The Democratic Labour Party (DLP) led by Freundel Stuart won the 2013 general election by a 16:14 margin, collecting 51.2% compared to 48.3% of the eligible vote. However, the statistic which stands out for BU is the 4,539 votes that separated the two parties in the first past the pole system of democracy we practice in Barbados, that is, 74,027 for DLP and 78,566 for the DLP. Another statistic civic minded Barbadians should take note of is that voter turnout continues to languish in the low 60 percent except for the general elections held in the period 1966 to 1986.

Although the system of democracy we practice in Barbados is described as “a universally recognized ideal” because it purports to protect the individual rights of individuals and ‘encourages the distribution of political power’, it is not perfect. It should be obvious to many our democratic system needs a revamp, we need to improve the quality of individual attracted to public service but more important, we need to have a system which holds politicians and public officials accountable to the electorate.

For the last 10 years, or so it seems, there has been too much twitter and not enough doing to build a better Barbados.  Since 2007 which coincides with the global meltdown, the country has had to endure incessant complaining from a demanding public dissatisfied with an uncommunicative government. A government that appears not to accept the responsibility of being representative of ALL Barbadians.

Bear in mind less than 4,600 votes determined the last general election. Any organization that wants to be successful implements a mechanism to garner feedback from employees, and will build an action plan to appear responsive. Those who comprised the government of Barbados should take heed if it wants to be true to the role of public servants.

A big challenge for the government has been its inability (unwillingness) to be alert and intelligently respond to what is trending in social media. Barbadians have joined global John Citizen to give immediate feedback on any and all issues affecting the country via the Internet, the latest, an exclusive Muslim community given Town Planning approval over Queens College way. The historical, slow, bureaucratic and archaic approach to the government managing information is now being challenged 27/7 by social media savvy Barbadians.

Surely the fractious and garrulous relationship between ministers of government and a growing segment of the public is not conducive to growing the confidence required to move Barbados forward. Now more than ever we need our leadership to be conciliatory when necessary, that is, build partnerships.

Since the passing of David Thompson the baton of leadership of the Government of Barbados has been passed to Freundel Stuart.The latter’s mission is to ensure his seat is safe and so he has set about building several housing solutions in his constituency using the consolidated fund for this purpose.On today’s radio news, he found his voice to have his input in the road repair in his constituency.Big deal.Earth shattering news.

  4. And what is he doing about the Canadian rich man in Gunsite Road, who, without planning permission,is in the process of hi-jacking the public road leading to his home ? Building high guard walls and fences in front of other peoples property, with the intention of erecting a gate on this public road,which has been in use by residents for donkey years.He is so bold as to construct a cart road near to some body’s property , as an alternative access, when he eventually closes off the main road.
    Probably by now , he has been given planning permission,to kick the arses of the masses. As unlike the Prime Minister, money talks.

  5. Your article was brilliantly written, and is truly emblematic of non-partisanship. Barbados like all countries, faces an intra country political crisis of leadership. Those who aspire to lead Barbados, become drunkened by the taste of power, and soon become the prostitutes, to the pimp named power. Hence, “Power corrupts, absolute power, corrupts absolutely.” The intellectual and moral bankruptcy of Barbados’ politicians stand out crystal clear, represented by their do nothing approach of political shenanigans.

    Franklyn, spoken as only someone who knows the inner workings of the law courts would say it, tell me again who was it that made your charges of theft of the govt vehicle stick with you ?? Oh recall now it was Mottley who sent the police and had you charged for the theft of the govt vehicle.

    Very well done I knew I could count on you to be a voice of wisdom when the word corruption and the word theft are mentioned, fortunately they did not mention spousal abuse for there again you could comment in great detail on this topic, as after the beating you inflicted on your wife at the premises of the NIS office, that would be yet another area you could advise on splendidly.

  10. No government can effectively govern in Barbados, given the state of social decay, in our Island home. Gone are the days of luminary states men and those who put the will of the people in front of their own poltical aspirations. The mess that Barbados finds itself in, stems from high crime, high unemployment, lack of a sustained creativity, relative to foreign reserves and total governmental ineptitude. Just when you think things can’t get worse, the government creates a new low. The masses have now decided to don the masks of anesthetization, and make the best of the worse. You know if Mr Stuart would simply ask for help across the political aisle, his ineptitude and that of the DLP would seem more forgiveable, but the depicable act of non-chalance offered by the ruling party, has placed Barbados, on the road to a calamitous, if not fatally cataclysmic situation. Barbados, will surrender its dollar to a degradation and lowering of credit status across the board. Without a prolonged turn around in foreign reserves, and without sustained finacial equilibrium, has now become a daunting task. The wheels of Barbados’ Gross National Product (GNP) grind dangerously close to a massive slow down, of all facets of government and of industry, or what is left of industry. A lethargic economy, awaits only the finality of hyper inflation and ruinous debt, for all bajans. The alert should be sent out now to bajans, that we face serious financial dire straits, and that economis peril awaits our island home. Leadership would warrant, the clarion call to all Barbadians to put in place, the proverbial tightening of their “Belts” and prudent conservation of what little financial resources, that are left. Tough times require tough leadership. Political partisanship, must be put aside, for the good of the many. Then and only then, can we realize that the “Rights are equally guranteed to all, without regard to race or privilege, then we will be confident of good over evil.” One God, One Aim, One destiny.

