The year 2020 was my year for playing shots – using Clyde Mascoll’s recent cricket analogy. This was to be the year of making significant investments, all of which would have benefited Barbados and Barbadians. Then Clyde got in the way.

Like so many other Barbadians, I have a mortgage. The only benefit of a mortgage is that it allows you to occupy your house about 10 years earlier. For that privilege, you get to pay the bank a lot of interest.

The amount that you borrow is called the principal. The amount that you repay is about 2.5 times the amount that you borrow. Therefore, if you borrowed $500,000, you get to repay the bank about $1.25M over 30 years.

The amount that you repay the bank, over what you borrowed, is called interest. The interest is about 1.5 times what you borrowed. So, if you borrowed $500,000, then you must repay the bank the $500,000 you borrowed, plus 1.5 times that amount, or an additional $750,000 in interest.

The amount paid to the bank during the first 10 years is almost the same as the amount you borrowed. While most of the amount you pay during the first 10 years goes towards the interest payments, some goes towards the principal.

If you had a responsible employer, then you likely have a retirement savings plan with an insurance company, or a bank. When you reach 55 years of age, the retirement funds must be paid to you. I encouraged persons to use those funds to pay the remaining principal, rather than paying interest for the next decade or two.

Over 5 years ago, I started warning people that the DLP would try to tax our retirement savings. By that time, they had taxed everything that could be taxed, and retirement savings was perhaps the only thing left. So, I tried offering economic growth proposals that did not require additional taxes.

Trying to get anyone to listen to economic growth plans 5 years ago appeared to be impossible. The national: accounting, economics, banking, and business organisations seemed to have only one aim – to get the DLP out of office, and the BLP in. The Chamber of Commerce actually passed a regulation to prevent me from sharing our economic growth plan with their members. That regulation is still in place – but only for me.

Even the DLP would not listen – they seemed to have the same agenda. So, one year later, our economic growth plan was published for public scrutiny, and Solutions Barbados was formed to contest the general election, and implement the plan for the benefit of the public.

If families could pay off their mortgages early, then everybody wins. Families would have significantly more disposable income to ‘play shots’, the government would reap the tax benefits of that additional spending, and banks would need to compete for short-term business growth loans – or go under.

During the general elections, I was on a panel with Clyde, where he told the audience that our plan was ‘voodoo economics’. So, we provided our anti-corruption, quality management, low-tax economic growth plan to individual economists and accountants, and received a very favourable report.

The independent expert confirmed that we could achieve $1B in surplus during our first year, without borrowing, laying off a single public worker, or reducing salaries. He further noted that all political parties pushing high-tax austerity needed to review our plan.

After the general elections, Prime Minister Mottley, to her credit, acknowledged that the BLP did not have all the answers, and instructed her party that all ideas must contend. But Clyde would not. The BERT leadership publicly admitted that they never looked at our economic growth plan, and dismissively noted that they would never look at it.

Last week, BERT signalled that they had failed miserably to grow the economy. All they had to show for the past 20 months is: severe austerity, high taxes, zero economic growth, and arrogant public relations to hide their gross incompetence.

Last year I reached 55 years – but it was too late for me. The clown car had rolled up the year before, and Clyde and company tumbled out – and started performing tricks. They did what I was warning that Sinckler would do – but wisely chose not to. They confiscated much of my retirement savings, and passed a lunatic law to make that theft legal.

Mercifully, they left me with just enough that I could still pay off the mortgage, and start playing shots this year. But that was too much voodoo for Clyde. So, they decided not to release all my money until 2033. They have now entered the comedy phase of their routine – telling us to ‘play shots’. With what Clyde, with what?

  1. Any one who thought that recovery would be soon, is living in a fool’s paradise. This recovery thing is going to take about forty-years( if ever it does occur).All one had to do is examine the track-record of countries which experienced.an IMF bail out. Hardship is the name of the game. A country like Barbados produces very little that is wanted by the world and its people have been living above their means. I see continual lawless and corruption being the order of the day for this country. A revolution is needed, but then it most likely would end up being another “Animal Farm”. As Hal so often remarks Barbados is a failed state.

