The Caribbean Guyana Institute for Democracy (CGID) notes a statement from the President of Venezuela, Nicholas Maduro, that he has accepted a proposal from the President of Brazil and the Prime Minister of St. Vincent and the Grenadines for him to engage in a high level meeting with Guyana, presumably with President Irfaan Ali. 

CGID beleives that the President of Guyana should not meet with the bellicose President of Venezuela at this time while the border matter is subjudice at the International Court of Justice (ICJ). 

Unless Venezuela fully, unconditionally and unequivocally renounces it’s baseless claim to Essequibo and abjures it bellicosity, any such meeting before the ICJ renders its judgment on the validity of the 1899 Arbitration Award, is incompatible with Guyana’s national interests and would be seen as an attempted infringement on Guyana’s right to a final and permanent juridical resolution of Venezuela’s baseless claim to Essequibo. 

Meeting with a bully to avoid him bullying you is appeasement. Guyana must never appease Venezuela. Essequibo is Guyana’s territory, Period!. This is non-negotiable.
CGID is also concerned that the Jagdeo-Ali regime is pursuing this matter unilaterally without consultation with the opposition and other national stake holders in the polity. This is dangerous!

Such an approach raises fundamental questions regarding whether President Ali is indeed pursuing this matter with the collective national interest as a primary, foremost consideration!

    Similar to the ME issue the Guyana Venzuela border dispute has become very political. The outcome of the recent referendum in Venezuela means any leader, in this case Maduro, that wants to secure popularity must confront the issue. It is difficult to be optimistic that the proposed face to face between Ali and Maduro will achieve anything positive. The meeting comes at political risk to Gonsalves who appears to be going against his parliament. Then there is the geopolitics with the USA said to be siding with Guyana and Maduro reported to travel to meet with Putin.

    Can anyone predict the outcome?


  2. David, the dense terrain bordering both countries will make it difficult for Venezuela to invade Guyana. The better option is going through Brazil. According to media reports, the Brazilian president has deployed troops at the border, while saying he is against any war in South America. I read the dispute over ownership of the Essequibo region goes back 180 years ago. If the historical information relating to how the British divided that region is true, then, there maybe some merit to Venezuela’s claims. The British has also provided assistance to the Guyanese military as well.

  4. No crystal balls here at all. Maduro has an election and the potential to “steal” valuable reserves. As Artx said the British were questionable in their resolution of the matter back then (kinda like with the Arab lands of Palestine) before they pulled out.

    The big question is, who will be recognized has having the “right” to issue a binding ruling?

  5. Nothing will happen. Maduro is just looking for any excuse not to have elections next year. The referendum was a failure that only showed he will loose by a landslide if they were free and fair. “Never interrupt your enemy when he is making a mistake”.

    Venezuela and Guyana like most third world countries are play play countries, each one more corrupt than the other.
     
    Both countries are considered to be Socialist/Communist yet it would appear as though they would go to war over capitalist aspirations.

    For me it is difficult to choose a side as the oil seems to be a waste.

    I doubt either side can exploit it to its fullest potential for its citizens. In fact each has a record of killing its own citizens.

    Seems as though God is getting a laugh.

    The Christ in me believes peace could and should be negotiated before bloody war begins.

    There is still a small window of opportunity for a reality check and some rationality and reasoning before the big fight kicks off.

    Wars are always easy to start and difficult to finish and create a history of bad blood for many generations.

    USA is backing Guyana and Business as Usual Capitalism, but are snakes in the grass looking for their pocket and control of territories with war and oil profits behind the scenes, pretending to be peacemakers, while stirring up conflict and trouble.

    Russia is backing Venezuela and Socialism.

    Perhaps the 2 nations can share the territory as a business merger, instead of a hostile takeover.

  10. With regret, this writer has previously supported Guyana, many times previously.

    On this occasion we must firmly side with the position of Venezuela.

    That Guyana has chosen to be a pawn in the hybrid warfarism of the United States as set up by the satraps in Barbados while ignoring good neighborliness with Venezuela was always going to lead to heightened tensions and even war.

    That the Modi-inspired, Hindu-fascists in Georgetown as empowered by OSA, Mia Mottley, Caricom and the kangaroo court which is the CCJ, as servants of empire instead of focusing on a peaceful resolution of outstanding and legitimate claims was always going to have these endings.

