BU listened with interest to DJ and others at Voice of Barbados (VOB92.9FM) extending best wishing to Senator Tony Marshall on his appointment to the Upper Chamber of the Barbados Parliament as an Independent Senator. BU on the other hand withholds all plauditory remarks until Tony Marshall shows respect to the public he pretended to serve while he was  afternoon talk show host and Chairman of the important National Insurance Scheme.

Some will see the irony of Senators Marshall and Byer-Suckoo being members of that Chamber in the current term. It was the then Minister Esther Byer-Suckoo who refused to renew Tony Marshall’s appointment to the National Insurance Board. The usually loquacious Tony Marshall has not issued a public statement that we are aware of on the matter. There was rampant speculation at the time on BU about the ‘optics’ he would have exuded as Chairman of the NIS Scheme given his former role as a director on the CLICO Board. There was the other camp who believed it had to do with matters arising from the NIS on again off again decision to fund the problem plagued Paradise Beach Development Project (Four Seasons Project). Whatever the reason the public, taxpayers, are none the wiser.

Tony Marshall given his roles to date BU regards him as a person of public interest and we are within our right to place the former banker under the microscope. As the talk show host in Barbados he never used the VOB92.9FM bully pulpit to speak out about CLICO from an insider perspective. Contrast his position with Tony Hoyos who resigned on principle from the Barbados National Bank Board (now Republic Bank) to express his disagreement at the time about the share price government was willing to accept from RBL (how this matter finally was settled is fodder for another blog).

The other issue- alluded to – which continues to concern some Barbadians was the abrupt way Tony Marshall was jettisoned by Minister Byer-Suckoo and government as Chairman of the NIS Scheme. The Minister at the time felt comfortable explaining that Marshall’s contract was not renewed BUT does the public deserve a fuller explanation Senator Esther Byer-Suckoo?

Senator Tony Marshall has a chance to redeem himself in the Senate BUT we will not hold our breath. One can only wonder what was the criteria used by the Governor General to appoint Marshall to the Senate. Was it a backroom understanding? Is it the ‘fraternity’ raising its head yet again? Rest assured if the status quo remains the public will never know. Hurray for democracy!

Another probing of the Governor General’s picks for the Senate has been the ‘dropping’ of Dr. Francis Chandler. Again one wonders the rational used by the Governor General.  Dr. Chandler has been one of the most vocal and active members of the last Senate. The fact that she is top of her field in the world of agriculture did not count Sir Elliot? Bear in mind Barbados is expected to focus more than in the past on this sector and environmental matters. Who better a person to have in the Senate than Dr. Chandler, a truly independent voice. If this reason is not good enough, the Governor General has not appointed one damn woman to the Senate.Should we expect Leader of the Opposition to be vocal on this matter? What about Santia Bradshaw MP, Maria Agard MP, Cynthia Forde MP, surely they have a vested interest? Needless to say the same inquiry can be directed at Deputy Speaker of the House Mara Thompson.

On this issue social commentator Agyeman Kofi posted the following to his Facebook page this morning:

“Are no independent thinking woman existing in Barbados? How in 2013 a Governor General of a developing democracy appoint a senate and not one female is among appointees? What is even more appalling is the deafening silence of the woman organizations or perhaps they too may be compromised in their quest to remain mendicants to government largesse. Some may say I am an alarmist but hindsight is always 20/20 vision. Barbados is fastly becoming a place where the ostrich and sheeple syndromes are pervasive and excuses for mediocrity is now commonly accepted. Why are few willing to speak out and offer honest feedback? Too many are licorish and now place ethics and morality on the back bench to ensure cocktails invites continue. Thus,will a few honest unselfish Bajans stand up and be true craftsmen of our fate for future generations? Two Barbados will always exist if the current social order is not challenged and the bottom up approach is not taken in our need for social justice and equality. Long live Dr Francis Chandler a true independent woman!”

How can we have a democracy which is suppose to encourage participation but our leaders continue to make decisions which depart from commonsense?

    the GG’s choices in whom he appointed to the senate i.e. their age range, their sex etc leads me to believe that they belong to some kind of lodge, fraternity, or secret order.
    i am wary of living in a country when one’s economic status must be encapsulated within
    1) a lodge fraternity
    2) a political party, especially the one in power
    3) the family name and
    4) the colour code.

    Not entirely true, TPP.
    If you want to pass legislation to amend the Constitution then a two-thirds majority is required; that is, 20 out of 30. No Constitutional-type legislation can be passed without the Opposition’s say so.

    Man is that all you have to offer regarding the reform or abolition of the Senate?

    Humans in the Senate? Again the point the is being missed. It is not a question of integrity,it is not a question of composition, It is a question of purpose,it is a question of relevance in 2013. It is a question of what has it done? What should it do and will it do?

