Jo-Ann Haigh

She was the most visible demonstration of rare competence during the last DLP administration. Despite everything falling around her (low water pressure, water outages, water leaks, sewage in the streets, etc), she made us feel that the BWA truly cared and were trying their best.

She appeared to single-handedly manage two national crises that were not improving, but getting worse. Yet she performed to a level of excellence that is not normal in the public or private sector of any country on this planet. As Communications Manager, she seemed to be on call 24/7/365 and consistently on point – an impressive level of commitment.

Most persons appear to receive national honours for doing work for which they were already paid to do. If there was ever an exemplar of a person who went far beyond the call of duty in putting Barbados first, and the needs of Barbadians over her own, it was Joy-Ann Haigh. For her demonstrated consistent level of excellence, she was deservedly given Combermere School’s alumni’s Flame Award, normally reserved for persons after a career of exemplary service.

Joy-Ann Haigh was the BWA’s most valuable resource, without doubt. Therefore, it took a special level of lunatic management to place her name on a lay-off list, and incompetence of the highest order to actually send her home.

If such a critically important post is being made redundant as reported, then we have the rare misfortune of witnessing, within the BWA, a demonstration of the next psychological state after madness, whatever that happens to be. We were told to simply elect and watch, well, watch on with dismay.

A minister informing a chairman of a Cabinet decision, of which there is no record, to replace a building contractor with an alternate contractor? Contracts awarded by decree? Staff recruitment two months before an election and while the Corporation was insolvent?

    Oh dear, I just realised that would not fit into the Solutions mode of enlightenment.

  11. It is daunting the number of things, large and small, that need attention in Barbados and will probably go unattended while we concentrate on salvaging the economy. Take for instance Banking, where it appears as if no one is interested in the plight of consumers. I made a cash deposit via auto-teller on Tuesday of last week to a bank that shall remain unnamed due to the royal service they provide. By Friday it had not cleared my account and became necessary for me to physically visit the bank (as no one answered the phone during my many attempts at calling) to inquire as to the cause of the delay. It took 53 minutes of me working with two CSR (in-house), and a third CSR on the phone to complete the transaction. Now those of you who have asked already know that the banks claim it takes three days to clear ATM transactions. Imagine my surprise when I wrote and deposited a cheque to another bank on Monday morning and by Monday evening it had cleared my account. One can only assume that the banks are engaging in overnight electronic banking using client funds to harvest immense amounts of interest. What is the Central Bank doing or intends to do now that there appears to be a real Minister of Finance, to harness and control the avaricious appetite of these banks and bankers who seem hell-bent on being the only businesses in Barbados to make obscene profits during the time of financial hibernation? And don’t even begin to discuss the excessive and unconscionable fees and charges imposed by these Merchants of Venice.

  17. No one has so far mentioned the out fall line that is now being installed. Mr. Andrew Hutchinson a highly competent civil engineer. apparently had suggested the out flow line from the inception of the south coast sewerage project. His suggestions fell on deaf ears. Again on a Sunday episode of “Brass Tacks” earlier this year he again advanced the idea of an out flow line. He went to indicate that fouling of pores in the limestone would result in failure of the injection well. Any one trained in the biological sciences would know that fouling of the pore-spaces would be a must. Fouling is experienced when sterilizing fluids using ultra-filtration techniques and the particulate sizes are of the order of I/millionth of a meter. In the case of the injection wells the particulate size cover a gamut of diameters. The questions that have me perturb are these:1). Did the government ignore the out flow idea based on faulty advice? 2). The outflow idea was dismissed because of cost and money was not available? 3). Sutherland is an engineer and should have realized that the injection wells could never work. In any event I am veering towards concluding that some measure of incompetence has taken place. After all, the country was promised the sewerage debacle had the highest priority: one would have figured that having inherit the injection wells, a plan B would also have been adopted along side the well option. After six months the country is back to square one

    Minister of Energy and Water Resources, Wilfred Abrahams, noted that the construction of the temporary marine outfall is of national priority and must be completed as soon as possible (FP

    Around the clock work has begun on the emergency temporary marine outfall off Worthing Beach.

    Minister of Energy and Water Resources, Wilfred Abrahams, in a press conference held at the Ministry’s office last Friday, revealed that the next step in addressing the south coast sewage issue was to construct a temporary outfall 1, 000 metres offshore from Worthing Beach, Christ Church.

    This decision was made by Cabinet based on a report received from Baird Consultants, who analyzed hydrographic modelling results from studies conducted over the last four months and instruction was given to the Barbados Water Authority (BWA) to proceed with the construction of the emergency marine outfall off Worthing Beach.

