Prime Minister Fruendel Stuart
Prime Minister Fruendel Stuart

At 3.53 of the video Prime Minister Freundel Stuart hints at the next BIG change which is being considered by government. He shared with the public that the International Monetary Fund (IMF) has submitted a review our tax system in response to a request from government. In short there is a view government should tax Barbadians and use the revenue  to support government programs. The idea of giving tax benefits through allowances and exemptions to Barbadians maybe on its last legs.

What the muni tax has shown us is that Barbadians are a reactive people. The tax was promised several months ago and as the Prime Minister rightly stated in the video, we have waited until the invoice landed in the mailbox to express concern. It is the same reaction to Massy signs which have dotted the Bajan landscape in recent days. It is the same Bajans who sold a significant chunk of our shares to EMERA and BNB and to Republic Bank and wondered about the decision long after the ink dried.

The government was elected to manage the affairs of the country. The citizens have the right to demand transparency and to hold elected officials accountable, it is our right to protest within the four walls of  the law. To expect 16 individuals selected from among us are possessed with all conquering knowledge that others should only passively observe is the height of stupidity of the yardfowl variety.

We have to live with change, who is denying, the government must always feel obligated to  share information with the public which will assist us to understand policies before implementation. A government cannot contemplate to dismantle our tax system and treat it as a routine transaction. A word to the wise is sufficient.

  1. @Independent

Did you pick that point too? What a mess. One pays for waste and the plan is for taxpayers to pay to supply Bizzy’s plant, this is not good enough.

  2. This is the first time I have heard of a tax that was imposed with a demand for payment in such a short time frame.

The problem is that a Business may be taxed on a $5 million property but may not have enough cash flow or line of credit to pay a $4000 penalty.

Hotels and restaurants are vulnerable becaue this is the slow season for Tourism.

Some of these Businesses may have to lay off workers.

  3. The Bynoe (B’s) business model has been creating many jobs throughout this island and has made many self employed who continue to supply the company with its inputs.

Government in its wisdom has seen beyond this approach and has decided to make every resident of this island pay for an improved collection of the material which will be sent to a company operated by Bizzy who will hire those people who were previously self employed to separate the “garbage” his electricity generating plant.

It even gets better than that because Bizzy will then turn around and sell the said electricity back to us via the BLPC. All we need to do is keep the SSA trucks coming to feed Bizzy dreams.

  4. @ David
    …mean you now get that…?
This is Bizzy’s kind of scam. Look for an un solved public problem. Run to the politicians office early a morning (as he bragged some time ago on Brass Tacks WRT the flyovers) and sell some hairy fairy scheme to some Gline Clarke type idjut.
He then sets up a company and go off laughing….with a contract that COMMITS taxpayers to fund his profits….hit or miss…

    -the flyovers and 3S
-the desalination plant (a glorified pump)
    – waste to energy
    – Bushie. Park
    – Red Jet (wonder who foiled THAT scheme….?)

At NO point does these mega millionaires EVER seek to GIVE something back to a society that they have been exploiting now for decades.

Of course the real issue is the set of brass bowl jackasses we have had as politicians….but ultimately WE ARE THE ONES who idolized them, encouraged them, elected them and entertain them….
    Steupsss…
…can’t escape this brass bowl tag however Bushie spins it…..

  5. @Bush Tea

    He gave us Burger King.

  6. In all this it has been said Bizzy will be doing us a great favour because he will be taking our waste off our hands (hhahhahhhahhaaaaahh) sorry (aaaaahhhhahaa) eh em sorry (excuse me).

Why not let Bizzy like Paul Bynoe pay for the “Garbage” which could create employment for ordinary Barbadians and households. If granny got two old tires next to she house somebody might still pass by and give her a lil 5 cent for the two of them.

Money from the sold “garbage” could be used to improve the SSA collection process. Bizzy aint in this for the short term he will make back his investment plus surplus in the long term.

