Your message to the BLOGMASTER was sent

The silly season is upon us, and it is expected that every imaginable “issue” will be raised on the political campaign trail in the quest to win votes. The upcoming general election follows the unprecedentedly low voter turnout of the 2022 poll, recorded at 42 percent attributed to COVID19 fears. All eyes will be on turnout this time to determine whether 2022 was an outlier.

There is no doubt – despite what the raw numbers may suggest – that voter apathy and cynicism toward the political system are increasing. These sentiments may not be fully reflected in the percentage of eligible voters who actually cast a ballot, especially when compared against a voter list that all sides agree requires a serious scrub. Many will overcome concerns by exercising the right to vote. Predictably, perennial questioning of the voter’s list by the political opposition has resurfaced, prompting the Electoral and Boundaries Commission (EBC) to issue a public statement defending its integrity.

A general election in our system is the primary mechanism through which Barbadians evaluate the performance of the outgoing government. In the current climate, the next election will also serve as a referendum on the fitness of the other member of the duopoly – the Democratic Labour Party (DLP) – which has spent the post‑2018 period grappling with internal disruption, most notably the Ralph Thorne vs. Ronnie Yearwood conflict.

Anecdotally, many Barbadians remain wary of the scars left by the DLP’s 2008–2018 tenure. Compounding this is the fear among some that Prime Minister Mia Mottley has become a “de facto” dictator after leading the Barbados Labour Party (BLP) to consecutive clean sweeps in 2018 and 2022.

In the view of the blogmaster, Barbados has entered an uncertain period of governance. A leadership vacuum is evident across both major political parties with alternative political parties a wish and a hope. Institutional capacity continues to erode: the court system groans under its own weight; traffic management remains ineffective; public health services struggle to cope; the education system is failing to produce citizens with the skills required for national development; the National Insurance Scheme (NISSS) has not produced audited financial statements for a decade; and the economy remains tied to an unsustainable model with foreign reserves overflowing from borrowings.

Unfortunately, the blogmaster is among the cynical who expect little from the upcoming political campaign – more theatrics than substance. For many, it will be entertainment, with Kerrie Symmonds and others of his ilk taking center stage. What is unlikely is a serious public demand for political actors to share positions on issues such as parliamentary reform, a modern Constitution, meaningful education reform, and a focus on governance matters.

If the head is unwell, the body cannot sustain itself.

  1. It is sad that if we leave our comfort zone, we will see how politically divisive our world has become. We should do everything we can to change that.

    We are small, but happy to go with the flow. There is the predictable result. It is only a matter of time.

    Anybody within the Coast Guard with the intestinal fortitude to put an end to this national charade?

    Is there not a Brigadier General, a Colonel, a Sargeant or even a Captain. A Captain like Ibrahim Traore?

    Or even a Ghadafi?

    Willing to tell the truth by their actions that elections and Western-styled democracy were always nothing but a set of pappy-shows.

    What is wrong with a country when everywhere these morally bankrupted institutions are being shown to be hindering development but yet they remain central within national ethos?

    Arise, arise and put paid to the backwardness of elected dictatorship and bourgeois democracy.


  3. Sewage crisis ‘foremost in mind’

    Ex-offical ‘unaware of details’ of BWA restructuring

    SHE WAS CAUGHT UP in the national crisis of sewage in the streets on the South Coast, says former Barbados Water Authority (BWA) manager Patricia Inniss, and was not aware of the details of restructuring at the state entity.

    She added it was two weeks before she was dismissed in January 2019, that she learnt about some of what was occurring.

    Inniss, the former director of waste water management with the BWA, was responding to questions yesterday during a hearing before the Employment Rights Tribunal (ERA).

    She is claiming unfair dismissal, and after sorting out issues surrounding her witness statement, she was questioned by attorney Senator Gregory Nicholls, who is appearing on behalf of the BWA along with attorney Pierre Cooke.

    Inniss is being represented by attorneys Dr Lenda Blackman and Simon Clarke.

    The Tribunal comprises Vere Brathwaite as chairman, Hensley Sobers and Frederick Forde.

