Three items in the news this week have resonated in the BU household. The revelation that a road in Christ Church has been suspended for eight months because the Barbados Water Authority (BWA) has been unable to procure a 6 inch pipe to complete their part of the work. The second, several Sanitation Service Authority (SSA) trucks have broken down and garbage collection has been severely affected. The sight of piles of garbage complete with booing flies, cat size rats and a pig pen stench has become part of the landscape in many districts. And the last item, the statement made by former minister Haynesley Benn that the government should manipulate the St. Peter constituency to create a partisan advantage.

The 40 million dollar BWA headquarters under construction perched on St. Barnabas Hill is an impressive structure.  It is difficult to visualize or justify the investment in the building if juxtaposed to the level of bad service Barbadians have been subjected to for many years by the BWA. The construction of the building has been saddled with controversy from the start with alleged malfeasance. BU is confident though under Minister David Estwick everything has gone by the book so far. It is the greatest irony the BWA takes almost one year to procure a 6 inch main while construction of its multimillion headquarters nears completion.

As the country mobilizes against Ebola by holding frequent press conferences, media releases, identifying quarantine bays and generally dusting of protocols – 90 Nigerian students have been a casualty of the exercise – an inefficient garbage collection is a mounting concern.

Garbage pile up in neighbourhoods has health and environmental challenges associated with it, our inability to safeguard the health of Barbadians brings into question how serious we are as a nation about maintaining a pristine environment.  It is the greatest irony we have the minister of health and other officials talking up a storm about the robustness of our Ebola readiness but the ministry of the environment struggles to maintain a fleet of mainly new trucks purchased less than a year ago. This is the same ministry led by the taciturn Denis Lowe who has been charged to oversee the rollout of a 600 million dollar Waste-to-Energy plant.

Finally we have the statement by former candidate for St. Peter Haynesley Benn who called for the government to engage in gerrymandering to secure a Democratic Labour Party win when the bell rings in St. Peter. Surprisingly, the practice of gerrymander is not illegal and is used by democratic systems of government, especially in first past the post systems, to good advantage. Needless to say gerrymandering favours the government and not the opposition. Between now and the next election there is the opportunity for the government to carve out Orange Hill from St. Andrew and Black Bess from St. Peter constituencies. It is the greatest irony a system of democracy we hold proud validates gerrymandering, in BU’s translation, a manipulation of the electoral system.

BU has highlighted three ‘symptoms’ to help Barbadians connect the dots. Some will describe the picture that emerges as negative and others will see it as positive. To improve any system there is the need to understand its shortcomings.  Barbados has maintained an edge over other countries in the region because of our ability post Independence to efficiently manage our affairs. Barbados’ position on the Human Development Index is a measure both political parties have used as an indicator of successful management. The slip to #59 behind #51 ranked Bahamas is an independent measure to alert Barbadians we need to improve the management of little Barbados.

  2. Speaking of rats,a very big one ran past me on the road at hastings a couple of weeks ago it looked like it came out of a derelict building. The govt should force the owners to tear the buildings down or renovate them before the rats get large enough to run for election


  3. For what its worth – Eliminating the avenues of access for rats forces them to rely on other sources of sustenance and water. Populations will self-control according to natural food sources in the wild on the island. In lean times, rat populations will not increase but decrease as starvation is a natural population control. Females will not breed readily where the amount of available food is unstable or scarce. If you see one rat, then there’s 10 or so that you don’t.

    With just a little effort, as wells as small investments of time and attention rat infestations can be eliminated around your home and make a dent on the Island population.

    You can’t have it both ways. Strenuously and endlessly supporting the gansters in the tourism industry and expect that basic social systems will not collapse. In the end there will be no tourist industry and no health either!

    The genesis of the problems plaguing Barbados can be traced to the election of the DDLP in 2008. It takes one set of skills to win an election but it takes a different skill set to successfully manage an economy. They were lacking in the first set of skills but where they were short they made up with vote buying. It is not so simple now the have the job: they simply don’t know what to do.

