The GROTTO
The GROTTO Apartments, UNOCCUPIED

In 2008 Barbadians voted for a Democratic Labour Party (DLP) government by booting the Barbados Labour Party (BLP) out of office after 14 long years. Then under the leadership of Mr. Integrity Fruendel Stuart they won a close election in 2013.

There was an expectation by those who bought into the DLP manifesto promises that mistakes made by the BLP would not have been repeated by the DLP. Ladies and Gentlemen we make available the Special Audit National Housing High Rise โ€“ 2016 prepared by the indefatigable Auditor General. Although the Auditor General does not say it, there was blatant corruption associated with the projects audited.

If you were watching a game on football game on TV this would be when the REPLAY is played.

I am a bit late to the party, but i fully agree with what SSS stated in her last two posts. You could not get better advice even if you paid for it.

Indeed, it was joy to read your earlier contributions where you would thoughtfully and objectively present a matter; but after the ‘Walter Blackman is back’ article, your focus and determination seem to waver.

Take the good and friendly advice of SSS.

@Walter Blackman November 8, 2016 at 1:07 PM… your response I can only describe as novel. Absolutely self-serving as the average politician but novel none the less.

But again blogger SSS has detailed a solid critique of your remarks so no need for me to rehash.

Just two points. One on which she touched: your initial writings did set you apart as different. Your current scribblings do NOT.

On the other point, you are either being very disingenuous or take (me) us for idiots to write ” I am neither craving nor courting popularity on BU. All I want to do is to make a contribution to serious national debate and have a little fun doing so. Thatโ€™s all.”

It is nonsensical to suggest that the man who had a major disagreement here with one of BU’s ardent contributors and went out of his way to clear the air in an off-line arbitration facilitated by the Blogmaster and who previously wrote here with a professional clarity and objectivity that inspired a respected following is simply contributing for a little fun.

That is the type of political mumbo-jumbo, self-serving , inane piffle that turns off voters.

I always give a person the benefit of the doubt two, three and even four times as I firmly believe that the average person is innately honest and well-intentioned, so I’ll look past your novel political diatribe and look out for the man that SSS is asking to report for duty.

And BTW I did not see those response you highlighted. Although, having read them above along with the post that elicited my remarks, you still came over lately as being “just like all de rest of de โ€˜rahted politicians, dem”.

SSS said it well, we crave new blood so be an agent for change and cull that shrill ‘theyism’ that detractors are saying you are enunciating like an old-hand.

I have reflected and will now go and sin otherwise!

  4. I’ve read the Auditor General’s report and it made me wonder if I am missing something or if the NHC its board and or its Minister are mad? If the HNC was involved in projects like this for the first time why did it not occur to them to 1. Go out to tender, or, 2. Consult the best technical people within and outside of the NHC? I am distressed to learn that somebody/some company came to them with a high cost project and they just said “yes”.

Why do our officials have so little respect for the taxpayers whose money runs this country?

….before you start that shiite where you leggo a litany of simplistic posts, the SIMPLE answer to your question is that they have little respect… because most Bajans are just as naive as YOU obviously are, based on your 8:57 PM. …if you REALLY think that these people just made mistakes ‘out of ignorance’.

THEY ARE A BUNCH OF DAMN THIEVES WOMAN.
They got together with Baloney and pulled off a major heist!!
They robbed the damn treasury …in broad daylight… the Central Bank itself.

Do you need it any clearer?

…and then the Auditor General issues his twentieth annual ‘chiding’ …and admonishes everyone to PLEASE follow the rules….

The ministers and politicians from both political parties with their weak, greedy selves are the ones continuing the enslavement by colluding with and enabling the 5% minorities like Bizzy, Cow, Maloney, Bjerkham, etcโ€ฆ..that cannot be said on here enough, itโ€™s just not getting through the thick skulls of ministers and politicians that they are the culprits, they are the weakest link, the 5% minorities can do nothing without them, get no contracts without them, pay no bribes without them, scam and scheme against the taxpayers without them, get their hands on taxpayerโ€™s money and the pension fund, unless they are aided by weak, vulnerable politicians and government ministers.

One would think both political parties would have recognized their weaknesses and rectified them by now, itโ€™s been 50 yearsโ€ฆ.itโ€™s now 2016, how many more decades of this will the majority population have to endure rotating in and out of their parliament.