    Firstly, with the evidence speaking for itself, it was the promise of TRANSPARENCY LAWS , the conditioning of the media and jobs for votes that swayed most voters in the last election. If many could take back their vote they would as they would with the money they are owed.The most profound effect of corruption, especially perceptions of corruption by leaders, which are fed by their conspicuous consumption that is reported in granular detail by the media, has been to undermine confidence in leaders and governance institutions. This is by far the most troubling effect of graft in Barbados, more than the huge sums of money lost. Secondly, high levels of economic growth, nascent democratic institutions, high levels of elite corruption that is visible to the public – seem to lead to inequalities that find divisive political expression first within elites themselves and their political formations and then amongst the public they represent.
    The constant allegations of slander against the system and its worker by what I call these “spin ” doctors add to the conundrum. Perhaps, being paid weekly, bi weekly or monthly may help people gain confidence in doing a proper job. Nine moths to repair 100 yards of road seems a little strong to say the least. If this country wanted transparency, it shouldn’t take ten years plus. There are even reports the Fraud squad are corrupt, and limited.
    Yet again, more embellishment about change today. I really have no pity for reckless people. Do the right thing, post your evidence to the FBI at Warrens for a start, ANNOYMOUSLY.

    Your comments capture what is at the root of the challenge we face in Barbados. Political partisanship rules and the inability of our leaders to inspire and motivate is obvious. And without an awakening from doing the old way of business nothing changes.

    You are chatting to Caswell in very broad brush strokes. Please analyse. When you speak of ‘transparency’, for example, what precisely do you mean?

    Put it another way…how ‘transparent’ are institutions in the UK? Think of recent ‘covers ups’ over years which have now come to light. What, some years ago, of masonic involvement in the police and judges? What of the police determining allegations against themselves now that the powers of the Police Complaints Commission have been limited?

    Simply talking about things ‘speaking for themselves’ won’t do.

    Please understand, however, that I am not saying there isn’t corruption. But I think I would want to say that in very broad terms also it is everywhere – the world pecking order – 1,2,3 – makes little difference. First world sophistication is neither here nor there.

    For someone who thrives on “spin,” your skirted reports as a DLP funded wannabe reporter of truth is as flawed as your direction. True investigation of cause my garner a more intelligent audience. Your own time management, would infact make people fear you and your effect, rather than “striking up the band,” for the wanting every day like a bad weather forecast.
    While it is suggested that ” you shouldn’t shot the messenger ” a social spy – that suggests social justice – clearly is all you do. There are a lot of peolpe not in the political or judicial system that don’t receive prompt payment, for their bills, let alone timely answers for why they goverments credit lines are being extended through their own private banking systems.

    If you watched to much TV, or you have lived in a first world country, your life experience has yet to be decided. You have claimed that you played Rugger, now you claim to have gained the experience of a first world enforcement country like England.
    Fact, if I make a complaint to say the police about you say stealing, from the offset it is “Recorded” and it doesn’t cost me to tell the truth. A timely inquiry will be made and I will be informed of the progress. In HD, so to speak. If a public transport bus kills 10 people in OXFORD STREET, firstly it would make the news. And if the vehicle or driver where found “to be at fault the families would be compensated in a timely manor. Not like Barbados the attorneys steal – are not disbarred – and simply pay back – the funds – and continue stealing.
    Corruption, is the norm here. But not punishable. Cameras don’t lie, and every police station – has HD cameras that include sound. So does my house.
    Playing rugger is a little different than embellishment – it has ref’s.


  18. Problem is Ross that because wrong doings occur over en away in more “developed” jurisdictions does not make them anymore palatable here.

    I would define corruption as the act using a position of authority to enrich oneself or associate in a manner that is not defined in the terms of employment. The problem with the capitalist model is that such activity can be viewed as exploiting a business opportunity.

    I left the young Democrats after I heard a speech by the then star David Thompson that in essence advised that anyone desirous of making a difference or changing the environment had no business in a political party. In short, they are and have always been, a farcical groupings … The problem is that people continue to reference partisan representatives as bona fide examples interested ordinary citizens, when in fact THEY ARE NOT.

