The Nation Newspaper clipped the last sentence of Caswellโ€™s column, here is the unedited version.

On Tuesday May 10, 2016 debate on the Opposition motion of no-confidence against the Government started in the House of Assembly. I must confess that I did not listen. However from reports in the media, except CBC, it is my understanding that the Leader of the Opposition, Mia Mottley, levelled a wide-ranging set of charges to justify her call for the removal of the Government.

She was on her feet for five hours outlining her case which in my view was overkill. To my mind, there was one allegation that if proven to be correct would more than justify the Government’s removal from office. She revealed that the Government proposed to increase the salaries and allowances paid to parliamentarians by ten percent.

The following day, I heard a news item on Starcom Network news quoting Minister Stephen Lashley as saying that they did not get an increase in salary. My first reaction, to those seemingly contradictory reports, was that they cannot both be telling the truth. At this stage, I was not prepared to allow anyone to prove anything to me. I had to find out for myself. I logged onto Parliament’s website only to find out that both were correct.

The website revealed that there are resolutions before the House of Assembly seeking approval of two orders made on April 15, 2016 by the Minister of Finance to change the salaries of parliamentarians. So far, Miss Mottley is truthful in this regard.

Section 5.(1) of the Ministers and Parliamentary Secretaries (Remuneration and Allowances) Act, Chapter 8 of the Laws of Barbados, empowers the Minister of Finance to make an order to increase or decrease those salaries. Section 5.(2) states, among other things that the order is subject to affirmative resolution. That simply means that before the order can take effect it must be approved by both Houses of Parliament and assented to by the Governor-General.

In our system of governance, a member of Cabinet must support anything that the Government brings to the House or resign. So unless there are resignations from Cabinet in the offing, the thirteen members of the House who sit in Cabinet must vote “yes”. In order to defeat these resolutions both Mara Thompson and James Paul would have to vote with the members who do not support the Government. It can happen but that is hardly likely.

The next step in the process would be Senate approval. Government holds twelve of the twenty-one seats in the Senate. I therefore do not forsee a rebellion among Democratic Labour Party members in the Senate to defeat these resolutions.

Since the resolutions have not been approved in the House and Senate and assented to by the Governor-General, MPs would be unable to draw their new salaries. So in effect, Minister Lashley is also telling the truth.

Since 2013 Government has reduced its workforce by approximately 6,000. To date many of those workers have not seen one red cent in severance pay. In addition, Government has not seen it fit to even give vacation pay to former workers of Beautify Barbados. Mind you, if those workers were in the Private Sector, the Chief Labour Officer would have brought the employers before the court for failing to pay holiday pay. Incidentally, legal proceedings in such matters must be filed within a year of the holiday pay becoming due.

In light of all the suffering and deprivation that Government has inflicted on the most vulnerable in this society; How can they muster enough gall to even consider a proposal to increase the salaries of parliamentarians? This administration has deprived 6,000 public workers of 100% of their salaries and then made a token sacrifice of 10% of theirs. They are now seeking to reclaim the 10% that they lost. What about the 6,000 who went home? Does this Government even care?

  1. I have just come back from Sunday Mass to see that my comments have set off a hornet’s nest of anger and outrage among the homosexuals and their allies. The most abusive language has come from Whinny A Dove, who posted an excerpt from a scientific paper that actually did more to support my position than his/hers.
    The facts are on my side. (And no, EWB was not bisexual, although he consorted with a homosexual cabal, apparently because they could help him in his political work without being able to threaten his power, precisely because they were homosexuals and therefore ineligible for the top job).
    For those who follow these things, the academic literature uses the acronym WSW to refer to women who have had sex with other women. Most of these WSW, who I call lesbians, actually self-identify as “heterosexuals”. They have higher rates of many sexually transmitted diseases than women who have never had sex with another woman (true heterosexuals, or what the academics refer to as WSM, women who have only had sex with men).
    The second largest group of lesbians ( WSW) call themselves “bisexuals”. They also have higher rates of most sexually transmitted diseases than true heterosexuals.
    Finally, there are a tiny group of lesbians (WSW) who say they have never slept with a man. Ever ever. This group of “pure” lesbians has higher rates of some sexually transmitted diseases than true heterosexual women (e.g., bacterial vaginosis) and lower rates of other diseases.
    But the vast majority of “lesbians” are not pure lesbians, and WSW as a group have higher rates if STDs than true heterosexual women.
    Case closed.