This issue is deeper than BLP/DLP.

If the NHC board was responsible for this travesty they should resign in shame.

If the NHC board was not responsible for this travesty they should resign and make a statement to the press explaining who was to avoid the shame.

Either way, if there were any ethical people at any level of our gov’t, civil service or statutory corporations involved in this, they would already have resigned.

But they won’t because the entire system is rotten and filled with lackies and teefs by lackies and teefs.

If we need to sink the ship to be rid of the rats that is what we must do. We have nothing to lose, the rats have eaten the stores and forced most of us to abandon the ship anyway.

Again you are dealing with symptoms and not the problem.

I posted here years ago that the collapse of the current gov’t would come the week after they couldn’t pay snivel servants salaries and wages. I also said that gov’t unpaid bills would bring private companies to that point sooner because gov’t was hoarding cash JUST TO PAY snivel servants, the rest of us can suck salt.

It is now called AMBUSH FINANCING; the withholding of bill payments in order to keep the cash flow resource.

Meanwhile the cost of doing business in Bim has increased by nearly 30% in the past 8 years, so no new businesses have been created and many existing ones have left or closed their doors.

That’s the problem with lack of business facilitation which I pointed out here as being the current administration’s biggest problem 6 years ago: the people we most need to recover the economy disengage first.

How much money in bribes is Sealy taking to make that decision.

  17. @charles skeete November 9, 2016 at 5:54 AM โ€œHants what is a buller?”

    Dear charles:

The Dictionary of Caribbean English Usage / edited by Richard Allsopp, and published by Oxford University Press in 1996, on page 120 defines “buller” as:

“A male homosexual, one who commits buggery,” and notes that the word is in use in Barbados, Grenada, St. Lucia, St. Vincent and Trinidad.

The word “buller” is not to be confuses with the Jamaican term “bulla” which the same dictionary defines as a cheap, round flat cake made from flour, heavy dark sugar, and soda and which is about 4 inches in diameter.

In Jamaica the term “bulla” also means to snub.

In the Bahamas the term “bulla” means the eldest boy in a family.

So there are at least 4 uses of the term buller/bulla which are in contemporary use in the English speaking Caribbean.

    I hope that this helps.

I didn’t go too far in school, and I didn’t go to HC either (nor Cawmere) so let me ask another simple question.

Since low income houses can be constructed for $200,000 Barbados dollars why did the government not lend the 80 families $200,000 each at a low interest rate (say 5% for 25 years) and let the families see about building the houses themselves. This way the government/that is we the taxpayers would have SAVED $130,00 per house x by 80=$10,400,000. The families would already be housed, and the government would be collecting interest payments from the householders for the next 25 years.

What is wrong with my simple housing solution?

Further, the free market has determined that low-income housing cost, which is provided by the private sector despite the constant civil-service frustrations. Even when the NHC attempted to replicate private-sector low-income housing products they failed at Lancaster, Montcreiffe, etc.

Proving once again that there is nothing that the private sector can’t do better, faster, cheaper than gov’t. The purpose of gov’t is to LEGISLATE, REGULATE AND FACILITATE, NOT OPERATE.

These gov’t projects are teefin scams from the beginning with no practical financial justification. The entire HNC needs to be dismantled and the rats run out of it. Even if the gov’t were to GIVE the housing units to deserving poor people it would be cheaper than the current NHC operating costs.

  20. A $200,000, 30 year mortgage loan at 4% will cost about $955 per month which is within the means of lower middle income people if 2 or more people in the household are working. And if the family has save some kind of down payment even as little as $10,000 the monthly repayment could be as little as $907.00 per month.

I wonder now if the politicians AND the private sector are not BOTH fooling the ordinary people.

@ Frustrated Businessman aka โ€˜Nation of Lawsโ€™ my ass,

There is not enough profit building โ€œlow incomeโ€ houses.

Not enough to pay โ€œcommissionsโ€ buy a yacht, luxury house, luxury cars and frequent vacations with โ€œde outside womensโ€.

But yet the private sector has been providing low-income housing for over 20 years with a keen waiting list of several thousand people while the NHC has been incapable of meeting the housing demand for property-ambitious working-class people (not to be confused with the unemployables who make up most of the NHC’s current non-paying tenants).

The only thing that has changed recently is the overtly-corrupt bribe-takers and bribe-payers market dominance.

