In her response to the budget ofย  June 2015 leader of the Opposition Mia Mottley gave impetus to the Cahill Energy debate when she shocked the country with the revelation that four ministers (Darcy Boyce, Denis Kellman, Chris Sinckler and Denis Lowe) had signed a Power Purchase Agreement with Cahill Energy dated 15 March 2014.

The government defended (not very well) the agreement with the Claire Cowan Cahill Energy company, however, subsequent events have proved the Fruendel Stuart led government withheld vital information from Barbadians.

Barbadians were NOT told that on the 13 September 2013 Prime Minister Fruendel Stuart signed a Heads of Terms Agreement related to Cahill Energy that committed the government to specific deliverables which have cost and legal implication for Barbados. For example, clause 5 of the agreement reads as follows:

Why did the Prime Minister remain silent on the matter of his involvement during the June 2015 budget debate? Why did he not defend Minister Denis Lowe – who had lead responsibility – and the other ministers who were heavily criticized for their involvement with Cahill Energy?

What adds to the Cahill intrigue is the letter (parts 1,2) signed by Prime Minister Fruendel Stuart dated 3 March 2014 addressed to Clare Cowan advising that Cabinet approval was obtained and the agreement with Cahill had been submitted to the Solicitor Generalโ€™s Office as part of the required due diligence process.

In 2013 Prime Minister Stuart in his head to head with Owen Arthur won the debate on the matter of who was perceived to have greater integrity by the public. The Cahill Energy transaction has given justification to those who now question the honesty of our prime minister. The public announcement last week by Minister Denis Loweย  – forced by the No Confidence Motion – is not the final chapter in the book titled ‘Governance‘.

    MM managed to get his DLP yard-dogs to remove the Arawak manufacturers’-protection import levies for cement. This was a secret deal between MM and gov’t; no publicity, no consultancy, no association lobbying. One day it was there, the next it was gone. This has never happened in the 30 years I’ve been in business, usually the lobbying by local groups for similar consideration (application or removal of duties) takes years and accomplishes nothing, but not in this case. Very similar to the duty-free deal to operate Bushy Park as a profit-making private company rather than the National Home for Motor Sport as it was intended to be. Seeing a MOF trend yet?

    Cement was imported from Portugal by Hardrock and sold from the flour mill compound (how does any Bajan get to use gov’t property for profit without going through the tender process and years of lobbying?) at a lower price than Arawak, then Arawak lowered their prices in response.

    Then Arawak’s mother-company Cemex (Mexican owners who bought Arawak’s Trini parent company after BDS Gov’t sold out our shares) bought the plant in Portugal which was supplying Hardrock.

    So now Arawak has a functioning port, mixing plant, bagging plant, established Caribbean sales network, international supply network AND NO IMPORT DUTIES ON FINISHED GOODS THANKS TO MM AND HIS TEEFIN POLITICIAN FRIENDS.

    Sounds like a self-solving problem to me.

    This Bait and Switch Strategy as an observer was telling me is so obvious. Here is the strategy and Owen Arthur talked about it in Parliament yard a few weeks ago:

    Mottley belives that she is more important than the BLP, She wants to make her brand more popular than the BLP brand as she knows if it is only BLP vs DLP she will lose. Her advisers have told her to SPIN ad advertise her political events and stunts as something for the people and non partisan, that is the BAIT – So you talk about higher level of governance and awarding of contracts (never mind you ad your cherry picked crony sucked the taxpayers dry at the Crab Hill Police station fiasco). You tell them not to wear party colours because it is “not political”- the bait is to increase your following. Remember it was “walk with me” not “walk with the BLP”.
    The switch is to get these concerned Barbadians who might not be BLP to believe that you will be their messiah and lead them to better conditions.

    Look for more of this garbage in coming weeks and months. The same telephone call that the political whore David Commisiong received to join the “march” is the same one that Macdowall and Beckles at the NUPW and her VOB mouthpiece Peter Wickham received.

    “Follow the Demon” continues…the BLP is just the convenient vehicle for the megalomaniac.

    But why did the Chairman of the SSA, Margot Harvey put hersignature to this Cahill document, when her name was excluded from the original document, and she had to add it in her handwriting. She should have demanded that the document be amended to include her particulars in print.

  19. I agree with Kammie that this WTE is not over.In Guyana the Granger administration is currently looking at tenders for a WTE plant at their main refuse site.Lowe might not like to hear that tenders were invited and a committee set up to consider the process.

    @AC, good day to you. I am not easily angered nor shitting myself over the Waste To Energy plant. PEP`s and their proxies have not to worry about my incoherent noise but about the British Home Office, Canadian Embassy and US Embassy reports sent to their governments daily.

    How could someone be such a blind partisan to a political party? In addition, I am not celebrating Cahill until I see verification no financial penalties for termination of agreement as set out in MOU.

    A new entity out of Canada was having meetings on a Biomass Waste To Energy for over a year with entities in Barbados and touting zero emissions. Thus, get your facts right as they were on the ground here in Barbados as recently as last week and that was what the news clip was about.