    I must commend you on writing what is, in my opinion a relatively good article, which was simple and to the point.

    However, for the past four years or so, you have been saying, from the several “individual economists and accountants” that reviewed Solutions Barbados’ economic policies, it was only ONE accountant that essentially gave them a “thumbs up.”

    It would have been a good idea if you had included a copy of the report to reinforce some of the points you made in your article. Unfortunately, repeated calls by BU contributors, asking you to present that report to this forum for their perusal, have continued to “fall on deaf ears.”

    Would you mind sharing with BU, what difficulties are you experiencing that’s preventing you from sharing the information?

    Or are there other reasons why you’re with-holding it?

    ONE SHOULD ALWAYS SEEK TO AVOID PAYING INTEREST AS MUCH AS POSSIBLE
    I HAVE NEVER HAD A LOAN WHICH I DID NOT PREPAY LONG BEFORE THE LOAN PERIOD HAS EXPIRED

    ONE WAY TO DO THIS IS BY PAYING SOME ADDITIONAL AMOUNT THAT ONE CAN AFFORD TOWARDS PRINCIPAL AS OFTEN AS POSSIBLE DURING THE COURSE OF AMORTIZATION

    BTW, why are you singling out “Clyde” as the ‘only’ advisor to the current BLP administration opposed to you?

    Is there some lingering grouse between school buddies?

    Why not discuss the same plan -in light of the imposition of further austerity measures- with other economic advisors feeding from the taxpayers’ sore and emaciated nipples?

    How about using your persuasively influential communications skills to win the ears of those closer to the top?

    Why not discuss your ‘update’ plan with Prof. Persuad and his sidekick Straughn who clearly have more clout now in the management of fiscal affairs than the election-useful yard-boy?

    They might even be so impressed that they could whisper in the ear of Dr. Greenidge the IMF local watchdog who might even invite you to have dinner with him at the Hyatt Lighthouse.

    How could the government present a growth plan when the population does not want growth at all?

    Look around you, in all those offices with all those sleeping Barbadians. People want a life free of strain. The fat public officers in customer service almost fall off their chairs because they are constantly asleep. Productivity is lagging behind, that’s normal.

    When people scream for growth, they have to work harder. What about increasing the weekly working hours from de facto 20 hours to 45 hours, for example? This is standard in rich countries like Switzerland and Singapore, but the masses in Barbados call this in their incredible arrogance “slavery”.

    How do you think that Socialist Governments can get money to be Socialist, they First must Take from those that Work and Produce by their Ingenuity and promise it to those who Do Not Work hard and who Do Not Employ their Ingenuity.

    WHAT IS THE PURPOSE OF LAW?

    The Law, a work written by the French political philosopher and economist Frederic Bastiat in 1850, investigates WHAT HAPPENS IN A SOCIETY WHEN THE LAW BECOMES A WEAPON USED BY THOSE IN POWER TO CONTROL AND ENSLAVE THE POPULATION?

    Laws should be set to Prevent certain actions which Harm Individuals and their Property. It should not be used to Compel or Force people to act in a certain way.

    Since individuals are not allowed to force individuals to behave in certain ways, groups of individuals (governments, organizations, corporations) also should not be allowed by law to force individuals to act in certain ways.

    Very politely put but beneath the surface it says the same thing we have been saying for a while now and highlights what is wrong with his submissions.


  23. Hi David:

    I have repeatedly stated why we could not reveal the name of the person who did the review. However, we provided sufficient information for verification purposes. I will do so again.

    I was on Brass Tacks with Lynette Eastmond and Ryan Straughn before the general election of 2018. Sanka Price was the moderator. I publicly explained that I had formally asked the Institute of Chartered Accountants of Barbados (ICAB), the Barbados Economic Society (BES), the Barbados Bankers Association (BBA), and the Barbados Chamber of Commerce and Industry (BCCI) to review our plan and give the public their opinion.