Why is government going tax every business interest in Barbados to make operating cost higher and lead to further unemployment? Bizzy might only need a few persons to separate his raw material as the plant might be automated.

Another entity I have been watching is the BWA with its new vehicles and office building it looking ripe for a sale. It will definitely mean increase pressure.

  7. @ Bushie
We agree with you on everything, except your god business LOL

  8. @David July 8, 2014 at 6:16 AM You seem fixated on the symptom and not the cause.

Not at all David. Not at all.

  9. I’ve been told and I’ve been sticking my head into some BRA offices from time to time, that the elderly are lining up to pay this tax. Elderly Bajans, especially elderly Bajan women seem to be the most compliant taxpayers.

I wonder what % of elderly female labourers have already paid this tax
And what % of Cabinet Ministers have already paid
And what % of Parliamentarians have already paid
And what % or rich white men have already paid
And etc, and etc. You know who you are.

This whole society sits on the heads of elderly working class Bajans, and especially on the heads of elderly working class Bajan women

  10. I believe that I heard the MOF say on Sunday something about a return on investment for the new garbage place up the hill.

Somebody needs to tell the Minister that we the taxpayers are capitalists too and that we don’t want to guarantee anybody’s return on investment.

Business people invest and if they win, they win.

    But when they lose it is NOT the taxpayers job to rescue them.;

When they lose, LET THEM FAIL.

I would rather keep my money in my own pocket that to guarantee somebody else a return on their investment.

  11. @Miller

The muni tax is a money grab to boost the consolidated fund.

  12. @ Pacha
    LOL
…please accept Bushie’s apologies for doing such a poor job….but the ONLY really serious points that the bushman EVER make are those about BBE…

…ALMOST EVERYTHING ELSE is just a lotta shiite…..in the overall scheme of things….except to the extent that these “areas of agreement” that we have – are of use in preparing us for the coming reality of BBE.

….of course your problem likely stems from the fact that you are so naturally gifted and intelligent that you refuse to acknowledge your need to ASK, SEEK and KNOCK in order to understand BBE- level matters…..
…this is where it helps to be a simple down-to-earth bushman 🙂

“This whole society sits on the heads of elderly working class Bajans, and especially on the heads of elderly working class Bajan women.”

Although a bit hyperbolic, that’s a fair comment in respect of the taxes levied on individuals.
The majority of tax evaders in Barbados are those that occupy the professions with some of them making up the political class.
We suspect that some would be evading the ‘muni tax’ knowing full well they are the ‘untouchables’ in the society.

Ask Sir Frank (Alleyne) for his list of tax dodgers which he fails to do anything about but would not have second thoughts about dragging an elderly working class Bajan woman before the courts for failure to pay her taxes.

Even though the political class read BU (including Maxine McClean and Irene Sandiford-Garner) they would do nothing to collect the tax due on Leroy Parris’s gratuities and insist that the BRA to look into his tax affairs.

  14. Although a bit hyperbolic,
    In’t hyperbolic at all.

Who do you thing washes, cooks and cleans for the political class and the merchant class?

Who wiped the their shitty behinds, and snotty noses, and dragged them from aliteracy, and taught them how to count?

All Bajan women over the age of 40 should go on strike for 6 weeks.
No cooking, no cleaning, no washing, no child minding, no sexing.

Let the powerful brek for themselves.

I know that some of the merchant class and some of the political class would die before the 6 weeks were up, because some of those rascals don’t know how to make a cup of coffee for themselves. And a whole lot of Bajan women have 6 weeks worth of savings put down, so they can afford to tell the “powerful” to fcuk for a few weeks.

    Don’t get me started now.

