Former Prime Minister Owen Arthur has reportedly noted that we need to prepare for some bitter medicine. The Barbados Workers Union has signalled its intention not send its workers to the front of the queue to receive this medication.

Fortunately for us, the only group that needs to receive any bitter medicine is our politicians. They have resisted taking it for the past 40 years to the foreseen detriment of Barbadosโ€™ economic health.

The Social Partnership has been reconvened, and is expected to, once again, try to force the bitter medicine on us while keeping our politicians medicine-free. Mr Arthur has reportedly been invited to the National Economic Council, and given his past โ€œbitter medicineโ€ comments, the Council is expected to ensure the same result.

Those of us who are old enough have seen this movie many times before.ย  Politicians tend to prefer a degraded national economy to taking their medicine. Even after the national economy has been devastated, they still tend to resist taking their medicine to correct the root cause of an ailing national economy. It reminds me of the hardening of Pharaohโ€™s heart to wisdom, which resulted in the utter destruction of the Egyptian economy.

Barbadian politicians have resisted taking their medicine for the past 40 years. The current economic challenges provide an opportunity to once again encourage our politicians to take their medicine, which will not only avoid the planned austerity for the rest of us, but can facilitate prosperity for all of us.

This can be done in four simple steps โ€“ none of which includes laying-off civil servants, reducing their wages, or incurring additional Government spending. It just requires our politicians to be responsible and take their medicine.

Step 1 is to increase local currency revenues. This can be done by reducing taxes on personal and corporate income to 10 per cent of gross income โ€“ with no deductions.ย  Mr Arthur knows that the Government received increased revenues when he reduced taxes โ€“ an act that we recommend that he receive a knighthood.

Step 2 is to increase foreign currency revenues.ย  This can be done by reducing taxes on all foreign currency earnings that are eventually deposited at the Central Bank, to zero.

Step 3 is to increase productivity in both the public and private sectors, and reduce wastage and unnecessary costs in the public sector.ย  This can be done by managing all public services within the ISO 9001 Quality Management System.

Step 4 is the most crucially important step, and if it is not done, the benefits from the other steps will likely be frustrated by civil servants.ย  To explain, the first 10 years of our Independence was our golden age with a highly professional civil service.ย  Public service employees were selected and promoted on merit alone and not on whether they were highly favoured by the political party in power.

In 1974, the Democratic Labour Party changed the Barbados Constitution to essentially politicize public services.ย  Our public servants currently operate in a toxic environment of being fully aware that they can be managed, at any time, by an incompetent political appointee, and that they cannot be promoted to senior positions unless they are highly favoured by the political party in power.

The politicization of our civil service is the root cause of most of the wastage, inefficiencies and unproductivity in Barbados.ย ย  Our politicians know this, and the Barbados Labour Party promised us on their honour, that they would revert to a professional civil service if we elected them in 1976. They tricked us. Then they tricked us again in 1981, 1994, 1999, and 2003.ย  It is precisely because I do not believe that they will ever keep this promise that we formed Solutions Barbados to contest the next general election.

The 1974 Constitutional amendment that intentionally politicized our public service needs to be abolished immediately. This is the only bitter medicine that is required and Mr Arthur should have kept the BLPโ€™s first sacred promise and dispensed it to his BLP colleagues when he was Prime Minister. It must now be taken by responsible politicians if Barbados is to prosper.

Since none of our politicians have made any effort to abolish the damaging amendment for over 40 years, despite repeated similar pleadings, I do not expect them to suddenly awake to their primary responsibility of meaningfully caring for Barbados now. Therefore, the BWU, NUPW, CTUSAB and all other union organizations should prepare their members, and their membersโ€™ families, to assemble at the front of the queue and prepare to swallow Mr Arthurโ€™s bitter medicine.

  1. Grenville is obsessed with ISO, a global standards harmonisation proposal which does not guaranteed corporate or individual competence or integrity.
    His call for Arthur to be given aa knighthood, for what it is worth, is ridiculous. Arthur is the single leader who sabotaged the Barbados economy for which he should be driven from public life.
    Solutions Barbados ideas are what you would expect from a management consultant, not a politician.

