Your message to the BLOGMASTER was sent

Over the past week or so an entity named “Hyatt Centric Development Team” has been sending out invitations inviting selected persons to a “public interactive discussion on the project” at the “site of the Hyatt Centric Resort, Carlisle Bay, Bay Street, Bridgetown” on Saturday June 10th, 2017.”

This development constitutes a callous “slap in the face” of all Barbadians and a monumental insult to our intelligence!

Indeed,these people are so contemptuous of us that they are bold-facedly holding a public town hall meeting (or as they term it— a public interactive discussion) NOT during the period  of the processing of the application; NOT prior to the Minister making a decision on the application, but some four (4) months AFTER the Minister has made his decision to grant permission to construct the controversial hotel!

This meaningless town hall meeting is therefore simply a window dressing and public relations exercise on the part of the developer ! It has no substance or utility!

The whole purpose of a public town hall meeting is to give the Citizens and residents an input or say in the decision-making process BEFORE any decision is made by the authorities.

Indeed, when a public town hall meeting is held as part of the processing of an application for a construction project it is stipulated that a record MUST be made of the meeting, and that the record must be forwarded to the Town and Country Planning authorities for their consideration PRIOR to the making of a decision on the application.

I wish to reiterate that the application of Mr Mark Maloney’s company for permission to construct a 15 storey hotel on the beach at Carlisle Bay required that the proposed project be subjected to an Environmental Impact Assessment (EIA)  BEFORE any decision could be properly made on the application. And the staging of a serious and meaningful public town hall meeting would have been an integral requirement of the EIA process!

Here, for the record , is what our Town and Country Planning Department’s “Handbook and Guide To Town Planning” says about this matter:-

PUBLIC  CONSULTATION

Any application to the Chief Town Planner which requires the preparation of an environmental impact assessment SHALL be the subject of a PUBLIC  MEETING. The EIA report shall be made available to the public for a period of not less than twenty-eight (28) days to allow for perusal and scrutiny. The EIA report SHALL be made available within the community, district or main public library and the Town and Country Development Planning Office.

No later than fourteen(14) days after the public meeting the applicant is REQUIRED  TO  SUBMIT  THE  REPORT  OF  THE  PROCEEDINGS  TO  THE  CHIEF  TOWN  PLANNER.

ADVERTISING

The public meeting shall be advertised on local media and at least one daily newspaper announcing the availability of the EIA report at the commencement of the twenty-eight day period. The advertisement should occupy at least one quarter page in the newspaper and should be bold and noticeable.

Furthermore, Section 12.2 of our country’s Physical Development Plan stipulates that “where Environmental Impact Assessments are required they shall be completed to the satisfaction of the Chief Town Planner  PRIOR to approval being given“.

In light of the foregoing, the proverbial “Six Million Dollar Question” is :- “Why wasn’t this particular project subjected to an Environmental Impact Assessment, inclusive of a substantive and meaningful public town hall meeting in which we— the people of Barbados– could have asked serious questions, demanded answers, and recorded any concerns or objections that we might have about the project ???

Somebody will have to answer this question , whether that answer is provided in the public domain or in the confines of a Court room.

    Only Bout Here! As critical to the redevelopment of Barbados a third party is,so too is a strong, vibrant and most of all independent fourth estate. Night after night a cadre of well dressed Government Ministers parade their asses across our television screens to offer the usual plate of self serving shite, and not one of them is asked to give an account for matters like the aforementioned. Prime Minister Stuart had the nerve to look directly into the camera and tell this country that the multiple downgrades had no real impact on Barbados. It took social media practitioners to point out the fact that they changed the interest rates on outstanding loan agreements. Journalism in Barbados is as poor rakey as the parliament they so selectively cover. Only Bout Here!

    Was a Town Hall meeting and EIA conducted before Four Seasons, Port Ferdinand, Port St. Charles, the New Hilton, The Needham’s Point Development; including proposed extensions, etc?
    I was not “bout here” at the time, so I just asking, seeking answers. If they were not what was David C.?

    Town Hall Meetings were a relatively recent (less than 25 years) requirement as part of an EIA for such projects.

I support redevelopment, including the building of a hotel, be it Hyatt or any other, in the area under discussion on Bay Street, subject to the planning process being followed and all necessary legal requirements. So David Comissiong is quite rightly pointing out that there is a planning process and a project of this magnitude requires an EIA and part of the process is a Town Hall Meeting as stipulated by Town Planning. All of this prior to planning permission being given.

    A developer should welcome the Town Hall in order to explain the project and its benefits and to receive feedback not just from nearby residents but all other interested parties and stakeholders. Those inputs from the Town Hall can then be taken into considertion by the developer and Town Planning and any necessary adjustment be made to the application and requirements.

