What Was Exchanged for This Giveaway?

On February 25th 2025, a notice was placed in the print media by the Director, Planning and Development Department of an application by Afreximbank to develop land at Jemmotts Lane.  The description of the project was for a hotel and office facility including a conference center. The notice also stated that persons who wished to view the file could do so on the department’s website and that there were 14 days within which to object to the plans. The direct link for the file is – Erection (in principle) of a Hotel and Office Facility including Conference Centre.

It was reported in Barbados Today that “Opposition Leader Ralph Thorne has raised “serious concerns” over the recent vesting of 2.037 hectares of prime state-owned land at the corner of Bay Street and Jemmott’s Lane to the Afro African Export-Import Bank (Afreximbank), free of cost. ” Then someone shared what appears to be the official unsigned document regarding the vesting of the property based on Cap 225 of the Laws of Barbados. In essence the Leader of the Opposition had raised the alarm. 

Cap 225 of the Laws of Barbados pertains to the Acquisition and Disposal of Crown Land. These are land that belonged to the English Crown and are now the property of the people of Barbados.  In essence, our and our children’s birthright.

By definition, when a buyer purchases real property, the manner in which they will hold the title on that property is known as vesting. Most Barbadians would be familiar with this term when crown land is being vested in the National Housing Corporation to build government housing or to subdivide for sale. 

After reading the Act, when crown lands are vested to another government entity, it is treated like a transfer for better management by the public service. For example, the Minister of Housing and Lands vesting lands to the NHC to undertake sales or building. Besides this exception Section 5 of Cap 225 of the laws of Barbados in my opinion only refers to the sale of land or property not giving away land without payment.  It specifically states that the funds from the purchase are to be stored in the Consolidated Funds.  It causes one to ponder on the legality of government giving away the land at Jemmotts Lane without receiving payment when the Act specifically states that payment is to be received and where it should be held.

The Leader of the Opposition Ralph Thorne rightly queried if the government of Barbados was a member of Afrexinmbank. Only under that condition could this vesting be treated like an internal transfer as in the case of the lands being given to the Caribbean Development Bank. Barbados is one of the member countries of the Caribbean Development Bank.

There was a deliberate attempt to deceive Barbadians.  The notice was placed in the newspaper on February 25th, 2025 requesting objections in 14 days yet there was a document of Parliament dated Wednesday March 12, 2025 when the official deadline for the submission of objections on the Department’s website was March 14th, 2025.  This matter should not have gone to Parliament until after March 14th if there were no objections and later than this date if there were objections.

Whereas the notice from the Planning and Development Department states that the purpose of the development is for a hotel, office facility and conference center, the unsigned document of Parliament only states that it is for a Trade Center.

All we know is that Afreximbank is a for profit commercial entity which has billions of dollars in assets and that the government of Barbados has entered into a memorandum of understanding for trade and investment with this entity. It makes one wonder why such a wealthy bank cannot afford to pay for the property at Jemmotts Lane.  Despite what the Minister of Housing and Lands said, that there are significant benefits to be gain from that bank, one can argue that we have derived significant benefits from the world bank and other financial institutions without giving them free land from which they also intended to profit.  Ultimately, based on the law no memorandum of understanding entitles Afreximbank to free land in Barbados!

If it continues like this not even the sea water and sand will be left for the people of Barbados. They tested us with Mrs. Ram Merchandani’s property and we did not stand up for her. Then they started selling out our public places and now they have sunk to an all-time low of giving away what is left. As a people, we have to get to the bottom of this, even if it is pursued through the court of law.  No one is above to law and this selling out and give away of our inheritance has to stop.  Politicians are just our stewards.

    Since you mentioned the Senate today, it was refreshing to hear some common sense contributions from Mr Chris Maynard on the value of PREVENTATIVE dentistry services for children, and also especially on the FOLLY of public announcements instructing citizens NOT to come to the QEH – unless they are practically dead.

    Bushie always laughed at the expectation that a BB who has a once in a lifetime health crisis – is required to explore various options BEFORE heading for THE INSTITUTION THAT IS DESIGNED AND BUILT for exactly such situations…

    ..so rather than FIX the QEH to achieve its mandate, they send victims away, ..so as to manage waiting times…

    Yes I did, how do you justify owing these Bajans and then giving way land that could be sold to help settle our peoples debt. Alot of those owed are not wealthy Bajans either. Some are people who gave a few hundred square feet so a road could be widened and stuff like that. What Mr Mallalieu should of shared is HOW LONG many have been owed.

