, and abuse of government surveillance — and the charges could, in ironic fashion, involve top-ranking former administrative state investigators during the Obama administration, who for the last two years have been quite prominent as cable news analysts and, in their memoirs at least, as self-described ethicists. Add that there will be a completely different sort of news cycle as it intensifies in approach of the 2020 election. In such investigations, no one has any idea what possible defendants may do or say to federal prosecutors in efforts to lessen their own criminal exposure.

    In sum, the progressives’ preventative efforts to destroy Barr’s reputation take on a certain sort of sick partisan logic, especially as he is neither the sort to recuse himself during cycles of journalistic hysteria nor to appoint a special counsel, after the ill-starred odyssey of the Mueller all-stars and dream team. Given his age, past tenures, reputation, and professional demeanor, Barr does not seem to be much worried over transient unpopularity, partisan criticism, political pressure, or making tough decisions that might adversely affect his future career.

    So the fear is not that Barr broke or will ever break the law, but rather just the opposite: He seems the sort who will follow the law wherever it leads him and without worry over the consequences — and that reality is now apparently seen by some as quite scary indeed.

    Why didn’t you indicate the source? Google pointed me to an opinion piece authored by someone who writes for National Review (yawn).

    The Cover Up General has a starring role in a part he auditioned for by writing an “unsolicited” 19 page memo criticizing the Mueller probe.

    He then got to announce his summary of the Report on TV and then was tasked with editing (censoring) said report for delivery to Congress.

    William Safire was right “Cover Up General”.


  12. Criminal conspiracy requires a stated quid pro quo. Mueller found that though the two entities seemed to be running parallel to each other (and meeting frequently) he could not find evidence of a formal agreement. In other words there may have been a wink and a nod but no expressed agreement.that said – if you do this for me, I will do that for you in return. The standard for criminal conspiracy is very high. Mueller also stated that evidence was destroyed and some messages were encrypted. .

    When Trump told Russia at a televised rally : ” Russia, if you are listening, i hope you are able to find the 30 000 e-mails etc. ” they immediately started to hack. Hmmmmmm?????

    As to why they never found anything on Trump – it should be no surprise that Trump had others do his dirty work. That’s par for the course with Dons. He rejected the idea of a meeting with Putin. Almost everybody else met with some Russian. Hmmmmm???????

    But if anything was proven here it is that this was a legitimate investigation and not a witch hunt. All those secret meetings with Russians were worthy of investigation. If Trump knew he had done no wrong he could simply have said, “Knock yourself out!” Hmmmmm???????.

    And if Mueller and his team were “demonic” wouldn’t they have made some evidence appear? How is it that these “demonic” men have written a report that “totally exonerates” Trump? Are they honorable men or demons??? Does the report totally exonerate Trump or doesn’t it? Surely it cannot be both?!

    The report is obviously fair. No criminal conspiracy proven but heaps of unethical behaviour. They did not alert the FBI who had warned them about Russian interference and asked them to do just that. Instead they encouraged the interference and welcomed it. .Plenty of attempts to stop the investigation – firings, instructions to fire, lies, instruction to aides to lie, dangling of pardons, intimidation of witnesses. Trump took an oath to uphold the laws and he thwarted the investigation as much as he could. Any one of the acts outlined above would have resulted in charges for a person who is not the President.

    So…. where exactly is Trump standing right now? Mueller felt bound by the Justice Department’s policy that a sitting President cannot be indicted. He mentions what Congress’ role is supposed to be. He also mentions that a former president is no longer protected from indictment. The Senate is not going to convict him even if the house impeaches him. His only sure way out is to win the next election and outrun the statute of limitation.

    We shall see.

    It shall surely be entertaining!

    PS. Mueller actually made a huge profit. Off the proceeds of Paul Manafort.’s crimes. Michael Cohen was also forced to pay his overdue taxes. And speaking of taxes…..

    Why can’t your president follow the tradition and release his tax returns??????? What is he hiding????? Why do you guys hold him to a different standard than you would a Democrat president?

  26. Trump doesn’t even know his “motives” why should others, most of Trump’s actions/tweets are the result of what he hears on State TV aka Fox or his phone calls from Hannity.

    Trump wanted to be hailed as the man who succeeded in negotiated an end to the Korean impasse and agreed to face to face negotiations without laying any groundwork (visions of Nobel prizes in his head) and fell flat on his face.

    His latest announcement that if Congress starts impeachment proceedings, he will take it to the SC, never mind such niceties as the SC having no jurisdiction over an essentially political act, someone said he should read the Constitution.

    America thought they elected a President, Trump thinks they elected him Dictator.

    “This astonishing confirmation, made under oath by the FBI, shows that the Obama FBI had to go to President Obama’s White House office to find emails that Hillary Clinton tried to destroy or hide from the American people,” said Judicial Watch President Tom Fitton. “No wonder Hillary Clinton has thus far skated – Barack Obama is implicated in her email scheme.”

    A former top FBI official has admitted under oath that a repository of former Secretary of State Hillary Clinton’s email records was obtained by the Obama White House and housed in the Executive Office of the President.

    Conservative watchdog group Judicial Watch recently coaxed the admission out of the former assistant director of the FBI Counterintelligence Division, Bill Priestap, as part of a court-ordered discovery regarding Clinton’s unauthorized email server.