    Inniss said her last day at the BWA was January 7, 2019, and in response to whether she received termination payments or monies, pointed out she was handed cheques which she did not return.

    When asked if she was paid $32 487.60, Inniss told the panel she did not receive that amount but got two cheques on the day of her dismissal and three smaller ones subsequently.

    The claimant said she worked directly under the supervision of the general manager, and had months of harassment and was antagonised in the execution of her duties.

    She testified that one such incident was the general manager not inquiring but objecting to her approving vacation for two engineers in her division in which they overlapped by five days.

    She said the general manager implemented a programme to remove oil and grease from South Coast sewage system, but failed to inform the waste water management division and that was part of the antagonising.

    Inniss said she was aware the country had a Barbados Economic Recovery and Transformation (BERT) programme following to her dismissal in 2019.

    “I was very distracted in 2017 and 2018 and my mind was focused on one other major emergency in Barbados and I did not have a timeline in relation to the BERT programme,” she said.

    “Sewage was on the streets of Barbados and in people’s homes, and in their bedrooms,” the former manager said, adding she participated in meetings.

    The crisis began in 2016, and it ended after she left the department, Inniss told the Tribunal.

    She did participate in meetings, with the board of directors and the Government then, but not about the unsustainability of the $10 million deficit of the BWA.

    She said she found out about the deficit after her dismissal as she was unwell prior to that.

    Inniss testified she was aware, based on a witness statement from another manager, that there were about five meetings between the BWA and the union, but could not say they discussed the restructuring.

    While she did not know the extent of whether the BWA was heavily unionised, the Barbados Workers’ Union had members there and bargaining units one and two. There were meetings on salary issues which perpetuated the meetings, she added.

    She pointed out that the management meetings might have dealt with the deficit, but her centre of concern was the sewage crisis, which she calculated started around 2016, where sewage appeared. She said the situation calmed down and then, in 2017, it got worse, and reached dangerous levels in 2018 before it ended in 2019. By then, she was dismissed, she told the Tribunal.

    Fantastic job from HOPE, says Duguid

    MINISTER OF PLANNING AND DEVELOPMENT Dr William Duguid has dismissed accusations of corruption in the stateowned Home Ownership Providing Energy Inc. (HOPE) project.

    The Senior Minister also said Government had “done a tremendous amount of houses” even though not achieving the targeted number.

    He was responding to statements from Opposition Leader Ralph Thorne yesterday in the House of Assembly during debate on the rescinding of a resolution to approve the vesting of two parcels of land at Sargeants Village, Christ Church.

    The former Minister of Housing called Thorne’s statements alleging corruption within HOPE Inc., including some people being enriched, “absolute nonsense”.

    Special Audit

    Duguid said this was clear given what was stated in the Auditor General’s Special Audit On The Building Programmes Of HOPE.

    “HOPE has done a fantastic job. I want to be clear. There has been no infelicities, as far as I am concerned.

    “When the honourable member talks about corruption and puts something like that into the record, [it is] absolute nonsense,” the Member of Parliament for Christ Church West said.

    Duguid added: “The Auditor General himself, [the] overall conclusion [was] HOPE Inc. has achieved modest returns on its programmes.”

    Reading from the report, he said: “As at December 2024, a fouryear span from inception of HOPE, the entity indicated that it had completed 110 houses and a further 61 were under construction. It would also have generated economic activity with expenditures of well over $60 million, thereby providing employment for over 30 contractors and their staff and providing business to a host of suppliers.”

    Regarding the contract for the HOPE project at Pool, St John, the Senior Minister said: “Yes, a contract was signed, but . . . when the contract was signed, Cabinet didn’t have any knowledge of that contract at the time.

    “The board did a contract and ratified it after . . . . Not one cent was paid on that contract. Even although the contract was signed, they were signed without the funding backing the contract, so therefore no money was paid.”

    In regard to the Housing Credit Fund, Duguid said that more than $8 million of the $60 million borrowed “between principal and interest has been repaid”.

    “This is information that has come from the Governor of the Central Bank. So the Housing Credit fund is being repaid,” he told the House.

