One can argue that the state in post independent Barbados has never provided the environment to foster economic independence to the majority black population. Despite this a few black businessmen managed to gain economic independence but the majority of the black population has settled for becoming the employed and never the employers. On the other hand, the minority white population has more employers and entrepreneurs.

Except for a limited apprenticeship period early in the history of Barbados – and in poverty stricken areas like Martins Bay- the minority white population has always had economic independence and social independence. At emancipation, the blacks were given social independence; it was not economic because they were not paid reparations for the time they had spent as slaves. At independence in 1966, the island gained its political independence from Great Britain.

Herein lies the present structure of inequality of Barbados; 99% of the 5% whites have social, political and economic independence and the 95% of the black population believe that they have social and political independence. Of that 95 % less than 5% have economic independence.

There are several reasons for this. The outdated educational system in Barbados does not teach entrepreneurship, poverty among blacks, the prohibitive lending practices of the banks, limited scope of government’s business development schemes and the inability of back businessmen to receive lucrative government contracts. This article will focus on the latter.

Throughout post independent Barbados, wealthy white businessmen have played prominent role to direct the political affairs of the island. In the past they were known as white shadows. Of late, they are no longer in the shadows and their presence now looms larger than life. Even the great Errol Barrow could not shake the hold that the minority whites held after his party achieved independence in 1966. They were the landowners and therefore voters before the backs obtained the right to vote. Did this give them preferential access to the government over blacks? One wonders why this preferential relationship has continued with successive black governments and why the whites do not seek political office.

In the midst of the present economic recession on the island, it is now essential more than ever that the black population achieve economic independence. Each successive administration has offered lucrative business contracts to the white minority and very few to blacks. This has created several white business magnates who by their portfolio now cater to every need on the island, leading to a concentration of power and wealth in their hands.

The present reality is that we have a situation where a fraudulent election has produced a hypocritical government which pretends to have the best interest of the people but their actions to these minority white business men speak otherwise. This small group of business men has attached itself as a parasite to the public purse to create every scheme they can dream up. In essence government ministers are now the puppets of the whites who no longer control from the shadows. Every Minister of the elected government has compromised his position to the entire electorate of Barbados in some was as a result of his involvement with those businessmen.

Both the Prime Minister and the Attorney general have admitted that votes were bought in the 2013 election. Bizzy Williams has admitted that he has given money to finance political campaigns for both parties as well as that he made a donation to the police force. It is no wonder that the police never investigated the Cahill scam. Bizzy Williams, Bjorn Bjerkham, Cow Williams, Mark Maloney and Tempro have all found a way to achieve wealth off the backs of the black people of Barbados long after slavery has ended. They bring no genuine investment but depend on the taxpayers’ money to finance their business schemes.

The cash strapped present administration whose members have already sold themselves to the highest bidder is seeking to divest government’s assets. The Sanitation Service Authority seems to be on the list of things to sell and what has unfolded as the Garbage Crisis in Barbados is quite telling; for months the state refused to take hold of its responsibility to remove garbage and then there was the drama surrounding the infamous tipping fee that was to be paid to Mr. Williams’ disposal company and after that several mysterious garbage trucks landed at the Bridgetown port. Now that the garbage collection system has almost collapsed, in comes Mr. Williams as a knight in shining amour to announce a proposal that he is willing to manage the garbage disposal in Barbados for $60 M a year. This alone is evidence that the SAS was allowed to fail so that the government could take hold of Mr. William’s offer. It is a clear picture of collusion between the Minister Denis Lowe and Mr. Bizzy Williams.

Since Opposition Senator Abrahams was able to comment on Mr. William’s announcement, an offer must be on the table and one must wonder of its contents. No manager of the SSA or the Minister is paid $60M a year. So exactly what does this management entail? Are those green garbage trucks that did not have an owner part of the $60M deal? What will happen to the workers currently employed by government? Does this mean that Mr. Williams, in addition to garbage collection will be responsible for garbage disposal? Will his new $60 M responsibility include decision making on any future waste to energy plants in Barbados for which land has already been vested and finders fees paid?

