Minister of Finance Chris Sinckler imposes another tax on Barbadians

The government of Barbados has delivered on a promise to implement the municipal solid waste tax on an already overtaxed Barbadian. The tax is introduced in the  Municipal Solid Waste Tax Bill, 2014 as, “There shall be charged, levied and collected on the site value of improved lands”.

There has been a lot of discussion about the tax but BU is confident Barbadians -for the good of country – will dig into savings and ask the bankers to increase limits on credit cards.

Barbadians are aware the government is cash strapped and is currently on a quest to find creative ways (used loosely) to generate revenue by levying taxes hither thither and yon. Some argue successive governments have not done enough to efficiently collect taxes owed to the crown. Several blogs have been posted to BU identifying Courts Barbados, a leading furniture and appliance store in Barbados who owes BD$25 million in VAT.  The article $200 owed has appeared in the traditional press further highlighting government’s leaky collection management system. Minister of Finance Chris Sinckler in his defence recently established  the Barbados Revenue Authority (BRA) whose remit is to efficiency address tax collection.  Government agencies are not known in Barbados for being efficient but the BRA has the opportunity to be a trail blazer.

Barbadians will bombard the call-in shows, post to social media but will PAY the solid waste tax, do not look for any civil disobedience to match the Poll Tax Riots. The tax is a burden to many at this time and was made so by poor implementation. BU understands the tax invoices were mailed on June 15, 2014 and according to the Act were due on June 30, 2014. After a public outcry the authorities announced the date extended to July, 2014. It is inconceivable our policymakers could not have anticipated the window to pay was too narrow and proactively extend the payment date to pre-empt wasteful public discussion.

Many questions have been asked about the quality of decision to impose a solid waste tax. At the top of the list is the obvious decision by landlords who will pass on the tax to tenants.  Then there is the middleclass who have had to give up a significant chunk of disposal income in the last six years to shore up government’s revenue. It is this same group who has to find tuition fees, pay mortgages, car loans etcetera. The end result is a fall in the quality of life for many Barbadians. Often times if it is made clear why a sacrifice has to be made many will gladly do so. Are the majority of Barbadians confident the government by example and quality decision making is on the right path?

What has informed the decision by government to levy a tax on Barbadians who have toiled to create wealth by owning property in the last 20 years? Who the hell penalizes individuals who purchase property especially given the history of the dominant Black population? Senator McClean’s assurance that “… a property with a site value of $100,000 with a solid waste tax of 0.3 per cent means that the property owner will have to pay a tax of $300 per annum. The point I am making is that some people were saying that it was going to be a very large sum of money, but that is not the case. So basically what this tax is intended to do, is help Government pay for the cost of our growing consumption and generation of garbage whether it is household waste or commercial waste.” – Not for everyone does not show sympathy at all. The solid waste bills have started to litter mailboxes.

One can only assume the Municipal Solid Waste Tax describes the sorry state of government’s finances. Who the hell  tax the property of a fledgling middleclass?

    However, when the same IMF makes any comment in reference to the mismanagement of the Barbados economy, the same DLP politicians and yard-fowls will come out in their numbers to say the IMF’s opinions have “has as much value as what you would see in any garbage dump collected by the Sanitation Services Authority.”

    The very fundamental fact is there are really NO such TAXES as consumption taxes, entertainment taxes, ‘VAT’ taxes, ad valorem taxes, sales taxes, land taxes, property taxes, property transfer taxes, capital gains taxes, road taxes, income taxes, corporation taxes, stabilization taxes, NIS taxes, MUNICIPAL TAXES, etc.

    Furthermore, the fundamental fact too is that there are really NO such things as import duties, stamp duties, surcharges, levies, tariffs, imposts, cesses, license fees, etc.

    Rather what there is and has been is the government of Barbados over the years illegally criminally demonically wickedly stealing robbing the relevant people, businesses and other entities of the relevant (countless) portions of their remunerations/remuneration properties in this increasingly becoming failed state.

    Hence it is completely asinine for any one to think that any person is PAYING TAXES to the government of Barbados – when – in truth and in fact – the government of Barbados – by use of political force sanction, or the threat of the use of such in perpetrating this evil TAXING of countless portions of the remunerations of the relevant people, businesses and other entities – is committing THEFT on a horrific scale, and by so doing is sickeningly violating the remuneration and property rights of the particular TAX victims in this land.

    Furthermore, it is complete madness for any one to think that the government can tax anything physical – humans, lands, buildings, vehicles, food, clothes, communication means, money, etc., when – in truth and in fact – it CANNOT; it can only – again by use of political force sanction or the threat of use of such – covetously greedily wickedly seek out – and sometimes ultimately get – the extent of use of money (but not without the involvement of the core financial system in this land) by stealing robbing the relevant entities of countless portions of their remunerations.

    Also, the perceived actual thuggish fascist TAXATION behaviours of these wicked TAXATION departments of government CANNOT be derived from these different really non-existent taxes (which only exist in names – names which though point mentally to the actual general rogue governmental behaviour ), but do result from a series of interconnecting relevant governmental non-governmental behaviours in our land.

    Indeed, though, NOW is this point in time that the vast majority of people of Barbados has to stop – by ordinary electoral political means – a mere few people in parliament – calling themselves the government – from any longer carrying out such inhuman fascist acts.

    For, it is we, the vast majority of people in Barbados, that are the real POWER and AUTHORITY – not a certain few paper pushers, pen holders, computer users in the government or parliament of this country!!

