There is always distrust between citizens and the state. The vulnerable believe government is never doing enough to create an adequate safety net to satisfy social and financial needs. The haves believe government sees them as a ready target to bolster the public purse among other reasons.

The middle class in Barbados, especially post the global financial meltdown of 2006-2007, took a big hit. Significant assets were wiped out overnight and the emotional trauma that was attached. The reality is that the haves must accept we have a responsibility to shelter the most vulnerable in society mainly through the taxes withheld and philanthropic activities. Competing priorities for limited resources, often compounded by mismanagement of the public purse means the struggle is real between for civil society.

Current trends in Barbados suggest the level of distrust between government and the people has spiked in the last three to five years. The blogmaster is unable to fairly summarise the dynamics leading to the situation, BUT, intuitively suspects the debt restructure in 2018, introduction of a poorly implemented national (Trident) ID card, concerns by ‘average’ Barbadians about the cybercrime bill and the vacuum created by no parliamentary opposition maybe at play.

These four occurrences (there are probably others) in the opinion of a lowly blogmaster have served to be a catalyst for an unprecedented level of distrust in the country. There is hardly an initiative tabled by government (and private sector) that is accepted in principle by people and sometimes private sector entities. For example, the latest brouhaha is the Labour Clauses (Concessions) Bill, 2024.

There is a contradiction where on the one hand we self congratulate about the high level of education attained. On the other hand, we continue to demonstrate a lack of ability to dispassionately unpack and resolve issues without animus and acrimony.

We must find a way to facilitate public discussions to inform how we mature as a young nation. This is opportune at a time consultations on a new Constitution for the republic and parliamentary reform are in the pipeline. What is missing is the leadership factor to crystalize concerns in order to facilitate constructive engagement between stakeholders. We have reached a point where this type of intervention cannot be led by politicians.

Members from academia must step up, WE educated you, the time has come to deliver a higher ROE (return on education).

The purpose of formal education is a knowledge source to enhance students’ skills, methods to capitalize and motivate their curiosity to improve their wellness and understand how their environment works. The rigid formal health education system requires social actions.

  3. Weighting on the public’s mind and adding to growing distrust could be a burgeoning public debt. It does not matter the declining GDP number which is correlated to tourism growth rather than real productivity.

    Spending to go up

    GOVERNMENT IS ESTIMATING that its spending will increase by more than $1 billion in the next financial year starting April 1.

    This is outlined in the Estimates of Expenditure and Revenue for the financial year 20242025, which was laid in Parliament yesterday ahead of the start of debate on the Appropriation Bill, 2024, in the House of Assembly next Tuesday.

    The increased expenditure includes an additional $237.3 million which the Ministry of Finance, Economic Affairs and Investment is projecting will have to be spent repaying debt, including interest, in the next financial year.

    Other spending priorities detailed by the ministry include $131.1 million for the University of the West Indies (UWI), a $100.9 million subvention for the Queen Elizabeth Hospital (QEH), and $9.8 million for the island’s hosting of the International Cricket Council’s Men’s T20 World Cup 2024.

    Government estimates that its total expenditure for the new financial year will be $4.66 billion on the accrual basis, and $4.59 billion on the cash basis.

    Accounting records

    Accrual accounting records revenue and expenditure when transactions occur, while cash accounting does not note them until the money is received or spent.

    The projected total expenditure represents a $1.1 billion increase in overall spending on the cash method of accounting, which is 31.8 per cent higher than the revised figure of $3.48 billion for the 2023-2024 financial year ending March 31.

    “Of the amount approved for the 20242025 financial year, $3.42 billion represents current expenditure and $1.24 billion represents capital expenditure and amortisation,” the Ministry of Finance stated.

    Government debt repayments, including interest, are estimated to be $1.6 billion in 2024-2025, up from the revised projection of $1.37 billion for the current financial year.

    The ministry said that when debt payments (amortisation), excluding interest, of $817.8 million are taken into account, Government is expected to have a $251.9 million fiscal deficit on the cash basis next financial year. This implies that interest payments alone will be $782.2 million in 2024-2025.

    “Expenditure on goods and services is expected to increase by $62.8 million over the revised figure for 20232024 to $635.3 million. Current transfers are projected to decrease by $61.8 million or 5.5 per cent to $1.05 billion,” the ministry noted.

    Regarding revenue, it said on the accrual basis it estimates this will be $3.72 million in the new financial year, and $3.54 billion on the cash basis, “an increase of $322.6 million or ten per cent over the revised revenue of $3.22 billion for the financial year ending March 31”.

    It is projected that Government will have a primary balance, which is revenues minus all expenditures except debt payments, of $558.6 million in 20242025.

