The year 2020 was my year for playing shots – using Clyde Mascoll’s recent cricket analogy. This was to be the year of making significant investments, all of which would have benefited Barbados and Barbadians. Then Clyde got in the way.

Like so many other Barbadians, I have a mortgage. The only benefit of a mortgage is that it allows you to occupy your house about 10 years earlier. For that privilege, you get to pay the bank a lot of interest.

The amount that you borrow is called the principal. The amount that you repay is about 2.5 times the amount that you borrow. Therefore, if you borrowed $500,000, you get to repay the bank about $1.25M over 30 years.

The amount that you repay the bank, over what you borrowed, is called interest. The interest is about 1.5 times what you borrowed. So, if you borrowed $500,000, then you must repay the bank the $500,000 you borrowed, plus 1.5 times that amount, or an additional $750,000 in interest.

The amount paid to the bank during the first 10 years is almost the same as the amount you borrowed. While most of the amount you pay during the first 10 years goes towards the interest payments, some goes towards the principal.

If you had a responsible employer, then you likely have a retirement savings plan with an insurance company, or a bank. When you reach 55 years of age, the retirement funds must be paid to you. I encouraged persons to use those funds to pay the remaining principal, rather than paying interest for the next decade or two.

Over 5 years ago, I started warning people that the DLP would try to tax our retirement savings. By that time, they had taxed everything that could be taxed, and retirement savings was perhaps the only thing left. So, I tried offering economic growth proposals that did not require additional taxes.

Trying to get anyone to listen to economic growth plans 5 years ago appeared to be impossible. The national: accounting, economics, banking, and business organisations seemed to have only one aim – to get the DLP out of office, and the BLP in. The Chamber of Commerce actually passed a regulation to prevent me from sharing our economic growth plan with their members. That regulation is still in place – but only for me.

Even the DLP would not listen – they seemed to have the same agenda. So, one year later, our economic growth plan was published for public scrutiny, and Solutions Barbados was formed to contest the general election, and implement the plan for the benefit of the public.

If families could pay off their mortgages early, then everybody wins. Families would have significantly more disposable income to ‘play shots’, the government would reap the tax benefits of that additional spending, and banks would need to compete for short-term business growth loans – or go under.

During the general elections, I was on a panel with Clyde, where he told the audience that our plan was ‘voodoo economics’. So, we provided our anti-corruption, quality management, low-tax economic growth plan to individual economists and accountants, and received a very favourable report.

The independent expert confirmed that we could achieve $1B in surplus during our first year, without borrowing, laying off a single public worker, or reducing salaries. He further noted that all political parties pushing high-tax austerity needed to review our plan.

After the general elections, Prime Minister Mottley, to her credit, acknowledged that the BLP did not have all the answers, and instructed her party that all ideas must contend. But Clyde would not. The BERT leadership publicly admitted that they never looked at our economic growth plan, and dismissively noted that they would never look at it.

Last week, BERT signalled that they had failed miserably to grow the economy. All they had to show for the past 20 months is: severe austerity, high taxes, zero economic growth, and arrogant public relations to hide their gross incompetence.

Last year I reached 55 years – but it was too late for me. The clown car had rolled up the year before, and Clyde and company tumbled out – and started performing tricks. They did what I was warning that Sinckler would do – but wisely chose not to. They confiscated much of my retirement savings, and passed a lunatic law to make that theft legal.

Mercifully, they left me with just enough that I could still pay off the mortgage, and start playing shots this year. But that was too much voodoo for Clyde. So, they decided not to release all my money until 2033. They have now entered the comedy phase of their routine – telling us to ‘play shots’. With what Clyde, with what?

    Since the birth of BERT we been asking for the MOF based on its content, to explain where was the growth plan. As the word RECOVERY would imply to an independent thinker that growth would have to be a part of it. Mind you they did not call it BEST as that would imply a stop in the deterioration of the economy but no growth. They spoke to a BERT plan which requires growth.

    We were told all kind of tra la la like ” we shall continue to maintain our austerity program while pursing growth,” which is like saying today will be flooding hence a good day for the beach.