  17. It would be nice if we could stop focusing on Mr. Williams and really reflect on those who are destroying this country. What a pity that we try to protect those who are hurting us the most and looking for a scapegoat. We also utter this foolish about white people and please tell me who are the people in power and what are they doing to each and every one of you? Bajans please wake up. Open your eyes for once. Make a conscious effort to think for yourselves and stop thinking that the ones who hold the great office care about you and your families. They are the ones who are to be held accountable and not Mr. Williams. Thank God that I can see. I hope that one day the rest of you will be able to see as well, before it is too late.

  18. Thank you Conscious for attempting to get the discussion back on track

  19. You are welome Tudor. It really hurts my heart to see that this country has come to this. How elections are won is quite amazing. To use God in this manner was so disgusting. But these people already knew how to play a psychological game with Barbadian people. Bring a preacher, pastor or priest and all will be well. It shows how feeble minded we are. They brought a few gifts and we get overly excited, how shallow we are. I am hoping that today will be a day when all those who are reading this will just have a bit of commonsense and speak out against what is going on.

I instructed my family there to pay the tax and keep every receipt received I also instructed them to write and inform Chris Sinckler that the 6 houses their live in will need proper colour coded garbage bins provided by the state of course for separation of garbage and that the state must also provide bags for the separation thereof. i also told them to write in the letter that all organic waste needs to be placed in a separate receptacle and collected by a special organic collecting truck for that purpose. I also instructed them to indicate in the letter that if they do not see a time schedule for collection either via paper mail, email or the setting up of a website to disseminate this information and other information to let me know and let me get my good lawyer friend who is brilliant to fight their case. I also told them that should the truck left an offensive odour of liquid in front their houses or any garbage left on the road in front of them to take a picture and forward to me for further legal processing. I also told them that if none of the sanitation service providers do not function professionally and ask for money to move garbage to let me know as well. My lawyer friend told me that in spite of the corruption of the system the paying of a tax warrants a responsibility of the government to provide state of the art services and amenities that suffices the ease of collection without hindrances. He told me if the government fails to provide these things than the impose tax is breached since the collection negates the development of the service and its structures. He also caution me that under the system of justice practice in Barbados the outcome of such a fight will be nullified. BOMBER!!!

  26. Another non-sensical stupid idea ruse falsehood that these intellectually and politically backward, bankrupt, discredited DLP and BLP governments and their tax enforcers have been using to help carry on their evil criminal remuneration TAX STEALING ROBBING agendas has been one of VALUE of PROPERTY/LAND.

What absolute total rubbish deceit of a contemptible psychological intellectual nature these governments, these evil wicked tax enforcers, economists and accountants have been engaging in when they talk write about the VALUE of PROPERTY/LAND.

When they think so falsely about such ignorance deceit they think in terms of the juxtapositioning by certain persons of money/numbers to property land, in the commercial market.

But for us VALUE (in a commercial sense) is a mental reflex of any number, and that – is in that way of the same reflex – only has a psychological subjective existence.

Such a VALUE CANNOT be reproduced outside of the mind in the same way it is thought of in the minds of many men, many women and many children. Its existence CANNOT be proved. An example of such an utterly false description notion is PRICES.

What is even worse is that such a mental reflex has NOTHING to do with the remunerations of the relevant people, businesses and others that these evil wicked anti-people DLP BLP governments proceed to STEAL ROB from on a daily basis in this country, even though they attempt to/carry out their false juxtapositioning as described just above in order to eventually arrive at their TAX proceeds, backed up by political force or threats of use of it against the targetted individuals, businesses and other entities.

So what total ignorance, arrant stupidity, down right fraudulence deceit about the VALUE of PROPERTY/LAND, in pursuance of commercial/tax agendas.

  27. Simple……..that is why there are so few women like you and i my dear, just imagine if there were at least 50 thousand black females with our mentality in Barbados, the government would shut down and shape up for sure, those lazy asses that consider themselves white and superior would of course be cleaning our toilets and gutters, i see nothing better than that for them, but unfortunately, the brainwashed and programmed still have a very long way to go.