    Duguid said that Government had “endeavoured to be able to build housing across the country”, and that while it had not achieved the targeted number of homes, it had achieved a tremendous number.

    Houses destroyed

    “Lest we forget . . . we had a hurricane . . . that destroyed hundreds of houses across this country that caused us as a Government to pause what we were doing in terms of our affordable housing programme and focus on Hurricane Elsa and the freak storm and . . . Hurricane Beryl – to be able to get houses done for people,” he said.

    “So we have to understand the context in which the Ministry of Housing was operating.” (SC)

  5. HOPE meant to replace NHC’

    OPPOSITION LEADER RALPH THORNE has made a scathing attack on Government’s management and conduct of Barbados’ housing policy, alleging that the establishment of the HOPE (Home Ownership Providing Energy) project was designed to eliminate the National Housing Corporation (NHC) and shift housing development into private hands.

    During his near two-and-a-half-hour presentation on a land acquisition resolution debated in the House of Assembly yesterday, the Christ Church South Member of Parliament challenged the Government on its promise of delivering 10 000 housing solutions over the next few years.

    He also questioned how $60 million borrowed from the Housing Credit Fund and allocated to the Ministry of Housing was spent.

    Thorne’s fiery presentation came after Minister of Housing Christopher Gibbs had admitted that the NHC was “inadvertently omitted” as the vesting entity in a 2022 land resolution in which 7 021 square metres of privately-owned land at Sargeants Village, Christ Church, was compulsorily acquired by Government for housing development.

    Thorne seized on the omission, repeatedly pressing the Minister of Housing to name the person in whom the land was vested.

    “Whose name was inserted on the original document?” the Opposition Leader asked repeatedly.

    ‘Failed’ housing projects

    In a presentation repeatedly challenged by Government MPs, including Deputy Prime Minister Santia Bradshaw, Attorney General Dale Marshall and MP for St Thomas, Cynthia Forde, Thorne raised the issue of “failed” housing projects, specifically calling attention to that at Pool Land, St John, and to the HOPE housing project at Vespera Gardens at Lancaster, St James.

    Referring to Gibbs’ remarks, Thorne said: “The Honourable Member said that this Government pursues joint ventures and that this strategy ensures ownership of land and acceleration of projects. I take philosophical opposition to that rationale. You don’t need a joint venture to ensure ownership. Ownership is just a matter of conveying land from the vendor to the purchaser, and it is what NHC has been doing for years in this country,” Thorne contended, adding the NHC had “built several houses in Barbados from the 1950s”.

    “The NHC was fired by this Government in favour of something called HOPE,” Thorne contended.

    BLP moves spark opposing perspectives

    AS THE BARBADOS LABOUR PARTY (BLP) moves to refresh its slate of candidates ahead of the next General Election, two political analysts are sharply divided on whether the changes reflect dominance or carry longerterm risks for the governing party’s hold on power.

    Political scientist Peter Wickham said while latestage candidate changes would normally weaken any governing party, the BLP was operating in an “abnormal” political environment that allowed it to take risks few administrations could survive.

    “Under normal circumstances, when you change a candidate, it does mean that the incoming candidate is set back somewhat because the person basically has to build familiarity and so on,” he said yesterday. “So, under normal circumstances, the expected outcome would be that the candidate would be set back and certainly making changes this close to the election would normally be a waste.”

    However, he was quick to add that those rules no longer apply.

    “The difference is that in this scenario, it’s clear that the Prime Minister obviously doesn’t see a problem,” Wickham said, suggesting that the Prime Minister had access to political intelligence that gave her confidence the party could “win notwithstanding”.

    His comments come ahead of nomination meetings for St Michael Central and The City of Bridgetown tomorrow and Saturday, respectively, following earlier selections in St Joseph and St Thomas, signalling that the BLP was finalising its electoral line-up.

    In St Michael Central, Speaker of the House of Assembly Arthur Holder will not be returning to elective politics. This development has heightened interest in whether the constituency could become vulnerable without an incumbent candidate.

    Wickham dismissed that concern, arguing that the Opposition Democratic Labour Party (DLP) lacked the strength to capitalise.

