During his presentation in the Budget debate, Minister Donville Inniss claimed that the Chief Town Planner had already dealt with and given approval (“with conditions”) to an application to construct a 15 storey Hyatt Hotel at Carlisle Bay. (I,personally, harbour serious doubts about this, and I hope that the Chief Town Planner will soon issue a public statement and  clear the air about this matter,)

The Minister also claimed that some of the conditions attached to the Chief Town Planner’s approval were being appealed against, and that the appeal was being addressed “at the highest level”. ( Just imagine that! They are appealing against “conditions” allegedly imposed by the Chief Town Planner! And one assumes that the phrase “at the highest level” refers to the Prime Minister Barbados – Mr Freundel Stuart.)

Mr Inniss also claimed that an “Environmental Impact Assessment”, a heritage impact assessment, a traffic study, a geotechnical survey, a marine survey and a geophysical survey were all carried out, as part of the processing of the said application.

It is against the background of these surprising and expansive claims that I would now like to draw the following matters to the attention of Minister Inniss and the people of Barbados:-

            (1)       Sections 17 and 18 of the Town and Country Planning Act, Chapter 240 of the Laws of Barbados stipulate that – “The Chief Town Planner shall keep, in such manner as may be prescribed, a register containing such information as may be prescribed, with respect to applications for planning permission made to him, including information as to the manner in which such applications have been dealt with”…… and …….. “Every register kept …..shall be available for inspection by the public at all reasonable hours”.

            (2)       As recently as Wednesday 3rd August 2016 (some 8 days after Mr Mark Maloney publicly declared that he would be beginning construction of the Hyatt Hotel in two  months time) I visited the Town and Country Planning Office , consulted the Public Register, and discovered that Visions Development Inc. (Mark Maloney’s company) had filed the relevant application on 30th March 2015 under reference number 0445 / 03 / 2015B, and that the section of the Public Register which deals with “Consultations” carried out in relation to the application, as well as the section which records the “Decisions” made in respect of the said Application, were both BLANK!       

(I would urge members of both the News Media and the Barbadian public to go to the Town and Country Planning Office and scrutinize the Public Register for themselves. BU emphasis)

            (3)       A legitimate “Environmental Impact Assessment” (EIA) CANNOT be carried out in secret – unknown to the Barbadian public– and without the participation and input of the people of Barbados , particularly the participation and input of the people who reside in the communities closest to and most affected by the proposed hotel!  And to the best of my knowledge, information and belief, the people of Barbados were never given public notice of and invited to participate in any Environmental Impact Assessment (EIA) pertaining to the proposed 15 storey Hyatt Hotel! Indeed, not even one single Town Hall meeting has been held about this matter!

            (4)       The United Nations Environment Programme (UNEP) outlines the critical role of public participation in an Environmental Impact Assessment(EIA) as follows:-

“Public involvement is a cornerstone of the EIA process.  A requirement to make information available to the concerned public and seek their views and comments helps ensure that EIA procedures are implemented in an open, transparent and accountable manner.  Public scrutiny also encourages the preparation of robust and defensible EIA studies and reports.  In addition, information and inputs from the public have proven useful at various steps in the EIA process, including scoping, impact identification, examination of alternatives and planning of mitigation measures.  Finally, the inclusion of public views and comments in the decision-making process promotes equitable and informed choice……… At a minimum, the EIA process should provide for public notification, disclosure of information on a proposal, access to EIA documentation and comment by affected and interested parties on scoping and EIA reports.  In addition, the procedures for public consultation should allow for all interested and affected parties to express their views.  EIA procedures for implementing public involvement in accordance with international good practice will emphasize “active” rather that “passive” engagement of stakeholders, beginning early in the process of continuing throughout.”

The people of Barbados in general, and the people and organizations of the Bridgetown and Bay Street communities in particular, must therefore be fully informed about the proposed project, and must be afforded an opportunity to participate fully in an Assessment of its likely or potential impacts on such issues as Barbadians’ continued access to and enjoyment of the beach; implications for the animal, plant and marine life of the beach; Bridgetown’s designation as a UNESCO world heritage site; issues pertaining to sewage disposal, possible damage to neighbouring buildings, and  urban congestion; and its implications for the overall environmental well-being of the City of Bridgetown.