    In addition to the financial support for UWI and the QEH, the Ministry of Finance said the Estimates have budgeted funding of $10.4 million for the Elderly Care Programme, $8.2 million for Invest Barbados, $15 million for the CAF Road Rehabilitation Programme, and $10.2 million for the Smart Energy Fund.

    Subventions

    There will also be subventions for the Child Care Board ($20.6 million) and the Welfare Department ($33.5 million).

    Other projected expenditure includes $2.6 million for the Fiscal and Growth Councils; $1.6 million for the Change Management Unit in the Ministry of Education; $4.6 million to upgrade Consett Bay boatyard and repair the west jetty and haul up facilities at the Bridgetown Fisheries Complex; $3 million for the fire service mechanical workshop, and $3.6 million for work on the West Wing of Parliament.

    The ministry said finally that there will be funding for the female dormitories at the Police Training School ($6 million); the Hope Agriculture Training Institute and the UWI Centre for Food Security and Entrepreneurship (China Aid Project) of $6.9 million), and the schools’ digital technologies programme ($11.9 million).   5. The problem is many people don’t understand ‘debt,’ or the difference between debt incured for productive and unproductive purposes. Ironically, the DLP complained about the level of borrowing undertaken by the Arthur administration. Yet, an independent, unbiased analysis of Barbados’ economy during the DLP’s tenure, indicated they borrowed ‘twice as much.’ Now, we’re seeing a further increase in debt under the current Mottley administration. Unfortunately, rather than seek information from the relevant independent sources, we prefer instead to repeat ‘buzz words’ from politicians and politically biased academics the press often consult for ‘expert opinions.’

    There is a word that describes doing the same thing over and over and expecting different results, it’s : madness.
    When we dump all the cliches and expertise on global events, the question remains : What exactly are those we have entrusted doing to improve the lives of the downtrodden masses , the majority of whom are Black.
    We are constantly reinventing the wheel ; in terms of public discourse , even the new voices are sounding very much like the ancient apologists and partisan parrots.
    Where is the vibrant new creative policies for : education, housing, public transportation, garbage removal, health, tourism, manufacturing, crime,
    roads, etc., ?
    In the meantime we have some trying to prove that somehow, our so-called “curse” started when slavery was abolished and since 1966 when we became independent and Black leadership emerged. A very cunning way of saying we were better off when we were “kept in our places ” or that we have become “too uppity’. How can we survive , in a society , that still has those, who can boldly proffer such warped thinking ; insulting and essentially vicious perception of our people. A perception that skillfully views us as incapable of managing our own affairs ?
    The blatant truth is that real public discourse has been stymied and perhaps permanently paralyzed since the 1960s when we refused to complete the the progressive independence program promised by those ,who became timid and decided to destroy all anti-colonial voices because they feared that the region would have been economically crippled by those who inherited the economic wealth from the colonialists masters.
    Failure to address matters such as progressive land reform re; Pacha, and cowardice ,in honestly discussing race and the glaring economic disparities has brought us to exactly here.
    Once more Animal Farm comes into focus: it’s now impossible to recognize the pigs from the humans. The pigs now strut about on their hind legs and the best apples are eaten by a chosen few. Call it racism ; call it passe; call it misplaced radicalism. But, we can’t call it a lie .

    Some say we are plugged into the globalist agenda, this explains the many laws and practices (IDB school mess up) being forced on us. It seems our leaders are happy to go with the global flow. Our prime minister has for sure cemented her legacy in that space. If the head is comfortable the tail has to follow.

There is a specific group of academics the media usually refer to for ‘expert opinions.’ For example, Dr. George Bell, Peter Wickham and another political scientist, whose name I cannot remember at this time, are the usual ‘go to’ persons for political analysis. Belle’s analysis has over the years been consistently favourable to the BLP. Although Wickham provides a broad perspective, his analysis favours the political party he supports at the time, while the third guy is a DLP supporter. You’ll also notice that whenever the party these academics support is ‘in power,’ they are rewarded with ‘picks’ as Senators, consultants, chairmen/women of SOEs, moderators of call-in-programmes or guests on shows hosted by CBC, or the ‘resident expert’ for the TV8 news. Surely this is not the academia to be trusted, and certainly not the one I want “to step up.”

  11. @ David, I never ‘said,”we shouldn’t be overly worried about the current debt level.” My question is if people understand why countries have to incur debt, even those with natural resources. But, perhaps you may be willing to list at least three (3) reasons why you are ‘overly concerned.’

    The blogmaster is not interested in the theory of why governments borrow whenever to shore physical infrastructure, institutional/policy reform, boost international reserves etc. many are concerned we have not been getting bang for buck, we observe mismanagement with government projects with successive governments, besides tourism we have no sector earning significant forex etc. we have to thread many concerns of citizens to understand why ‘debt’ is a weighty matter.