    The other thing is we are trying to be seen as a premium destination for business and tourism. If we are so premium how does it look that we must give away a multi million dollar gift of land to attract an investor, when we ask other investors from other countries to come in and pay their way? This is not a concession with an expiry date, this is an irreplacable piece of prime state land, our land!

    Surely even the most blinded party faithful has to see that this decision is an act of blatant stupidity, unless of course there is some massive benefit here that is a state secret.

    Yes from memory that was said. Thing is what recourse do these owed have? They can take the state to court but that could be 10 years. They could make a noise and be paid in government paper that could be rolled over prior to maturity. What recourse do these people have?

    The restructuring showed that when the state owes you there is no guarantee. A default is a default regardless to who or the amount. As I said Holetown was just the beginning that showed where we Bajans stand in the pecking order with our leaders. It is truly concerning that is for sure.

    That was a shot across the bough…for weren’t all the prior payables for land acquired settled via Series J Bonds? The inference being, that money owing is from this administration. And Sen AM is a real estate fella, this is right in his wheelhouse. The number on VAT/tax refunds could be higher.

    Do NOT buy a GoB Bond or TBill. Protect yourself.

    That’s it.
    They could have leased the land for 100 years at $1/yr.
    The developer proposed is a PRIVATE for profit corporation, with a current head office in Cairo, Egypt. Based on IPO filings is seeking to go public.

    Is the message that Barbados is so economically unviable, that without the free land, the proposed development couldn’t be justified? Or are we back to guessing somebody(s) is getting benefit for facilitating this deal?

    Hopefully Bajans will not let this slide into a 7 day wonder, but will continue to object and pressure our divine leaders. What I am begining to notice though is a trend where “wunna could shout, but we will do as we see fit and wunna ain’t owed no explanation either.” Or they offer some feeble explanation to just brush past the issue.

    This to me is the most worrying part of this whole issue. Is it now a dictatorship by election? If so what can we expect if they win the next elections even if not by 30 to 0?

    Will await to hear on the merging of government headquarters and the Geriatric Hospital into the next hotel project. All we got to do is shift the road to turn left at the lights then right into the old Geriatric entrance, then brek a right that would put you out by the basket ball court and just so you got beach front access. Now this could be the plan or I might be just talking foolishness. Pick the one you want and run with it. It might cause little more traffic and you would lose the view of the sea pun a morning in traffic, but cuhdear that is a small price to pay for progress you don’t think?

    Let we start a holding company and call it Mandella Holdings LLC and see if we cant get the above land for free too! I going see if we could rent a drop box in Africa to make it sound important, with a nice African address and everything!

    Is it any wonder that Barbados is broke.

    This particular Mark Maloney project appears to have been flagged as early as 2016 when it was alleged that its construction costs were at least double the normal expected costs of similar social/ public housing estates. Fast forward to June 2024.

    Even Stevie Wonder would be able to see that it’s the built environment and all of its scope that allows and facilitates a parallel economy where the people’s money is allowed to disappear into thee ether.

    Perhaps we should impose an immediate moratorium on all future and proposed construction projects within the country. Mia should be told that this industry is the root cause of graft which puts into question the sovereignty of the country.

    Is she aware of this? Does she care? I would ask her to look at her conscience. This building frenzy construed by our Prime Minister will become the harbinger of destruction for Bajans.

  27. The part in the leaked HOPE report that highlights the fact that the slab method is more expensive than traditional block methods was long known…
    Additionally, the many problems with leaks, constant repairs, and complaints from buyers should make us all wonder how THIS got the nod for the already questionable hospital in the Belle water zone.

    The answer is really quite simple…
    What ever the party finiancier happens to be selling, .. becomes top priority when their paid puppets get elected to parliament.

    So our ‘national spending priority’ for the last 15 years has been construction. Houses, Hotels, Office Buildings, Monuments, Highway Barriers, Cement Plants ….ANY shiite that requires MILLIONS and MILLIONS …. even if left to rot afterwards at HOPE…

    And to keep it focused, this expensive ‘unique’ method, that excludes the other builders (who only provide measly $7500 donations…) has become the flavor of the day… DISPITE THE MANY COMPLAINTS, LEAKS, AND LAW SUITS.