    So yes anyone from any party or individual who has a growth plan I for one would love to read it.

    And that is what amazes me. As far as I am concerned GP2 is an ordinary citizen who plans to run in the next election. During campaign/election season we should demand and expect more of him. We should hold his feet to the fire.

    But at this time, I fell he owes me no more than I owe him…..

We yearn to see the growth of the third party movement of which SB is part, therefore the public has the right to ask questions to be satisfied third parties are worthy to be considered a good option when an el3ction is called.     @Donna name a politician who does not have all of the flaws you listed. They are just good at hiding it.
    I’ve been critical of Grenville, but to hold him to a standard no other politician is held to is disingenuous and unfair.

    It seems to have escaped you that we are searching for something and someone different and better than the Duopoly we now have.

    We already know the “pigs” we have. They have nibbled at us, sometimes taking big chunks and causing us great pain but they have not devoured us yet.

    We are not looking to buy a new pig in a poke who may devour us entirely.

    If Grenville wants to distinguish himself from the pack he will have to demonstrate that he is different.

    Even so, if Mia or Verla came to BU I would ask them the same questions and offer the same criticism. But they do not present here and interact with us, do they?

    And how anyone could say that we don’t demand these things from the Duopoly is beyond me. What is it that we have been doing on BU from its inception?????? The only difference is that we are speaking at them and not directly to them!

    I agree with you that we should ask ALL who want our vote to lay out their economic growth plan. The reason this becomes more critical by the day, is that as we slip further down based on inflation, the harder recovery will be and the more our plan will require more aggression to achieve it.

    We need however to give all of them a fair hearing and not show prejudice to any.

    I normally answer whatever questions that are asked of me. But I have no intention of wasting time with extreme partisan supporters. I spent one year trying to discuss simple arithmetic with those who did nothing but claim the equivalent of 1+1=8.362. I do not have that time to waste anymore.

    If someone asked my to review some structural engineering calculations, then I would not damage my professional career, and say that they were flawed for political purposes. I do not expect professional accountants or economists would do so either. So you are free to find one or any number whom you trust and let them review it and give you their results.

    I remember asking those who asked us to make our numbers public why they did not ask the same of the BLP or DLP. Their answer was that they had governed Barbados before and knew what to expect. So I asked why they did not ask any of the other 7 ‘third’ parties for theirs. There was no answer, just the typical name calling.

    I see a concentrated attempt to keep Grenville out of the starting blocks for 2023. Here they are attempting or to have him jump the gun so that they can disqualify him.

    For an election in 2023, why must Grenville roll out plans in 2019/2020.

    Does anyone know Mia’s plans for 2023? Do you like how her 2018 plans are working out?

    Every day we come here and criticise Mia. Mia has indeed given a broad outline of where she wants to go for the next few years. We criticise it. Daily.

  16. What party do i support? I criticised the DLP for whom I voted for all my voting life.. I then helped to vote their asses out and voted for the BLP. I have since criticised the BLP.

    I have been called a DLP supporter, a BLP supporter and now what? Am I supporting the PDP? Now why would i do that? I do not trust their leader who so crossed the floor after the election thereby collecting substantial remuneration.

    How do you plan to address the national debt?

    Barbados needs an improved economy so that all Barbadians have the opportunity to thrive, so that we can afford to maintain our social services and infrastructure, and repay the national debt. We cannot afford to pay the salaries of teachers, police, nurses etc, or the supplies to the QEH and other government departments, or NIS benefits with a weak economy.

    As a country, we are heavily in debt. We are in so much debt that those who are currently working can never pay it off at the current rate of spending. It will be left for our primary school age children and grand-children to pay our debts. Getting our children into debt was intentional. It is an economic instrument called debt financing which was only designed to be used for a short period. But it has become permanent because both political parties lacked the discipline to avoid abusing it.

    One of our Prime Ministers tried to justify burdening our children with our debts by explaining that since our children would benefit from the roads, that they should have to pay for them. That type of irresponsible thinking partly got us in this economic mess.