    And like a voice in the wilderness we’ve been long so warning.

    But Mia Mottley, like a child within geopolitical affairs, beyond begging for money, decided that she was a missionary for American empire. When such a mindless child puts her hand into an issue beyond her pay grade it will be burnt.

    Now feel the burn.

    The militarism of the regime in Bridgetown, with a leader who prefers to be the ‘play thing’ of the West, has no limitation to Guyana. For she is also an American agent for war in Haiti, war in Ukraine and anywhere else compadors are to be rented.

    It’s just a matter of time before you’ll qualify as a combatant and so treated.

    Now, as America faces defeat after defeat in wars, Georgetown presents itself to be the next battlefield or sacrificial lamb in a game to protect America’s oil under the feet of Guyanese.

    We’ve seen the contract. And absent the ‘bonus’ and other ‘ex gratia’ payments or bribes, the Guyanese people only receive 3 percent royalties and the oil majors will keep all accounts and decides the calculation of the number on which those royalties will be paid.

    Only those, like the writer of this article, could believe these narratives about the absence of a legitimate claim, that the ICJ, a Western outfit, not listened to by America, and indeed has been so ignored, could now have something to say which is valid, binding or has the potential to create facts on the ground which will overrule all other considerations.

    The winds of war have been sown in the Caribbean as a faux zone of peace ………………………. now reap the whirlwind!

    The sovereignty of Guyana appears to be on shaky ground. We are alarmed at the possibility of war within that region. What grabs our attention is the thought of a foreign country invading Guyana in order to claim its lands. It is the speed of this development that has shocked us.

    Guyana has been put on alert. It is fully aware and cognisant that its sovereignty is endangered. Now contrast this with what has been happening in our beloved Barbados over several decades. Unlike Guyana, our neighbours have never made belligerent claims that they will invade us at any time during our short history.

    I have mentioned a million times that Barbadians have been slowly simmering in a pot over several years. We have witnessed a west coast that has drawn its curtains and impeded Barbadians from viewing window views of the sea. I would be very surprise if more than one percent of the owners of this real estate are black Bajans. The vast majority are non-black foreigners.

    The same applies for the vast majority of businesses in Barbados. They are either foreign born and non black. From where I stand, Barbados has already been invaded and is certainly not a sovereign state for the vast majority of its citizens whether they be black, white or Indian.

    As pointed to by commenters the border dispute is long running with many issues at play. The fact that US companies have invested heavily in the oil sector means there is geopolitical interest by the usual suspects.

    The last “war” the Venezuelan army fought was in 1967 when all of BU were running about barefoot and in short pants.

    ….. and it wasn’t against another country it was against Cuban trained gorillas.

    How many here remember the 6 day war fought at the same time. This was a 2 day war!!!

    Venezuela was “invaded” by 12 Cuban trained gorillas in 1967. The Venezuelan Army and National Guard were “victorious” killing 10 of the 12 gorillas and capturing 2 of them.

    “The Machurucuto raid, also known as the Invasion of Machurucuto, was a battle involving Venezuelan Army and National Guard troops against Cuban trained guerrillas. On 10 May 1967, a dozen guerrillas landed in Venezuela at the beach of Machurucuto. The Army of Venezuela and the National Guard engaged them on the night of 10 May and the battle lasted into 11 May. Two men were captured while the remaining were killed in battle. The guerrillas had completed paramilitary training in Cuba so they could recruit guerrillas in the Venezuelan Andes region to overthrow President Raúl Leoni.[1]”

    How many wars has Guyana fought since its 1966 independence?

    Sure it will have some of its sons who died fighting for King and Country in WWII but Guyana doesn’t have any military pedigree.

    Both countries are play play countries and any war they fight will be a play play war.

    Both countries use their military forces against their own civilians. Both governments are bullies and have only “won” any “military” operations against their own unarmed civilians.

    I’ve spent 10 days hiking in the interior of Guyana to Kaieteur Falls. That was in 1996. Movement is by river. The forest is too thick to penetrate easily so whatever “roads” may exist will make it easy for drone strikes which will probably be the extent of military hardware the two of them will have which can do damage.