It’s really beyond time that the black political class stop using their own black people to enrich the minorities, the majority blacks do not owe the minorities, bizzy, cow et al, in Barbados anything…who gives a shit about these people and their investments when their investment money came from the same people they feel ‘superior’ to…….this is getting out of control……the politicians should be concerned and personally involved with the investment potentials of their own people, without looking for a bribe in return..

  28. “Walking with signs has its limits also. The ONLY way to effect change is to literally do NOTHING. Stock your kitchen with food for two weeks and STAY HOME. Don’t drive, don’t turn on the TV or radio (listen to music, read some good books, tend your garden, talk to your neighbors, go for a jog, whatever) don’t show up to work, don’t buy retail, etc. Just stay put and DO NOTHING (in terms of fighting the system). The entire system will crumble! Immediately! But, hold out for the two weeks…hold out….”

  30. Sunshine Sunny Shine wrote “the state must also provide bags for the separation thereof”

    No need for bags.

1 bin for recycling, 1 bin for garbage and 1 bin for organic waste.

  31. That’s how it’s done in North America, everyone is responsible for separating their own garbage from home, not pay some fly-by-night scam artist like Bizzy good taxpayers dollars to do it, what the hell is wrong with the DLP/BLP governments…steupss.

  32. This is what should be happening to dirty, corrupt politicians and the business people in Barbados who bribe politicians and encourage the corruption.

NEW ORLEANS (AP) — Former New Orleans Mayor Ray Nagin was sentenced Wednesday to 10 years in prison for bribery, money laundering and other corruption that spanned his two terms as mayor — including the chaotic years after Hurricane Katrina hit in 2005.
    Related Stories

U.S. District Judge Helen Berrigan handed down the sentence Wednesday morning.

Nagin was convicted Feb. 12 of accepting hundreds of thousands of dollars from businessmen who wanted work from the city or Nagin’s support for various projects. The bribes came in the form of money, free vacations and truckloads of free granite for his family business.

The 58-year-old Democrat had defiantly denied any wrongdoing after his 2013 indictment and during his February trial.

Moments before sentencing, a subdued Nagin made a brief statement, thanking the judge for her professionalism. He made no apologies. “I trust that God’s going to work all this out,” he said.

After the sentencing Nagin smiled and hugged supporters as he walked out of the courtroom with his wife, Seletha, and other family members and friends.

Berrigan noted the serious nature of the crimes but cited several other factors in her decision to depart from sentencing guidelines that could have put Nagin in prison for as many as 20 years.

She said Nagin should not be cast as the leader of the scheme in which participants got millions of dollars in city work. “Mr. Nagin claimed a much, much smaller share of the profits in this conspiracy,” Berrigan.

Nagin was alleged to have received roughly a half million dollars.

She noted character references showing him to be a devoted son, husband and father. And she said, despite his crimes, Nagin displayed “a genuine if all too infrequent” desire to help New Orleans and its residents after the 2005 catastrophe.

Nagin was a political newcomer when he won election as New Orleans’ mayor, succeeding Marc Morial in 2002. He cast himself as a reformer and announced crackdowns on corruption in the city’s automobile-inspection and taxi-permit programs. But federal prosecutors say his own corrupt acts began during his first term, continued through the Katrina catastrophe and flourished in his second term.

Until his indictment in 2013, he was perhaps best known for a widely heard radio interview in which he angrily, and sometimes profanely, asked for stepped-up federal response in the days after levee breaches flooded most of the city during Katrina.

He also drew notoriety for impolitic remarks, such as the racially charged “New Orleans will be chocolate again” and his comment that a growing violent crime problem “keeps the New Orleans brand out there.”

Elected in 2002 with strong support from the business community and white voters, Nagin won re-election in 2006 with a campaign that sometimes played on fears among black voters that they were being left out of the city’s spotty recovery. He was limited by law to two consecutive terms but a third term would have been unlikely, giving plunging approval ratings and the stricken city’s continued recovery struggles. He was succeeded in 2010 by Mitch Landrieu.