    We did not ask for this debt. We simply wanted our political leaders to manage the economy properly by not overspending. They could not do even that. Their current strategy appears to be to keep the national debt alive for our children and grandchildren to pay. How irresponsible is that?

    The interest on the debt is paid by increasing taxes on Barbadians and Barbadian-based businesses. This means that Barbadian people have less money to spend, and Barbadian businesses must increase their prices. The result is that Barbadians on reduced incomes are forced to buy the less expensive non-Barbadian products.

    Our position is that it is irresponsible for the current voters to pass on national debts to the next generation of voters.

    On 21 April 2017, I attended a public meeting by the Barbados Private Sector Association and was disappointed by their austerity-based solutions to Barbados’ dire economic situation. The Government, private sector merchants, financial institutions and individual economists are warning us to brace for austerity. Eight years ago, austerity meant forcing most Barbadians to access their savings in order to survive. Today, it means to force our fellow Barbadians into poverty.

    On 1st July 2015, Solutions Barbados published a plan to bring Barbados back from the brink of economic ruin without the austerity promised by others. The plan is based on proven solutions. However, the DLP, and now the BLP administration continues to ignore this plan while stubbornly pursuing its austerity based IMF strategy.

    We shared our plan with anyone who will listen, including the BWU, NUPW and CTUSAB. It was also published in both print and on-line news media, and also on the radio. To-date, the responses have been overwhelmingly positive, because the plans are proven and workable. The published plan consists of 4 main steps – none of which require laying-off civil servants, reducing their wages, incurring additional Government spending, or begging other countries to lend us money.

    Step 1 is to increase Government’s local currency revenues to run the Government and pay local currency debts. This can be done by reducing taxes on personal and corporate revenues to 10% of gross revenues – with no deductions. This will make taxes easier to calculate, pay and audit. It is also fairer.

    Currently, businesses pay taxes on net-profits. Therefore, it is possible to run a successful business for decades without paying any corporate taxes. However, since the Government must obtain revenue, the taxes that such businesses currently legally avoid paying are extracted from the rest of us. Well, not under a Solutions Barbados administration.

    To facilitate the prompt payment of all taxes, all taxes previously owed to all Government departments will be forgiven and VAT will be abolished. Businesses are currently being forced to pay VAT when they issue an invoice, rather than when they receive payment. This is unfair, because businesses may not get their invoices paid until months later – or never. Taxing businesses before they receive payment is an insidious method of taxation that can both prevent businesses from growing, and reduce their competitiveness.

    The forgiveness of debts to Government should have happened as part of our 50th anniversary jubilee celebrations. However, only a few select persons benefitted financially from those celebrations. Therefore, everyone will start with a ‘clean slate’. In exchange, all new non-payment of taxes will attract a penalty of 10 times the value of the outstanding amount for those who blatantly refuse to pay. Those who refuse to pay taxes under a Solutions Barbados administration will be competing unfairly in our economy, and that will not be encouraged.

    Step 1 also includes increasing foreign currency revenues in order to pay for imports and foreign currency debts. This can be done by temporarily reducing taxes on all foreign currency earnings to zero.

    It should be noted that the 10% corporate tax rate on revenues only applies to companies competing in Barbados’ market. International Business companies will operate as they currently do, with taxes applied to their profits.

    Companies with relatively large profits (like some professional services), will likely pay the tax out of their profits, so that they can keep their fees competitive.

    Companies with large expenses and low profits, will likely increase the cost of their products by 10% in order to collect the tax, much like a sales tax. Therefore, they will maintain their marginal profits. They will likely maintain their market share since everyone will be taxed in the same manner and at the same rate.

    Companies with moderate profits will have the most flexibility. They can pay the tax from both their profit and by increasing the cost of their products. For example, they may pay 4% from their profit and increase the cost of their products by 6%. They can iteratively change these combinations in order to optimise the benefit to their business.

    The market will check greed. If a profitable business greedily increases all products by 10% and his competitor does not, then the market will punish him.

