Barbados is in dire need of a solution to its waste management problem and a sound environmental preservation plan. A statement that was carried in the press by the Minister of the Environment Denis Lowe during his delivery for the SSA (Amendment) Bill 2016, showed that he was no nearer to providing a solution to these problem than his party was eight years ago when it came into office. All pleas to the Minister and the Government have fallen on deaf ears to introduce a national programme to reduce, reuse and recycle. Minister Denis Lowe is bent on building a Plasma Gasification Plant as a solution to garbage disposal. He was also quoted as saying that “it will cost the taxpayers no money” as well as “the government has not spent a cent and is not expected to spend a cent.”

One may recall all too well that the Cahill Memorandum of Understanding along with the financial documents were leaked to BU and are still available to be read in this forum.. The information captured in those documents was to the effect that investors were to be responsible for the building of the plant and its equipment. It also stated that the land, infrastructure, water, tax free concessions and a guaranteed sales agreement for electricity were awarded to the company. These are the surface cost.

Government has already acquired the land at Vaucluse and per the laws of compulsory acquisition in Barbados, the owner of the land has to be compensated by government. It will cost the Government not cents but thousands of dollars.

Given the water woes that are currently being experienced in the Northern part of Barbados, it is indeed unrealistic for the government to continue to pursue this venture at this time. One wonders if there will be some basis by which the water if it is available will be distributed between the households and the plant and who will get the preferential access to water. Government has been advocating that it is climate change which has resulted in a drought that has been responsible for the water woes and not burst pipes, the aged infrastructure or poor management. If climate change is indeed the problem, it will be interesting to find how far the government is willing to go to ensure that this plant becomes a reality since it has already agreed to the delivery of the water when the water problem was not as aggravated as it is now. One wonders, if at the expense of the taxpayers, the government will incur the cost to purchase and install water tanks specifically for the waste to energy plant.

On February 12th, 2016 in the US, it was reported that the price of gasoline had dropped to US $0.99 cents per gallon in Kansas City, MO. It is at an all-time low and is projected to remain low for the next decade. It will be ridiculous for government to go ahead with the agreement to have the Plasma Gasification Plant built especially now that it knows that the price that it will pay the owners of the plant for electricity will be highway robbery of the taxpayers’ money.

The agreement does not provide any information on liability insurance in case there is a fall out. No information has been given regarding the potential health issues that the presence of the gasification will create.

There will be a cost to measure Barbados’ air quality given that nitrogen dioxide, mercury; dioxin, particulate matter, and acidic gas are all by-products of Waste to Energy facilities. At present we do not have a facility or the technology to monitor the quality of air on the island.

Nano particulate is a by-product of plasma gasification plants and we can expect a surge in asthma related and breathing problems as a result of the plant. Nano particulate are also cancer causing. The entire population is at risk of inhaling the particles and the exposure can lead to an increase in cancer in the population. These harmful dioxins are also transferred to the unborn, affecting their brains, immune systems, sexual and mental development and hormones. How will the hospital which now does not even have basic necessities and is seeking to become private be able to accommodate residents who become too sick to work and to pay? This will be an additional burden in the cost of health care that the state will have to bear.

These harmful dioxins affect everything in the environment; the soil, plants, food-crops and animals and the coral reefs. Outdoor farming close to the plant will definitely be a thing of the past. Another cost to taxpayers will be the cost of growing king grass at the expense of growing a revenue generating crop like sugar cane. It does not even rational sense to grow grass to burn garbage.

While the Minister of the environment will never state it, there is a cost to giving tax concessions to any company in Barbados. The taxes that are not collected from Cahill will have to be reallocated to the taxpayers by increasing a tax or creating a new tax. There will be a cost to the taxpayers for the infrastructure that will be laid like wells and pipes and roads, prior to the plant being build and this means that it will be coming from the public purse.