    My garbage was picked up around 10:00 Sunday night and my first thought was for those workers who have to fight with rats to collect tthe garbage. There are cases where workers were bitten by rats trying to flee when the lorry loader goes to pick up garbage in poorly lit areas.

    Manipulating constituency boundaries to gain political advantage was introduced into Barbados in 1971 by the Rt. Excellent Errol Barrow when he carved up St. Michael and Christ Church in particular under the pretext of single member constituencies. That gave a relatively unpopular DLP a third tern in office.

    The government has been trying to push Barbados’ tourism product, while seemingly forgetting that many tourist usually like to peruse the city of any country they visit. Bearing this fact in mind, it appears that the health and environmental authorities have neglected to clean Bridgetown.

    Take a visit to the area surrounding the old Fairchild Street market, and the first thing that hit you is the smell of shit and piss, as vagrants and other people use the abandoned sections of the markets as toilets. Both men and women openly urinate anywhere. despite there are three chemical toilets located in front the frame of the old market, they are unusable because of improper usage and lack of cleaning, forcing people to urinate behind them. In addition to the shit and piss, the area is also filled with trash, making it a haven for rats and flies.

    People, especially Guyanese, are setting up bars there apparently without permission from the relevant authorities. What is more disturbing is that these people are allowed to sell food in this piss, shit, garbage and rat infested area. Where are the health inspectors? How can vendors be allowed to sell food in such unsanitary conditions?

    This entire area smells STINK and needs a complete cleaning. I just can’t understand how Barbadians and visitors alike are asked to enjoy the new redevelopment of River Road, and the old Fairchild Street market and River terminal remain filthy.


  10. I too was shocked to hear Mr Benn speak so boldly about the intention to gerrymander St. Peter so that the DEMS could have a better chance. But does it has merit? The last two election cycles we have seen the people of the parish of St. Andrew vote overwhelmingly for the DLP by thousands of votes only to have that washed away by the St. James vote thereby giving the BLP the St. Andrew seat. And last election we seen the same happen in St. Philip South, where the BLP was leading by hundreds of votes only to have that lead eroded by the votes coming from the districts bordering St. Philip North thereby giving the DLP the seat.


  11. I remember shortly after the 2008 general elections, Denis Lowe toured the SSA. In keeping with the DLP’s theme of “blame the previous administration”, Lowe told the public the BLP purchased trucks that were inadequate for garbage collection, since many of them had broken down, causing the non-collection and piling up of garbage.

    The November 12, 2013 edition of Barbados Today carried a story with the headline: “Garbage collection relief as SSA gets new trucks”, in which Lowe was quoted as saying the new collection vehicles will go some way towards easing the refuse burden.

    Now, according to David “several Sanitation Service Authority (SSA) trucks have broken down and garbage collection has been severely affected.”
    I hope Lowe did not purchase these new trucks from the same company that the BLP purchased from during their tenure.

    Another surprising development is that in these times of austerity, the SSA has some very ambitious plans, [as outlined in the Tuesday January 21, 2014 edition of the Daily Nation] to embark on projects costing almost $1B. These include: “the construction of a $28.7M SSA headquarters at Vaucluse in St. Thomas; a $680 million waste-to-energy plant; a leachate treatment plant costing about $31.9 million; a landfill gas-to-energy project to cost $9.4 million; a solar project costing $120; a wind-to-energy facility projected to cost $24 million; and an $11 million “ultra-modern” mechanical workshop.”

    Imagine, this administration is spending $28.7M to build headquarters for an inefficient department that is experiencing a shortage of trucks and has an inadequate garbage collection program. Should we have invested in solving the core problems of the SSA first?

    The new headquarters are supposed to be built by “Bolt Solutions Inc.” According to Lowe, the new headquarters would be executed under a public/private partnership, where the private entity would design, build, finance and transfer the building.
    Who owns this company; is it registered in Barbados? The same way this administration was critical of the Dodds Prison arrangement, can we have similar concerns as well?