    Step 2 is to effectively address corruption by fining those who receive and pay bribes up to 10 times the value of the bribe, and rewarding the whistle-blower with the full value of the bribe.

    Step 3 is to increase productivity in both the public and private sectors, and reduce wastage and unnecessary costs in the public sector. This can be done by managing all public services to the international customer-focused ISO 9001 Quality Management System. Parts of the ISO 9001 system can be implemented across the entire public service within hours, to the benefit (and relief) of those who deliver and receive Government services – at no additional cost to Government.

    One low hanging wastage fruit is to stop public workers from paying income taxes. Currently, the private sector must pay additional taxes, which are then given to public sector workers, who then give it to the Government. The accounting bureaucracy and costs required to manage the taxation of an estimated 25,000 public workers can be avoided.

    Step 4 is to depoliticize the public service. In a Solutions Barbados administration, public workers will be selected and promoted on merit alone.

    Any of these steps taken by themselves will not pull Barbados back from the brink, because frustrated public services can frustrate the entire process. Therefore, they must all be taken together. We need an increase in local and foreign currency revenues, and a better managed and depoliticized public service. The Minister of Finance is strongly advised to examine our plan before we run out of viable options.

  22. To tax a company 10% on gross sales would basically close every company on the island.

    If you look at the financials of public companies published you will notice their profit runs between 2% to 4% of sales. So for a company to pay 10% of sales and maintain the same profit, they would have to increase their markups by a massive amount. Also taxing the 10% off the top as a final tax would completely destroy expansion plans involving equipment, as the ability to depreciate the asset will be gone. This point clearly has not been properly thought out as you are asking a company for example to take a $500,000 asset purchase and swallow it in a single year as an expense.

    Mascoll was being charitable when he labeled the above Voodoo Economics rather than David Copperfield Economics. I can’t believe someone who wants to be taken seriously continues to argues he could have taken an almost bankrupt, debt laden country, which ran a large current accounts deficit for close to a decade, and magically earn a record surplus in one year.

    how would we have continue paying our external debt and imports unless we has defaulted one way or the other?

    Seriously. Are you suggesting that MAM is as weak as you, or are you demonstrating your inability to get pass ordinary gatekeepers, doormen and bouncers?

    In it Grenville reveals that he could not even get a lowly customer service rep to reconnect his phone service, even though he was actually in credit. He could not do without his phone service and so was forced to “pay the ransom”. Even though he was in credit on his last bill.

    I, on the other hand, had mine reconnected immediately without paying any ransom. No way I was paying them money when they actually owed me!

    So no, Grenville cannot get past the gatekeepers. This man who would be prime minister cannot get a customer service rep to take him seriously. All he could do is come to BU and complain that he was held hostage and made to pay a ransom.

    You will have to ask Grenville that question because it is he who rolled out this article; nobody forced him.

    I have studied the economic plan in great detail and spent many hours in dialog with Grenville about it. When he first wrote about it on BU I was among the first boy voices urging people to give it a chance and careful analysis before criticizing it.

    A key plank of the plan is the replacement of the corporate income tax with a 10% tax on a company’s sales. Another key plank is doing away with VAT.

    A tax on a company’s sales is a sales tax, no matter what fancy name you dream up for it “corporate revenue tax,” “flat tax of 10% of gross revenues,” etc. A tax on a company’s sales is a sales tax; and you know who will end up paying a sales tax. You will.

  41. It is time for the opposition in Parliament to ask govt serious questions relating to Barbados economy
    Recently there were a flow of words coming from the mouth of Atherley insufficient and not enough to give good reason that Atherley voice is a voice of compassion for those who were suffering under the BERT program and that govt need to implement new policies which would remove the burdensome task of taxation off the shoulders of bajans
    Also a question which should be asked of govt
    How much annually would be the cost of maintaining the new park which govt have planned on building

So for a company to pay 10% of sales and maintain the same profit, they would have to increase their markups by a massive amount. Also taxing the 10% off the top as a final tax would completely destroy expansion plans involving equipment, as the ability to depreciate the asset will be gone. This point clearly has not been properly thought out as you are asking a company for example to take a $500,000 asset purchase and swallow it in a single year as an expense.”