Then there is the matter of the tipping fees that the government will forgo if the waste haulers are forced out of business. It also makes one wonder about the said fees which are to finance government’s agreement with SBRC and should the public expect a replacement tax.

Added to this, the recycling industry will also be impacted since the size of the plant demands a specific tonnage of garbage. There is still no guarantee that garbage of the households in Barbados will meet the requirement of the Waste to Energy Plant. Garbage may very well be imported to feed the plant and one will not know if it will be nuclear waste or rat or snake infested waste. This brings us to the question of who will be inspecting waste that is imported. Will this not incur a cost?

In another article earlier this week the Minister of the Environment was again quoted saying that he was unaware of the extent of erosion on the beaches of Barbados and that the cost of combating the erosion was too much to be undertaken at this time due to the financial constraints it would have on the economy. He seems to have forgotten that tourism is not only the biggest sector in Barbados but the only one that is performing relatively well. Why not preserve the tourism product? All of the money that will be spent on the hidden costs of the Cahill Plant which will be incurred by government can be put to better use to combat beach erosion.

Why expose our tourism product to a Plasma Gasification Plant. From the upscale housing development of Sandy Lane to the pristine sandy beaches and the coral reefs as well as the reputation of being an exotic destination are at risk of being ruined because it is impossible to conceptualize a Plasma Gasification Plant on a tourist destination that is only 166 sq mls.

Instead of purchasing another garbage truck, the $480,000.00 of the tax payers’ money could have been used to lay the foundations for zero waste, reduce, reuse and recycle programs and banning products such as plastic and Styrofoam which are not bio-degradable. These will put the island on a more sustainable path to effectively handle its waste. Ours is a consumer economy, there will always be buying of goods, throwing away old things for new ones and disposing of packaging. Ultimately the amount of garbage will continue to rise. The answer to resolving the island’s garbage problem does not lie in purchasing more and more trucks or building a Plasma Gasification to Energy Plant.

In the final analysis, the Government of Barbados’ short sighted actions are not solutions to the waste management problem – time to start a sound environmental preservation plan. The Plasma Gasification Plant will be at no cost to the managers of Barbados, but ultimately the price tag will be quite hefty to the taxpayers who are still healthy enough to work in Barbados after the plant is in operation. The real buyers should therefore beware that the Plasma Gasification Plant comes with a price tag that cannot even be calculated at this time. One hopes that the Minister of the Environment realizes that it is not the Opposition but the people of Barbados that “are in a position to take the Freundel Stuart Government over the guillotine for the proposed waste to energy joint venture with the Cahill Group of Canada.” Sadly, the Prime Minister, who is ultimately responsible to the people of Barbados for his Ministers’ actions, clearly missed the mark when he failed to make a meaningful contribution in the Debate on the SSA (Amendment) Bill 2016. One wonders if he has been blinded by the garbage that he spoke.

    I just want to know one thing from you after reading a well put together article. Are you a supporter of any these stinking parties? Because if you are, what you wrote do not mean shite to me because all it says that you are tearing down one stink for the sake of getting in the other stink so the feeding of the loyal swine of 8 years missing bittle can continue. If you are an independent thinker and do not serve none of these stinking parties, I gave you my utmost respect for presenting a non-partisan view that is spot on about these stinking disrespectful DLP rats.


  6. @ SSS, I have been blessed with an analytical mind. At present I am using it to inform the people of Barbados of what is really happening around them. In my opinion there is nothing fundamentally wrong with the Westminster system. It has some flaws that can be transformed and amendments are to be made so that it is revevant to Barbados in the 21st century. Governance is the problem in Barbados. In other words our problem is not the ‘what” but the ‘how.’ The people must want to change the how. We can flip from B to D every couple of years but until we the people demand accountability, change the rules of the game and act as employers things will never change.
    In my opinion it will be difficult for a 3 party to an election in Barbados. They will be unknown and without experience. It was the inexperience of the present government that has brought our once great island to its knees. Have you read my last post on the People’s Manifesto of Barbados? I know that I have a lot to offer and I am willing to support the party that will undertake the changes that I see are necessary for Barbados in governance as well as incorporating the people’s Manifesto into their own. The bottom line is that I am on the people’s side. Each and every Barbadian has a role to play; to be building blocks or corner stones for the next generation to stand upon. If we do not fight this battle to win, we will fail our future generations. I will do all that I can to ensure that Barbadians make an informed decision in the next general election.

