Patricia Inniss, head of the Waste Unit at the BWA

After listening to the two Barbados Water Authority (BWA) officials (Nicole Austin of the Waste Water Unit and Joy-Ann Haigh Corporate Communication) on the Sunday talk show it prompted the blogmaster to have another listen to an earlier program of the 13 November 2017 with Patricia Inniss the manager of the Waste Water Division. It was evident that the Sunday program was rehearsed and scripted to deliver the message that the South Coast Sewage plant was being misused by consumers.

The following represents the blogmaster notes taken while having another listen to the 13 November 2017 talk show which featured Patricia Inniss the manager of the Waste Water Unit and a former DLP candidate.

Recording #1 (numbers represent the approximate time of the comment on the recording)

3:50ย ย  – Inadequate management and maintenance

4:20ย ย  – proper cleaning required of outfall lines (financial constraints)

4:55ย  – better pipes for effluent required

5:24ย  – screw lift pumps problematic (under repair at the time of the show), trash pumps problematic – these pumps are important toย ย  the process of screening extraneous matter from entering the system

6:25ย  – blockage detected in the sewage line between Graeme Hall Sanctuary and Republic Bank

Recording #2

1:40ย  – Serious concerns expressed by Mr. Harris for years about the state of the sewage plant

2:51ย  – Patricia Inniss authored a report detailing several issues which needed urgent attention by the BWA/government

5:58ย  – sewage plant neglected due to financial constraints

6:17ย  – a robust and sustained PR campaign recommended to educate Barbadians the use of the sewage plant

7:44ย  – retiring employees read knowledge drain/transfer a challenge

9:00ย  – waste water division regarded by the BWA as a ‘step-child’

10:48 – “An old system not maintained”

15:00 – Haigh points to capacity of the plant an issue which conflicts with the position of Andrew Hutchinson an engineer on a subsequent program.

17:00 – flow rates at the sewage plant were not being done before Innis assume the role of manager of the waste water unit

19:00 – a structure is now being implemented at he BWA to effectively deal with the issue

20:30 – no masterplan exist to manage waste water

23:00 – minister Estwick is fully apprised of the situation

35:00 – Ellis observes that the BWA owns a 50 million dollar building yet the sewage plant was starved of financial resources

Recording #3

  2. @ David,

What did the Sewerage treatment plant maintenance workers do when they were at work ?

  3. @Hants

Those intimate with the operations should explain. It appears to be a combination of poor management and financial resources.

  6. Interesting the point made by Nicole Austin on the Sunday talk show when she mentioned the urgent need for Barbados to integrate the RRRs in our waste management plans. This is a sustainable approach to waste management the Future Centre Trust has been advocating for years yet minister Denis Lowe and the government refuses to get onboard.

What the Govt lacks and by extension the BWA is โ€œCrisis Managementโ€ skills, this sewage issue has damaged Barbados Internationally, has affected the businesses and residents of the area, is alleged to have caused health issues and will probably cause irreparable long-term harm to the economy when fewer tourists come to our shores.

This was a situation that called for leadership at the highest level, trotting out a Minister or two is an initial step but the PM should also have been involved this was a local occurrence with national implications and Bajans should expect no less than a statement from the PM.

Yet the various spokespersons couldnโ€™t get their stories straight, provided inaccurate information, couldnโ€™t offer solutions, couldnโ€™t provide a timeline as to when the situation would be remedied and made a sorry situation worse. The spokespersons trusted to deliver the messages in the main were the same people who dealt with the ubiquitous โ€œburst pipesโ€, didnโ€™t have the technical know how and couldnโ€™t deliver a coherent message. I canโ€™t really blame them this was beyond their capability and even the โ€œbestโ€ businesses fail when it comes to handling a crisis and only learn when they review their handling of the situation.

All of a sudden, everyone has a story to tell, the forst people who should be fired here is the government, every minister, not one seat any should get fir the upcoming election…and that includes the hypocrite and liar Adriel Nitwit.

Then, any incoming intelligent government that is noy equally corrupt would replace each and every department head in every statutory corporation, particularly in BWA, Garbage and the wirst affected ministries immediately and in the public service, but not with yardfowls.

AG Nitwit is being told off on Facebook, I remember the days you could not get Bajans to speak out candidly on issues affecting them at all, they were so afraid….particularly on facebook, not even on BU would they say how they really felt, where all they did was attack each other and attack me for being blunt…..nor ND, they were very afraid to say anything on that one…lol…improvements have been made…they have come a long way.

If Attorney General and Minister of Home Affairs Adriel Brathwaite had his way, a number of heads would roll at the Barbados Water Authority (BWA) over the sewage mess that has been impacting the south coast and parts of Bridgetown since last year.