    Such a proposal to completely transform the corporation tax system- which would effectively get rid of the Income Tax Act and tax accountants- can only come from the fertile imagination of a person closely connected to Don Quixote without the guidance of the level-headed sidekick Sancho Panza the Moor to keep the airhead tied to the ground of reality.

    GP No. 2 has already been challenged about the legality and practicality of implementing such a simplistic form of corporate taxation which, by whatever measure, is simply a SALES TAX as consistently pointed out by Peter Lawrence Thompson et al.

    The ‘idealistic financial expert’ pushing this pipedream of taxation has refused to state whether his proposed regime will apply to the international business sector and those involved in the ‘sale’ of financial services.

    Would it also apply to small businesses which have been incorporated for ‘strategic’ trading purposes but not generating sufficient net profits to justify the distribution of retained earnings in the form of dividends?

    Could someone please explain to me how 2 or 3 contributors asking Grenville to post the accountant’s report to BU for their perusal, could provoked the ire of at least 2 or 3 contributors, to the extent that one described it as an “obsession” and another one interpreted it as “a concentrated attempt to keep Grenville out of the starting blocks for 2023,” and persons “pursuing a hidden agendas.”

    …… yet, these same 2 or 3 contributors have not found it necessary to condemn the offensive behaviour of 2 or 3 other contributors, who are obsessed with persistently hurling insults and pejorative remarks at Grenville on a weekly basis.

    How can these 2 or 3 contributors’ simple question, affect Grenville’s chances of being elected or Solutions Barbados becoming the next government administration of Barbados?

    “Can we be certain that those who (insult Grenville) are not pursuing a hidden agenda (as well)?”

    I guess certain individuals “blood boils,” when they see certain names.

    Grenville is not blameless here. I wrote my criticism of his contribution and was informed that i was “bringing poison”. Not expressing an opinion with which he disagreed but bringing poison as usual. So, I am a toxic person. Then he proceeds to declare me “envious of people who are better than I am”. Now that was a double whammy! First he declares me as an envious person. Then he declares himself as better than I am.

    Nobody has EVER called me envious before. I am known to revel in the excellence of others. There is nothing that satisfies me more than to see others using their talents to the maximum. Great music, art, dance, literature give me goosebumps. Great buildings, scientific discoveries etc etc. What would the world be like without people of excellence? My life would be miserable without them. Their presence and the jobs well done can only enhance my life. How I wish that Grenville was an improvement on the current lot!

    But sadly, he is not. That is my opinion. I am entitled to it. I will express it. Every week if he continues to show no improvement.

    He whines, lies, has a problem with criticism, strings together Bible verses without regard for context in a slap dash, hodge podge, willy nilly manner and most tellingly thinks he is BETTER THAN OTHER PEOPLE.

    He is therefore not suited for the office he seeks.

    And for the slow among us, some of the same applies to the current lot. If they present themselves on BU I will tell them so. Right now I am looking for better. Grenville presents himself as “better.” Let him show it!.

    If you look at Goddards Enterprises last published financials you will notice their pretax profit was around 4% of sales. Now look at the asset base they have invested to make that 4% and then add in the retained earnings and you will get an idea of how much capital they have invested to make this profit.

    If you place a final tax on sales what you are doing is destroying a companies ability to buy new assets and depreciate them. You would also be throwing away their right to book the Interest expenses on these capital expansions yearly. In other words companies will simply work their existing equipment into the ground and then shut down.

    I would like to meet the accountant that recommended a final tax of 10% of gross sales as an option.

    Also is he aware that although supermarkets turn millions in sales their pre tax profit runs between 1 and 2% of sales? What you think a 10% final tax would do to them?

    Before a clown jump up and say we pay vat at 17.5% please remember you are allowed to right off all vat on the input side against the vat collected on sales.