    I have found the solution to those persons who feel that politicians should not receive the money taken from them for 30 months. Seeing it is fair for the 10% cut , then I will ask the Minister of Finance to create the same 10 % tax for all citizens by introducing a tax to take 10% of everybody’s wages and salaries minus [politicians to level the playing field.

    All along I thought that Dennis Kellman was an honest politician but just a bit silly, well more than a bit. Now I have come to the conclusion that he is just another dishonest politician that is looking out for self interest, like most of his colleagues.

    There was never any indication to the public that the cut would have been temporary. If it were so that fact would have been noted when the resolution to cut salaries was passed and the 10% would have been restored automatically, without the need to come back to the House. The real reason behind the increase is that they misread the legislation with respect to their pension entitlement. Civil servants’ pensions are based on the average of their salary over the last 36 months of their employment.

    The politicians thought that the same applied to them and wanted to boost their average. According to their misinterpretation, ministers who served for three terms would gain approximately $800 per month every month for the rest of their lives. That was too much to give up in their estimation. That is why we are seeing this duplicitous behaviour coming from the DLP.

    They didn’t realise that the base for calculating their pensions was different from that of civil servants. While civil servants’ pensions is based on the average of their salaries for the last three years of service, the pension for politicians is based on the highest salary they ever received over a three month period.

    You have mistaken “The Party in Power” with “the government” and yes i do know that “government is the system by which a state or community is controlled, and of course that “in the Commonwealth of Nations, the word government is also used more narrowly to refer to the collective group of people that exercises executive authority in a state”.

    Therefore you title would impute that the wider grouping does not care where you in fact mean that these dufuses of whom my CD below speaks, ar without any feelings

    Bacterial vaginosis can be spread by sexual contact (although that is not the only way it is contracted) and in the academic literature it is often grouped with hepatitis, herpes and other diseases that are spread by sexual activity. See, for example,

    I really cannot fathom why there is so much fuss about who is gay in our country. I have long maintained that gay citizens should take a leaf from the book of those influential gays in other countries and just say they are gay. I must say that in 2016, to read some of the comments and homophobia in this discussion, makes me cringe with sadness.
    Ever since Owen Arthur stated that Mia Mottley was unacceptable,as PM to many citizens, I have asked Owen Arthur to say why.
    Again I ask Arthur to say why a person who held all the high portfolios in his cabinet, was his Deputy P M for many years and he once entrusted to reply to a national budget, is unfit to be our Prime Minister.
    Am I to believe that Ms. Mottley is a national security risk? Is it fair to Mottley to be told by her former boss that she is “unacceptable” without him saying why? We have allowed Arthur to pretend that he is above scrutiny and are seeking to elevate him to heights he has not earned. In terms of all the PMs we had around here , he was by far the most destructive and arrogant.
    I blame Mia for not confronting him head on. But she too apparently will suffer any humiliation by Arthur or anybody else because her sole ambition is to be the first female Prime Minister of Barbados. They are all the same !

  17. I don’t have a party, but it is time for the BLP to stop disrespecting the Christian faith of the majority of Barbadians. Find leaders who live their lives in a manner that is consistent with the mainstream values of the society you aspire to govern. Stop throwing up these godless, dissolute pagans who are unfit for high office. It’s not that hard to find a well-adjusted, happily married man or woman who is honest, well-educated and has interesting ideas.