Most government pre-sentence reports and recommendations were not made public but a filing by Jenkins ahead of the sentencing hearing indicated prosecutors were pushing for a sentence of 20 years or more under federal sentencing guidelines.

Defense attorney Robert Jenkins said that would amount to a virtual life sentence for the former mayor. Jenkins said Nagin’s family needs him, there is no danger of Nagin committing more crimes and that the crimes for which Nagin was convicted constituted an aberration from an otherwise model life.

Prosecutors said the schemes that led to Nagin’s conviction included two family members: His two grown sons were never charged with a crime but they were part of the family business that received free granite from a contractor. They also said that what Jenkins calls an “aberration” was behavior that spanned six years and involved multiple contractors.

  33. Imagine that in this modern era there are persons who are saying that they or some others are paying for resources, good and services, or not paying for such??

What less than proper use of language and its meanings!!

The fact is no resources, goods and services in any part of Barbados or in any part of the rest of the world are being paid for by anybody with anything including money.

@ David [BU] one single line you said and i quote “The muni tax is a money grab to boost the consolidated fund.”

In July, the government is running very low on funds ergo all of the investors meetings overseas and the whole lotta sh*te talk from Sinckliar and Delisle at the CBB.

Nothing more, nothing less, the piggy bank get bruk by these inept politicians and dem clutching at these pie in the sky idiocies

  37. What do we make of minister Donville Inniss waving a white flag on the muni tax? His comment counters the MoF and the PM who believe Bajans should pay. Inniss’ comment is consistent with Estwick who has also broke ranks from Cabinet with no fear of reprisal. PW did predict because of the 2 seat majority this government does not have the political stock to make decisions in the interest of Barbados, the PM has to be more concerned about keeping his gang happy.

A review of the Municipal Solid Waste Tax?
Commerce and Industry Minister, Donville Inniss believes that there has been enough outcry about the Municipal Solid Waste Tax to merit review by government…

However he stresses that the matter is one that should be addressed by the Finance Minister… and not him.

Mr Inniss was speaking to the media following a tour of McBride Caribbean Limited, where costs, including the recent tax, were highlighted as a challenge.

Mr Inniss says he has reviewed a number of concerns from his constituents and the business community, and this supports calls for the tax to be reviewed.

However he notes that a greater problem may be the level of taxation current on the island.

Therefore he says that systems need to be put in place to drive the growth of businesses liked McBride’s to create greater employment.

Mr Inniss says this will reduce the need for the burden of taxes to be borne by a few.

but, after making this seminal remark, what is he doing about it?

Alotta long talk, waste foopism at the level of the House of Parliament.

Stop talking pretty Dumbville and get up and do something…

I wonder if David Commissingsong and or Bobby Clarke was to start a petition to collect signatures of Bajans who are willing to go on record to state that they will vote for the next administration that will, contractually obligate, that on coming to power, it will rescind the pensions of every one of these DLP phvckers, i wonder if they would have enough paper at Clement Payne Chambers to get all we signatures!

Doah on de nex han’ people wud be frighten to sign causing Bumble sorry Fumble sorry Freundel and he crew would start a witch hunt forthwith and all uh we, do whole population uh Bulbados would loss we pick.

  39. Now that we have Inniss breaking ranks from the Cabinet position which follows Estwick, have we had an official response to Estwick’s alternative economic plan?

  40. Oh David, Oh David
You should only expect a response if either party were serious. Has Estwick said anything since? This is just a game. The government has few choices, if any, and must continue taking more and more from the commons. The real question is when will Bajans reached a breaking point and what will happen then? The rest of the Caribbean is no different. See what Anthony said at the recent CARICOM Summit? You should stop expecting any answers from this lot. They have not a clue!

  41. @Pacha

Many questions posed are meant to be provocative.