    “If you look at the alternative in St Michael Central, the individual (DLP’s Senator Andre Worrell) has never run before in that constituency,” he said. “He ran before in St John and it was easily one of the worst performances in the Democratic Labour Party’s history there. So, generally speaking, I don’t know that the alternative option is any better than what is currently there in terms of familiarity with the constituency or having a long-standing basis.” He added that only in marginal constituencies would such changes meaningfully affect outcomes. “If that were to be done in a place like St Philip North, I would say it might make a slight difference, or maybe in St John perhaps, but none of the changes that are being anticipated are like that.”

    However, Dr George Belle has taken a more cautionary view, warning that dominance could breed overconfidence, and that internal changes should not be assessed solely through the lens of opposition weakness.

    The retired University of the West Indies lecturer said while the BLP’s margins currently appeared secure, repeated candidate turnover risked weakening long-term constituency bonds.

    “When voters grow accustomed to seeing familiar faces removed or replaced, it can dilute accountability and emotional attachment over time,” Belle said in previous commentary, cautioning that electoral politics was not only about numbers but also trust and continuity.

    Wickham pushed back strongly against that line of reasoning, insisting that the historical record supported the BLP’s confidence.

    “If there were a Democratic Labour Party swing, The City would be vulnerable, but I think it’s painfully obvious that that’s not happening,” he said.

    He noted that the BLP only lost The City during major national upheavals.

    “The Barbados Labour Party lost The City in the swing of 1986 and then again in the swing of 2008,” Wickham said. “If you’re talking about that kind of political moment, then yes, you worry, but the conventional wisdom doesn’t apply here because the circumstances simply don’t exist.”

    However, Belle told the MIDWEEK NATION that relying too heavily on opposition weakness can distort strategic judgement.

    “Political dominance is not permanent,” he warned. “Strong parties fall when they stop interrogating their own decisions and assume voters have nowhere else to go.”

    The decision by Member of Parliament for The City Corey Lane to step aside after a single term was described by Wickham as principled rather than politically damaging.

    “He determined less than a year in that it wasn’t going to be something that he could continue doing. He felt that if he could give 110 per cent, he would stay. I fully respect that.”

    He rejected any suggestion that constituents would see Lane’s exit as suspicious.

    “I don’t think that there’s a person in Bridgetown that could have a problem with that. He’s being honest and fair and saying, ‘No, I can’t help you in a way that I believe you should’.”

    Wickham also highlighted the personal cost of the decision.

    “He’s stepping aside at a point where he is not pensionable and would not have done enough to benefit from a pension. That must be a difficult decision to make. He’s making it notwithstanding and I do respect that.”

    Belle, while acknowledging the integrity of Lane’s choice, argued that frequent exits by relatively new MPs could create perceptions of instability if repeated too often.

    “Renewal is healthy, but when renewal becomes routine, voters begin to ask deeper questions about political sustainability,” he added. (CLM)

    Based on the #ConstitutionalProcess, under the Barbados’ Parliamentary System, the sitting government (in this case, the DLP, led by PM FUMBLE* Stuart) remained in power as a “MINORITY” GOV* until a by-election or defection could break the tie!!!

    The 2013 “NEAR-TIE HUNG” parliament was an exceptional event, reflecting a highly divided electorate at the time amid economic challenges – for no other general election in Barbados since independence (1966) has resulted in a hung parliament!!!

    THIS TIME AROUND, COULD THE PENDULUM SWING TOWARDS ANOTHER POSSIBLE HUNG PARLIAMENT, WITH THE MAJOR DIFFERENCE BEING THAT A COALITION OF MINOR PARTIES BECOME KING MAKERS IN THIS PROCESS

    I have to agree with you and say they have faltered badly over the last few years. I am not ashamed to admit I voted for them last time, but this time I really am not that comfortable doing so again.

