Today Christopher Sinckler, as Minister of Finance (MOF) is in the middle of delivering some bitter medicine to the people of Barbados – read Ministerial Statement On Government’s Fiscal Consolidation Programme 2013-15 presented to the House of Assembly by The Hon. Christopher P. Sinckler, Minister of Finance and Economic Affairs. This after years of hide and seek by a government still wedded to a political-economy model that is in decay, universally. Like a magician Sinckler continues to believe that our current problems could be solved by continuously tinkering with a chronically unwell economy model when more aggressive and transformative actions were clearly required, even decades ago.

All other things being equal Sinckler will be repeating doses of his snake oil in coming months. This first tranche comes mere months after the last budget.  Of course, there could be an intervention by the people of Barbados in their own defense, but that is unlikely to happen, though it may prove unavoidable. To us it seems that Sinckler and indeed the Government of Barbados is stubbornly unwilling to address the fundamental issues at work. As the proverbial neo-Keynesian, it remains impossible for Sinckler to see that another economic world is possible. We are lock step in a death march off a cliff. The words of Dr. Kennedy are indeed proven true by Sinckler’s admission today that his recent budget was a national mis-direction.

    T&T’s US$ bond oversubscribed

    Published:Friday, December 13, 2013The Government’s US$500 million ($3.2 billion), ten-year benchmark bond has been heavily oversubscribed, with international investors agreeing to offer an interest rate of 4.375 per cent for T&T’s first issue on the international capital market since 2007. Sources with first-hand knowledge of the bond issue said it received very strong demand from the international investor community, leading to an initial oversubscription rate of 9.9 times the original size with total demand of US$4.9 billion ($31.6 billion).
    The sources described T&T’s return to the international capital markets after an absence of six years as a spectacular success. Given the robust demand, they said the Government was able to increase the offer by a further US$50 million to US$550 million ($3.55 billion) and tighten the interest rate by 0.375 per cent from the initial rate of 4.75 per cent.The sources said the strong demand could have allowed Minister of Finance Larry Howai to increase the bond even more, but he is reported to have advised the international capital market that T&T has a responsibility to manage its debt levels in a prudent manner.
    The issue, which is being described as “benchmark” issue, will be part of the emerging market bond index. The extra US$50 million facilitates local investors acquiring some of the bond issue. Some international investors who applied for the bond did not get any and will be forced to buy in the secondary market.
    The marketing process for the bond, was led by a delegation which included members of the Ministry of Finance and the Economy as well as the Central Bank and involved an investor roadshow through Los Angeles, New York and Boston. Minister of Trade Vasant Bharath also led a delegation in London. The bond proceeds will contribute to the financing of the 2014 budget and will be used to support the Government’s operations during fiscal year 2014.In a statement last week, the Ministry of Finance said that provision has also been made for a portion of the budget to be financed on the local market as well. T&T currently has two outstanding international bonds—a US$250 million bond due 2020 and a US$150 million bond due 2027.

  6. It would be of interest to hear the findings of the IMF team this time around.BU should publish it as soon as its made available.
    Trinidad with its natural resources would find the bond market responsive even though there are recurrent leakages.Jamaica found a responsive market also and it says a lot that one of the once better run economies in the Caribbean
    is seeing hell to find an acceptable risk taker.There is too much lying and mismanagement going the rounds and a lack of confidence is the result.The DLP must return to the country for a mandate to carry on.It’s the sensible thing to do.

    I need some insight into a few questions since I am not in tune with how unemployment compensation works in Barbados. This is serious business so please don’t dismiss my questions because I am not in attack mode with fiery language against the MOF and government.

    Will the 3000 receive some form of unemployment compensation (National Insurance) and for how long?
    Is there a tax paid to the state on the compensation received if any
    and at what rate?
    What about health benefits? Are there any extended health benefits to the unemployed and their minor children and if so for how long?
    Will the 3000 be given a compensation package upon exit and if yes, what is the legal rate of their existing wage ?
    Is there going to be special consideration ifor which 2 or more breadwinners from the same household are possible victims of the cuts? If so what are the considerations?

    A review of the proposal presented by the MOF that I read on line indicates that 3000 is not enough to have a positive enough impact on the state’s wage bill in the long term. It looks more like 4500 to 5000 to have a resounding impact. as sad as it may sound. Also, it appears that there is an immediate need for a 5% to 8% pay cut across the public sector along with a 3 year wage freeze to get back on level terms. This is real medicine for the state which being the largest employer on the island has overplayed its hand resulting in its inability to pay its wage bill without borrowing. Sounds like the city of Detroit. Finally, the need to hike personal income tax rates is inevitable for the state to recapture loss revenue since the 3000 won’t be paying taxes after March 1st. Revenue has to come from somewhere and this is the only other option in the short term since private sector jobs may too unfortunately go away.