    What a place…

    To their credit, they did make an attempt to diversify from construction, and into ‘pharmaceuticals’ – with the usual bluster of making Brassbados the pharmaceutical hub of the region.
    Unfortunately this Radical Vaccine scheme did not get off the ground – after ’two smart’ walked into “three-smart’ s” front door and got stung…

    This political scam of raiding the treasury via unscrupulous business people, enjoyed a long life with road-building too…
    THAT particular scam involved building 5-year-life shiite roads, that created profitable opportunities for politicians and businessmen that moved the earth – every five years…

    Obviously these jokers are unaware that KARMA is now operating in TURBO mode…. where shiite that formerly FESTERED for decades is now being flushed in DAYS…!!

Isn’t it funny that a site to celebrate the British landing is occupied by the police and a court? Government avoids having to build or pay to accommodate Afrexim as obligated by granting them land worth $17M, which automatically results in net $343M in the local economy but somehow you confused. We are getting not just offices for the Bank, which is not the same as Sandals as argued here though Sandals got a wash pan of concessions and permission to slaughter trees and heritage, but a broader redevelopment of a site earmarked in a publicly available, parliament-approved document for a mixed-use project. Ah bet you aint read the bill/act or any of the related documents? The long-awaited economic regeneration of Bridgetown is finally taking shape and I’m here for it.     It is not the stated INTENTIONS of government that raises ire on BU.
    NOR is it the various priorities that wunna have set out…
    It is the LACK OF TRANSPARENCY and HONESTY displayed throughout the process.

    For example…
    It may well be true that Mr Maloney is the only viable partner for all large construction projects undertaken by your party.
    If that reality was established via a transparent bidding process, with an independent Contractor General overseeing the process, then your approval level would immediately go from dismal and suspect, – to outstanding and trust worthy.

    If the details of what went wrong with PREVIOUS failed projects (BOTH DLP & BLP)- such as :
    Cahill
    Four Seasons
    Almond
    Sandals
    Clear Waters – or what ever…
    HOPE
    the Steel houses fiasco
    The TOTAL road building fiasco
    Ministry of Sutherland
    NIS
    NISS
    …and the countless OTHER issues ANNUALY highlighted by the Auditor General

    If these were openly analyzed, reviewed, AND CORRECTIVE ACTIONS TAKEN, …like is STANDARD PRACTICE in sound management.
    Well then you could ask for public support.

    Did you REALLY think that after being assaulted OVER and OVER, with and without vaseline, Bajans would SUDDENLY come to trust you and your BLP clan just because YOU say so..???

  30. Net $343 million is a pie in the sky figure not yet obtained. It’s like the 10000 houses that wunna was building with HOPE and the wash of other pie in the sky claims, like a pharmaceutical centre and what another one say now, oh yes a $20B dollar economy by year some shite. Or the the large scale Marijuana industry that by now should of seen plants from north to south. It’s all talk in other words, little of which ever materialises.

    On the reality side though where cows do not fly or sheep talk, we have a gift of millions of dollars of state land given away, because without doing this the bank will not come apparently. So we so brek we going slowly give away what little land we have to attract businesses? What happens if the businesses dont materialise the plan is to beg back for the land then? Wunna remember when you all pay Trump Airways $million dollars for them to come here with 1 flight?

    There is nothing you or any of the other faithfuls can say to make this ” gift” right in the eyes of the Bajan public, so accept that and move on to your next piece of land on your hit list and we both know where that is don’t we?

    Kindly explain the obligation.

    Why would this surprise anybody? Has the GoB read the NIS Act, or any of the requirements associated with the TB, the QEH, or any of the entities they incorporate.
    The same ICBL involved in Holetown, has not filed a quarterly report since Q3 of 2023, not a peep out of the BSE. Have they halted trading?

    Do as you like seems to be the current operating principle.

    pavilion space across Bay Street, the combined campus and
    Carlisle Bay beach access creates a unique environment
    for a multi-phased project. There is potential to develop
    the property as multiple sites for local entrepreneurs to
    participate in providing residential/ bed and breakfast style
    accommodation and/or a learning and health focussed
    campus.
    The transformation of Bay Street into a pedestrian priority
    boulevard animated by cafes and restaurants and a highly
    walkable environment is at the new front door for the
    Reinvestment Area.

    The confusion may come, because the map indicator shows a dotted line around the property, which includes lands south of Bay St. But the written description does not.