Addressing a meeting of his Democratic Labour Party (DLP) at the Princess Margaret Secondary School last night, Brathwaite openly accused the BWA of negligence, while suggesting that managers at the statutory corporation should be sent home.

โ€œYou place the tourism sector at risk, you place peopleโ€™s lives at risk and if you are fired. The union is going to keep noise. There is something wrong with that,โ€ Brathwaite contended.

The representative for St Philip South argued that standards were on the decline at Government agencies, while singling out management at the BWA for particular mention.

โ€œYou need to punish them because they have placed this country at risk. One of the things we do badly in this country is . . . a significant failure of management. If it was the private sector, failure of management at that magnitude, you get fired,โ€ Brathwaite emphasized.

His comments came on the heels of concerns expressed by a senior water management official that the south coast and Bridgetown sewage systems were on the brink of a disastrous collapse.”

  9. back in 2005 there was “break” or “blockage” in the sewerage line in the same area as this current one, one perhaps could question whether the original issue was properly repaired.

BTW…with the AG Nitwit openly and publicly accusing the BWA of negligence, it makes a stronger case for residents and businesses to sue government and be compensated.

… no amount of lies about towels and clothes being flushed by businesses in the sewage system by businesses and residents ……a system that has not been maintained in 10 long years by government can help them…or stand up in court.

If the scam is to fool the electorate with deceit again, to be reelected again, he just helped the residents and businesses in Hastings and Worthing with their case…lol

    And failed miserably.

When they get up in front their yardfowls and broadcast to the world their own incompetence, you use it against them.

Ah guess Mia was leaving the truth for the political platform and this truth is ugly, but we knew that already, been saying that from beginning, just seeing it is recorded on paper however, makes it that much uglier.

I knew as soon as yardfowl ac jumped out talking about Mia holding a meeting in poop in Ch, Ch, it was something sinister and evil the government had done to warrant the reaction.

“Mottley: PM had ample time to address sewage problem
CHRISTINA SMITH CREATED : 15 JANUARY 2018 BARBADOS NEWS Opposition Leader, Mia Mottley speaking at a political meeting in Worthing Ch Ch.
Opposition Leader, Mia Mottley speaking at a political meeting in Worthing Ch Ch.

The Democratic Labour Party (DLP) administration continues to receive stinging criticism over their handling of the sewage issues affecting the south coast of the island.

This time the tongue lashing is coming from Oppositon leader, Mia Mottley, who has accused Prime Minister, Freundel Stuart of being aware of the problems plaguing the South Coast Sewage Plant from as far back as 2014 and choosing not to allocate the resources needed to correct it.

Mottley brought out the receipts during a Barbados Labour Party (BLP) mass meeting on Sunday night in Worthing, in the heart of the sewage mess.

Reading from a letter addressed from the Barbados Water Authority to government, dated September 10, 2015, Mottley said Stuart was made aware that a six-month analysis of the sewage system showed that the south coast and Bridgetown sewage plants had not been functioning properly for over a year. The letter also said funds were requested to try to arrest the plant’s problems and ensure it did not worsen.

Mottley told those gathered at the meeting,

“How in good conscience could a government know this… do you understand that we should not be here tonight at all, at all. The people of the south coast, businesses… should never be in this position in this country.”

Mottley went onto explain, on May 26, 2014 a Cabinet paper from the Minister of Agriculture went to Cabinet requesting approval for a loan from the Chinese for up to $600 million to build the West Coast Sewage Treatment plant and upgrade the South Coast. She said this proposal fell through the cracks and a few months later government chose instead to go ahead with plans for the construction of the Wyndham Grand, formerly the Sam Lord’s Castle, which was funded by a loan from the Chinese.

On February 29, 2016 yet another cabinet letter from the Minister of Agriculture again requesting money for the west coast plant and to fix the south coast plant went to government.

“What is important about this Cabinet paper is that in paragraph 4, the Cabinet was told ‘the South Coast Sewage Treatment Plant was currently in a state of disrepair and needs urgent attention to avoid further compromise to the health and safety of residents and the commercial entities surrounding the plant’.

Not a fella can claim that they did not know because the Ministry of Agriculture told them that this thing was in dire state.”

The Ministry of Finance apparently declined to grant the request in June of 2016 citing a lack of government funds, Mottley explained. She said the correspondence between the Ministries shows a blatant disregard for the health of the Barbadian people and visitors to the island, adding they willfully chose not to prioritize projects which would benefit the citizens.”