    … plus, both countries are broke.


  17. Weeeee must understand the history of this crisis, starting 1823, we seem to recall.

    We tried to give a summary a few weeks ago.

    Since 1823 this issue has traversed several attemps to impose a resolution.

    Those included President Monroe, who impose his doctrine on the entire hemisphere.

    The Monroe Doctrine mandates that the Western Hemisphere was the backward of America. That no foreign countries should therein meddle.

    Knowing about America’s sanctions war on Venezuela. Illegal wars in which Juan Guido, a man who never even ran for president, could have been so imposed by America. Sanctions which stole Guyana’s gold from the bank of England, it’s dowstream petroleum assets in the USA by Trump and then Biden. It would have been fanciful for Venezuela to now allow America to again steal resources over which they have a claim, right next door. Or over which Venezuela has the military might to impose ownership in ways far less illegal than the criminal Americans.

    Given the wider global situation, Venezuela’s friends in Cuba, Russia and Iran even with America at its side Georgetown stands not a chance.

    Readers should recall that Russia had sent its strategic nuclear bomber to Caracas about a year or two ago. That Irán broke the blockade against Venezuela by sending fuel, petroleum engineers, guarded by their military.

    That Venezuela will be a member of BRICS within the coming year also means something.

    That the foreign policy establishment of Guyana, as it is, could have so ignored these fires on its neighbour’s house and not seek to take protective measures but instead doubled on ignorance, represents political malpractice of the highest order.

    But this is hardly surprising!

    And possibly the lands do not belong to either Guyana or Venezuela but to the many indigenous persons who live upon that land.
    Sarao, Warao, Arawako, Kariña, Patamuná, Arekuna, Akawaio, Wapishana, Makushi and Wai Wai.
    They currently are not being heard.

  21. Just out of curiosity, what is the size of the population in the subject area and how do they identify. Guyanese, Venezuelan, Brazilian. Does Maduro have a hope of a significant number identifying as Venezuelan. In the last Guyana election did the vote in the area support the present administration.

    The massacre and inhumane treatment of the Native Indians of North America and Aborigines in Australia by English settlers, are perfect examples.

    Both these indigenous people are ‘third class citizens’ in their respective countries.

  24. Look at a population density map of Guyana.

    It is the 5th out of 8 of the emptiest countries in the world.

    Overall the population density is 3.75 people per sq. km. Venezuela has a population density of 30.92 people per square km.

    In most of it that figure is as low as 0,4 people per sq.km.

    So if you were hiking in a 5 sq.km area, you would find 2 people!!

    In the parts of the interior of Guyana where I hiked, you needed to find a dredge on the river to see people.

    One thing I will say, the further in we went the more civilised the people became …. because no one knew when they would need help!!

    It is not as straight forward as it seems.

    Neither country has a history of warfare in the 20th century.

    The terrain is not amenable to war.

    The area of the Essequibo region is twins with the “AMAZON BASIN” and as we all know – “WATERWAYS” are life arteries for any nation given what a precious resource water is becoming both for “ENERGY GENERATION” & for all the other usages…

    A great starting point would be the book: “Domination by Region 4: Domestic Colonialism and Regionalization in Guyana” – by #RameshGampat…

    Also, in the book: “The Venezuela-Guyana Border Dispute: Britain’s Colonial Legacy In Latin America” by Jacqueline A. Braveboy-wagner, J Braveboy-Wagner persuasively cite that what would be at stake were Guyana to lose the Essequibo Region given that most of its wealth lies in that region (other than Bauxite) would be cataclysmic…

    Rice, ranch land, hydroelectric potential, manganese mining, sugar cane, gold & diamond mining, livestock & timber resources would “ALL” be lost to Venezuela (CRIPPLING GUYANA FOREVER) and relegating it to being some back-water piece of land in the southern reaches of the Caribbean Basin – a completely improverished nation!!!

    The “STAKES ARE HIGH” and the “GLOBALISTS” want to get their hands on this “UNTAPPED” source of wealth (especially the “EASTERN BLOC” by using Nicholas Maduro) claim to fame or infamy!!!