Now you have a non married Prime Minister with a screw pooch mannerism insulting bajans left, right and center; a bold face crook call Lowe Lowe Lowe, doing bare shite and talking shite, a finance minister, telling bajans he does not lose any sleep at night, and bajans sitting back, lying down, and standing up taking this nonsense.     The construction of the new SSA building has be stalled/suspended for 12 months now as the developer/construction company is unwilling to submit to the ‘requirements’ for the provision of the letter of comfort/sovereign guarantee by MOF.

    HOW MUCH DOES IT COST TO BUY A LETTER OF COMFORT AND SOVEREIGN GUARANTEE THESE DAYS????


  20. @SSS, we have indeed become the laughing stock of the Caribbean whether we want to admit it or not. But my main concern is the fact that we seem to have lost the ability to get BASIC things done.

    Frankly, I support neither party and my single wish is for a viable third party to emerge to challenge the status quo.

    In regards to why Barbadians are keeping silent, I think there are three main reasons:

    (1) Too many people are benefiting from our corrupt system which encourages patronage and nepotism.
    (2) Those who are against the system are often afraid to speak out because of fear of victimisation of themselves or their families or the impact it may have on their job security. Not to mention the fact that anyone who speaks out is automatically branded a closeted Bee or Dem.
    (3) A growing number of people have become apathetic and see no hope for change.

    I applaud Heather for her efforts in agitating for change and actually putting forward solutions. She is doing what a lot of us wish we could but can’t for whatever reason. I hope her efforts bear fruit.

    A Letter of comfort and sovereign guarantee is considered to be a contingent liability that effectively increases the national Debt and is viewed rather skeptically by the credit rating agencies and the international financial ‘regulatory’ agency the IMF.
    The more sovereign guarantees given the deeper Barbados falls into the bottomless pit of junk bonds.

    Who is going to lend Barbados money to shore up its balance of payments to finance its out-of-hand conspicuous habits when they are many ahead of them with similar sovereign guarantees?
    Do you think the GAIA would make good collateral to offer to would be lenders during the next round of begging trips to be undertaken by the MoF and his Guv of the CB?

Before the author goes shooting off the mouith about zero waste why does she not do the research which includes the years and billions of dollars to reset the mindset of society heading towards zero waste through adaptation models which in effect forces households to rethink there methods of having to not rely on those articles that are necessary to everyday living like paper cups and baby diapers paper towels and ordinary everyday household items that would have to be totally eliminated in order to completely have a zero waste society
    this idea of zero energy having no high degree of cost is a falsehood as society would have to reshape and remodel their way of living by a dressing those items which are easier and accommodating to easier lifestyle in favor for of rigid and expensive items that are not harmful to the environment
    The WTE plants is multifaceted which can eliminate those items which are bio hazards to the environment without much necessity for rigid and aggressive and costly changes to households

Government , should release all the collection routes by permit to private companies .Government runs all collection points and sell the garbage to the recyclers who in turn had bought it from the private collectors.SSA can deal strictly with government properties or private jobs on request paid for.The recylers can process and sell it via export.

    Problem with your plan is the Cahill agreements has promised all the garbage on the island to the plasma gasifier they would have to void the cahill agreements first in order to go down the zero waste management route the correct was for us to go.
    In light of the breaches to the contract todate that is a pretty simple thing for the government to do
    Put Cahill on official notice of its breaches and void the contract.Cahill is bankrupt and has nowhere to go with this

    According to Prime Minister of St Kitts and Nevis, Dr Timothy Harris, Barbados is no longer being considered across the Caribbean as an excellent model of economic and social development.