    The BCCI responded by passing a regulation that only members of Parliament could speak to their members about the national economy. However, they have since allowed many non-MPs to do just that.

    ICAB promised that they would, but former BLP Minister, Reginald Farley, was the executive director, and I was not allowed to make a presentation – although I was promised that I could. BES and BBA made similar promises.

    On Brass Tacks, I asked ICAB and the BES to review our economic plan. Lynette offered to submit the UPP’s economic plan to these organisations for similar scrutiny. Ryan Straughn stated that he will not be offering the BLP’s plan since it does not need any scrutiny from anybody. I accused him of having a plan of only going to the IMF.

    That Sunday, the Sunday Sun’s editorial called on ICAB and the BES to review all parties’ economic plans. They still would not.

    I had contacted several economists and accountants asking them to review our plan and present their opinion to the public. Not one gave us an unfavorable report. There was one, a member of ICAB to the highest grade of Fellow, who agreed to make his report public.

    I contacted Starcom and did a press statement to prepare the public for this event. That night, Kerry Simmonds savagely attacked my family on the political platform. I got a call from the reviewer who noted that his wife asked him not to do that to her. I later talked to the wife, but to no avail. I cannot blame him. You can see how the resident bullies on BU are allowed to behave.

    I was able to get this concession. The President of ICAB agreed to interview the reviewer to confirm the favourable report. The President also agreed that anyone could contact him for verification. However, he would not be a Solutions Barbados spokesman, and would not reveal the identity of his member. I would have preferred more, but that was better than nothing.

    There is no civility on a political platform. Politics is truly a dirty gutter blood sport for some. As you are well aware from moderating this site, there is no civility from the BU resident bullies either. If the standard remains in the gutter, where we cannot discuss an issue without trying to damage someone’s personal or professional reputation, then nothing will change. The proverbial ball is now in your court.

    Why do you think that 45 hours per week is real work? 45 hours a week is NOTHING. Do you think those of us who raise the work force work 45 hours per week? No, no, no. We work far more than 45 hours per week. We get up at 5 or before, do a couple of hours of childcare, elder care, doking and housework, then we do 8 hours or more on the paid job, then we do do to 4 more hours at home, supervising homework, cooking, cleaning etc.And that is only Monday to Friday. On Saturdays and Sundays we do significantly more.

    We do a minimum of 65 hours per week for decades at a time.

    if you have spent your life doing 45 hours per week, that it cannot be refuted that you are a lazy bum, and need to do at least 20 more hours per week in order to catch up with the real workers in Barbados.

    So I sentence you to 20 MORE hours of REAL WORK per week for the rest of your lazy good for nothing life. In addition our beloved Prime Minister should fire you, you bum.

    They ignore his proposals and what does he do, put them in an envelope and put them under his bed and sulk. You think Eric Fly would have done that?

    Never was there a time as right for an alternative and what do we get? Weekly whining and complaining about how hard it is for GPII.

    The Ministry of Finance hinting of more taxes and BRA threatening to sell people’s property. Spare a thought for the suffering masses man.

    @Donna name a politician who does not have all of the flaws you listed. They are just good at hiding it.
    I’ve been critical of Grenville, but to hold him to a standard no other politician is held to is disingenuous and unfair.

    I am inclined to believe either you have some personal bias or are incredibly naive.

    You appear to have blocked me from responding to or commenting on Solutions Barbados posts on Facebook, so I will ask my question here.

    I do not need to know the name of the ICAB Fellow who agreed to make his report public; I am simply asking that you publish the report in its entirety, including all the detailed numerical calculations, for me and any other member of the interested public to learn from.

    i wonder what percentage of workers in Barbados have “reasonable” employers? I wonder what % workers in Barbados have pension plans? I wonder what % of Bajans over the age of 65 have anything other than their national Insurance pensions?

    Before we talk about steak, I think that we need to talk about bread and butter issues, or maybe I should call them saltfish and breadfruit issues.