    @AC, you have your selfish reasons for your rock hard support of your political party. Unfortunately, the political operatives defend their masters to ensure they can continue to rape the country. Your behavior is no different than selfish political operatives of the BLP.

    @AC, perhaps you can tell us why the passed FOIA and ITAL which was spoken of so much in November 2012 to February 2013 was suddenly dropped after elections.
    Both self-serving political parties have outlived their usefulness and belong in the political graveyard as both have contributed to where Barbados is at today.

    Totally disappointed in the DLP as a former supporter and as a person who placed my confidence in them during the 2008 elections.     @AC, @Peter Gilkes @Carson Cadogan, how come the Minister Of Environment never speaks with the same gusto of the 4R`s aka Reduce, Recycling, Re-use and Repurpose as he speaks to WTE? The Future Centre Trust recently launched its National Community Recycling Initiative at our Recycling Rally on May 19th,2016.

    Currently Atlantic Shores, Ocean City, Ruby, Ballantyne, New Orleans and Fortesque have 4Rs CoreNetwork Projects active, more communities are signing up. Thus. it must be treated with utmost suspicion why the GOB never speaks to the 4Rs. Why speak of a green economy globally but never act locally to promote an environmentally friendly green economy?

    Cahill will not go away until all is completely exposed irrespective of which political party becomes GOB. The Future Centre Trust will continue to work with its international partners and foreign government agencies.

  31. The contracts duely signed by both parties have mechanisms built in on how and when remedies / costs are due and allowed on both sides
    The burning question is has either side used the contract to first put the other party on notice of a breach and that remedy and or costs are being sought??????
    There are concurrent delays on both sides and the only way either or both parties can legally void the contract is by mutual agreement .
    So Denis lowelife needs to publish the voiding agreement duely signed by all parties.
    Until then the Cahill scam will stay on the books like the sword of Damocles.

    Thanks for you post above. It makes a bit more explicit what I’ve been trying to hint at in a number of posts since Lowe’s statement at the NCM over a week ago.

    Lowe has seemingly been maintaining, since the BU Cahill leaks, that the Barbados Government was, somewhat counterintuitively, going ahead with the Cahill project, regardless, with no dissenting voice being raised by the PM or the Government itself. Indeed, there is substantive evidence that the Government was indeed attempting to fulfill some aspects of their contractual commitments with Cahill that appear to corroborate that understanding.

    Why should the Government, through Lowe, have been insisting on going ahead with the project despite the mass of evidence that it was not technically suitable nor cost effective for Barbados?

    The plurality of the evidence against the suitability of the Cahill and indeed a WtE project for little Barbados was overwhelming without the occurrence of the collapse of the 2nd Teeside Plasma generation project. So how influential was that collapse in determining the decision to cut Cahill? I would suggest that the decision was either announced prematurely or if it was not premature that the Government and Cahill had come to an understanding on the modalities of each side cutting their costs.

    Clare Cowan has apparently taken a huge personal lost. Her financiers and creditors have also taken huge loses. Are they likely to take those losses lying down? How are they likely to attempt to recoup some of those losses? Is the Barbados Government, through its signed contracts with Cahill, the most likely place for them to recoup at least some of those losses? Were hidden payments made?

    I think we have not heard the end of this story.

    To be clear Clare Cowan has in no way taken a huge personal loss on this plasma project.!!!! The money she stole from stupid collaborators like technip ,Spencer, Alex Iscoe and others was to pay for a condo mortgage in the four seasons which if the plasma project hadn’t come her way via seventh heaven properties would have been lost anyway.
    Her limited money came from her time working in London with the principal mortgage for her 48th floor condo being secured by a fraudulent accrued income letter from John Robilliard of Blenheim group stating accrued incomes from the Barbados deal which were a fiction .
    Weep not for this scammer she has made her living defrauding people for years and will no doubt resurface from her low rent apartment on Ellington avenue to do it again.

    If I were the current GOB that appears to operate under different standards to all former Barbados ones; either:-

    a) Do nothing (the most likely action!)

    b) Buy it through an agent from Clare Cahill for a sum sufficient to cover her costs and get her silence, novate unpaid contracts. Pay off contracts. Deny the matter even existed.

    c) Look the other way when one of the GOB signees buys it surreptitiously from Clare Cowan for say 5 million US funded by some deep pocket entrepreneur(s) who can afford to wait for a big payday (-guess who has such monies available?), novate unpaid contracts to new owner. then share the spoils after class action suit against government.

    Perhaps not a businesslike or even feasible set of options, but you get the general idea.

    If It were any other previous Barbados Government (D or B) the current situation with a Cahill type operation would not have been possible so the hypotheticals would have no validity.

    I forgot to mention above that the court that has jurisdiction in this matter appears to be the English Court, not the Barbados one, from provisions in the leaked documents, so the wait for the windfall might be very much shorter than 10 years.

    I have no sympathy for our ingrunt government administrations because of the following reasons

    1.an overseas company is effecting a contract for the supply of goods and services here in Bulbados
    2.Part of those clauses obviously will deal with breach of the contract etc. Which scvunt would be so effing stupid to have the laws of the cuntry from which the supplier is coming be the final arbiter of breach?