    U.S. District Judge Royce Lamberth ruled earlier this year that discovery could commence examining Clinton’s use of the server and ordered Obama administration senior State Department officials, lawyers, and Clinton aides to be deposed or answer written questions under oath. The court said that the Clinton email system was “one of the gravest modern offenses to government transparency.”

    Judicial Watch asked Priestap to identify representatives of Clinton, her former staff, and government agencies from which “email repositories were obtained” by the FBI.

    In addition to the Executive Office of the President, Priestap also named “Clinton aides Cheryl Mills, Heather Samuelson, Jacob Sullivan, and Justin Cooper; former Clinton information technology staffer Bryan Pagliano, the State Department, Secret Service, and Washington-based law firm Williams and Connolly.”

    According to the watchdog group, Priestap also testified that nearly 49,000 Clinton server emails were reviewed as a result of a search warrant for her material on Anthony Weiner’s laptop. Weiner was then the wayward husband of Huma Abedin, the vice chair of Clinton’s 2016 campaign for president.

    While he was the head of the FBI’s counterintelligence division, Priestap helped oversee both the Clinton email and the FBI’s 2016 Crossfire Hurricane investigations.

    However, in closed-door testimony before congressional lawmakers in June of 2018, Priestap acknowledged it was mostly FBI agent Peter Strzok and FBI analyst Jonathan Moffa who drove those investigations.

    He testified in a separate lawsuit in 2017 that Clinton was the subject of a grand jury investigation in 2016 related to her BlackBerry email accounts.

The world far less the US could not withstand the jolt had ANY conspiracy of collaboration been found…but let’s also recognize that many of those campaign folks lied repeatedly about Russian contacts made…that was unnecessary unless there was a perceived sense of wrong doing …which it WAS!

  35. In a Tuesday one-on-one interview on CNN’s “Cuomo Prime Time,” former Attorney General Michael Mukasey and host Chris Cuomo debated FBI special counsel Robert Mueller’s findings from his almost two-year investigation into alleged Russian collusion in the 2016 presidential election.

    The former attorney general under President George W. Bush called out Cuomo and CNN for “misleading a lot of people” with their collusion theories without full knowledge of the report.

    Mukasey asserted that President Donald Trump was “being investigated for a crime that didn’t happen and that he certainly didn’t commit.”

    “Who says it didn’t happen?” Cuomo asked. “Russian interference happened.”

    “Russian interference happened for sure, but cooperation and conspiracy between the Trump campaign and Russians did not happen,” Mukasey corrected.

    Cuomo replied, “To a criminal level, no, says Mr. Mueller.”

    Mukasey stated, “To any level.”

    “I don’t know about any level,” responded Cuomo. “But to a criminal level I’ll give you.”

    Cuomo said bringing charges against Trump should have been left up to Congress, which Mukasey also corrected him on.

    MUKASEY: Congress doesn’t indict. Congress can impeach.

    CUOMO: I’m using it as just a metaphor here.

    MUKASEY: But you’re misleading a lot of people. You have a big audience. … Getting smaller by the minute now, but it’s bigger.

    He added, “[Y]our network were devoting days of people sitting around and talking about a report that they didn’t — whose content they didn’t know, that they hadn’t seen, in essence, panels of people sitting around a table inhaling their own exhaust and getting high on it.”

    There is dreaming and then there is waking up to reality and the reality is that the islands in the Caribbean couldn’t embark on establishing any marijuana related industry until Uncle Sam gives the go ahead.

    So, we of meagre resources should bar countries like the US and Canada and develop our own Cannabis industries. If it was ever so simple, are we going to approach the World Bank for funding (BTW Trump was going to nominate his daughter to Head the Bank as he said she is good with numbers) or will we approach deep pocket Caribbean entrepreneurs for funding? After we “cut out” the big boys who are we going to export to? They may very well say “tek yuh bat and ball and go play wid yuhself” but that is if they are polite but if they play hardball how will our countries respond?

    You do know about the US response to those African countries that tried to phase out the importation of used clothing from the US because they wanted to develop their own textile industry, right? It threatened to withdraw those countries from the African Growth and Opportunity Act – a program that supports African Economic and political growth- in other words let us continue to send our old clothes to support our Corporations while your fledgling textile industry dies on the vine or we gwine cut off our aid.

    Trump would have won the election without the help of Russia. Hillary was a bad candidate who ran a poor campaign. She had too much baggage, and in the age of the me too movement she carried her husband’s baggage. Black people would not be excited by her enough to come out as they did for Obama. She took the working class whites for granted and neglected to even visit certain areas where they predominate. And lastly she did some pretty stupid things with her e-mails and tried to cover it up. If the Democrats had not felt that she was entitled to inherit the presidency they would have nominated a better candidate.

    Trump told them what they wanted to hear. He ran a more strategic campaign. He was an outsider. They were tired of insiders.

    Trump is the legitimate president of the United States.

    At first I did not even believe that he had conspired with the Russians but as evidence of secret meeting just kept coming out and they kept lying about it I became suspicious. There probably was no expressed quid pro quo between the campaign and the Russians but there was a common purpose and an understanding that there was a common purpose. And the campaign welcomed it with open arms, co-operated with it and used it to their advantage. They did NOT inform the FBI as asked to do and therefore AN INVESTIGATION WAS IN ORDER>

    Trump attempted in many many ways TO STOP A LEGITIMATE INVESTIGATION. That was WRONG! They lied and lied! Barr spun and spun. That was wrong!

    And your analysis of what went down is totally, totally off.