    It’s called academic/intellectual snobbery. You are more than correct regarding Jeff Cumberbatch. However, academics are not alone, when it comes to not publishing under their “real names” , so perhaps you would understand why nobody’s wants to put their name out there because at the end of the day, it’s called self/party survival.
    It’s really a case of the pot calling the kettle black and this underlines why your call for citizen involvement falls on deaf ears ,and the few who dare to go out there and be seen and known usually get cuss by those who feel their political party is threatened.
    Case in point : when the large marches were configured and even the workers were allowed or encouraged to do so to rightfully eliminate Stuart and company, we were observing the antics of those who were being advantaged.
    It was the same thing with the call in programs everyday because it was about their advantage. It was the same on traditional and new/social media , including blogs.
    The voices and academics critiquing the present administration did the very same to the past one. I closely follow Dr. Howard and he is extremely erudite and balanced, along with Robinson, Stevens and a few more.
    Dr. Christina Hinds is quite balanced and we all know that Walter Blackman is an independent thinker. However it’s true to say that Corey Layne and now Tricia Watson were former moderators , who have thrown in their lot with parties of their choice. And there were others over the years. Even David Ellis , had a job during COVID.
    The call in programs reached the level where a moderator actually implied that the bad governance of the then administration could be linked to suicides, when a well known frequent caller to the program killed himself.

  17. To be fair, Dr. GP, I cannot remember any BU contributor challenging Dr. Lucus’ expertise in food biotechnology that would’ve caused him to ‘run from’ this forum. As far as I could recall, even his scenic descriptions of his early morning walks around Bridgetown and surrounding environs, generated excellent discussions, to the extent some contributors asked him to continue. However, some people disagreed with his opinions on muslims. People disagree on issues everyday. For example, I’ve visited and drove ‘all over’ St. Lucia on several occassions, and a guy who travelled to that island only three times in his life time, wanted to argue with me that areas such as Rodney Bay, Monchy, Beausejour and Pigeon Point are not in Gros Islet, simply because he believed Gros Islet is not a parish, but confined specifically to the street that hosts the Friday night activities. ‘Live and let live.’

  22. Barbadians are highly educated as a society, but score very low on the smart index. Voter illiteracy and rote thinking challenges the status quo. To say distrust of politicians is extremely low is an understatement for confidence in government institutions and Permanent Secretaries is shamefully poor.

    A recipe for social upheaval which will be fueled by low educated militant migrantsvfrom the Caribbean.

    What is so tragic is that we had 4000 years to “PERFECT” such a system and have failed at every juncture – why do “GLOBALISTS” et al now believe that they will somehow be able to pull a magical rabbit from a hat???

    A very profound and a well written contribution from your good self.

    I went on record to call out the fact that the majority of black Bajans on the rock are nothing but third class citizens. Sadly, several people took offence to what was clearly evident to the naked eye.

    One only needs to look at the type of construction work, and take a perusal of Barbados property pages to understand what is taking place in Bim.

    Mia boasted that she wanted the island to become the Monaco of our region. She stated that the country’s population has to be artificially inflated by 80,000.

    We now learn that Barbados wants to attract maids, security workers and what it terms “agricultural workers”. All three groups will be working for and providing a service for wealthy foreigners. The so called agricultural workers will be tilling hotel grounds and pruning flowers for those with large residential homes.

    Mia is the darling token black for the western world. Her aspirations, arrogance, and sheer lust for power has come at the expense of her own black people whom she has, largely, abandoned.

By all accounts she was terrible at the job, her contract was not renewed and no one in the Ministry was sorry she was gone. If climate change is such a big issue according to the PM, agriculture should be critical to our long term resilience then messing around with the most important role in the ministry is asinine.

    The 19 economies served by the Caribbean Development Bank are forecast to grow on average by 8.6 per cent in 2024, up from last year’s 6.7 per cent — driven largely by Guyana’s oil boom, the bank’s chief economist said Tuesday.

    But excluding Guyana, the projected growth rate falls to 2.3 per cent, in line with sluggish growth worldwide and the normalisation of economic conditions in the Caribbean, said Ian Durant, the CDB’s director of economics at the bank’s annual review and forecast.

    But the below-average global growth and “persistently high inflation” could undermine the expected modest performance, he warned.

    And the bank looked back on a past year of multiple disruptions, pointing to the lingering effects of the COVID-19 pandemic inflation and supply chain bottlenecks that could follow into this year.

    Durant said: “Escalations in existing geopolitical conflicts or the emergence of new ones that disrupt stability, consumer confidence and investments, critical elements for sustaining economic growth.

    “These events may also trigger supply chain disruptions and rekindle volatility in global commodity prices, necessitating additional monetary tightening that could weaken external travel demand from the region’s primary source markets.

    Additionally, challenges linked to climate change, including natural disasters pose risks to the region. CDB recognizes that higher and sustained levels of economic growth are needed to achieve greater prosperity for the region’s citizens.