    I do not think that it is a question of who supplied the trucks. For many years now, the Sanitation Service Authority has been doing their homework in relation to the selection of trucks. You would be hard pushed to find trucks more reliable and durable than the Leylands, Mitsubishis,Fords, and Freightliners,trucks,that at time made up the SSA’s fleet, and which are / were used extensively by other fleet operators in the private sector, with far less problems and longer life spans.
    The problem is ,as always, a lack of a good preventive maintenance programme, in conjunction with timely and efficient (a -stitch- in- time) running repairs.
    Ever so often we hear householders on the call-in programmes, lamenting about the smelly ,stinking effluent deposited on the road outside of their homes, on those occasions when the garbage truck is operated in the compaction mode, compressing its content and squeezing the liquid on to the road. This is the same stinking, smelly, obnoxious, germ ridden, effluent, that will drip onto the mechanics and other maintenance staff , each time that they have to crawl beneath a truck to effect repairs. And this situation where the maintenance staff are not too eager to expose themselves to this hazard, and,we the public, suffering because of it, will continue until such a time that the SSA install a vehicle washing machine,even if it has to be locally designed, which not only cleans the exposed body parts, but also be able to direct multiple high pressure jets, from ground level , over the entire underbody. A large majority of householders also contribute to this undesirable effluent, by placing garbage containing liquid, into their bins,as well as leaving their bins out in the open to catch rain water.
    This problem was highlighted since 1980, when I was on a BIMAP course, and our group had chosen the Sanitation Service Authority as our project. On the day of our visit , the SSA workers were on strike and they poured their guts out to us. 34 Years on and we are still marking time,if not mekking sport..

    Get the Port Authority to issue each visitor off a cruise ship with the same rose tinted or opaque sunglasses that are so popular with our Minister of Health and other members of parliament.
    There is a particular street in Bridgetown called Pissy Alley, I have problems locating it. They all smell that way.

    Perhaps he wanted to cut Barrows votes in St John by changing the St Joseph boundary to include Venture and Cherry Grove. Anyway he expected the St Joseph people to vote overwhelmingly for the BLP as always . But he never figured on Maizie’s popularity in St Joseph, especially with the women, a large number of whom she taught one of the Senior Schools. For some reason he also, placed the eastern side on Clifton Hill into the St Joseph constituency, while the western side remain in his St Thomas’ constituency. Again Maizie would have pooled a lot of votes in Clifton Hill as that is where her roots are, as he father was headmaster of Southborough Boys for many years.
    Perhaps he also wanted to rid himself of Bolden for whatever reason.

    There is a good old Bajan saying, “Head ain’t Brain” , and this aptly applies to our so-called leaders.
    There are enough structurally sound buildings within the old General Hospital grounds,that if renovated ,could reduce significantly the governments rental bill. But doing so is not in the interest of those whose are always on the look out for a back hander.
    The most shameful and disgraceful government building, has to be Culloden Farm, the official residence of the first Prime Minister of Barbados. A stone’s throw from the impressive office buildings of the National Insurance Scheme and the Ministry of Foreign Affairs, it is run down, ramshackled,decaying and appears to be a home to Parrows and vagrants. Part of it was torched in recent times.
    Our politicians are not into erecting statues, at least not yet , but they prefer to construct great edifices, that they can sit back and proclaim to the world, “I built that”, and have someone name it after them. You cannot do this with an old or renovated building.

    You are correct indeed, head ain’t brain. Governments in most countries mobilize capital projects because of the opportunity for ‘pork’. Today the issue of whether our ministrs and public officials travel to much stirred two ministers to call the talk show. What they are all missing is that the average citizen understands some level of travel must be done by officials, it is the way a lot of business is done. What is missing is the level of transparency which s required about overseas engagements. The government must embrace a communications strategy that facilitates flow of information. This government will go down as one of the most inept when it comes to engaging the public. But it won the last general elections which makes the saying a people get the government it deserves a true position.

    And at the Garrison Heritage site they have these mobile shit houses located there for visitors to the Garrison. The facilities at other sites are not much better.
    A great percentage of visitors to this island are pensioners,and from my traveling experience, there is always a big demand for the facilities at every tour coach stop. Imagine having to do your thing in a conspicuous little box.
    On a trip to Costa Rica, in a relatively poor area, our tour took in a Banana Estate, and at the processing point, they had purpose built facilities for visitors coming there, and that was far from being designated a World Heritage Site. And this is the picture in many places, except Barbados.