Years ago when the DLP won the 2008 election I posted on BU that there were cabinet idiots driving around BDS, trespassing on various property, picking out which land they were going to acquire to meet their podium promise for providing cheap housing.

I also posted that, if the assiots had done any research, they would have found out that the greatest impediment to the provision of such housing by the private sector was snivel service red tape. The article on business facilitation in yesterday’s Nation laid the problem out in simple numbers.

Over the past 8 years the DLP’s efforts to provide said housing has been a chain of disasters. Gov’t could never do it cheaper, better or faster, especially when bribes have to be paid. What Fumble’s Fools should have done is spent the time solving the civil service problems which is their ACTUAL FUCKING JOB!! rather than trying to do someone else’s job of which they know nothing.

  26. For 5 years I served on the volunteer board in the not for profit housing sector. We used government loans and grants money to house families. Some families were low income, some disabled, some elderly, some on welfare, We hired contractors, got the housing built, interviewed tenants, collected rents, paid the mortgage, hired maintenance and clerical staff staff, evicted non-paying tenants, dismissed employees. Some tenants paid rent geared to income. Some paid market rates. All of the board members were elected by those who lived in the housing. The men and women of the board were indigenous people, immigrants and native born, as were the tenants. The board members lived there also and so were highly motivated to see that things were run properly.

It was not that hard. We did not drink big mout’ drinks at board meetings. In fact we were paid NOTHING AT ALL, and juice, cookies and tap water was what was served at board meetings, NO ALCOHOL.

When I returned to Barbados I offered my volunteer services to the Ministry of Housing and was refused.

So I shut my mout’ and know my place.

But still willing to help if asked. I want no money. I want no job.

  27. So who is going to file charges against this ministry/department or PS for infelicities, incompetence or simple dereliction of duties……we know that no minister signs docs or chqs so their hands are clean unless fingers are pointed and a paper trail exists.

  28. Like the auditor general our board would not have approved the contract like the one granted to the builder at the grotto.

  29. The private sector, the government and the senior public servants are are rippin’ off the people, or are colluding to the people being ripped off.

Which is why I have posted several times that the first step towards solving the civil service problems in this country is to marginalise it to insignificance.

5% retire every year, within 5 years over 20% would be gone if everyone did nothing.

Despite the argument that the unemployment social fallout would be worse, no argument could be made that we as a nation are befitting from the civil service being the employer of last resort in this country. They stand in the way of everything we need to do to recover economically.

There will be no economic recovery under Fumble’s inept, civil-service-apologetic Fools.

  32. And by the way I was only in my 20’s then and nobody thought that I was too young to serve on a cooperative housing board.

I don’t agree with you that the civil service should be marginalized into insignificance. I don’t know of any country anywhere which can operate without a civil service. Sure the civil service should be made more efficient, but to “drown it in the bathtub” NO that is foolish talk.

But we also need a private sector that REFUSES to offer or to pay progues (bribes)

We need politicians and civil servants who REFUSE to ask for or accept bribes.

There is a lot wrong with Barbados. And that “lot wrong” includes the private sector, the civil service and the politicians.

Fixing one side without fixing all sides is not a sustainable solution.

  37. @Retribution-things that make me go hum! November 11, 2016 at 10:21 AM # “So WHEN will Bajans say enuff is enuff!”

The last election was 21 February 2013.

When this Parliament is dissolved the Governor General has 90 days within which to issue a writ for general elections.

So elections will be called no later than the first half of 2018.

As you well know there is no way to remove a government except by elections or by violence.

We are capable of violence, but we much prefer elections.

Because if there is violence the people who will be shot and whose heads will be broken will not be the Frustrated Businessmen of Barbados, nor their wives nor their children.

So we the non-business people do not feel like sacrificing our limbs nor or lives in order to relief the suffering of the business community.

This is the truth, the whole truth, and nothing but the truth, so help me God.

  38. It seems to me that business people not only in Barbados but everywhere like to take over the profitable parts of government, and to leave the halt, the lame, the blind, the sick, the elderly, the children, the mad, the bad, the unemployable, the criminals to the government,

And the government must somehow manage these marginalized groups with an inadequate amount of tax money.

These people, the halt, the lame, the blind, the sick, the elderly, the children, the mad, the bad, the unemployable, the criminals are Bajans too. We can’t push them off a cliff at North Point, because you know what within a short time there will be more marginalized people because “the poor we will have always with us even to the end of the world.”

