Denis Lowe, Minister of the Drainage

The Cahill project may be a thing of the past, but the Freundel Stuart administration has not abandoned the idea of a waste-to-energy plant on the island. In fact, Minister of the Environment Dr. Denis Lowe warned that Barbados ‘cannot fully develop without the inclusion of waste-to-energy technology’, as he piloted a resolution on the Barbados Green Economy Scoping Study in ParliamentBarbados TODAY dated October 25, 2016

Once again someone in this Government is trying to lay the blame for his dilemma on the populace of this country. When they wanted to hike the water rates Minister Kellman came up with the flimsy excuse that the populace used the most water in the island, whereas it’s evident that the hotels especially, use the most water. Other businesses, and Government also use a lot of water.

Pray, tell me Mr. Minister, did you not read the “Burnside Mangrove Pond Green Energy Complex & Beautification Programme and Environmental Impact Assessment Outline Review TCDPO Ref: 1123/07/2013C” which you should have received re the Cahill Waste-to-energy plant?

It states at 4.1:

Waste Generation and Disposal Requirements
Waste generation is closely linked to population, though for Barbados, tourism contributes a disproportionate quantity of waste. A rule-of-thumb is that each tourist generates roughly three times the waste of a local person in the same period of time.

If we take as an example that 50,000 tourists came to Barbados in any given year, how much waste would they have generated as opposed to 50, 000 locals?

I didn’t go to university so I need you to do the math for me.

Why do you single out the businesses – especially the restaurants – to put on the pranger?

What tax do you want to call this one?

The business tax?

I guess the businesses -including the restaurants, already pay heavy taxes, except they are one of those belonging to Sandals which doesn’t pay any taxes and won’t be doing so for years to come.

You can fleece the indigenous businesses and the rest of the populace, but you can waiver the taxes for some foreign entity, and in the meantime renege on your promise to give the other hotels of the BHTA the same sweetheart deal you gave to Sandals with the stroke of a pen.

Which type of waste-to-energy plant are you planning for Barbados, Mr. Minister?

Under 2) Gasification, of the said Burnside report it states:

Several waste gasification processes have been proposed, but few have yet been built and tested, and only a handful have been implemented as plants processing real waste, and mostly in combination with fossil fuels.

Wouldn’t such a plant produce more environmental pollution than we already have?

What made you lash out at some of your Government’s favourite people?

Have they stepped out of line?

Won’t you have to depend on them some time again?

Where are the anti-environmental pollution laws which you promised us for this year, Mr. Minister?

  1. How is it that this person could still be seen as serious?

How is it possible that Dennis Lowe could be anywhere near the locus of political power?

Why is it not possible for people to look into his face and see a puerile mind incapable of doing anything other than play childish political games with the people?

How is it not possible for people to gleam that Dennis Lowe is merely seeking a fat payday for services to certain elements within the corporate community?

And if our long standing instincts are correct, why is this miscreant still able to operationalize projects not primarily in the national interests?

  2. How is it possible that this government has not been thrown out of office by the populace. In any other country with spunk, the people would demand they call an election immediately and then get them to hell out. Something is better than nothing. So get them out and put in the other party, even if it is to show both these parties that if they do a whole set of nonsense, the people will throw them out as quick as you can pucker up your mouth to whistle. Complaining on social media and blogs cannot do the trick. So just insist they get the hell out before they ruin what little is left of the island. The world is laughing at us as we drown in a quagmire of foolishness on a daily basis. Foolishness that makes them rich. Pensions? They do not deserve to stay in office in order to collect their pensions. Maybe they could get that off of Mr Parris instead. Idiots. Not one of them can be called a true proud Barbadian. Disgrace is the only word that comes to mind and no, I do not belong to any particular party, I vote for the party that does what they promised to do, and if they do not, I marching with those strong and fearless enough to insist they return from whence they came, on the other side of those benches they have also brought into disrepute every time they open their mouths. Shame. Shame. Shame.