As a result of the foregoing, I now hereby put Mr Donville Inniss and Mr Mark Maloney on notice that any effort to commence construction of a massive 15 storey Hyatt Hotel at Carlisle Bay without subjecting the proposal to a rigorous and comprehensive LEGITIMATE Environmental Impact Assessment (EIA) that provides for suitable notification of and input by the people of Barbados will, in all likelihood, be met with a challenge in the Law Courts of Barbados .

    Commisiong distinguishes himself from regular politicians as a record breaking party hopper .He joined more political parties than any other. The DLP, NDP, BLP, PEP, Clement Payne, are the political institutions one recalls listed DC on their rolls. No right thinking citizen follows a frivolous grasshopper of this magnitude.

    Owen Arthur predicts Barbados is on path to destruction that’s rich coming from a disgraced former PM who is destroying his protégé Mia. A more realistic prediction is if Commisiong aided by the likes of David BU yard fowls plus the assortment of traitors stalking this land succeed in their sinister plot to block Hyatt the developers will within a year build a high rise Hyatt in a nearby island.

    The jobs, the forex, the commercial life a Hyatt brings would have gone to a competing destination. Over 500 unemployed from Bostic’s deprived inner city would have been denied jobs. Mind you these are folk most at risk to lives of crime . Because of the lunacy of DC’s motley congregation our country will lose vital foreign exchange, jobs and commercial life. Instead out of jobs and out of pocket criminals multiply to spread terror in their quest for material wealth by any means necessary.

    People do not be sidetracked by snake oil salesmen. We are duty bound to say no to economic sabotage of our beloved gem of the Caribbean

Without going further I will admonish you to go after these degenerates and see if you can at least open a few blinded eyes to the truth or the reality of what some people can’t comprehend.

    The real state of the Four Seasons falls smack dab in the hands of Butch Stewart of Sandals who purchased the property many years ago and had it in litigation in the courts, and we all know the outcome of that,

    Sealy has thrown everything at him including the kitchen sink, but sadly, the other individuals who lose their money on that project should have some recourse to recover their wasted monies.

    I said it before and it is worth saying again. Why isn’t the Hyatt people pointed in the direction of the Four Seasons (Paradis 5 star beach Hotel) with one of the more pristine beaches that will attract tourists from all over the world and is in very close proximity to Bridgetown, even throwing in the all-inclusive packages although that is of no use to us.

    ABajan…I remember Stewart blighted the Paradise property many years ago, he should never have been allowed to return to Barbados, but as soon as the present government heard he had to pay a 12 million dollar fine for some criminal activity in another island, they started salivating and went out of their way to give him 40 years worth of concessions……

    Stewart may consider working the 4 season property if he gets it for free…the other parasite Pemberton blighted the 4 seasons property even more jumping into bed with the local business parasites.

  19. I am trying to understand that a Minister of the Government Of Barbados stood up in Parliament and said this:

    “Who says that that has not been done is totally misguided, including a former Democratic Labour Party member, PEP [People’s Empowerment Party] member, who only when he graduated from law school recognized he was black – but when he was at Harrison College he was a white boy . . . Comissiong, whoever, now recognize that he black, all of a sudden talking about heritage study. . . That was done,” the Minister of International Business, Commerce and Small Business Development declared.

    This is rum shop talk,not parliamentarian! The man is a fool and not fit to run a roadside food stall.

    @David you asked rather facetiously I presume, “Why is citizen advocacy left to DC and we have over 900 lawyers in Barbados?”. You have to be in a facetious mode because the only time Barbados has experienced ‘citizen advocacy’ from its trained legal practitioners are those interested in political life or the very few (one) who appear to have a social consciousness.

    Over all these years of my life there is really only ONE lawyer (Bobby Clarke) who falls into the latter category and even then he too was into politics. If you can conjure up more names please do, as he is the only legal social justice agitator not deeply aligned to a major political party I can recall.

    Commissiong dabbled in politics but now it seems he is all about social justice, so more the power to him.