    Therefore among all the evil horrendous purposes of the government of Barbados stupidly pretending that there are these different taxes – when clearly the government is and has been solely wickedly stealing from/ robbing countless portions of the relevant entities remunerations are a few devil purposes it seeks to achieve – in the context of this monstrous murderous TAXATION system: to fundamentally DESPICABLY DIVIDE AND RULE as many people, businesses, and other entities as possible in this country; to fundamentally pit many of those same entities one against the other or not, as it pursues it criminal greedy TAXATION schemes; and to fundamentally FASCISTICALLY CARRY OUT OLIGARCHIC POLITICAL EXPLOITATION OF THE RELEVANT PEOPLE IN BARBADOS BY IDEOLOGICAL PSYCHOLOGICAL MYTHOLOGICAL POLITICAL MEANS.

    So, clearly much of the national ferment being generated by many people over this so-called, this non-existent municipal tax shows how – in many cases – some people in this country – in ignoring or in not pursuing right knowledge wisdom about some of the aforementioned fundamental facts pertaining to this evil wicked TAXATION system, and therefore in not being able to proceed with serious rightful anti-TAXATION political action – continue carelessly recklessly to take a government of Barbados for granted about what amounts of their remunerations this despicable fascist bunch of people will steal and rob them of at any stage in this country.

  13. What is ominous about the solid waste tax is not the tax but how it has been applied. We have invested in our people through education who have invested heavily in properties as a means to create wealth. From this wealth or equity created many in our middle class have used it to leap to the entrepreneurial class or converted to investment. What is important is that we encourage a culture of property owning by a dominant Black middleclass especially. Instead we have a Black government applying a form of tax which is counter to wealth creation.

    The same logic can be applied to taxing the assets of credit unions who lend mainly to Blacks to finance micro and small enterprises.

    To show that this is a purely a money grab from the suffering people of this country and has nothing to do with solid waste, under the current land tax system, the first $100,000 is tax exempt, why could not the same policy be applied here? If anyone thinks that by paying this tax, we are going to get more regular garbage pick ups, they are delusional.

    This is just another attempt to squeeze more money out of the suffering people. When are we going to stand up tell this bunch of wild boys that we have had enough?

  25. David I have no problem with the principle behind the tax except we should have been given a years notice so we could put aside money over 12 months.
    Instead taxpayers are getting whacked with a major expense.

    I also feel that all the tax collected should be used for the purpose it is being collected.

    Proper waste management equals better health.

Prodigal…..it is indeed a money grab, the DLP now have very few options left for borrowing on the international market without outrageous interest rates, they are unable to raid the credit unions sufficiently to make up the short fall, taking too much more out of the NIS will break the system, the few brain cells the ministers possess cannot come up with a workable solution……..the only option left is to dream up these taxes and suck as much as possible from taxpayers, even if there is nothing or very little left……..you are not dealing with the smartest bunch, their smarts don’t go beyond or above the usual corruption, what is happening takes real brains and mental acuity to rise up against, they are just one level above AC in intellect…..the taxpayers are screwed.

If the information provided by Caswell is true then you have a ‘murderous collusion’ by the political elite that continues the reverberation that the primary interest of all politicians is self and wealth first. The information also presents an ominous perspective of politics that resonates a position of “No Fear”. No fear of retaliation; No fear of uprising; No fear of dissension: No No Fear of reprisal; No Fear of sabotage and No Fear for life or limb. In other words the information translates in non verbal overtones that politicians have no fear whatsoever in aiding and abetting their self serving interests in the context of what constitutes Barbados governmental operations under the cloak and dagger of self serving politics.

    Now when information like this is broadcast base on facts how in this world can persons not understand the reasons for Barbados current economic demise. The picture is plain and clear yet the arguments to support policies of both parties, regardless of the nonsense of the two, remains aptly supported by loyalist on both sides. Surely this information creates or is the impetus needed to stage protest action in what ever form deem fit for the conveyance of the peoples’ position, annoyance and fed up state with tricks and trachery of Barbadian politics.

    Barrow was not the only man with dictator type characteristics, Owen is similarly disposed so it has nothing to do with the times

    Here is a thought for consideration

    Let me explain with the words “gun carriage”.

    At this opportune time when we as a country can change the whole damn construct and vote for men and women with balls and competency we vote for Owen.

    He whose health is flailing passes and whaplax, with 30 BLP seats, we end up with MIA and the same person that many state they dont want becomes PM by “huffing”

    PM for life causing Mottley WILL NOT LET GO OF POWER when she gets it.

    The opportunity MUST bring forth men and women who are competent and what if one or two of them are Indian, Syrian or white in skin, @ 2014 we got peoples who blacker dan me or you and we got incompetents running de cuntry to the earth!!

    Let us use this single window to replace this ingrunt system with competent Bajans who love country

    The reality is that there is no real impetus amongst the voting population for a third party. The island needs a real shocker of some sort that will bring the people into the reality of the truths they ignore. Until that time comes, I have no choice but to support a former but so called fame ministerial prime who is championing a cause to right a wrong in the face of what is obvious tyranny by a ruthless callous government. No one else besides Mr. Clarke is seeking to stage any action against this government for taking us deeper into this sink hole. So if a former Prime Minister sees it fit to join in the fight against this stupid tax then I have to support him for what he is seeking to do. Nonetheless his contribution to the economic slide will not be easily replaced by an act of messiah-hood. He deserves as much scorn and ridicule as the bunch of thieving hypocrits