    Part of the problem that has given rise to the political class is the extent to which we diefy politicians. They were elected to serve the public because it is assumed they want to serve.


  3. “Step 3 is to increase productivity”. That does NOT work here in Barbados. Work ethic on this island is next to zero. The wealth of a country depends on productivity and/or natural resources. Low productivity in the Deep South transforms to low earnings and low wealth.

    Without pain, no gain.

    ISO certification would streamline businesses and government departments and bring cohesiveness and discipline to upper management resulting in a trickle down effect to how employees operate within their work environment, but, these measure takes months to apply, not years, it took about 8 months for the then BL&P to so streamline operations within the power plant…, given the small size of the island, with not that many businesses that need that structural adjustment to their operations, to come into the 21st century and with all starting at the same time.., they can all obtain ISO certification in 8 months.,, it’s not brain surgery or rocket science.

    In saying that Grenville, has to erase that disconnect to the struggles of the people who are treated as though their lives only matter at election time when politicians tell them lies to get their votes so as to get respect for the titles voters bestow on them by electing them.., he needs to untangle that in his mind….because once they have that respect and thise titles, they do nothing and show no respect to the people, it’s all about their own self serving enrichment after their lies succeeded.

    As he can see for himsel and is saying himself, the lies and trickery politicians have been using against the people for decades to be elected or reelected should never be respected. Servants of the people do not need pimp hood titles, they already get a salary, with perks and a pension, that is reward enough, they are servants, wrap ya mind around that..,what pimphood what.,, to what end.

    They want another award, let them write books and memoirs that can be added to school curriculums.

    These are the most important issues destroying the society and lives of the people:

    The new candidates for political parties must acquaint themselves with the definitions of integrity legislation, freedom of information acts, removal or modification of the useless to the people libel laws and defamation laws etcโ€ฆthat continues to hold the people hostage after 50 years, effectively killing freedom of speechโ€ฆand acknowledge the necessity for these to be implemented and libel and defamation laws amended to keep the fabric of society balanced.

    Grenville was clueless at to what these meant when asked, he only appears familiar with the pomp, pretentiousness, pageantry of useless titles and status that was given to them by the UK, not knowledgeableโ€ฆโ€ฆand the fact that he cannot call out any of the ministers for corruption or anything else.., because he is afraid of getting a โ€œletterโ€โ€ฆthat is being a cowardโ€ฆ.at least he could have spoken in general terms, but his sissy plan to address bribery and corruptionโ€ฆis no plan at all.

    โ€ฆโ€ฆhe displayed the same denial and love of the useless pomp for the unnecessary waste of taxpayerโ€™s money for independence celebrations that saw poop flooding the streetsโ€ฆdenial is not just a river in Egyptโ€ฆitโ€™s just as destructive to any society as is corruption.

    The new candidates cannot appear aloof from the realities on the ground on the island, as though they are so far removed from these happenings, because they have only โ€œheard rumorsโ€ of bribery, corruption and rape or although Michael Carringtonโ€™s theft of money and property from a disabled, elderly man is part of the public record, it still cannot be addressed publicly because it will hurt the thiefer of the house feelings because he was elected so he should be respected and protected and a whole lotta crapโ€ฆ.still protecting the bribery, corruption, stealing from the people, still protecting the status quo of keeping secrecy, lies, deceit and crimes against the people intact.., very troubling to say the very least.

    โ€ฆ..candidates like that should never be taken seriously. .,that is not a candidate, thatโ€™s a coward. โ€ฆI am really not sorry to tell ya Grenvilleโ€ฆbut you did not impress me..,, real political candidates running for public office do so to protect the people electing them from thieves like Carrington, not to protect the thiefer of the house Carrington from the people or from facing up to his crimesโ€ฆ..that is ass backward.

    And with the island struggling to overcome a 14-year low in its foreign exchange reserves, a former Central Bank economist is warning now is the time to plug the opening that is suctioning out these reserves.

    Managing Director of Antilles Economics Stacia Howard this morning told a panel discussion on Improving Economic Performance Through Enhanced Tourism Competitiveness that while tourists were coming in record numbers and bringing in foreign exchange, too much of that money goes right back out through the importation of goods and services for the tourism sector.”