She is of the view that with all the austere measures announced today, by March next year the country will be in no better position than it is at this moment. This frightening.     On saturday last I visited Niagara falls for the first time in about ten years. I was shocked, to put it mildly. The last time I was there the “falls” was a bustling, active place full of tourists. At that time (it was also winter) the streets were filled with people, all the attractions were filled with people all the souvenir places were doing a brisk business, and the restaurants were full of people.
    When we passed through on saturday evening the place was empty of people. You could have run an elephant through there and not but up on people. When Niagara is reduced to that situation you know the economy was badly hurt and is still hurting.
    Barbados cannot expect to do really well if Niagara, just across the river from Buffalo, is in this position. The U.S economy is still in the dumps. My advice to tourism, government, opposition and Bajans in general, is to look to rationalize your own expenditure, cut down on imports, and stay home and spend your money in Barbados,rather than thinking of going to Miami-to shop-or vacation.

    Would you also extend that advice to Brits, Europeans, Americans and Canadians for the upcoming winter season?

    You are certainly out of touch with what is going on in Bim because the MoT and the BTA Chairman are promising bumper tourist arrivals this winter season with hotel occupancy in the high 80’s.

    Now Alvin when are we going to get some feedback from you on the sending home of thousands of public sector workers?
    Do you think it is for real or only the fertile imagination of the miller to concoct these silly stories?
    Tell us Alvin how much you were for the cutting back of the public service all along requiring this boldly competent DLP administration to grab the bull by the horn and cut the fat created under the BLP.

    I think you are right about Permanent Government workers. Normally they would not be touched as far as layoffs go. However, someone pointed out on BU last night that a few might be subject to the disestablishment of their posts. That is something that is quite possible since it was done in the case of Winton Campbell but is unlikely to be done this time around and for any significant number of workers.

    I suspect that you just talk to hear yourself talking. Last Saturday was December 7th. It is WINTER. This is not the time of year visitors hang out in Niagara. The temperature outside right now is 18 deg F in Hartford Ct 250 miles south of Niagara and nobody is hanging out any where around here. 32 deg F is freezing, Families don’t travel NORTH at this time in the US unless they going to a sky resort or hunting for deer or elk. It is too dam cold, They head SOUTH like the birds. Are you stupid or am I missing something here? I find it difficult to believe that folk were “hanging out” in the winter 10 years ago.

    The reason why the tourist travel to the Caribbean during the winter is to seek warmth. Something is missing in what you are suggesting. Winter is not a time for families or birds to head NORTH. Not in the world I am living.

    The US economy is NOT in the dumps Alvin. Investment on Wall Street is STRONGER than it has ever been. The DOW Jones Industrial and the S&P 500 are at record highs. These indexes are direct reflections of the health of companies/businesses in the US and are used as a yard stick to measure the US economy. Portfolios (401K plans) are growing faster than ever in the US, Job opportunities are on the rise, Employment has recovered to 7% based on December’s releases. What world are you living in? The House Republicans recognizing that the country has recovered just passed a 2 year bi-partisan budget avoiding embarrassment at the polls and another fight with the president who now has the upper hand on the recovered state of the economy. Don’t you listen to the news or read the paper?

    You just talking for talking sake. Or are you still stuck in that gear that the DEMS in bout the world in recession. I think Barbados is now in deep recession without hope of recovery because of non thinkers like you that support the propaganda machine that lied with a straight face to the masses earlier in the year.

  28. The present government played a very dangerous game with this country and there are very serious repercussions to come. The scenario is akin to a man going to his doctor for a checkup. The doctor sees something abnormal and sends him to the specialist for further investigation.

    After attending several appointments with “The SPECIALIST” he is no wiser. Unknown to him The SPECIALIST found cancer and refused to tell the man. The man suspected this but without confirmation from the SPECIALIST he had no way of knowing. The man becomes more ill and the SPECIALIST kept telling him there is nothing wrong with him.

    One day the man decided to get a second opinion and the other SPECIALIST confirmed what the man was feeling all along. He had cancer. By this time the cancer had spread and the specialist asked him why didn’t he come earlier to be treated? The man explained that the other SPECIALIST told him that there was nothing wrong. The present specialist told him that they will have a difficult fight on their hands and they might be able to prolong his life by a few months. Had something been done earlier his survival chances would have been 80-90% it would have been years instead of months. ALL BECAUSE OF A DISHONEST SPECIALIST !

    This is where Barbados is at! We have a long hard fight for survival ahead of us. Many might give up along the way, many might not live to see it through and many will continue fight to the very end. And you know what? the first SPECIALIST is still allowed to to practice medicine!

    We and the Police Department of Barbados are not in any contention.

    There is no need for you to project any political intervention of them in the PDC’s thrust for serious and fundamental change, and for the better, in the national development portfolios of this country.

    So, let us focus here.

    It is these wicked visionless intellectually politically bankrupt and discredited DLP and BLP disorganizations that have over the years been systematically deliberately recklessly destroying many of the political material financial affairs of this country.
    That is an unadulterated fact!!