    I mean look at this last confusion now with Savvy. The PM told the AG it is alleged a few years ago, that the Savvy issue was to dealt with as a matter of urgency with regard to the carpark and its ownership. We were told from the PM she would come back and advise us “very soon” on the matter. Never heard a word and now the matter has erupted, which again is being badly handled. The government needed to publish a proposed drawing in the press outlining to all what was being done and at that time confirm to the food vendors there, that they would not be touched as would have been confirmed by the propose published plan. Further to that they should of offered them 5 year leases with option of renewal, subject to conditions there and then. But no they instead make a half ass statement saying they are acquiring the land and “don’t worry wunna will be alright.” Lord man respect these people as small business people and deal with them as you would with Massy or any other entity! If the above was done properly you would not have experienced the confusion that followed, with vendors not knowing if they were going to be without income. Its not too late now to do this either, so that not only the vendors but we the public can see a drawing on what is being proposed for that area.

    Then we had the tint confusion again badly handled. When the inspection stations were testing last year, they should have been issuing stickers for windshields saying TINT INSPECTED AND APROVED. But no people lined up to be inspected with no more than a ” you good go long” verbally as an instruction. And by the way I still seeing nuff dark ass tint on the road too!

    Well we know the AirBandB was to protect the hoteliers dem want to invest here in Bim so let we left that there. Even if they claim that was not the case, then dialogue was sadly missing prior to implementation.

    I mean I could carry on but I am sure wunna get my drift. It seems as if there is not enough dialogue with us the taxpayers before decisions are being made. I am not saying they have to come to us on everything, but surely on major issues we should be thought of BEFORE such a decision is made. LIKE TEKING UP THE HOLETOWN BEACH ACCESS FOR ANOTHER HOTEL!

    This whole thing is idiocy. Trump is going to hit Iran, never mind his talk that Iran is not going to kill the detainees.

    Why else would the British evacuate their Iranian embassy and both US and UK move staff out of the Kuwait military base, on the same timeline that Trump is giving assurance that Iran is being good? That is clearly just talk to set things off guard.

    The problem is, while Iran does not have nuclear, if the US hits Iran, they will probably take this moment as existential and therefore use what they do have against Israel.

    What does Iran have? Chemical.

    This is not something to be taken lightly, despite the WH idiot thinking that he can do whatever he likes.

    The results will be catastrophic.

    The only way out of this now if if the other Arab states, read Saudis, have told Trump to stop.

    But if he hits Iran, there will be catastrophe unlike anything the world has seen since the Vietnam war.

    Know that I am not a proponent of any of this, just giving an objective view.

    The Iranian regime is tyrannical, but when making political and military decisions, one must be objective.

    Call to overhaul work permit system

    A CALL IS BEING MADE for a comprehensive re-examination of the criteria used to issue work permits in Barbados.

    It has come from president of the Congress of Trade Unions and Staff Associations of Barbados (CTUSAB), Ryan Phillips, who is warning that the system is increasingly being used in ways that disadvantage qualified Barbadian workers.

    He raised the concern during a press briefing at CTUSAB’s offices at the Garrison, St Michael, yesterday, pointing out that the original purpose of the work permit regime – to address genuine skill shortages – was being undermined by a growing pattern among employers seeking approval to hire nonnationals for jobs that Barbadians are capable of doing.

    “This matter did not reach CTUSAB by accident, but by purpose,” Phillips said, explaining that the issue had been placed on the Congress’ agenda after repeated concerns were raised by workers across several sectors.

    He said they have observed an increasing number of cases where employers advertise vacancies for entrylevel positions such as warehouse clerks, only to later claim that no suitable Barbadian candidates were available, and then apply for work permits to fill those same roles.

    Qualifications

    “From the Congress’ standpoint, this raises serious questions regarding the Barbados work permit system,” he said, stressing that it was never designed to replace Barbadian labour or deny citizens access to employment opportunities for which they were qualified.

    “We hear daily from Barbadians – on the airwaves, in the newspapers, wherever we go – who are willing and able to work, yet are being overlooked for suitable employment. This is often justified on the basis that they lack the requisite work experience, even though they possess the qualifications.”

    The president said this was an affront to Barbadian labour, particularly given the country’s long-standing emphasis on education and training.

    “We continue to boast about our education system, the certification, skills and competencies it provides. Yet workers emerging from that system are being told they are still not good enough for jobs in their own labour market.”