I don’t see any private geniuses telling us how they could better deal with the marginalized.

We must remember what Adolf Hitler did to Germany’s marginalized people, the j
Jews, the gypsies, the homosexuals etc.

    We remember the blood shed.

In our haste for quick fixes (final solutions) we must be very, very, very careful that we do not go the way of fascism.

  39. Today especially 11/11 we must remember where fascism leads.

In our impatience we must not go down that road.

  40. Sunshine Sunny Shine (SSS),
I was on an overseas trip and had to leave for the airport in 5 minutesโ€™ time when I read your last post. My one-lined reply was intended to alert you that I had read it.

I read your last two posts once and at the end of the exercise, these are the words that stuck in my mind:

โ€œall I am reading from you is a whole bunch of shite rhetorical and subliminal nonsenseโ€
โ€œsome of your statements sounds very much like you are compelling the reading audience to tune into the violin melody playing โ€the pity me song.โ€ โ€œ
โ€œAs to BU, if you are trying to mix it up in this forum, you are a darn fool.โ€
โ€œNotice how easily you have lost your standing by trying to come to a level that subjected you to ridicule.โ€

Given the fact that you could not quote anything I wrote to support your words, I naturally tried viewing your posts through a pair of political binoculars. This is the response that my mind instinctively and quickly came up with:

    “SSS,
Whilst going through your words of advice to me, I came across some poisoned pills that were designed to inflict serious psychological damage.
Since you could in no way provide justification or references for โ€œplantingโ€ these poisoned pills, you have lost my respect.

They say that old habits die hard.
When you ordered me to โ€œSTOP mixing it upโ€, you mistakenly thought that you were ordering around one of your submissive lesbian lovers, or one of your soft, womanish men (pieceuduhcockyeahright readily comes to mind).

Listen to me, and listen to me well. It is extremely important for you to remember and understand that whenever you are dealing with me, you are dealing with Mandingo. There is only one difference between me and my brothers who visited the Congo: I never had a white meat yet!

The point I am making, SSS, is that you are dealing with a real man. So whenever you see me on the blog, make sure you rip off your dominatrix jacket, fling off your high-heeled, high-rise black leather boots, “pelt way” the whip, unstrap the dildo, pick up your confused, sexuallyโ€“convoluted ass, and FLY RIGHT.

By the way, whenever my wife hears me laughing out loudly at my desk, she invariably asks: โ€œWalter, are you making Pacha curse again?โ€

I used to employ a โ€œpoke, provoke, and milkโ€ technique (similar to the one used to โ€œmilkโ€ snakes for their venom, and to โ€œmilkโ€ bulls for their sperm) on Pachamamum, but he caught on and I am now unable to “milk” one curse word out of him.

In order to create a new source of jocularity, merriment, and mirth, I have no other option but to poke, provoke, and milk you henceforth.

I readily admit that I love to hear you and Pachamamum curse. Believe me, no one calls Mia a โ€œbitchโ€ and AC a โ€œcuntโ€ as sweetly and melodiously as you do. So donโ€™t become squeamish, and apologetic, and start saying stupid things like โ€œSorry about the languageโ€.
Go ahead and lather my backside in curse whenever you want to.”

SSS, as man, that was my instinctive reaction to your posts. One could easily argue that I would have just been me if I had submitted such an irreverent reply. However, I knew that fashioning a response which concentrated only on โ€œbeing meโ€ simply would not cut it. There are always associated factors that must be taken into account, and there will always be a need for me to be judicious and thoughtful.

To be balanced, I searched for some positive aspect of your last post, and all things considered, I came up with a much better and improved response in my mind:

Sunshine Sunny Shine November 8, 2016 at 3:42 PM #
    “Walter Blackman
I am sure, Walter, that in you is a man that want to do the right thing under the right set of circumstances. I believe you mean wellโ€ฆโ€ฆ”

    Walter Blackman November 8, 2016 at 5:52 PM #
    “Sunshine Sunny Shine,
Your point has been eloquently made, and well taken.”

Eventually, I concluded that it would appear to be a bit too self-serving were I to quote and post only the positive part of your comments about me, so I took my ego out of the equation, and further simplified and finalized my response into the one that I posted above on Nov 8 at 5:52 pm.

l have a reason for everything I write. At least I think that I do. For now, I assure you that I have not changed. I am simply using different tools and techniques to unmask a bunch of deceiving, self-serving hypocrites who are trying to masquerade themselves as fair-minded thinkers on this blog.