Anthony contradicted the spin from new PM and Chairman Browne as well as Sfuart essentially labelling them liars. Amazingly no response from our regional civil society.

  42. If these idiots had any sense they would have long increased the taxable population by including all Bajans living abroad and maybe their descendants in exchange for all the protections a nation state can provide vulnerable people. So instead of Maxine Maclean peeping around BU she could have turned her ministry into an economic centre, not just a place where officials move between cocktail parties and take photo ops with dignitaries etc.

David I’ll bet you they don’t even have a data base of Bajans abroad.

  43. @ David
And this is not the first time Anthony has told us the truth. But you see what kind of man Freundel Stuart is. We have no choice either but to see him as an habitual liar.

  44. @Pacha

There is a diaspora database, how it is maintained to be relevant is unknown to BU.

  45. BushTea you have missed my point. Did I say to pay??? If Barbadians collectively shut this island down for two weeks what do you think will happen???

  46. The Daily Nation newspaper of today, Thursday, 10 July, 2014, has under the caption: Tax Check, a story that attributes to the Ministry of Commerce, Donville Inniss, his personal feelings on the need for a review of this so-called mythical Municipal Tax by the Cabinet of the Government of Barbados.

Now, the fact of the matter is that this non-existent Tax really represents in the minds of the members associates of the PDC a baleful expansion of what these intellectually and politically backward bankrupt discredited DLP/BLP governments and their evil wicked tax enforcers have been doing for so long over the years so much destructively to ALL the TAX victims of this country – evilly wickedly STEALING and ROBBING countless portions of the remuneration properties of the relevant people, businesses, and other entities in this country.

So it would a sordid gimmick on the part of the Cabinet of the government of Barbados if it were to end up having a review of a so-called mythical non-existent TAX – which would be an act simply done to presume that some of the winds would be taken out of the sails of a serious rational movement against TAXATION by many people in this country – and NOT recognize that the evil wicked fascist Hitlerite fundamentals of TAXATION MUST themselves be reviewed, debated publicly by many people in the country; its criminal illegal nature totally exposed; the historical current sources of TAXATION be looked at; the catastrophic pernicious social political psychological material financial effects of it upon the people of this country etc – such and more WITH A VIEW to putting an ABSOLUTE TOTAL STOP to it and the implementing of modern realistic fair sound alternatives to it.

So what review what!! What pap!!

    ++++++++++
Do we get a vote then? I could always say to Freundel “no taxation without representation” but never worry I have a direct connection to a property down there and taxes are being paid come hell or highwater.

That is an intriguing idea (not that it will get anywhere) but imagine presenting a tax bill to all those who left for NZ or Australia or the descendants of those who left for Panama or toiled in the Steel Mills in Sydney, Nova Scotia. Shades of the US Gov’t who tax all American born individuals no matter where they live even those who left the US as infants and have spent the rest of their lives in other countries.

Getting a list is a lot of work, I will ask my friend “Moneybrain” to send a cheque to cover all of us :-).

  48. @David
What diaspora database? The only people on that database are those who show up at the conference. I know that I am not on any database of Bajans in TO, let me clarify that I am on one or two mailing lists but not on any official database kept by any Gov’t Office in Canada.

Stop flirting with danger, I know exactly what will happen. I want Bajans toling all day long so when they get home they are so tired they collapse on the bed with exhaustion and drift off to sleep. If men and women stay home with nothing to do but look at each other yuh know the inevitable result of a population boom. How will the QEH handle all those new births? How will those parents feed their unwelcome offspring? How will the country fare with this increased population?

IG246, I just thought of something, you are a devious woman to wit: a plant, a double agent, a fifth columnist, I bet you keep a Trojan Horse hidden among the fauna in your backyard. While others think you are anti Gov’t you are covertly devising a plan to provide more potential tax payers for the Gov’t. with this stay at home business.