  3. Dennis Lowe is not in any way struggling to implement any waste to energy solution. Dennis Lowe is a member of a Cabinet that has grown confident in the knowledge that we have gained the status of A Bewitched Brood of Bajans. Michael Carrington was caught with his hands stuck in the cookie jar, after de lotta long talk what happened? Not a damn thing. Two ministers in an obvious conflict of interest posing bout in big rides…. lotta long talk and then what? Not a damn thing. The prime minister and the same Dennis Lowe looked directly into the tv camera and lied to this nation in relation to CAHILL….lotta long talk and then what? Not a damn thing. Watch how the proverbial bone thrown Fat child’s way suddenly disappears, as some revered White Shadow makes a killing off the backs of the masses. The black man’s thrash is the white man’s treasure as far as this cabinet is concerned…There will be a lotta long talk and then what? Not a damn thing will happen. Why is that? We have developed the status of A Brood Of Bewitched Bajans.

“How is it not possible for people to gleam that Dennis Lowe is merely seeking a fat payday………?”

    Pachamamum,
This is a very important topic, so, as an avid reader of BU contributions, I want to make sure that I can follow and understand all arguments being presented.

Can you please write a few more words to help elucidate or illuminate your question, as quoted above?

I thank you in advance for handling my request like a scholar and a gentleman.

  6. @ Walter
Is this a smart move by you to get Pacha to document the multitude of shiite deposited on Barbados by this idiot …. so that you can make some internal case?

We know you too well to even contemplate the possibility that you do not know EXACTLY what Pacha is speaking about….

Obviously then, you have ulterior, high-level motives.

You were warned about the level of COMPROMISE that would be required when you align yourself with the devil. Do not look to BU to fight your internal battles…. cuss the damn man’s ass up front …just as you know IS THE RIGHT THING TO DO.
…and let the chips fall where they may.

    What Pacha what??!!
If you have gone into the den like Daniel, then start pelting some lashes in the thieving lions’ asses…

  7. Another litany of crticism which all have gotten use to.
How about penning a more sensible article Mr. Davis detailing causes and solutions for the growing waste problem which is not going to get better
Wasted time spitting the same political garbage can be well spent being actively involved with the penning of sensible thoughts and ideas.
The reason we are back to square on on this issue is mostly because many in this society would seize any opportunity to spew fear and doom out of an interest geared towards themselves.
The positive evidence of WTE plants are well known as many have been built with a proven record of safety
Because govt buckled under pressure by these neo conservative enviromentalist activist does not eliminate facts that our waste problem would become unmanageable as our population becomes larger and business expansion becomes a necessary part of our landscape in creating more waste
This knee jerk reaction to progress would not help our country but take society back to the dark ages and out of easy grasp of modern day technology like a patient who refuses to seek the necessary proactive treatment and only resorts for remedial help on the death bed

    Bush Tea,
I aligned myself with (joined) the DLP in 1985 before Tom Adams’ death. Can you name one person who warned me about any level of compromise that would be required back then?I spoke on the DLP platform all over Barbados in 1986. Never once did I hear anybody refer to the DLP as “the devil”.

I look to BU to provide me with education and entertainment, and I appreciate the effort that BU makes in both areas.

  9. The level of political discourse on this blog needs to be raised.

It is understood, even by dunces, that there is little point in replacing this government if the only alternative is just as bad, or worse. We need to propose ways of improving the performance if the entire political class, and that begins with sober, serious and sustained criticism of public policy decisions.

We don’t get a lot of that on BU. For example, why would anyone fault the government for offering income tax incentives to Sandals? Because of its size and financial success, Sandals is doing more for the island’s vusibility than any other hotel. In most North American cities, the only TV and newspaper ads featuring Barbados are Sandals ads.

  10. Don’t play daft Walter.
No one is talking about 1985. This is 2016.
    DLP shiite!!!
DLP1985 and DLP2016 is chalk and cheese.

After taking an independent PRINCIPLED stand on BU that stood ABOVE partisan politics …and which rightly criticised DLP shiite…. you opted to join with the shiite-hounds and now speak with an air of compromise that now belies your BU persona.

    Caswell was a B
    Come-and-sing was a B, D, P, C

    Bush Tea,
If we intelligently view Barbados as “the den”, then all of us ought to be Daniels. So what is preventing us from “pelting some lashes in the thieving lionsโ€™ assesโ€ฆ”?
Do we have an insurmountable difficulty in identifying the lions? Are the lions masquerading as Daniels? Are some of the Daniels really thieving lions? Are some of us just anxiously waiting for the call to join the thieving pride?

Pity it has to be the party of brass bowl clowns…

The DLP is the single largest collection of Bajan Brass Bowl Idjuts since the “Ossie and Carl Moore convention”.
Imagine a party where AC is the seer…?
    LOL ha ha ha
    Oh shiite !!!!
…and AC actually is more coherent, AND BELIEVABLE, than ANY of the ministers….