No malice or ill-feeling is intended.

I was not ordering you around but if that is your interpretation then let the chips fall where they may. I am sure you will get your orders in due course. Let us hope that you exercise similiar conscience to assert your testicular fortitude as you reinforce the position of your real manhood. I never thought for once that you were something else. Telling me shite about you are a real man is intended to do what? Make me buckle at the knees, wee wee and beg your pardon? And, where the heck you get off about you lost respect for me? I ever ask for your respect or to respect anything that I do on here? You could only be a kubba! Looka, if you want to mix it up go right ahead. Do your thing, I won’t lose respect for you you are already doing a nice job of that in this forum. I wish you well Walter Blackman, honestly I do because I want people who will serve Barbados with intact integrities. Take care and adios amigos. Don’t bother writing, we done!!!

  42. Commenters on BU, please take a read of the great Walter PPK Blackman, November 11,2016 at 3.59PM, his new improved techniques of responding,in order to unmask SSS and other commenters on BU,

“When you ordered me to โ€œSTOP mixing it upโ€, you mistakenly thought that you were ordering around one of your submissive lesbian lovers, or one of your soft, womanish men (—— readily comes to mind).

Listen to me, and listen to me well. It is extremely important for you to remember and understand that whenever you are dealing with me, you are dealing with Mandingo. There is only one difference between me and my brothers who visited the Congo: I never had a white meat yet!

The point I am making, —, is that you are dealing with a real man. So whenever you see me on the blog, make sure you rip off your dominatrix jacket, fling off your high-heeled, high-rise black leather boots, โ€œpelt wayโ€ the whip, unstrap the dildo, pick up your confused, sexuallyโ€“convoluted ass, and FLY RIGHT.”

Walter..I was waiting fpr SSS to answer you first.

Dont knock white meat until you have tried it…….lol

You will have noticed by now that a lot of black DLP ministers are owned by what they preceive as white meat on the island …..whether they have tried white meat or not, the same goes for black politicians from BLP, it is a weakness, blight and trend in parliament, that they all love being owned by what they preceive as white meat…try not to fall into that post slavery, post independence, decades old trap….

…….having a white meat or being owned and had by a white meat……what’s the difference….I will tell ya…being had by the minority white meats in Barbados means you are using the people’s parliament to sell them out and stagnate future generations of black bajans….you are enfranchising white meat and disenfranchising your own people….there is a distinct difference…just thought you should know,

Don’t let us hear your name being called as owned, bought and paid for by white meat.

Speed up reforms, IMF economist warns
By Marlon Madden on Nov 12, 2016 01:06 am

img_0619xcopyA senior economist with the International Monetary Fund (IMF) is sending a strong warning to Barbados that it must accelerate a number of critical structural reforms in order for there to be real economic growth in the medium to long term. Barbadian-born Dr Kevin Greenidge said while there had been transformation in some areas, it [โ€ฆ]

Normally I would have light in his ass, but I have respect for him on the basis that he could be the key to change. I always give him the benefit of the doubt as I have told him before. I chose what parts of his commentary to respond too. So all the other stuff means squat to me. He has something in him. And, if he chooses to muddle it up by getting involve in all the shite that makes this DLP led bunch of fools to appear nasty, then that is his foolish business. Until that time, he has the benefit of the doubt and my respect regardless if he respects me or not; it is totally irrelevant.

SSS…I too wish Walter all the best, with all the traps and pitfalls ahead of him, we hope he can avoid.

  48. Walter Blackman is a man, just like Lowe and others ministers , who think he can achieve the goal of getting rich in Barbados, expressly at this stage of corruption in the DLP, but ,timing and his age is the deciding factor

  49. Chuckle……Kellman is giving some advice on Brasstacks now……we must think positive,we must stop borrowing…..then proceeded to justify Sandals’ deal as one of growth as we had stopped growing and needed them to restart it,as they brought a unique product that changed the dynamics in Bim…..he needs more like Sandals…..then he says we need community tourism……as this country must cater to all, like we did in sugar……on being asked on what is required for the way forward…he stated …Kellmanomics.

Give him credit as being the only one willing to stand up and face the music…….sorry he was not asked about the Auditors report here.