    It is they – more than any other groups – that have been setting about – mainly through the adverse effects of their respective government’s odious regressive fiscal monetary and financial policies and programs – putting, and very despicably so, this once nationally prospering and progressively developing country, on a vexed path to becoming, in the next 9 to 14 years, and in many regards, like how Jamaica has been in the 1970s, 1980s, 1990s, in the first decade of the 21st century, and even up to this point where it ( Jamaica) has reached a point of no return on the current trajectory.

    The policy statement of the Minister of Finance in the House of Assembly yesterday does add to the mounds of overwhelming evidence out here/there that since the 80 s Barbados has been on an increasingly accelerated serious and ruinous dedevelopmental path to becoming like Jamaica in many respects, and, by extension, on the road to becoming a second rate Third World country.

    JUST ASKING, the 80s should have represented a critical time when Barbados should have taken a series of steps upwards in its developmental thrusts, on very many important national social, political, material and financial fronts – and not just on some of those fronts – as had happened mainly infrastructurally technologically – whilst leaving out some others politically financially industrially – but on all of those very many important fronts, so as would have helped us to have avoided the countless calamitious and degradating circumstances that multitudes of people in Barbados have been forced to go through presently.

    For, sure on the political front, the DLP and BLP and other matters such as the Queen remaining Head of State of Barbados should have gone or should have been going then, with the NDP and other parties and other matters, like Barbados becoming a Executive Republic, to have come about, so verily representing the future of this country.

    But, the 80s represented the embryonic stages of the developmental paralysis stagnation ruin and decline that many of us are realizing now in so many of Barbados’ affairs.

    Well whilst we cannot recreate what went before and correct them historically, many of us in Barbados must still realize that this is the time to capitalize on those social political legal opportunities and the means for helping us do so for preventing this country from collapsing further down to very baser ways of life across, so many social political material financial fronts, and furthermore too at the same time many of us must still make sure we make use of those opportunities and the means as well for taking Barbados upwards and onwards to higher levels of national/sub-national growth and development.

    In this regard, we have to ask you, what has become of your goal of establishing a women’s political party?

    So you are the voice of the electorate eh? Any “tactics” being deployed over the last 12 months in Barbados were certainly not being deployed by Mia.

    BU should have a way to “force” you to take down that post based on yesterday’s horrid revelations. Stop being so self centered and wake up to the smell of the coffee. The coffee pot is burnt now and burnt coffee becomes a bitter portion.

    The IMF and the World Bank are not fools for DBLP games ,They have the numbers , they google , they read , they do the Math , This is their system and they know this system full of Fraud,DBLP can not fool outsiders only the people of Barbados.     So its no longer the BLP that has brought Barbados to its economic knees and responsible for the firing of 3,000 workers in the first of three waves of public sector revamping? It is now the IMF! How convenient the bogey man has arrived for Xmas!

    Yes, carry on smartly with the blame game! Blame the BLP! Blame the International recession! Blame the BLP for driving away investors! Blame the IMF! Blame, Blame, blame ad nauseam!
    Who else are you going to blame? Caswell or even Bushie?
    How about Islandgal, Prodigal Son, Just Asking and the others who were dubbed the prophets of doom and gloom including the boisterously dangerous Miller?

    Where is previously noisy and busy Frank Alleyne in all of this who said only a few weeks ago that there was absolutely no need for the IMF?
    Where is Barbados today if not in the fiscal management vice grip of that same demonized beast called IMF and conveniently referred to not as “It’s My Fault” but in Barbados’s case “Internal Management Failings”?

    Let us be realistic about borrowing. Were you to lend a friend or foe $100 would you not want to know how and when you would get back your $100 back to make it even stevens?

    Now were you to lend that same friend or foe $100 with interest, would you not need more details on how and WHEN you will be repaid seeing that you have now INVESTED your $100 and you looking for a return on your investment unless you begged him/her to take the loan?

    The IMF did not come begging to make a loan. They were called in by a government in need. Under no circumstances would the IMF make an investment to a borrower that was downgraded a few times on the international market and not require that borrower to make needed adjustments to guarantee a return on the investment (the gross plus interest). Once your credit rating is downgraded there is no good faith left and the borrower is now at the mercy of the creditor hence higher interest rates. Unfortunately, this is the way lending works, the better your credit the lower your interest rate and less stipulations are required by the lender. This is how a credit card works isn’t it no matter how much cash you have on hand? The same applies here. We should have known that the country has no bargaining power because of the downgrade itself. I know the MoF dismissed the downgrades if you clearly recall. He did correct? The entire conversation needs to be told all at once “ac”.

    We are painting the IMF as this big bad wolf determined to destroy the local economy. Not so. They are the purse bearers determine to make a profit on investment, help curtail the situation and hope that you can come again for more of the same. The IMF is not going to loan the state $200 million (just throwing out a number) to pay a wage bill. No way. By the way higher taxes are coming too, since it is the only way for the state to gather up revenue to repay any loans ON TIME. If you doubt that you doubt you living.

    So would you loan your friend or foe $100 to pay other friends and never get your money back? They are talking about millions of US dollars not $100 Bds and they better get it back ON TIME or the next step is devaluation and the real austerity measures would be put in place not this band aid/quick fix that we heard about yesterday.