    Gabriel…when Grenville was asked about Sandals…he mumbled, he was right that a 40 year agreement is already in place so there is little than can be done, unless loopholes can be found to walk it back and chase Butch and his scam…… by the time the agreement expires, both Butch and all the idiots who signed on to that scam against the people will be in their graves…Butch’s descendants will still benefit…but not the descendants of bajan taxpayers.

    These agreements should be time stamped for 5 years only with a review upon expiration to see if there is any benefit to bajans…..not for 40 years with no future benefits to taxpayers…

    Sandals is what happens when ministers have no respect for and do not care for their own people…a visionless disgrace. .

    Yes, a country which was once the No.1 in the โ€˜developingโ€™ world and at No.20 on the UN Human Development index way above the same country providing Bim with handouts.
    If he is so pissed off with these intrusively โ€˜foreignerโ€™ agencies which have no good intentions for poor Bim why not do the honourable thing and cease membership by invoking that famous statement of true independence: โ€œFriends of all and satellite of noneโ€?

    If the business community don’t rise up and get rid of this professional idiot running the national enterprise then only God can help Barbados in the coming months.

    Maybe God has a plan afoot in using his rent-a-womb Ave Maria to bring about another miracle of salvation this time strictly for Bim.

    These agencies, all of them including IMF, warned both DBLP governments from 2006…just imagine if any of the ministers had bothered to listen, they would now be in debtless heaven..but thy were trying to maintain a manifesto of lies by borrowing, we now see how well that worked out.

    Ah hope instead of poutig at me, Grenville and then new political parties are taking notes. …the only slow witted and dimwitted people to be found on BU are the yardfowls from DBLP.

  22. Why don’t these people in this 3rd party, Grenville Phillips et al, ask for some help in fashioning their communications.

    They sound like fly weights. Never going to the centre of issues. We are not convinced that the writers of these posts even understand the dominant equation/s in economics.

    The limitations imposed internally, externally. The need for ‘creative’ means.

    They may mean well or be mere fronts for other people, but at some point somebody has to start talking some sense.

    Grenville Phillips reminds us of Richie Haynes. A bureaucratic, neo-liberal, corporatist, capitalist.

    Barbados Integrity Movement (BIM) has declared its intention to DECRIMINALIZE Mary Jane. For that alone the miller will throw his support behind BIM. Vote BIM!!

    That has thrown a spanner in the works in any move to capture the votes of the young men and women. You have been trumpedโ€™ Solutions?

    What do you Grenville P have to say about that?

    Or are you still invoking your right to remain silent on this ‘burning’ topic?
    We also note your continuing silence about any plans to put those idle fields to good value added โ€˜highโ€™-end use instead of growing cow itch and providing breeding grounds for disease carrying vermin.

    What is wrong with you, man? Have you lost the right to use the โ€œISO 9001 Quality Management Systemโ€ designation the same way Bridgetown will soon have to give up that World Heritage Site designation?

    You MAYBE right, it is EXTREMELY DIFFICULT to differentiate Barbadian SATIRE from the real thing, both sound exactly the same when mouthed by POLITICIANS.

    All that attack on the credit rating agencies has done is to reinforce the resolve of the IMF to teach Barbados a lesson in humility for its leaderโ€™s arrogant display of a glaring lack of diplomacy appropriate to member in international financial circles.

    Any chance of getting less harsh conditions attached to the inevitable IMF borrowing arrangement and line of credit would have certainly dissipated as at yesterday.

    Only a change of administration would satisfy the IMF since it has clearly lost all hope and certainly respect for the present lot of intellectual dwarfs carrying a troupe of monkeys on their backs and sitting in a cabinet pretending to be managing a country which is severely lacking in significant tradable resources to act as negotiating buffers.

    Pachamama is correct.
    These parties need proper messaging. Without political marketing /PR.the task will be difficult. All ideas need pushing and it is quite amazing that Grenville, who is promoting a business concept believes that marketing ends with facebook.
    Our education system is not producing creative/ critical thinkers. We are in very dismal times , if relatively young folks cant see beyond Errol Barrow or Owen Arthur. Something wrong. I would encourage all new parents to home school their children.