Mr. Williams is no angel, saint or savior. There are already private waste haulers who could have done this job. Chief among them is Mr. Cherry, private waste haulers who government seems bent n victimizing. Mr. Cherry should now offer government a counter proposal to collect the garbage in Barbados.

One wonders if the outcome of government’s failure to collect garbage is a sign of things to come for the delivery of other public services for which taxpayers’ money is utilized. This brings me to the water crisis that is being experienced in the North of the island. Is the provision of tap water being allowed to fail so that a white businessman can offer to provide running water to those affected residents at let us say $300M a year?

At the end of the day there is a need for the ending of secrecy and beginning of transparency in the way the government awards contracts and other business initiatives, the tendering process must be followed. There is a need for a quota system in the awarding of government contracts. 95% of the island should receive 95 % of the contracts and the 5% who are already wealthy will not suffer if they receive 5% of the contracts. Black business men, community groups or cooperatives must be formed to present counters offers to the government in light of the proposition offered by Mr. Williams as well as for other projects. If Mr. Williams can do it off the taxpayers’ money any black business man can do it too.

If this situation persists unchallenged and unchanged, we are headed to what can only be termed as economic slavery where the government collects taxes just to pass on to this minority. To make this situation even worse, a fraudulent election means that there is no political independence of the electorate. This means that after 50 years of achieving independence, the black population is headed back to the pre emancipation period. We never had economic independence, our political independence was sold for a mess of pottage on the last election day and; social independence (our pride which some of us relinquished by giving up the right to vote for free and fair elections) which is dependent on the former also vanished on the last election day.

    Peter….let me break it down….but di nit do like Dompey and say I am insulting you. As I stated…it’s self-enrichment for Bizzy dont care how you cut it….Bizzy, Bjerkham, Maloney, whichever parasite of the day, cause it seems they rotate by agreement….approches government with their latest scam…demands a contract, then demands and gets millions of taxpayers money to implement the scheme, then takes that contract to the bank and borrow another 50 million dollars or so to do whatever…now multiply that by 4 or 5 parasites…..which generates wealth for Bizzy et al…..in which scenarios….the taxpayers ALWAYS lose…

    ……..it’s not like if the 5% ever planned to flow that money back into the treasury. ..to help create jobs for the people or cashflow for the government to pay bills..why should they..that’s the government’s stupid problem….they already took the bribes those jokers fir ministers.

    Peter….you say your are a businessman, I been a business person for many years….so explain that.

    We are obviously talking at cross purposes…….civil society is part of the tri-partid arrangement as is govt…..suggestions for change may come out of it,however only the govt can implement the change……..so how cany other entity implement change?

    Once govt has not privatised the BWA that money shuld be spent in the BWA.

    …..govt has never been about profit,should they now decide to do that,then your point would have validity.

    Do not twist my words.

    I did not say Gov’t enterprise should be profitable; I said it should be cost-effective.

    Why should taxpayers may more for goods and services than the free-market can provide? Because we exist only to pay taxes to employ people who would not otherwise be employed? So those people can obstruct us from earning money and paying taxes?

    That is exactly the situation in Bim right now. We are all spinning top in mud.

    I am distinguishing between wealth creation and enriching oneself… this is because we need to pursue wealth creation in order to make progress in Barbados. Self enrichment strategies seek to grab a bigger slice of the pie, wealth creation is about making the pie bigger.

    I am agreeing with you that Bizzy gets rich and the taxpayers lose, I am just pointing out that Bizzy’s self enrichment rarely wealth creation.

    Peter…the intent of Bizzy, parasites & Co is to have the upper hand through the decades old money grab….that is basically the best desciption….,,,,control the money, politicians, government ministers and they have had full control over the people…….engineer their lack of progress and advancement, lack of multiple successful black businesses…that was the intent…it worked for over 30 years….the black ministers should be totally ashamed of themselves, they are a disgrace.