    You may be right there but what is undeniable is that the piece of land has been offered with the land across the road as beach access and parking. Now if you read the document carefully is does not state that the beach land and access is PART OF the sale. So if land across the road is not part of the sale it must revert back to public state land which must be left as a public carpark with the beach between said carpark and ocean left clear and untouched. So at the very least Kinch may well need to sell those 2 spots back to the state and keep just the old eye ward and the beach in front that building only. Is this not what the AG was suggestion about a hear ago?

    Essentially, the proposed development by Afrexim, fits well within the conceptual planning framework.
    No issue. Exactly why the GoB had to give the land for free is less clear.
    Possibly @enuff may expand upon the ‘obligation to grant the land’?
    The PM stated in Aug 2023, that the vendors at Savvy could stay, irrespective of who owned the land. So already some of the parking lot which had existed since the PM was a little girl, is unavailable?
    To besides, the intent is make Bay St a ‘a pedestrian priority boulevard’, exactly what that means I don’t know.


  36. The real joke is that government very likely has good intentions, and would genuinely like to leave a legacy of positive development for the country.

    However there are a number of challenges…
    1 – The skill of managing diverse sectors in a fast-changing and highly competitive world is NOT intuitive, nor is it automatically endowed upon being ‘elected’.

    2 -The tendency for key players to be nepotistic, open to bribery, subjectable to blackmail and threats, or just plain incompetent, is another challenge

    However,
    If the BLP had been able to use their extensive PR investments to BRING BAJANS along with their vision of development, – EVEN IF SOME ADJUSTMENTS became necessary for consensus, we would have seen a completely different result.

    Instead, the BLP (and government) PR was used to convince us that the PM is some kind of special talent – who has the individual skill and ability to lead us to success.

    Unfortunately, except for begging for loans and grants around the world, the ACTUAL RESULTS (with garbage, sewerage, transport, pot holes, QEH, NIS, Housing, Energy, HOPE, STEAL, Crime and Holetown) EASILY dispells any such myths….

    A completely DIFFERENT approach to governance is the MINIMUM requirement – if ANY sanity is to ever return to national decision making bout here..

  39. Kemar is clueless as always and should stick to posing as an economist. The identification of an area as one for strategic redevelopment does not mean it has to be sold or developed as a whole. Secondly, a primary school student can see that the area as a whole is outlined with a heavy purple line and the individual sites within the larger strategic area are outlined in RED. If Kemar were right, why is Maloney doing Hyatt separate from the Pierhead developer when that area of Bay Street is a SRA? BU loves the xpurts.

    Under BOLT government still have to be on the hook for clearing the land + building/s development + maintenance ( a continuous expense) + cost over run

    In order to develop the property -government would probably have to increase the deficit fo the coming financial year + obtain a loan which may require interest ( and probably paid back in FX)

    The land would remain ours but all the responsibility of the expenses would also be ours with THE ONLY revenue coming in from the bank leasing ( but will now be paying property tax) .
    There would have been NO REVENUE from the sale of the land
    Revenue from leasing would have to cover the loan ( until it’s paid back) + maintenance ( continuous)
    Revenue from land tax goes to BRA

    Some are saying giving the land is a giveaway / concession but if you take into consideration the requirements of the headquartered agreement is it really ?

    You can probably ask someone like Jeremy Stephens for a snapshot opinion on the cost/ benefits of the agreement/ arrangement

    We all would like government to keep down the deficit and the borrowing they are doing exactly that with this arrangement yet the two that bark loudest ( daily ) against deficit and borrowing are the ones barking loudest against this arrangement

    To carry John 2’s reasoning to its logical conclusion, we should therefore give the whole messed up country to China, (the most successfully run country around) and let Xi solve our various problems for us…??

    That is even worse than burrying our talents in the sand – and complaining about not having as much as others…

    It is actually suggesting that we GIVE our little talents to other REAL REAL people, who have shown that they are able to properly invest in THEIR given talents… and hope that Enuff crumbs fall off the beach-front properties to keep us alive….

    …Bring an outside consultant

    … hire White Oak – when UWI is full of talk…

    TRUE success is about maximizing the use of whatever little you have…
    It is NOT about covering what OTHERS seem to have….

    It is the world’s largest custodian bank and securities services company; as of September 2024, it has $2.1 trillion in assets under management and $52.1 trillion in assets under custody and administration, making it the first bank to surpass $50 trillion.

    It makes perfect sense to me for Barbados to put its money into an African Bank instead of an American Bank as Americans are stush