    Regrettably, the “CARIBBEAN” can ill-afford a “WAR” in their frontyard given the repurcussion to “TOURISM INVESTMENT” & the likehood of large-scale violence that could metastasize and flow into other Latin American countries & elsewhere!!!

    For most who are not aware – the “GUYANA VISION 2040” & the “SOVEREIGN WEALTH FUNDS” & their “BACKERS” would make that country one of the “RICHEST” nations on earth – notwithstanding, it would become the “AMAZONIAN MECCA” of the Caribbean with smaller nation states beholding to it for largesse, investment & God knows what…

    Is it any wonder that MIA MOTTLEY is so “CHUMMIE” with the Guyanese PM??? Do you think that is just “GOOD OPTICS”???

  32. David, remember, according to media reports, Venezuela’s state oil company was supposed to issue licenses to oil companies so they could extract oil from the Essequibo region. Perhaps their actions indicate the region has already been ‘officially claimed?’

  35. David, the thought crossed my mind. It would essentially end the resulting economic growth of Guyana. And, perhaps a subsequent ‘mass exodus’ of Guyanese. I’m sure many heads of regional governments would not want those days to return.

  37. David, I’m sure you recall when Guyana’s economic situation resulted in a large influx of Guyanese into other regional territories, mainly Antigua and Barbados. But, the heads of regional governments and how they use CARICOM treaties to their advantage never cease to amaze me. Late PM Thompson was criticised for his ‘ever so welcomed wait for a call’ and mass deportation of Guyanese living here illegally. He also raised concerns about the strain illegal immigrants would place on the island’s social services and provision thereof to Barbadians. The other Caribbean islands also deported Guyanese, but were not highlighted by Guyanese media and government as they did to Barbados. We had a similar situation with Jamaicans. Ironically, the ‘Guyanese and Jamaican problem’ has now become the ‘Haitian problem.’


  38. Would you believe, David, the government of Guyana raised concerns about the large influx of Haitians into that country, whether legally, illegally or smuggled. The media reported that, of the 42,100 Haitians who arrived in Guyana for the period June 2015 to June 17, 2021, 38,187 cannot be accounted for, while 3,913 left the country legally. President Ali reinstituted the visa requirement for Haitians, similarly to other CARICOM member states, in an attempt to manage migration. Again, ironically, the Jamaican government has overseen the mass deportation of Haitians who are seeking asylum there. As recent as October 2023, Jamaica deported 37 Haitians who entered the island by boat. The human rights groups have been advocating to end the deportion. St. Kitts & Nevis have complained to CARICOM that an inlux of Haitians there would put a strain on the provision of social services to its citizens. The only Caribbean island seemingly willing to accept illegal immigrants ‘with open arms’ is Barbados.

  41. ‘All in, on everything.’ The government of Barbados rewarded undocumented Guyanese and Jamaicans with grants, loans, house & land for squatting…… and illegal Guyanese and other non-national vendors with MAJORITY of the stalls in the new Fairchild Street market, while REJECTING applications from Barbadians. Yet, they never miss an opportunity to bash Bajans on social media. The Haitians are slowly, but steadily, coming to Barbados and finding employment…… something other regional territories are not tolerating.

  43. While your comments may be true, it does not non-nationals ‘God given right’ to come here and flout our laws. In other words, you are essentially implying the Barbadian authorities should not manage immigration and uphold law & order, by allowing non-nationals to reside in the island ILLEGALLY, squat on people’s property and demand free housing, while law abiding citizens have to apply for mortgages…… and openly disregard our laws…… simply because “a Bajan is said to be present in most countries across the globe.”

  46. As far as I am concerned, this decision should be left to the natives. Neither the Spain nor Britain had a claim to the land then. Therefore neither Guyana, nor Venezuela can be said to have a claim to the land now.

    There is not even an argument to be made about who paid for the “development” of the land.

    I am reaching the stage where I wake up some mornings thinking that this whole world needs to be brought to an immediate end.

    I am sickened almost to death by humanity. Most of humanity is impossible to be reasoned with. All this time on this wondrous planet, and this is where we are.

    Meanwhile, I notice my dogs and cats getting more intelligent by leaps and bounds and living together like peas in a pod.

    A pox on humanity! Let the apes rule the planet!