    Will it increase the amount of ,appropriateness of, and speed to implementation of any new legislation that must be contemplated? Does it make government more efficient and effective or does it just add to the drain of the treasury through additional salaries pensions and other titled rewards? As i said before I’m not too bright. Do we really need another rubber stamp?

    The Senate serves only one important role in our system of governance. A minister or a parliamentary secretary must be a member of either the House or Senate. In situations where the PM does not have enough talent to constitute a decent cabinet, he can appoint senators to meet that need as Thompson was forced to do in 2008.

    Isn’t the senate a poor man’s imitation of that body from the Mother Country to (little England) called the House of Lords? The House of Lords where some beneficiaries of the lucky sperm used to reside prior to 1999 (Hereditary Titles)?

    The Senate is the House of sober second thought where the Gov’t get its legislation rubber stamped as it was in the beginning, is now and always shall be.

    My thoughts on the Senate are that in its present form, it is serving no real purpose, just a rubber stamp on what goes on in the House. It would almost certainly pass everything sent over from the House.

    To change any thing, you would need 2/3 majority vote and I cannot see this happening any time soon. As it is, it serves the government of the day, positions for their people. I really thought that after the BLP was reduced to three in the 1986 election that upon assuming office in 1994, they would have changed the composition giving any opposition party more than two senators, but they did not, I guess out of fear what the DLP would say.

    I would go for an elected senate, if we really need one. Right now I think we could do without it but we like to follow our English traditions and I am afraid the senate is here to stay!

    I don’t like answering questions where everyone knows the answers. Why you think he drafted in Darcy Boyce and Maxine McClean? Unfortunately, Boyce proved to be a disappointment. They then drafted in Jepter but he too was of little use. Even now we have a minister of finance who has difficulty recognising a six figure number.

  40. yes we need check and balances in our system but can barbados afford dreadlock. i don;t believe that bajans would have the tolerance for party division on matters that can effect their well being and effect the overall runnung of the country affairs , right now people complain about the slow process at which the govt work .it would be hard to see with an elected senate with both parties having say how any thing would be done to serve the people at a quicker pace. america is unique in that it have city county state govt who doesnot have to solely depend on federal govt to keep individual states running.

    To highlight your apparent lack of knowledge…………………..the black population in Barbados outnumbers any other group of people there, therefore the black population is the MAJORITY………….the bajan white population, indian and others are less than 5% of the population, therefore they are the MINORITY, there is no amount of money or skin tone or superiority complex that can change that FACT…………..get over it.

    As I said Chandler was ignored regarding her independent opinions on agriculture to the detriment of the country………..that however does not excuse her behavior or that of the bajan whites who still consider themselves the planter class with a higher up and better than attitude which still prevails throughout the island. It is embarrassing but somehow most people are in denial of the existence of the separate class system and in acceptance of the continuity of a semi-functional illiterate minority being their masters on the island…………it is reality and need to be stamped out……………our descendants will judge us on our ability to leave a color free environment for them, only if we have the guts to do it.

    It is amazing that this blog can continue the same theme as an editorial from Barbados Today and cast doubt on the integrity of our Head Of State , Sir Elliot Belgrave , while he was doing no more than exercising his discretion to appoint his seven senators . That discretion has been exercised since there was a Senate in Barbados . I find both articles , the Barbados Today editorial and this blog highly offensive . In addition I marvel at the fact that in 2013 there can be such support for the view that we have persons in Barbados who are indispensable. It is noteworthy that not a voice has been raised in respect of the replacement of Mr Orlando Marville who it is widely believed is a DEM or Sir Geoffrey Cave an outstanding Barbadian business man but the wrath of God is being visited upon the GG for replacing the irreplaceable Dr Chandler the country’s ONLY expert in the field of agriculture and a saviour of sorts . So all kinds of aspersions are being cast on the integrity of the GG who was at pains during the swearing in ceremony to announce that his choices were made without external influence .
    There is a noticeable rise in the disrespect being meted out to our institutions and its leaders and the social network is contributing significantly to this development ; it must not be allowed to continue if we do not wish to run the risk of destroying our institutions totally . The privilege of being able to comment under anonymity can be used to very good effect by persons who do not wish to draw attention to their identity but may still have a contribution to make in nation building ; it however should not be allowed to continue in its crusade of nation destruction. I will simply suggest to you that as the director of this blog YOU have a vital role to play in putting a check on this very destructive development .

    The BU blog questions why the GG did not select a woman or someone with agriculture expertise. The disrespect often comes from the commenters. BU’s position is that it is better to deal with ignorance when it shows itself.