    …….but that still is not enough for the minorities, they want to bite off a bigger piece of pie….control the police amd they will suffer no consequences for their well known criminal activities….and have the added satisfaction of locking up black people at will..

    Let us see if the slaves in parliament will proceed with the ultimate sellout by bowing to greedy Bizzy’s “give me”……..and get thrown out of parliament on their asses.

    Wealth creation will have to come from black business people utilizing available opportunities through contracts and OTHER avenues to create jobs that will keep revenues circulating in the black community and flowing back into the treasury….it all boils down to available opportunities.

    Barbados is a resources scarce country…if you are talking about resources rich countries….wealth creation becomes a whole lot easier…Barbados depends on paper to create wealth, they have precious little else…here is a real wealth creation source….once tapped into….whatever happened to the oil deposits Barbados was supposed to have…that was supposed to create wealth.

    “The attitude of these big multinational oil companies was, “we shall keep the Haitian deposits and other such layers of deposits in reserve for the 21st century when the Middle Eastern jackpot are all depleted.”

    In fact, it was apparently known as far back as 1908 that Haiti has substantial reserves of oil. But those poor people have been kept in abject poverty all this time when they could have been benefiting from all of this oil.

    Not only we have oil, Haiti also possesses a great deal of gold as well.

    A United Nations study in the 70s indicated Haiti could be littered with gold and copper deposits. However, planned political violence and recurring coup d’état have kept the oil in Haiti from being exploited and the gold from being mined.

    So how much gold does Haiti have? Well, the former president of Dominican Petroleum Refinery recently said that Haiti has vast untapped reserves of gold and iridium (a little known and rare mineral that is vital for the construction of spacecraft) and that these resources should be used to pay off the Haitian foreign debts. I don’t think he is alone in this assessment.

    Back in 2007, a geologist with 27 years of experience hunting for gold was asked what he thought the chances of discovering huge amounts of gold in Haiti were.

    Here is how he responded…. “I don’t think there’s a question of whether there’s a good deposit here. It’s a question of whether we can develop it here in Haiti.”

    In fact, analysts are predicting “a stampede into Haiti” if the existence of large gold deposits there can be confirmed.

    So the so-called “poorest nation in the western hemisphere” turns out to be just brimming with oil and gold. Do you think that those resources will be used to rebuild Haiti and to give Haitian a truly bright future?

    Don’t count on it because Haiti’s natural resources are considered “strategic reserves” of the United States.

    You see, for decades Haiti has been viewed by many as being essentially “owned” by the United States. The U.S. government has done little to actually help the nation of Haiti get on the right path, but they maintain a huge presence there. In fact, the U.S. fifth largest embassy is in Haiti.”

    In breach of the BWA and IONICS agreement for the Spring Garden desalination plant has not Williams Industries not profiteered by charging a profit on the electrical consumption of the plant there? If yes, how much money did IONICS overcharge BWA for profit on electricity for the last 20 years???

    Yes David that is known and was possible in the late 70’s and early 80’s when civil society in Bim was at its peak…..presently it is a mere shadow of its former self and needs rebuilding if it is to reach those heights again.

    The Jaycees were once a vibrant force to be reckoned with throughout the Caribbean,politicians used to listen and ask advice…….where is it or its reincarnation now?

  21. Let me try to show you an example where wealth is destroyed and riches are created.

    Our diet causes all sorts of non communicable diseases, at least that is what I get from listening to various doctors.

    Mine is always on about my diet … and exercise.

    He has even gone so far as to suggest I skip some meals to bring down my weight.

    I have tried, Lord knows I have tried … but the food too sweet!!

    Sometimes I succeed, sometimes I fail!!

    Exercise is something I am enjoying everyday so I am obeying him in one regard.

    Another doctor tells me if I exercise expect my weight to increase as muscle is created!!!!

    Our health is one form of our wealth!!!

    We can choose to destroy it, … it is up to us ….. and there will always be those who will supply us with means with which to destroy it … but it is still we who make the choice.