    I would bet my first born son that most Bajans can’t put their towards their mortgage at age 55 because no such fund exists.

    My own former employer was not entirely unreasonable, yet decades ago I had to WORK with others in the company to negotiate a defined benefit pension plan for our employee group. It was NOT offered to us on a silver platter, even though the employer was widely regarded as Mr. Deep Pockets.

    In any event i did not put my funds towards my mortgage, as my family [perhaps unfortunately] has a long life expectancy, so I took the 25% that one is permitted to take without negative tax consequences, and I take the balance as a monthly pension to supplement the little NIS berry. Works for me so far.

    I haven’t read any contribution to BU on this issue, in which Mr. Phillips II was ASKED to REVEAL the IDENTITY of the “member of ICAB to the highest grade of Fellow.”

    Instead, contributors have been requesting of him to present the report for their perusal, which, for example, could be posted to this forum in PDF format.

    As such, his historical review of what occurred during the election campaign, who said what or who lambasted whom on the political platform and other events he mentioned in his February 11, 2020 12:27 PM contribution, are IRRELEVANT.

    If Mr. Phillips II believes the traditional media did not give him a proper opportunity to explain his economic policies, then he could use BU. After all, he is given an opportunity post at least two articles to this forum each week.

    You made a wise financial decision with the split between the gratuity and pension. I wish the younger cohorts will do the same. You are unlikely to starve. Let us hope that a sustainable strategy be in the cards for the NIB going forward and that the MOF reduces its influence on the its financial management.

    May I humbly suggest that you pubish the top 10 plan you had in 2018 for economic growth in the form of bullet points only, so that we can discuss them based on fact and not fiction.

    I for one would welcome this as we need to come up urgently with a growth plan as a country and I don’t care who it comes from once it works.

    Now as for $1 billion in increased activity in the first 12 months that would mean a 25% increase on a 4 billion dollar economy currently in recession. Personally I think that is an overly ambitious statement.

    I am very old school. I shun debt. I build my house one brick at a time. I spent most of my working professional career has a renter by choice. The few second hand cars I ever owned was paid for with cash. What I bought on credit card, I pay in full at the end of the billing cycle. No oustanding balance. I live a very life simple surrounded by all this modernity. I hate city life. I love the peace, serenity, and simplicity of rural life. Big houses, expensive cars and all the other material crap don’t impress me. I had this mindset from around age 15. I purposely lived a very calculated life so far.

Big Governments are always very inefficient and because of pandering to the people and corruption we are in the position now where 2/3’s of Government revenue is paid to Service Debt. Imagine 2/3’s. In a capitalist society, if a poor person wants to work his way out of poverty—as countless poor people have done—he is fully free to do so. Of course, if he doesn’t want to, he doesn’t have to; the choice is his to make, and no one can force him one way or the other….

    Also because “clyde” did not look at your plan in the last two years don’t mean that it cannot be look at now government finances has stabilized or in the future.

    What is this obsession with Grenvilles II Economic Plan.? He is not the GoB. Elections have not been called. What useful purpose will this exposure serve? We have plans in all sectors of the private and public sectors many of which will not see the light of day.
    In any case with a changing environment, especially in the last two years, the assumptions on which it was based may no longer be relevant. It is time to move on. It is quite obvious to me that Grenville II has no intentions to expose his plan to further criticism.

    Our plan has been published on our web-site for the past 4 years. It is still there.

    The numerical analysis was shared with accountants and economists, for them to give an opinion. Our numbers were confirmed.

    I have learnt that sharing numerical analysis with extreme partisan supporters is a complete waste of time. They confidently argue that 1+1 = 8.345 and will never back down, despite doing violence to arithmetic. I tried reasoning with such persons 4 years ago, and learnt that the hard way. When people are so blinded by political loyalty, they just will not add correctly.

    If anyone can convince a member of ICAB or the BES to review our plan, then we will happily share it with them, so that they can give an honest opinion in accordance with their code of ethics.