    Tom Adams died in 1985.

Colonel Buggy is definitely on the ball with his 3.25 comments but the lack of a fully functioning complement of vehicles is the real problem which compounds the other issues highlighted by the Colonel. Mr Lowe’s comments are nothing more than political fodder and should not be taken seriously for he does not know what he is saying; but I repeat the problem has been an on-going one originating long before him and will continue long after him.

  33. Last time I came into Fairchild there was a just dead dog lying on the ground just where the bus pull in. Bus was half full of tourists. Was 10 a.m. Meanwhile all the shops doing a raring trade just in front of the dead dog.

    And to think all of this is taking place in a tropical country pretending to be a top class destination for tourists.
    Despite the fact that such horrific state of poor public hygiene exists right across the country -which has been brought to the government’s attention ad nauseam- nothing will be done about the current state of affairs until it is too late when there is a serious outbreak of communicable diseases that will not only affect the health of residents but also wipe out the tourism industry already buckling from poor performance. For sure no Brits will be visiting Barbados if their health would be put at risk.

    This country has been warned over and over again about the mounting risks resulting from its incompetence to manage efficiently its public health infrastructures. Barbados has been rather fortunate as a third world country to have inherited a very good public health system buttressed by an excellent water distribution network introduced since Victorian times.
    But what can one expect from a bunch of clueless, classless bunch of black jackasses currently running the country who fail to appreciate the importance of keeping one house clean both inside and outside.
    Who are they going to blame for the current state of ‘garbage’ affairs? The international recession?
    Do the idiots understand that the maintenance of good public health is the No.1 duty of the government of a country whose major breadwinner is tourism?

    When the jokers can achieve the simplest of tasks like removing the detritus from the pavements and gutters after weeding and de-bushing within a 24-hour period then we might just consider for the job of trying to resuscitate the economy and entrust them with responsibility of dealing with the myriad social problems besetting the country.

    Maybe it’s time for white people to take charge of this country again.

  42. Barbados in the February 2013 General election had a choice of two bad apples Owen Arthur and Stuart. Barbados could do better than Stuart but certainly WITHOUT Arthur. Both political parties the BLP and DLP has stressed Barbados and embarrasses it, also the Barbados songstress, Rihanna. Minister Louis Farrakhan has said Rihanna is filthy. Barbados also is filthy. She’s just a product of her environment.

    The conundrum for them is how an ancient people were able to build such massive structures in the world without the benefit of today’s knowledge and technology shows their inadequacy. The implied conscious awareness of their oxymoronic ” Blog Master” repeats daily Confrontational – no way out statements with no conclusion and this appears always the norm with this “boys club.” While everyone outside continues to do what they have to- to survive with less. They literally get paid to argue in a secret upper class society with its Impunity. They don’t answer any direct questions about a Mandate just imply they are working to resolve matters amongst themselves.

    The fact that most are Impuned QC’s and attorneys with no “independents” that don’t really answer to anyone even a Bar association for there acts reveals what they are all about.

    Lucky, some can see there Plight. Take Sandy Lane, a community within a community. No dead dogs on the side walk..etc.
    Royal Westmorland the same.
    The cliff restaurant.
    And now SANDALS. All of which can attract money and take money directly towards their products.

    No transparency
    – No vote – No powers

    Let everyone see what’s really been going on as to why the DLP is Dragging its feet.

  47. How about the latest news, that Sir Conrad’s Hunte’s grave headstone was desecrated and robbed?

    This is disgusting, disrespectful and indicative of the type of behavior that is now acceptable.

    The Westbury Cemetery is also kept in woeful state.

    How we treat out dead and ancestors’ memories is indicative of our own view of respect and consciousness.

    The Government needs to immediately implement by statute, that to ruin, vandalise any cemetery in part or whole, will be punished by a fine of Bds 10,000 or 1 year imprisonment, plus the cost of remediation of the damage.

    And then install cameras at the respective cemeteries.

    And ACT on the legislation. After the first couple people get dealt with, it will stop.