    Riches are created, wealth is destroyed!!

    No one can take wealth from you without a serious struggle if you recognize what wealth actually is.

    … and it isn’t riches!!


  22. Just to show you how wealth creation is rocket science imagine you are diagnosed with diabetes …. you can’t do it .. a doctor needs too!!!

    … and when you get the diagnosis … you can’t suddenly recreate the wealth you have lost on your own …. a doctor has to tell you what you should and should not do!!

    Medicine could as well be rocket science to most people …. it certainly is to me!!

    Diabetes scares me, I don’t want to lose my wealth to it given my sweet tooth ….. and …. so far so good.

From the day the motor car made it appearance in Barbados at the turn of the 20st Century, black Barbadians were involved in the motor trade,as drivers , chauffeurs and mechanics, yet it took many many years before we saw a black Barbadian managing one of the local agencies workshops, or businesses. Technical Education in Barbados , with the establishment of the Barbados Technical Institute in the mid 1950’s , went as far as training young men as shop floor operatives, with little chance of progressing further in the private sector. Young men were trained up to the City and Guilds Part 2 /Intermediate level. No consideration was given to extending the courses for an additional 18 months , to cater for the City and Guilds Part 3 qualification, simply because City and Guilds Part 3, in any part of the world was considered a Management Qualification, opening up the motor industry world to the holder of such qualification,but not here in Barbados.
    Many technical persons who ventured to the UK, and proceeded to obtain the City and Guilds Part 3 qualification, discovered that the Barbados Technical Institute, had covered about 50/60 % of City and Guild Part 3.
    Even in later days, I knew of some lads who attended SJPP, along with a fellow who abandoned the course half way through. Some of these graduates from the Polytecnic, subsequently found work in a Bridgetown Garage. And who was their boss? The fellow who had dropped out of the course.
    This is Barbados , 1834 or 2016 . It matters not.

    I have done a poor job of explaining the distinction that I’m making between wealth and riches. I’ll try once more.

    The word wealth is derived from the Middle English “welthe,” from well or weal with the “th” added in the same manner that “heal” turns into “health.” Wealth is therefore that which makes one well. The word rich is of Germanic origin, related to Dutch “rijk” and German “reich” for one who rules. Riches are therefore what makes one powerful. “Riches” is an expression of power while “wealth” is an expression of well being. (Oxford dictionary)

    This brings us to the understanding that wealth is more about long term value, while riches are simply about amassing currency. Riches are often fleeting as in the case of lottery winners who are more often than not broke within a decade. You will therefore hear people talk about “nouveau-riche” but never “nouveau-wealthy.”

    Well being, and therefore wealth, is integrally connected to community: no man is an island. Riches, and the connected power, are often exercised to the detriment of community.

    But ya see Peter…however you may look at the definition of rich vs wealthy…it is not looked at the same way in Barbados. …paper rules, when people think about wealth…they automatically think of how much paper you have accumulated and not the state of your wellbeing…that means nothing to them…they only want to know how much money ya have and if they can get…read.., thief some….

    Peter…the trick lies in getting that education across, that ppoer is not the be all and end all of their existence. …it would be a nice project for you to undertake if younhave the time.

    Commonsense dictates that if you are healthy….there is wealth in your life…no one should have to teach you yhat.., the health issues on the island are reaching epidemic proportions, they can see for themselves that paper only gets them medications which gets them side effects which gets them a wealth of more sickness…, this is not rocket science.personally I would not waste my time with people who fight any and all positive changes to their lives.

  34. Government’s awarding of contracts has nothing to do with capitalism or socialism. It has everything to do with greed and the creation of a dictatorship which the people in their silence have allowed to take root.
    I just because there were some people in that Chamber of Commerce Meeting who are unable to think, it was felt that the rest of Barbados would be gulliabe enough to agree with this proposal. News flash the people are seeing the light and it is not at the end of a tunnel or around the corner.