    Minister Abrahams noted that this project is of national priority and must be completed as soon as possible. To achieve this objective, the BWA has urgently assembled a team of technical persons and has entered into contracts with four companies to undertake aspects of the works required to complete the installation of the marine outfall.

    The construction of this temporary outfall will allow the BWA to safely discharge the effluent from the South Coast Sewage Treatment Plant out to the sea, pending the upgrade of the South Coast Sewage Plant, as well as the repairs to the existing sewer network.

    Stantec Consulting Caribbean Ltd has been chosen as the independent Project Engineer to work on behalf of the BWA to provide engineering advice and supervise the implementation of all the phases of this project.

    Baird Consultants have been retained to advise on the alignment and installation of the outfall to minimize any impacts to marine ecosystems during construction and operation. Local marine experts are being consulted to minimize beach impacts and the BWA is working in conjunction with the Barbados Turtle Project to protect turtle nesting areas during the construction phase.

    The project will consist of two major components – Land Based and Marine Based. The land based component involves the laying of 750 metres of new pipe from the plant to the vicinity of the sluice gate at Worthing beach. This component has been awarded to C.O. Williams Construction Ltd., which will work with BWA crews to cut the trench, install the pipe and reinstate.

    The Marine based component has been awarded to Ward Drilling Inc., which in collaboration with Marenco Ltd., will lay two pipes, a minimum of 1,000 metres in length each following a route designed by Baird Consultants out to sea. Steve’s Building Works Ltd., as a subcontractor to C.O. Williams Construction Ltd., will be responsible for making approximately 300 concrete anchor blocks (one to two tonnes each) required to anchor the pipes to the seabed and keep the outfall protected in the sea.

    The public is advised that, as a result of the opening of the sluice gate during falling tide and the urgent construction of the outfall, the Worthing Beach remains closed and that the carpark at Worthing Beach is also closed, as it is being utilized during the construction of the marine outfall.

Still according to Sharon Beder, the design calculation and computer models for pollution modeling have been criticized, arguing that dilution has been overemphasized and that other mechanisms work in the opposite direction, such as bioaccumulation of toxins, sedimentation of sludge particles and agglomeration of sewage particles with grease. Accumulative mechanisms include slick formation, windrow formation, flocculate formation and agglomerated formation. Grease or wax can interfere with dispersion, so that bacteria and viruses could be carried to remote locations where the concentration of bacterial predators would be low and the die-off rate much lower.

    What happens when Sargassum weed gets transported by the currents in the sea off the south coast of Barbados?

    It is deposited on the beaches all along the coast, all the way down to the Hilton!!!

    Imagine the Sargassum weed movement along the coast models exactly what would happen to “floaters” that might come out of the Sewage Outfall off Sandy Beach.

  40. I am going to suggest that the reason why the outfall for the South Coast Sewage Plant is off the Hilton and not Sandy Beach is to avoid the south coast currents depositing raw sewage on Hilton Beach!

    If I am right, the outfall off Sandy Beach could turn out to be an exercise in extreme lunacy!!

    Two scenarios!!

    First, let’s say the Sewage Plant works.

    Then, the sewage will receive primary treatment because that is what it is built to do.

    Second, let’s say it doesn’t work which is what is suggested by the fact that a new plant is to be built.

    Whatever comes out, with or without floaters, will be high in fecal coliforms.

    We could put a couple of ministers to bathe in the sea off the Hilton!!


  49. Why do Barbados governments INSIST ON VIOLATING THE HUMAN RIGHTS of the majority population in Barbados who elected them??

    …why can’t lawyers in government INTERPRET basic laws, why must they ALWAYS MISINTERPRET EVERY LAW when it comes to paying the people their money, everytime??

    …. why must they all violate the people’s rights….SEEMS THE ONLY THING THAT MINISTERS/LAWYERS ARE ALL REALLY GOOD AT AND EXCEL IN IS BRIBERY/CORRUPTION/ TIEFING..nothing else, nothing to benefit the people who elected them on May 24th.

    No laid off worker should have to wait two years OR MORE to get a hearing let alone to receive their NIS unemployment contributions…what sick, nasty game is the Mia Borrows government playing, these people have families to feed.

    “And according to outspoken president of the Unity Workers’ Union, Senator Caswell Franklyn, the rights of those workers retrenched last week are not being properly addressed due to incorrect interpretation of the law.

    “I do not know that any tribunals at the NIS have been appointed to hear these cases. Each person who applies for severance payments from the NIS has to go through that process and decide if they get benefits or not. In the last ten years I don’t know of any case where that took less than two years,” Franklyn said in an interview with THE NATION on Tuesday.”
