Trump is wearing two hats Candidate and President but he can only wear one at a time and while wearing the President’s hat he has certain boundaries he must not cross.
In bringing the matter of election fraud before the courts Trump has to be very careful what case and evidence his Candidate Trump team is privy to and uses in their lawsuit versus the type of case and evidence President Trump’s team e.g. DOJ, files on the POTUS behalf.
Think of it like insider trading in the company called the USA and Trump is the President. As president he has access to certain insider information and resources he can only use in the course of his job as President but that information cannot be used to personally profit from said inside information. So if Trump was user inside information to benefit his campaign, that would be a conflict of interest.

POTUS has access to DOJ, NSA, FBI, Military, etc. He can have them launch a massive investigation into election fraud as an imminent major existential threat to national security.
If investigations show it is on such a massive scale that it can be seen as an attempt to overthrown the country, the relevant agencies will bring charges of voter fraud, treason, etc. and do what they have to do to prevent the overthrow of the country.
It matters not who the candidate is, POTUS primary objective is to ensure the elections are free, fair and above board.
Candidate Trump and any other candidate’s goal is to win. Candidate Trump and Biden can only use the laws at their disposal in the various states to attempt to get the vote in that state proven fraudulent and overturned to regain the powers of POTUS.
POTUS powers cannot be overtly used to benefit any candidate.

It is common practice in the US to have the same person as President of a company and chief executive. This is a perverse structure. As you know, the president is head of the board, and the CEO is head of the Executive.
The role of the President (chairman) is to hold the CEO’s feet to the fire; if that is one and the same person, then the governance of the company becomes vulnerable to bad practice. S/he is simply marking his/her own homework.
The UK has recognised this fault line and has now banned the same person holding both offices. This goes right to the heart of good financial reporting.
Two decades ago this was a big issue in the UK. If you are interested in the subject, I suggest you read the Cadbury Report, the Greenbury Report and the Hempel Report, all dealing with corporate governance.
The same rule should apply to close relatives. If you have a father who is chairman of a company, and his son is the CEO, how do you know what is going on under the bonnet?

Starting where you asked to.
One is the POTUS and candidate A, and the second candidate B.
Candidate A also being POTUS has to try his best to get re-elected but he also has the added responsibility to ensure the requisite election systems are in place to ensure the voting is honest and no fraud takes place.
Candidate B only has to make sure he gets elected and if he is only has to challenge fraud causing him to loose against him.
If candidate A commits fraud against candidate B, candidate B can ONLY challenge the result, he does not have the power to do anything else.
If candidate B commits fraud against candidate A, candidate A can do two things,
1) challenge the result same as candidate A can do
2) In addition, he can start a criminal investigation of the election system to identify where fraud occurred because making sure the voting was honest and without fraud was candidate A responsibility.
If candidate B is successful at his challenge and becomes POTUS, candidate B now has the power to effect changes to the voting system to protect future elections.