    If the system is flawed .. do the right thing. REJECT IT

Sometime recently I was reading a tribute to the late George Linton written by Keith Holder, where the writer took us on a journey back into the glorious days of the seventies and cricket between Spartan and my famous blues Empire. Right there I was able to draw a parallel between one Empire team and this present government. There was an off spinner by the name of Carl Yearwood {if memory serves correctly} who was appointed as captain of the Empire team. After a disastrous season and it was evident that Carl would not have been back in the team, he elected to open the bowling with his off spin in the last innings of the season. This present crop of Deceiving loutish parasites have obviously accepted that they will be banished to the political wilderness so they are driven to ENJOY WHILE IT LASTS.

    On a public blog you spoke to David – as you are doing generally in increasingly esoteric (to be kind) or incoherent (to tell it as it is) terms. In fact you begin to sound like a poor imitation of ac or Pacha and your spelling is anything other than what’s to be expected of an ‘Oxford rugger bugger’ which you claim you are.

    OK: I asked David if he could explain what you are on about since, so far as I could divine it, you were inner wheeling.

    Now whether David replies (and I doubt he will) is a matter for him. But In short sunshine, speak when you’re spoken to.

    Your examples of what you account as corruption can be found anywhere and anytime. You seem to have an inflated view of ‘England’ but speak of it in platitudes. Please address the specific areas I raised or simply change your glasses and get a hearing aid when you travel down Oxford Street or otherwise wander home through the back streets of lower middle class suburbia.

    I don’t dissent from it though, in fact, I would go further and most certainly want to develop it as something which, though it includes financial enrichment, embraces self-enrichment even, eg, at the level of assertion of status: ‘I’m the boss. I am going to frustrate you at every turn’ (causing you loss, enrichment of ego) or, again, the refusal to recognise the rules of natural justice, or, again, lying to protect yourself or third parties. Those things may be confronted in what David calls for above, viz a change in hearts, minds and attitudes. At the root of the confrontation must be an absence of fear.

    Of course you are right. The tooth ache of my neighbour doesn’t take mine away. Life Changer, however, made and continues to make unfavourable comparisons with ‘England’ In the context of my broader concept of corruption, I’m afraid I found that kind of nonsense extremely irritating and actually rather insulting…

    2. Try getting permission to build a house and see if you don’t have to grease palms.

    3. Politicians with children who are as dumb as the parents get reassigned to prestigious schools after the MOE says they will be no transfers.

    4. A male teacher was caught having sex with one of his minor students, he took a period of sick leave, the child was transferred to another school and thereafter nothing happens, except that I was abused by persons in management at the school for revealing it.

    5. Promotion and recruitment in the public service are only now done at the direction of politicians.

    6. A senior at a government department attacked and injured a junior employee and is heard to say: I don’t worry bout him, my lodge will protect me and he was even promoted.

    7. The highest bidder with political connections gets government contracts.

    8. The recently discovered car racket where people obtain loans to buy cars but and when the loans are not paid, there are no actual cars to repossess.

    What exactly is a civic duty ..? This is part of the mass deception that has been swallowed from birth. Fact is, independent candidates have little chance of entering Parliament and far less at effecting change. When you vote you CONDONE a shite process. Where the hell is the logic in that…? You’ve been changing tires for fifty years and the same engine problems continue unabated.

    You cannot revolt .. marching gets publicity for a week maximum, and calling representatives by phone/letter/email gets you nowhere.

    At the polls you are given three choices. That is all that you’ve got to work with. Today forty percent of Barbadians do NOT participate. Should that percentage rise to 60% or even three quarters, a clear message would be sent to the rest of the Caribbean/World that the population of Barbados no longer views one man one vote as a pertinent way of determining who gets to set public policy.

    It is the only way to start the process of change.

    DO NOT VOTE … DO NOT CONDONE A PROCESS THAT IS DESIGNED TO SERVE THE INTERESTS OF OTHERS AND NOT YOUR OWN

  34. I do not want you to miss the point. The political parties and their retail business backers are bent on maintaining the status quo. They will assume office even if the voter turn out is 5%. This is where the fight has to start. The “people” would truly have spoken. No matter the nature of the fight, the actions would be justified.


  35. It can also be claimed that a low turn out in the early years was as a result of transportation and other technological deficiencies … and indeed a lower level of awareness.

    If there is a concerted effort to have people refuse the process … and the level of rejection is significantly higher than normal, the appropriate associations can be made.

    Therefore, it is a downright lie for anyone on here or elsewhere to suggest or to assert that there are only two parties in Barbados.

    It is also entirely disingenuous for any one on here or elsewhere to suggest or to posit that Barbados is a democracy, when it is clearly not.

    The national political system of Barbados is an oligarchy, with increasing levels of political pluralism.