    Harris told the media that: “For a very long time Barbados had been seen as a model of good government, good governance, good macro-economic policies model for small island states and certainly over the last decade Barbados has lost that.”

    He also said: “Barbados, to some extent is now, as you say for a prolonged period in a situation of economic difficulty which I think tarnished the way people look at Barbados for leadership in economic matters and that is a result of a number of factors both internal and external.”

    I’m sure that, after reading Harris’ comments, Stuart, Sinckler, Dr. Worrell and the entire DEMS brigade will accuse Dr. Timothy Harris of being a member of the BLP; a label they are quick to attach to their critics.

    Similarly to you, I’m not a supporter of the BLP or DLP. However, during the 2008 election campaign, which in some aspects “mirrored” that of Barrack Obama’s presidential campaign, the DLP promised “to clean up politics” in Barbados. A promise that many of us bought into and elected the DEMS. Unfortunately, 8 years after, the status quo relative to corruption and misleading the electorate remains the same.

    The DLP and its supporters must realize their political party forms the government of Barbados and Barbadians have the right to scrutinize and criticize their tenure.

  38. @ac, what you outlined seems very doable to me. The Cahill project is using a sledgehammer to smash a nut. The things that you have outlined are already being done in many countries. You are denigrating Barbadians by implying that they are too lazy to do some of these things. Do you seriously think that a national undertaking to recycle and reuse wouldn’t go a huge way in reducing what has to go to a landfill? You and your fellow blind mice like to bring up Greenland as an excuse to carry out your own folly. But we would not be in this situation now if the terms of the original IADB agreement including Greenland, had been adhered to. That agreement called for a conversion to recycling and reusing, whereby only the unrecyclable material would be compacted and sent to the landfill. The problem was that the landfill mooted was in the wrong place. That did not nullify the rest of the agreement.

    Business people are who brought Barbados to this level of development DESPITE pissy governments and useless civic service. The 8 year recession you are feeling is entirely due to the lack of business development facilitation at all levels of investment by Fumble’s Fools, from hotel magnates to food van vendors. Only the bribers are moving forward; it has never been so throughout our history.

    The Goddard business model for enterprising poor people to bust their ass to develop and expand businesses has been replaced with the Swan Street business model: maintain the perception of small scale, employ family and pay no taxes. Fumble’s Fools have guaranteed the collapse of our social institutions because of this, the only tax the next gov’t will collect is VAT and property tax, both of which will increase to maintain a useless civil service and our delusion of grandeur.

    I said this 6 years ago and I repeat again. Soothsayer? No, realist.

  43. The advocates of zero waste should be honest and transparent about the underlying cost and social adjustments necessary to every business and household In the same way they are calling for govts to be straight forward in their initiatives and plans for WTE management programs
    The first step to getting rid of landfills they need to be comprehensive plan that is durable and one that can rely on sources which is effecient in methodology in reducing those products which cannot be absord in the enviroment by way of land fills
    Zero waste although a step in the right direction is tedious and time consuming and in the long term be very costly to the average household.

    Although not in the right direction so too would the Cahill WTE and future landfills.
    The costs would not only be financial but also on the health of the “average household” because on the massive deleterious impact on the air and water needed by all living things; more so humans.

It is obvious from what AC is saying that they just don’t want to deal with the problem of waste. “Let someone else look after it” is the philosophy, because we don’t want to upset people by mandating them to separate and recycle. Who cares about the pollution and lack of water? After all we’ve always found water, haven’t we? These people are seriously deluded.


  47. There are several ways of dealin08g with waste management. However the end result is what matters most which involves time and speed recognizing that at the elements that are negatively impacting the enviroment at a rapid rate are attributable to climate
    change
    No govt have the luxury of time to revamp all of society towards goals for a cleaner enviroment through changes that even well intended can slow down the processes that are fast and necessary for a safer enviroment.