    Chad…we went over this re staggering and rotating contracts so that over a generation or generations of this activity….a generation is 25 years……,,, multiple waste haulers would have been given the opportunity to share in the money, keep the money in the black community…..build financial wealth in the black community to minimize poverty and reliance on government job creation. …seeing as government lacks competency in that regard.

    …..ya just a bad minded black man who dont want to see other black persons like yaself grow monetary wealth, personal wealth otherwise, why what woukd Heather get fir waste usuling bither you, ….

    You speaking as though government contracts are the only means by which black people in Barbados can achievements economic independence. How about the know how and can do determination to put new ideas in practice which will create the necessary financial independence your talking about? How long are we going to rely on the governmental sector as a source by which we can achieve the economic independence we are seeking rather looking at new avenues whereby can create the products which will genetate necessary income both home and abroad. And it is not that hard all one has to do is to do as successful people have done to achieve this economic independence, but I know that it isn’t going to that difficult and there will be challenges nonetheless, however, it is far better to try and fail than not to try at all.

    If they were intelligent, they would have noted that David Thompson, their leader and mentor in selling his (and our) ass to the highest bidder, did not profit from the transaction in the long term. Indeed his final months must have been hell….

  49. This brings us to the understanding that wealth is more about long term value, while riches are simply about amassing currency. Riches are often fleeting as in the case of lottery winners who are more often than not broke within a decade. You will therefore hear people talk about “nouveau-riche” but never “nouveau-wealthy.”
    Well being, and therefore wealth, is integrally connected to community: no man is an island. Riches, and the connected power, are often exercised to the detriment of community.

    Let me now give you an example where riches were converted to wealth, … and totally squandered by many who were misled by a few who want to convert it back to riches!!

    Emancipated slaves could neither read nor write, they had no surnames how could they possibly fit in to an economy that relied on such niceties?

    How could they build economic independence for themselves … or for that matter even social independence?

    The conversion of riches to wealth I want to speak of took place through the Anglican Church and I repeat myself once more by quoting from the above link … all verifiable!!

    The conversion resulted in education!!

    Where did the church get the lands and the resources to provide this service to Bajans?

    From the people who owned the lands in the first place and controlled the labour force which built the churches and schools.

    …. and yet, there is evidence that such an investment in people was squandered … I see it every day on BU …. people do not think.

    They can read and write but no longer read!!

    The result is pure rubbish!!

    Here is an opening sentence of the article above.

    This is an example of someone writing because they can and not because they actually have thought out what it is they are writing, God forbid they would actually research it.

    The millions of pounds spent educating her ancestors have as demonstrated by this simple idiotic sentence been squandered!!

    Riches to wealth and then she shows how it has been squandered.

    But she is only repeating what she has been told over and over again by people who want to convert the wealth created back to riches so I can’t hold her to the same standard as I would the persons who have purposely misled her.

    Poor souls!!

    The Anglican Church has lands and buildings which represent the riches donated to it to create the wealth which education should bring.

    Yet, the Anglican Church is considered poor!!

    As you see, the same conversion of riches to wealth at emancipation also took place in St. Vincent and 11 other islands as well as British Guiana!!

    … and we have a PM of St. Vincent who joins the attempt to seek reparations!!

    There is another source the writer can use to check what I am saying … Historic Churches of Barbados …. if she actually gets to the Public Library she can check the book … look at page 59 for a simple table if reading all those words and thinking is too daunting a prospect!!


  50. I took my own advice and went to the table on page 59 referred to above.

    I wanted an answer to the question I had in my mind when I realized that besides besides the 11 parish churches and All Saints there were two more churches when the first Bishop of Barbados came in 1824.

    They were Society and St. Mary’s.

    St. Mary’s was the site of “the Old Churchyard”. Professor Fraser reckons it was “probably oldest consecrated ground in the island, or second only to St. James”. The church was built in 1825.

    Society now is an interesting one. It results from the will of Christopher Codrington in 1711 which left his two plantations to the Society for the Propagation of the Gospel.

    I am pretty sure he was a Quaker!!