    And to facetiously give my response to the query I refer to a rather ‘caustic’ and too self-incriminating remark I read from one of your post re Mr Inniss.     Inniss’ remarks are the type thing that would normally get a politician ‘scalded’ because of its pregnant insinuations.

    Because frankly it wold appear that Inniss and his other Black brethren from HC have done the exact reverse to Commissiong…they have embraced, accepted and ‘recognized’ their whiteness (Bushie, I can’t believe I am doing this neologism folly but…) their ‘albino-centrism’.

    So we can all applaud Commissiong’s sense of blackness….that is a GOOD thing.

    It’s frightening hearing what comes out of politicians’ mouth….most lawyers in Barbados have always believed they were of a bourgeois class, they were socialized to believe they are higher up and better off than the average citizen whom they need as clients…just to put bread on their table.

    Many still have not processed in their uppity minds that’s the realty, too many average citizens also held forth with that myth, until it has been revealed for the whole populace to see that many of these uppity wannabe bourgeous lawyers and doctors are just common thieves and would sell out the average citizen and steal their money and properties faster than any African, European, North American or Middle Eastern slave trader.

    This uppity bourgeous mentality is still evident and particularly nauseating in some of the older high schools in Barbados and a couple of the older private schools….they have been socializing high school students post slavery to be uppity and class conscious.

    In saying that, the politicians and ministers in the parliament, all of whom came from humble beginnings and many of whom attended these same older high schools still believe themselves to be of an upperclass black society, better than the average black citizens, so they tell themselves, and when elected to serve by said average citizens believe themselves to be of a political class above the law, not answerable to said citizens, stealing from said citizens and destructive to people and country……

    ….until it has been revealed for everyone to see in the last 9 years that they are all petty criminals and thieves who sell out their own people and country, faster than any Middle Eastern, European, North American or African slave trader.

    Dumbville needs to take a very long and hard look in the mirror….karma does not forget.

    @Bookworm, I did not realize that you have also referenced that quote…Alas, I would remind you that Parliamentary rules are in place to allow all type of rum shop talk so that people don’t get liens on their houses after losing damages for a libel or slander claim.

    It was interesting that David cautioned a blogger above for making overt personal references to Inniss. I thought David was right to do so.

    I wonder whether the Speaker cautioned Inniss that his rather personal remarks about a ‘PRIVATE ‘ citizen were unsuitable for that chamber.

    But as I said above the bombastic remark casts more damaging innuendo towards Inniss, Brathwaite and their other school chums than it does throw shade at Commissiong.

    Thanks for the opportunity to reiterate the obvious. Some people on here seem to think freedom of expression gives a license to post BS to DELIBERATELY hurt others. A reminder to this group that BU has been at this a long time. We can defend those who feel passionate about an issue and mash the line in the process. People in PUBLIC life expect to field personal attacks from time to time. HOWEVER, if we detect there is malice in the approach to commenting we will drop the hammer. Make no bones about it.

    Note that there are a few others whose postings in the opinion of the BU household serves only to degrade the blog by flaming, spamming and generally offending the rhythm of the blog, the BU household reserves our right to respond.     Four Seasons has always been a private sector project. government was only brought in “kicking and creaming” after the whole thing collapsed.
    David Commissiong Why do you keep referring to the proposed Hyatt hotel as “massive”? Is this simply for dramatic effect?I hope many of you in more sober moments, and in quiet contemplation read over your comments and analyst what you have put on paper. Much of what you write “does not compute”.

    Alvin…government could not have been brought into anything re 4 seasons kicking and screaming, they did not consult with the people and get their views FIRST…they ran with it….they WANTED to waste taxpayer’s money with that scam….Thompson was jumping out of his skin to do it….now there is a huge deficit in NIS because of it. ….which part of government should hold consultations with the population FIRST and get their PERMISSION BEFORE wasting taxpayer’s money dont you understand….they could have said NO…it’s not their money.

    Besides…they knew Mia, as opposition leader, was/is the attorney for 4 Seasons which created all types of conflicts.

    The original Carlise Bay development plan of the Owen Arthur’ administration contained hotels and beach front condos bigger than Hyatt. Nothing is different now besides communist egotist Commisiong with a rent a crowd bent on frustrating overdue economic growth which is in the best interests of poor blacks.

