We write following your coverage about the Commonwealth and its Secretary-General, Baroness Patricia Scotland.

The focus of this communication is to bring to your attention the serious set of rulings published earlier last week by the Independent Press Standards Organisation, the independent regulator for the newspaper and magazine industry in the UK, based on the complaints made Baroness Scotland in December 2016, against publications run by Associated Newspapers Limited. These are accessible via:

This is a case that is of significant public interest across the Commonwealth, particularly the Caribbean region, since it deals with issues concerning probity in public office. For over seven months the complaint to IPSO was used by Baroness Scotland as a shield to safeguard her from providing responses to matters of public interest including the expenditure of public funds. This included her unwillingness to answer questions at last December’s Transparency International UK Annual Anti-Corruption Lecture in London at which Baroness Scotland delivered the keynote address (http://www.transparency.org.uk/press-releases/statement-following-2016-annual-lecture/).

After an exhaustive investigation by IPSO, the rulings were made, where 13 of the 14 stories that Baroness Scotland had complained about were not found to have breached the accuracy code; and only 1 of the 14 stories was found to have breached the accuracy code and that too on a statistical error. This means that allegations of corruption, cronyism and misuse of public resources by Baroness Scotland of the Commonwealth have been upheld.

We are becoming alarmed that attempts are being made by Baroness Scotland to trivialise these serious rulings and justify her actions through a press statement issued by the Commonwealth Secretariat:http://thecommonwealth.org/media/news/response-ipso-adjudication, that is aimed at stymieing the integrity and transparency associated with such an adjudication process.

The violability of the Commonwealth Summit that is scheduled to be held in 9 months time in London is of genuine concern and fear to most of us. In this regard, we draw your attention to an editorial done by Caribbean News Now:

    I was following this case last year when these news articles started to appear in the Daily Mail and I really thought that she had cleaned up her act.

    I am surprised to hear of all the allegations having met the woman in the line of duty.

    But this does not look good.

    ‘Baroness’ Scotland is a crook, pure and simple. She has used the race card, and every other contrivance to keep her snout in the trough while she has rifled the Commonwealth’s funds for personal gain and self-aggrandisement. That she remains in office is a disgrace, and testament to the leniency with which political crooks are treated compared to street thugs.
    Scotland has previous form. When appointed Attorney-General of the UK, a post for which she was manifestly unfit, and which was simply affirmative action pandering, she broke the laws she was sworn to uphold by employing an illegal immigrant as a servant. Needless to say, despite her obfuscation and denials, she weathered that storm which simply emboldened her to further, greater criminality.
    She is a blot on Dominica, the Caribbean, and public life. She needs to go – NOW.

    Baroness Scotland is not perfect, but she was by far the better of the two candidates for the position from the Caribbean. It is important in making criticisms to look at the source of the criticism (the Mail on Sunday) and those closely connected to the allegations.
    I have noticed the character assassins are already out. Just ask why is it that no other publication has followed up the Mail on Sunday story?

    And as for the illegal immigrant thing why doesn’t “Friends of Commonwealth” and “45govt ”admit that the Daily Mail paid the Tongan alleged domestic servant 95,000 pounds for a story. Tonga has a GDP of about $5,000 USD per year so a payment of 95,000 pounds to a domestic worker for a story is a fair chunk of money.

    Tell the truth now, which would you prefer a lifetime of mopping floors, cleaning toilet bowls, and emptying garbage bins in dreary London, or 95,000 British ponds cash upfront and an early retirement among friends and family in sunny Tonga?

    Simple Simon is no saint if the Daily Mail would pay me 95,000 pounds for a story I would probably tell them whatever they wanted to hear, take the money, fly back to home and live happily ever after.

    As we all know the climate in Tongo is much better than that in damp, dreary London.

    BTW…Scotland tried to have the story removed from the Internet via lawsuit…the courts threw most of that complaint out as well.

    Simple Simon –If you were to pay attention, which may be too much to ask, you would know that the Scotland debacle, both this latest one and her previous troubles have been well covered by the press, and not simply the Mail. As usual of course, special dispensation is given to those who play the race card – why else would they do so? – and thus this disgrace is still embarrassing the Queen and the Commonwealth.
    I am not the “Friends of the Commonwealth” as you allege, but I care for the Commonwealth as a citizen of Barbados. You need to remove the chips from your shoulders, and accept that some facts may be unpleasant to have to accept, and stop trying to shoot the messenger and accusing me of racism. It is childish, and sad.

    Te BU household is not prepared to throw the Baroness under a truck at this stage. The UK media is known for its aggression exposing these kinds of stories which involve public players. So far the thrust of the exposure is mainly coming from one section of the press.

    So explain to me again because maybe paying attention is too much for me. But explain to me again why was the mail paying the Tongan domestic servant 95,000 pounds?

    What work did she perform for the mail in order to earn that kind of money? And before paying her for did the mail check first to see if she had legal permission to work in the U.K. before paying her for services rendered?

    The real problem is that people like @45govt can hide behind their pseudonyms to smear people of good character. Baroness Scotland has not been accused of making personal gain, she is a former attorney general and knows what is fraud and obtaining.
    Why not look at former rivals who were involved in having offshore bank accounts in the Isle of Man? Now that is odd.
    The other problem a deep cultural one: Barbadians are predators when it comes to character assassination. But they never look at the unintended consequences of their bile and viciousness.
    If the Caribbean character murderers were to succeed in getting Baroness Scotland removed, they have not given consideration to the fact that the Caribbean will not have an occupant of the position for a generation. That is the price we will pay. It is better to have a flawed Caribbean person than the ‘perfect’ one from Asia or Africa or Canada. It is six of one and half a dozen of the other.

    I take it you meant public, as I have heard no sexual shenanigans attributed to Scotland.
    The “thrust”as you call it started with the Mail, hit the Guido Fawke political blog, and was finally covered by ALL the MSM, as I quoted above. NO-ONE is happy with Scotland – especially HM the Queen, whose love of the Commonwealth, and devotion to it is beyond question.

    That is a rather harsh indictment on the woman. But if true then she is not the only one to be condemned and call to account.

    She cannot be a crook unless aided and abetted by the administrative operatives around her activities.

    Are you implying that thee chief financial officer of the Commonwealth Office played a pivotal role in facilitating her plundering of that international organization’s finances the same way politicians in Barbados who are accused constantly of ‘robbing the Treasury’ must obtain the much needed collusion and necessary facilitation by the chief accounting officers of those ministries and statutory bodies in order to pull off such scams “for personal gain and self-aggrandisement”?

    So if the troubled Baroness is a “pure and simple crook” then all of those very senior officers at the Commonwealth Office are just or even more crooked and who ought to be brought down and incarcerated just like those members of Parliament found guilty of fiddling their expenses.

    Documents obtained by The Times show that Mr Venuprasad, 43, was required to obtain the permission of the Indian courts to retain his passport so that he could leave the country to work in Britain.

    The Commonwealth expressed concern last night that at no point during a 15-year career did Mr Venuprasad inform his employer that he had been implicated in a criminal…”