    For the proposed Skeete’s Bay development Paul Doyle had to have an EIA done and hold a Town Hall meeting. He would have used that meeting to explain the development to nearby residents, stakeholders and other interested citizens, hear their concerns, allay any fears and if necessary to adjust his application accordingly or by instruction of Town Planning, as a condition of approval.

    According to Barbados Today residents now seem to be supportive of the Skeete’s Bay project.

    Remembering that ultimately on all applications for development on the coast like Skeete’s Bay and Hytatt etc the approval, yay or nay, lies with the Minister and not the Chief Town Planner.

    Maloney and his bunch continue to defy the Courts and the Justices won’t or can’t do anything about him.

    Our deadhead PM don’t even have the guts to stop them. He has already given his approval to proceed. September is fast approaching and nothing has been torn down or demolished at Bushy Park or off Spring Garden.

    Pockets will be lined as usual with the kick backs from the big maguffies. Talk all you like. Hyatt is gonna be built by hook or crook and no EIA done before hand.


  22. Well said Nostradamus. The purpose of consultation, I don’t like the term town hall meeting, is to explain, address citizen’s concerns and make amendments to plans where necessary. Not to just talk. I still don’t support the Hyatt in its current form though.

  38. 1) The voter list must be discounted for Bajans living overseas and JW’s. My 3 aunts and some cousins still gets circulars in the mail every year. They never left overseas just to come home to vote. Whatever percentage voted for the DLP, less even voted for the BLP in 2013. 2) As per the BT article residents in Skeetes Bay that BT interviewed now support the project because of declining economic and social activity in the area. Maybe we can hear how the residents of lwr Bay Street and surrounding areas feel.

    oh kevin Commissiong needs to hear what the people of bay street and inhabitants of the surrounding streets and avenues have to say, they would tell him of the years gone by when baystreet was a thriving town when mom and pop stores could guarantee a good days sale. Those where the days when small black business had an opportunity to captalize having and given opportunities to boost their revenue because of large enterprises like the old hospital and other entities like the ice factory that when incorporated within small communities help to breath economic life in the area .
    After the hospital was relocated baystreet started to make an economic nose dive and small business felt the effect mostly and continued their slow death spiral to economic demise,
    No govt up to present has been able to find a formula that could resurrect the once thriving town of baystreet
    But now presently as govt tries to present a formula that would give bay street and its surroundings the economic life it deserves we have idiots and clowns supporting the town crier of doom and gloom Commisiong who is fighting to the bitter end to keep bay street in its ever present decay of economic peril

    Is it not ironic that after years of the Mottley law firm representing CGI Insurance in personal injury cases and destroying the lives of bajans, a filthy job now taken over by the Leslie Haynes law firm, how very fitting it should be that the Harris owned barbadostoday is the newspaper now EXPOSING not only the Fruendel waste of taxpayer’s money with a brand new merc, but also the fact that Mia does not hold a local law degree….and all the politicians and minisrers of both political parties.

    I told yall some time back that the year she was certified in UK and the year she would have been eligible to practice without a local law degree, dont match, she would have still been in law school when that privilege for bajans expired in 1984.

    Mathematically, that says that of the Bajan registered voters, ~31% voted for the DLP.

    Folks…. that means that ~69% (legitimately rounded to 70%) DID NOT VOTE for the DLP.
    ~71% (legitimately rounded to 70%) also did NOT vote for the BLP
    Shiite man!!
    What has that to do with overseas voters; voters list; people who never vote; etc?
    It is just a SIMPLE mathematical fact.

    …just as 0.07 is mathematically different to 0.7 …although only a zero is missing 🙂
    …and $10 multiplied by 200,000 (legitimately rounded) does NOT equal $20M.

    After the DLP dunces grasp these basics, we can probably move on to the concept of dependent variables … perhaps Stinkliar could be brought to a christian understanding that although total taxes equals base rate multiplied by the taxable income, the taxable income is DEPENDENT on the rate of base taxes.
    When he increase the base rate he is ALSO decreasing the taxable income….. There is a balance and it is not obvious to idiots.

    While wunna at it…
    Perhaps someone should advise the Head Idiot that if a car becomes uneconomical after three years, with astronomical maintenance costs, then PERHAPS you do not want to replace it with the SAME DAMN SHIITE at a cost of $350,000……

    How can anyone be deemed a LAWYER in Barbados if they don’t have a Law certificate.

    There are four (4) so called Lawyers in Barbados who are practising Law without the prerequisite Law certificates.

    And what is interesting there they are all BLP people.

Cadogan… cant say am surprised or even shocked, but given your very glowing and obviously ass kissing testimonial of the Harrises, how do you now justify or explain  the now confirmed information that one Michael Lashley, a senior Judge, several top civil servants, incuding members of the opposition and current government ministers are ALL being BLACKMAILED by the Harrises.

    Most of you are lawyers and know that blackmail is a crime..