    Phillips cautioned that the implications extended beyond individual job seekers, pointing to broader economic and social consequences if the trend continued unchecked.

    “It is unfortunate that workers are being denied opportunities that allow them mobility – the chance to advance from low wages and escape substandard working conditions,” he said. “It also appears that some employers are unwilling to invest even minimally in training to help employees elevate themselves to the next level.”

    He said such practices could be contributing to what is often described as a labour shortage, adding that the issue may be more about employer behaviour than an absence of available workers.

    “This has real consequences for our country. It affects confidence in the job market, increases frustration among workers and creates the perception that Barbadians are being sidelined in their own economy. That is not healthy – not for industrial relations, and not for long-term national development.”

    Against that backdrop, he said CTUSAB is calling on employers to engage in “fair and genuine recruitment”. He also urged the relevant authorities to apply greater scrutiny to work permit applications, particularly for roles that Barbadians can and should be filling.

    “This is essential to eliminate the potential abuse we are seeing, to the detriment of Barbadian labour and CARICOM nationals.”

    Phillips called for stronger collaboration between employers, trade unions and training institutions to ensure local workers are properly prepared and afforded equal opportunities in the labour market.

    “Protecting opportunities for Barbadians is not about exclusion; it is about fairness. Our labour market must work for the people who live and work here, and that principle must remain at the centre of our development.” (CLM)

    Barbados has not ruled out the possibility of joining its Caribbean neighbours in taking US asylum-seekers.

    However, Minister of Foreign Affairs Kerrie Symmonds has given the assurance that the country had not yet been approached by the US to discuss any potential refugee agreement.

    Last week, the Donald Trump administration reached agreements with Dominica and Antigua and Barbuda to host foreign nationals seeking asylum, as the US continues to spurn refugees from conflict and civil strife around the globe. This week, Saint Lucia became the fourth CARICOM member to finalise a similar arrangement with Washington to facilitate the resettlement of refugees in third world countries.

    “They are going around the Caribbean, and I would like to think that we would not be left out. They have not reached out to us yet, so we will just wait and see,” Symmonds told Barbados TODAY in an interview. “It is not something we are looking forward to …”

    Asked whether Barbados would be willing to accept foreign asylum-seekers, the foreign minister replied: “We will cross that bridge when we get to it,” though he did not rule out the possibility.

    Symmonds declined to comment on what conditions Barbados might attach to any deal with the US, reiterating that the country had not yet heard from the Trump administration.

     The minister noted that Antigua and Barbuda had stipulated that it would not accept asylum-seekers with criminal records, while Dominica has said there were “careful deliberations of the need to avoid receiving violent individuals or individuals who will compromise the security of Dominica”.

    In Roseau, Prime Minister Roosevelt Skerrit described his country’s arrangement as “one of the primary areas of collaboration” following the imposition of partial US visa restrictions. The Dominican government has been in discussions with American officials in efforts to resolve those entry limitations.

    Skerrit did not specify when the transfer of asylum-seekers might begin.

    With a population of roughly 72 000, Dominica’s announcement sparked concerns among citizens about whether the island can absorb additional arrivals.

    Last month, the Trump administration expanded travel restrictions to 20 more countries, including Dominica and Antigua and Barbuda — the only CARICOM nations on the list. The measures took effect on January 1. CARICOM member state Haiti was on the original list of countries banned from visa applications.

    The Trump administration has made similar arrangements with other nations, including Belize and Paraguay, as part of wider efforts to press Latin American and African states to take in asylum-seekers.

    Palau, a western Pacific archipelago roughly one-sixth the size of Barbados, signed a deal last month worth US$75m (BDS$150m) in foreign aid after five months of negotiation.

    Trump has largely frozen traditional refugee resettlement to the US after suspending its refugee admissions programme in January 2025, arguing that new arrivals would be “detrimental to the interests” of the United States. For the 2026 fiscal year, the US – the world’s richest nation with a population of 330m people – has set a record-low ceiling of 7 500 refugee admissions, down from the 125 000 target under the previous Joe Biden administration, with priority given in official guidance to white South Africans of Afrikaner descent.