    The new beach growing quickly from the old Harbour Police station which threatens to breach the inner Careenage is a gift from god. Owen Athur’s mantra to use beach front for its highest econminc value is correct.

    Beach front land is Barbados answer to Trinidad’s oil or South Africa’s diamomds. Only an idiot or a saboteur would deny that. The Needhams’ Point peninsula was earmarked by Arthur for high rise hotels and condos. The only proven economic model to attract new money here is by way of the tourist sector. Our beaches are Usain Bolt in their magnificence to capture the attention and disposable income of tourists.

    Hotels on Brownes Beach and Needham’s Point will create jobs , spur economic growth and revitalize Bridgetown and the urban corridor. Management regulation not groundless objection is key to development on those prime real estate sites.

    Go to any beach in front of a hotel. Walk 10 steps from the edge of the sea and sit down and drink a rum punch.

If after lo many years barbadian society has not shown the desire to put meaningful investment in baystreet .Does any one belive that sometime in the near future they will.This pipe dream idea founded on socalist ideas of a barbados rebuilding itself through wholesale nationalism is a bridge to nowhere. Cuba our neighbour experimented with the idea of nationalism and after fifty years failed with dividends of isolation and a country infrasturcture collasping from within
    There is nothing wrong with asking for transparency but Comissiong has already shown his hand and has revealed a picture of a bay street of a perceived notion that bay street interest would be best left to the real owners for it is upkeep.but the question is when will day come that the real owners awaken to the reality of a baystreet needing social and economic help

    To the letter writer, the people of the Crane, St. Philip signed petitions against parts of the massive expansion of the Crane Resort which took away pastures in which folks used to play, graze their sheep and cows on for many years. Sign petition against the Resort building a 13 foot high wall right next to homes of people who reside on the boundary of their landline. Former PM Arthur admitted he had to get behind and prod the Town and Country Planning into giving the Crane Resort permission for the massive expansion. Why didnt you cry out then? Why wasnt there no scrutiny then? What the difference between then and now? So if PM Stuart gives permission to what the Chief Town Planner denied it wouldnt be the first time as precedence was already set!

  45. @ Kevin My grandmother’s land is blocked off by the Crane Hotel. The wall has been there there for quite a while now. The wall is the view from my Uncle’s verandah. Permission should never have been granted to build that monstrosity. I am not aware that the people in the surrounding houses were taken into consideration. I am not aware that an EIA was done. I just do not know. When I was growing up we grazed our cows and sheep on that pasture, played tennis on the 1/4 mile road that leads to the hotel, played in the abandoned houses that were on the cliff to the west of the hotel. I roamed every inch of that hotel property. That cannot happen today. A local cannot access the beach by passing through the hotel as happened when I was growing up. Without a reason I would not have access today on the property today. The reason why there was no massive protest then is that the Internet was not the tool that it is now. We did not share information as is done now. I doubt that my family knew that they had rights to protest this action. Times have changed and the people do not take the words of the politicans as gospel. It is nolonger that way. Just because no one back then took the action that Mr. Comissiong is taking does not mean that we should not support him. It is time to break that too trusting cycle and think for ourselves. These projects do not bring all gold. They put locals at a disadvantage too.

    Kevin it is precisely because of that approach to governance that the people voted out the previous administration.

    Wasn’t the same PM Arthur accused by you lot of being a bully and selling off Barbados to foreigners?
    Unless you also believe the people are a set of brass-bowls to be used for political urination don’t you think that PM Stuart should make a difference and live up to the following promise made to the same ‘brassy’ people in 2013?

    If the hallmark of a socialist is ‘Anti-Privatization’, what does that make you other than a lying hypocrite whom even Freedom Crier would not even touch with a barge pole made in China.

  49. @:Kevin, there was an old lady that we called Assi who owned part of that pasture that is now enclosed as part of the hotel property. She used to chase us away if we went on her land. Back then it was common knowledge that she had no family. I heard stories that her lawyer took the property. Her land is now enclosed as hotel property.

    That’s what the lawyers on the island do, steal from their own people, create new deeds and sell everything to foreign interests. ..they possess no sense of nationalism and sell their asses and yours if they could, for paper.