    “Raising potential output and building economic resilience over the medium to long term will require reducing high export concentration by raising competitiveness so increased productivity, productivity, and lower production costs.”

    To support these efforts, he revealed the CDB was collaborating with the International Trade Centre (ITC) to assess and recommend improvements in logistics performance. The bank is also aiming to facilitate critical spending needed for development, with fiscal consolidation efforts expected to continue in 2024.

    “Some key recommendations included digitalization of trade and customs processes, investments in modern air and support infrastructure, distribution centres and storage facilities that support efficient movement of goods, modernisation of customs, immigration and tariff rules to facilitate trade and remove barriers and, implementation of information systems with data capture sharing an inventory control to create transparency and optimize logistics.

    “CDB is supporting its borrowing member countries in these efforts through various interventions to accommodate some of the critical spending needed to accelerate development,” Durant said.

    “Marginal expansion in the fiscal stance of some borrowing member countries is projected in 2024. But most are expected to maintain positive primary balances, bolstered by continued economic growth.

    “This would allow for continued convergence of the fiscal and debt targets as fiscal consolidation efforts to rebuild buffers and resilience to future shocks are expected to continue in 2024, with ongoing initiatives to strengthen tax administration and boost revenue.”

    Addressing the challenges and triumphs faced by CDB borrowing member countries in 2023, Durant noted that global trade and supply chain challenges, exacerbated by geopolitical events such as Russia’s invasion of Ukraine, led to significant increases in international commodity prices.

    To curb inflation, Durant said contractionary monetary policies were implemented, contributing to a global economic slowdown.

    Despite these challenges, Caribbean economies displayed resilience, rebounding from the pandemic shock with an average growth rate of 6.7 per cent in 2023. While slightly slower than the 2022 rate, this reflects a return to historical averages after the unprecedented impact of the pandemic.

    “By the end of 2023, 11 of our borrowing member countries had overtaken pre-pandemic open levels. Higher oil production in Guyana was a significant driver of average regional growth in 2023.

    “Production increased by 35.2 per cent, influencing growth in the non-energy sectors and contributing to an overall expansion of Guyana’s economy of 32.9 per cent.

    “Economic activity in the other commodity exporters, Suriname and Trinidad and Tobago also expanded, but at a more measured rate, with the energy sector in Trinidad and Tobago recording a slight contraction,” the CDB’s director of economics said.

    He also revealed the tourism-dependent region saw the ongoing recovery of the industry as a key driver, with service-exporting countries growing at an average of 2.4 per cent . The return to normalcy in mobility and travel, coupled with the easing of health restrictions, contributed to the recovery, with total arrivals reaching 99 per cent of pre-COVID levels by September 2023.

    Despite positive labour market trends, he revealed that gender gaps persist, with women experiencing higher unemployment rates than men. While there has been some moderation in youth unemployment, it remains elevated compared to other segments of the population.

    With regard to inflation and the associated risks to food and energy, Durant noted that security was a major concern in 2023. He said although inflation rates eased across the region, persistent high energy costs and forecasted supply chain issues kept inflation elevated. Currency depreciation also played a role in one borrowing member country.

    “In response to the persistent price pressures, some borrowing member country governments extended price relief into 2023, easing the burden of higher living costs on poor and vulnerable populations. Governments also contended with elevated borrowing costs amid tight financing conditions.

    “Nevertheless, with the continued strengthening of economic activity, government revenues and overall fiscal outcomes improved. The average regional primary surplus therefore increased from 0.5 cent per of GDP in 2022 to 0.8 per cent in 2023.”

    We must bear in mind that one of the Single Market five (5) regimes, is the free movement of skills/labour.

    As far back as 2015, CARICOM member states were exploring the idea of expanding the criteria for skilled Caribbean workers to go beyond academics, artists, journalists etc and include categories such domestic workers, security guards, artisans or farmers….. removing the barriers that restricted their free movement, thereby allowing them to work in other regional territories.

    Decisions were made at the CARICOM Summit held on July 4 to 5, 2022 in Suriname, “for farmers, security personnel and domestic workers to be added to the list of persons who would be allowed to move and work freely across the Single Market.”

    “CARICOM Secretary General Dr Carla Barnett explained that regional leaders decided that the definitions of categories of labour are in keeping with the requirements of the International Labour Organisation. With the adding of more categories to those eligible for Skilled Nationals Certification, she said individual member states might need to amend their laws.
    “For most of the countries, there isn’t really any need to amend the laws. It’s really one or two that need to do that and we will begin that process of working with the countries to make sure that those definitions that we agree are in fact incorporated into the local laws,” she added.”

    Additionally, to be fair to Mottley, the idea of ‘artificially increasing the Barbadian population’ was first expressed by former education minister, Ronald Jones, and former trade minister, Donville Inniss.