    Have you noticed that the rating agencies did not say it was the opposition or Owen Arthur caused those 18, 18, 18 downgrades…..it was the Fruendel Stuart government.

    William…I second that, the education system is piss poor, the young ones do not stand a chance unless their exposure to mediocre education is completely limited…homeschooling is the way forward to produce creative, critical thinkers…given the quality of mental awareness from adults who are or aspire to be leaders, it just cant work, they will continue on the same path as the previous 50 years, just as the other leaders have done, because that is all they know.

    I am listening to BIM on brasstacks now and was nodding in agreement until they said that they would bring in OSA to lead the economic recovery of Bim and you have Solutions above wanting to give him a knighthood…….he failed this country in its hour of need and is partially responsible for where are at today and they want to do what???

    These cannot be parties with fresh ideas nor are they serious……I will stick with the devil I know who will most likely give OSA a knighthood as well.

    It is the circulation of mediocrity. Do some reading on the impact of cognitive dissonance on individuals or societies. You get it in the academic disciplines too.
    If you have spent your entire academic career learning that left is right, got a degree, masters and PhD confirming that left is right, and along comes someone, a dissident, saying that right is left. To endorse that person’s views is dismiss years of learning. It is easier to pretend that person and his/her views do not exist.
    Take Barbados: if for generations you have been told the economic voodoo of foreign reserves and along comes one or two people saying the world has moved on, and you are a minister, central bank governor or professor of the old orthodoxy, then it is easer to close your eyes, ears and mind to such heresy.
    That is the current state of Barbados.

    Seriously, we are written out of the global financial architecture. We must restructure our debt. The debt-to-GDP ratio is out of control. But we know that a primary surplus can reduce the debt-to-GDP ratio at the rate of the surplus.
    Since most of our public debt is held domestically or regionally, restructuring should be easier.
    The equation is simple: the debt-to-GDP ratio times the nominal growth rate and the nominal interest rate.
    For every percentage point nominal growth exceeds the interest rate, the debt-to-GDP ratio falls slightly. It is basic economics.
    Fundamentally, the real issue is an incompetent finance minister, who is stubborn, obstinate, hard-headed and incapable of taking good advice. He prefers to listen to people who will tell him what he wants to hear.
    Some rational person must tell him, and soon, to de-peg from the Greenback, fix against a basket of currencies and commodities, devalue, print money to invest in infrastructure and public sector technology, a broadband network throughout the country, and on advanced education.
    Whatever happens, this is debt across generations.

    Hal…the island does not produce enough of anything to entertain your suggests, they do not even get enough tourist who spend real money to sustain the economy, they cannot afford it, negotiating debt forgiveness is their only out, no more borrowing, clean slate, other Caribbean islands have already done it, it will be the first time for Barbados, there is nothing wrong with seeking debt forgiveness.

    Devaluation is a definite no, no.., they do not export enough of anything, the suffering to the poor and middle class will be devastating.

    The ones in parliament did not do what was necessary back then to save the economy, they will hardly do it now….they cant even agree on an economic advisor.

    Now that Moody’s has down-graded Barbados bonds even below junk, what is going to happen to all those ordinary savers who invested in Savings Bond.
    When I said that it was a Ponzi scheme, that ordinary people should not be lending the government money, and it was likely to default, I was rubbished in this forum. Where are they now?

    No they dont Hal…they were socialized to keep secrets to themselves that would help each other for centuries, generation after generation, you would think that with the years old existence of BU and other blogs they would share more information, but keeping important information from each other is now culturally embedded in the psyche…a recipe for disaster and self destruction.

    I am not sure that can ever be rolled back.

    I am sure it was a deal done between Worrell, Sinckler and the banks. We have a retail banking system in which the savings rate on an ordinary bank account is below the rate of inflation. That means that ordinary older people who have banked their rainy day money are losing money the moment they sign on the dotted line.
    Then the dishonest foreign-owned banks charge cheque books, are contemplating charging for use of ATMs, and for every other service all while the government and regulators turn a blind eye.
    At the same time we have banks, car distributors and credit unions offering sub-prime loans for people to buy cars.
    This is gangster capitalism.
