Just like 3S and others we observe companies being registered on the face of it to be eligible to tender and receive government contracts. In the case of the above project being managed by the Ministry of the Environment (Denis Lowe’s ministry) we question who is BOLT Solutions Inc. It is the right of Barbadians to ask questions but more importantly the government promised to be transparent. We want to know.

We also want to know if Bjerkham’s company has tendered for a multimillion dollar contract if this does not represent a conflict of interest as a result of his membership on the Board of the Central Bank of Barbados.

  2. This is the same old song that has been playing for so many years. First of all, the people that has been placed to help the people, for many years seem to be mostly helping THEMSELVES. You are constantly PROMISED, BUT NEVER DELIVERED. This has become the norm, and as long as the people don’t do anything but TALK, AND MORE TALK, NOTHING IS GOING TO CHANGE. Even mentioning the word GOVERNMENT, makes me laugh. Because they aren’t doing shit for the people, by the people, or for the people. Only a few will get. But the masses will continue to suffer.
    What need to have been changed over the years, is that before anyone is able to throw his, or her hat into the political arena, they should first make it know what they are starting with (HIS OR, HER WORTH BEING VISIBLE) But this is NEVER done because it would make it too easy to see how they are able to live large on the salaries being paid to them. I will die and go to my grave saying that NOTHING will change simply from words being said without steps being taken. It seems that the people has no say in making changes in regards to gaining a better life, and knowing what’s going on. The Government knows that the people are going to keep talking, while they do whatever pleases them. And at the end of the day, they are getting over like FAT RATS.
    It’s so interesting that they can lay people off, and does all this cutting back, but not one of them thus far has taken a pay cut, or has STOP spending money of unnecessary trips for conventions that can be done through modern technology, as so many other countries are using to save money for airfares, hotels and other things that the taxpayers are paying for.
    In all honesty, I don’t feel that THE GOVERNMENT really cares shit about the NEEDS of the people. IT’S ALL ABOUT THEM.

    Basel 3 is set up to ensure a great degree of responsibility in the banks… no deposit can be taken or held without the corresponding documents to show the trail of the funds as this has a direct bearing on the liquidity of the system and the impact of that liquidity on interest rates and the net worth of the assets of the bank.     BOLT means “build” “operate” “lease” “transfer”. The company would design build and operate the building until they are repaid. The Government has been very incompetent in these deals and our eyes have jucked out for a number of these agreements.

    For sure. The Minister responsible ,at the time Dodds Prisons were built, under this BOLT action, did not know if the quotation was in Bajan or US dollars.

    Really? How could a Minister not know if a quote was in USD or BDS?

    If I go up to a taxman in town and tell him I want to go to the airport, and he tells me 25 dollars I will ask $25 USD? or $25 BDS? before I get in the man vehicle.

    How can a Minister accept a quote for a big-able prison and not ascertain whether the quote is in USD of USD?

    Way back in 2007, this blogger under another moniker was instrumental in the exposing of the builder of the ABC highway by 3S under this bolt agreement. Jonathan Danos, the head honcho of 3S started this company less than 4 months prior to the awarding of this massive contract. I kick hell with this transaction by the Bees and although in the final analysis based on the road building only, this project was completed less than 5 years. That’s a fact. I was concerned with the flyovers which were mainly ramps. I criticize the technocrats that the constant back-ups were caused by not having full time one-way roads into the city from north, east and south. This would have alleviated the constant back-up.

    My main contention based on the above subject is the BOLT system, which simply means Build, Operate, lease and finally Transfer. This arrangement would allow massive infrastructures to be built without the state injecting finance during construction. However, the “Operate” part usually include the maintenance of the project until the “Transfer” to the state. I cannot state if this really happen to Barbados’ BOLT arrangements.

    At the moment, after six years the tinkering of this highway is still continuing. Can the minister state to the Nation how much money is being spent on the highway since 2008????????? Ah waiting to hear from this cover-up.

    BTW, the operations in Vaucluse Waste Plant by one of Barbados’ business mogul is operating just like a BOL”T” arrangement. B – built by Williams, O – operate by Williams, L – we paying and supplying raw materials, T – will never be transfer to the state. Question; Why are we paying solid waste tax when the country will not be benefiting from its gain.

    Cahill cleared themselves well while drawing fire to ease the anger directed towards government. Not a government member turned up at the Town Hall meeting. We are bulled for the next 30 years with no cheaper electricity and a project now at $600M with cost still rising.