    Tron…lol, extreme but worth a try…

Any incoming government that is not as corrupt, self absorbed, brutal, stubborn and uncaring as this present lot have displayed themselves to be for 10 years long years……would fire all their incompetents in the statutory corporations and the public service…every head to be removed.

Adriel Nitwit is talking a good game, but once reelected, the government will still keep the same incompetent salary sucking yardfowls on taxpayer payroll, Fruendel ran that “heads will roll” scam on the people a few years back and not one thing happened…no one was ever fired, so we know the AG is lying, he was used because Fruendel cannot come with the same lie and get away with it this time around, problem with the AG, no one likes or trusts him, he has been useless to the people, harsh, disrespectful and uncaring, so no one trusts him.

The same majority Black population they lied to consistently, disenfranchised and mistreated for 10 years is the same population they now need to reelect them…time is longer than twine.

The problem with Mia is…her government also likes to keep yardfowls on statutory boards and in critical departments of government…in an unending cycle of corruption and incompetence, if not ended completely, things will only get worse…under a new government.

    Piece…wherever you are just watch.

Is this the same man who promised almost 3 years ago to report in a few weeks on MAM’s entitlement to practise law without an LEC?

Who is he to talk about sloth and incompetence?

Instead of fixing the sewer this DLP administration has spent the last 3 years focusing on a non-issue called LEC. What does that acronym stand for now? โ€˜Latrine Exterminating the Countryโ€™?

Despite being warned over and over that the authorities were playing a game of Russian roulette with the health and wealth of the nation they persisted with their internecine war. Now that the shit has it the tourism fan the only casualty is the economy.

Let this bunch of incompetent lowlife blow flies know that Barbados has become not only a broken-down economy but has been turned into a society functioning in a pit toilet.

  21. How could any serious and caring cabinet put the building of a hotel at Sam Lords before repairs to a failing sewage treatment plant and crumbling sewer network how?? I JUST DONT UNDERSTAND THIS AT ALL.

  22. You know the word on the street is that the PM instructed John, Boyce, Richard Sealy and David Estwick to have a joint ministerial press conference on the weekend to address the South Coast Sewage Saga. In an open show of defiance both Sealy and Estwick told the PM to go fly a kite and get his ass up there to see the problems first hand.

It will only reveal the quality of a person you have in charge of affairs.
Nothing but a lowlife low-class shit fly.

He probably genuinely believes that the sewage overflowing on the streets is just a temporary inconvenience equivalent to him leaving the toiletโ€™ un-flushedโ€™ for days in order to save on the water bill.

Doesnโ€™t he understand that public sanitation underpins all socio-economic development? Itโ€™s equivalent to building a house in a muddy area without proper โ€˜foundationโ€™.
Hasnโ€™t he been schooled in the basic knowledge of hygiene that the health of a nation is the wealth of that nation (โ€œgens gentem opibus sanitasโ€)?

Barbadosโ€™s high ranking on the HDI is based on its past investment in good public health infrastructure, e.g. widespread access to potable water.

The existence of the many โ€˜long-liversโ€™ and centenarians in Barbados is clearly not linked to their regular attendance at church but from reaping the benefits of good public health systems to mitigate the negative effects of deadly communicable diseases caused by poor sanitary conditions and habits, both public and personal.

These politicians talk a whole roll of big shit; day in, day out.
So what is so wrong with some of that shit overflowing onto the streets other than a sign of frailty of mere mortal man?

Well, we are not all perfect, are we now?

Is it not as clear as day that this administration does not have this country ‘s best interest at heart? If this mess is not a national crisis, then what Is? This is the very same highly touted tourism plant that Ministers Sealy and Sinckler during their ten point presentation, swore would be the vehicle that brought Barbados back from the brink. Directives with negative impact from our three major source markets, and the chosen way to offer this country reassurance is by having it’s leader splashed across the pages of the two daily newspapers greeting returning visitors. Up to now he has not seen it fit to address the nation, while the saga continues. What is of even more of a bother to me is why is there no real outcry from the leaders of other sectors in Barbados? The Church…The trade unions..The private sector..The media practitioners….This administration does not have our best interest at heart. They expect to be voted out of office so their intent is to make it as difficult as possible for their replacements. Remember 2013….They flooded the statutory corporations with unnecessary staff, ran on a platform of “not a single person going home” and after that surprise victory, they did the deed that was to be left for the BLP to do. Brazenly they squeeze every last cent out of the public purse….and we are permitting this shit.

I would not be surprised if a hasty agreement is reached that disadvantages government and the country. Why would they do that? Simple; with a change of government the BLP and MAM will be faced with the task of finding the money to pay the salary increases AND fix the sewage crisis. Never mind that it would be the final straw that destroys the country, what does it matter this batch of bitches!