How the donkey are you going help them?
    You could raise Lazarus….?

  14. Imagine Ronald Jones who is responsible for the Alexandra debacle shouting in the parliament about partisan politics as it relates to the private partnership between private waste haulers and government. Do these people take us for fools? He is standing in parliament answering to a Speaker who was found to be quilty of witholding $200,000 from a 70 year old client. And his collegue dares to raise the issue of morality being an issue come the next election.

Walter Blackman maybe making the long-term political calculation that in the blind man’s land the one-eyed man is king.

Meaning that he maybe angling to be the only man left standing after the gang of thieves and criminals is decimated by the electorate, next election.

We however do not estimate that he could avoid the public’s ire.

  16. Facts
Today there are more than 2,200 WTE plants activr worlwide more than 250plants were constructed between 2010 and 2014
An additional 550 plants to begin construction by 2024. However barbadians becomes lords of the games knowing it all but having nothing worthwhile to be players in the game

But I would like to know your source and the types of WTE plants.
I belive Cahill was a plasma gasification plant (PGP). How many are PGP plants?

  20. Bushie none so far that i have heard ..so far all the plants that are up and running have been legit with no reason or cause for those living in close proximity of these plants to fan the flames of fear and doom or sow the seeds of deceit.
Unfortunately we in barbados will remain stuck in a quadmire of self contentment till we free our minds from the shackels of self loathing having an impressionable belief that we know it all

  21. You talk about plasma gastification like it is an unknown to scientific technology.
The dam thing has been use in generating power to space technology.
It is a proven and safer way to gererating electricity and safe and friendly to the enviroment

  22. Facts

There are more than 272 operating gastification plants worldwide with 686 gasifiers.Currently there are an additional 74 plants under construction world wide
The Usa has 33 plants already built and up and running.
At any given time day or night bajans rather be misled than be lead great going folks there is always a time to play catch up …but at a very high pricr

  23. Like your mate Dompey your head is so hard.

Why did the government discontinue Cahill do you recall?

The issue was scale, there was no gasification plant built anywhere to the same scale as the one proposed for a tiny 2*4 island at Vaucluse with zero environmental safeguards.

    #JA

  24. Hmmm……looks like the wicket is being rolled for the re-introduction of the plasma gasification plant and I wonder what part the SSAs 20M will play in the preparation?

  25. What happening to Walter PPK Blackman, he is seeking help to follow and understand, please help the man Bush Tea

  26. It’s pretty clear that there’s no money for the boys in separation and re-cycling, otherwise we would have started it a long time ago. This is a government that allows matters to get out of hand and then chooses the most expensive solution, like $20 million for 17 garbage trucks. I guess they must be BMW or Mercedes garbage trucks, fully loaded. As for tourists generating 3 times more garbage than Bajans, give me a break! Most of the litter is thrown out into places tourists don’t go. Any other garbage related to tourists would be that generated by hotels, and most of that would be compostable food waste. Instead of looking after the country’s finances, the boys are fattening-up the calf for the final meal.

  27. No govt bowed under pressure. There is nothing that on any scale given the metrics and specification that technology cannot resolve on a small or large scale. Pressure.. pressure and not readily prepared was the govt failure

  28. David enough of your silly insults jas.p barbadians are tired of you obstructionist.

  29. If the report is correct the tourists account for a high % of the garbage it should be a quick fix at source because it is a controlled environment.

We can’t boast of wanting to achieve #1 green economy status in the southern hemisphere and we are unable to pick up and dispose of waste efficiently.

  32. not a matter of loving any one party ,but have u ever noticed that in the past fifty years when dlp govts lay out plans for the progression of barbados that the blp obstructionist are always out in full force ..makes it hard for anyone to take their opposition to any issue seriously, i cannot remember any one thing of great significant that the blp and their operatives has given unilateral support to any dlp govt especially on those issues that would help the poor or overall society , truthfully cannot remember but this i remember lot of long talk and plenty threats
so yes on most of the dlp issues i a willing to give support especially when a necessary solution is needed with urgency and where the matter would impact the lives of a nation. Now pachaman you can crawled back into your little cocoon and make love to whomever pleases your lifestyle

  34. Dr Denis Lowe as a sick man decision making will be self serving and therefore every move he makes must be suspect. How could Dr Denis Lowe behave so carefree and insulting. ..

Freundel Stuart as Prime Minister has shown no interest in reigning in Dr Denis Lowe and seems only interested in the Prime Ministership. If he had only spent one day as prime minister, history would have still recoded him as a prime minister.

Prime Minister Stuart has squandered the political mandate and will never be seen by history as a Prime Minister who put country before party. Erskine Sandiford did when he sacrificed himself. A total let down, many persons believed Mr Stuart would have been a political massiah for Barbados.

Will the BLP bring better governance, transparency and integrity? Unfortunately, the BLP will do nothing more than ride on the wagons of Morality, Integrity Governance and Transparency. Both the DLP and BLP have concentrated the wealth in the hands of a few families. Until we look at proper campaign financing laws that are enforced by a legislated non partisan body we can expect money to buy influence even when its not in the best interest of company.

It now seems that many are gravitating to politics for the finders fees which on a recently touted project was 19% on a $458M project.. No longer is country`s interest placed before party financiers.

@AC do get a message to Dr Denis Lowe that he needs meet with Paul Bynoe of B`s Recycling and discuss provision of a letter of comfort. Mr Bynoe will be within his right to share his story of riches to rags should his business folds and it would be a best seller the world over.

@Vincent Haynes, AC the DLP public defender can best answer, Sorry.. Mr Bynoe direct number is 246-438-9285. To say Bs Recycling was screwd without vaseline would be an undertatement, The announcement of Bs Recycling approval was delayed deliberately by the powers that be to coincide with the signing of another Waste To Energy agreement.

The modus operandi is for one party to sign off and commit and the other party to be bound by the agreement if the government changes,
What do you call that other that political prostitution of the highest order by the political parties of Barbados. SBRC and Ionics Barbados were both projects signed off on by the BLP and built by DLP.

  40. Kammie i previously warned you that you might have won the war but not the battle,, a battle which you failed to understand a battle to get waste management in barbados under control For years many of your suggestions have been tried by various govt but have not reached the level of success in which barbados was able to eliminate the problem of increased dumping or a rodent problem
Waste management is of big concern world wide some of the green house gases and pollutants attributed to land fills and recycling must be contained as they are proving to cause sever damage to the ozone layer , Your ongoing fight against WTE is not in the best interest of the country since through out the years you have failed to introduce viable and sustainable alternative that can absorb waste quickly as Barbados daily garbage grows at an increasing rate by business and every household
I know you are going to repeat those innovations of small moving dinosaurs as a safer method but such being the case the end result must be one of a method by which garbage disposal can be decreased rapidly in a timely and sustainable manner
In opposing you have held firm to health causes related to WTE plants however if barbados continues on a snail pace of methodology in the treatment and collection of garbage the alternative of germs caused long standing and overexposed waste can caused bacteria to breed creating a health risk for govt and populace one that is is very problematic and real having dire consequences which can attribute to growing health cost much of which taxpayers would have to pay

Dr Denis Lowe is a waste for a politician and history will record him as the most hated politician if sentiments on the ground are an indication. Even some of his cabinet buddies finds him despicable and have said that to me personally.

He will not be able to do as he pleases for much longer aided and abetted by his friend the Prime Minister of Barbados Mr Freundel Stuart who has been a total let down. I respect the Prime Minister`s office but not his modus operandi.

Dr Denis Lowe knows why he has not embraced recycling and why he promotes Waste To Energy. Mr Paul Bynoe will soon have a lot to say for when a man has lost all there is nothing else to loose.

As a bajan with kids I will speak my mind respectfully without fear or favor and accept the consequences. However, I will use whatever remedies the constitution affords me to protect myself. There are times when business have to upgrade their products or business models so as to have an advantage to move along with the modern times especially in a fast moving technological age in order not to be left behind.
You must understand that barbados is no longer isolated but is guided by certain rules and regulation that govern the global community which barbados is a member
There are many rules of goverance which impact barbados way in how the enviroment should be protected.
You might wish to add a sinster approach with an attack on Lowe but you must realize as i mentioned in my comment that the rules and guidlines along with several treaties that barbados has signed might impact older business models which have become outdated in favour for new models based because of better technology
Unfortunately SBRC might be caught in such a conundrum
making govt decision seemingly looking unfair. However unless one have all the facts to veryify speculation and perception which give reason to be sinister is dangerous