    Just think about that question for a bit WS and you will probably come to the conclusion that OSA plans on releasing his “bomb shells” during the final days leading up to the next election. At that time it will be too late for MAM to deny anything he says. Even if it proves to be imaginative, the fragile mind of the populace will latch on to and run with it to her detriment. The taxpayer is burdened by one of the biggest cabinets in the history of Barbados.If it was achieving growth in the economy with employment around 6%,one might overlook the massive size for a little place like Barbados,but this cabinet is confiscating the disposable income of its citizens and dipping its hand in the National Insurance Scheme every month since 2008.

    Endure is hardly the word. Prior to becoming ministers most of them were earning very little or nothing. If they had taken a 50% cut they would still have been better of than prior to the 2008 elections.

    There is no such thing as “government” which does things. There are only people exercising the power that is given to them to exercise (or too often, abuse) on behalf of the people.

    The same applies to all other paper organizations such as corporations, charities, etc. The “company” never does anything; it’s always the actual people hiding behind the corporate veil.

    It’s always important to keep this in mind. Using the common rhetoric of “government did this” or “the company did that” (which the elite encourages) just allows them to hide from their responsibility for what’s happening.

    Are you telling me that a destructive, arrogant person cannot be successful? Now, unlike you I do not mark the competency of Arthur, Sandiford, Barrow, St.John, the Adamses, Thompson or soon to be Mottley, higher or lower than each other. You see, in my book they have done equally well and equally badly.
    I invite you to objectively analyse all the problems we now have. You would conclude that they have been around during the stewardship of all of them and they have remained. The BLP and DLP, are essentially bankrupt of ideas as to how to carry our country forward. You should by simple arithmetic understand that they have collectively ruled or is it govern us for fifty years and today we have a country in serious decline and decay.
    I don’t know how any sane person will elevate somebody else to be their deputy and give them all the important and powerful ministries and then come and tell the public that the person at their right hand for donkey years is unfit to lead and expect to just walk away without being questioned because he is a competent economist and considered to be a “great” leader.
    As much as you and others don’t want to hear it, I am saying that what Arthur did to Mia Mottley was destructive and self serving, and a betrayal of our country because he knew all along apparently, that she was unfit or unacceptable and still kept her as his deputy and in his cabinet.     I agree with you 100% percent and I have been positing such comments in this forum which have been largely ignored time and time again. Mr Arthur needs to be held accountable for foisting an individual with much acclaim as a prospective leader on the people of Barbados.

    There are multiple personalities who perform quite satisfactorily at mid-management level where they fall under the supervision and control of a boss…… but the business of LEADERSHIP …. where all roads end up, is an altogether different matter.

    By Bajan standards, Mia is very intelligent, she has the self-confidence that comes with growing up in a privileged family, and she went to a good school. Even then, her management performance has been poor at best…. Shiite man, Bushie would invite her to be part of BUP….but only under the proper control of a solid governance system and a strong leader.

    What the hell does that have to do with an assessment of her sitting in the ultimate position of power? Indeed, ANY assessment so far would STRONGLY support Arthur’s judgment.
    The woman CLEARLY suffers from an overwhelming sense of entitlement….dangerously so…

David Thomson kept him away not only because he knew he didn’t support him but because he thought that poor Denis was incapable of leading a Ministry based on the standards he had set for him Minister.     Correct me if Iโ€™m wrong, but were the above projects not sanctioned by the then BLP Cabinet of which Owen Arthur was head?

    Owen Arthur is as much to blame as Mottley for those projects listed above. He was Prime Minister of Barbados and had veto power to cancel those decisions.

    Unless Arthur and Bushy wants us to believe that Mottley was autonomous in her actions.

    Two points that may be of assistance to you…

    1 – Neither Owen, William, balance NOR Bushie made any references to ‘sexual proclivity’ …so your ‘proclivity’ to do so in defence may well be revealing more than you intend….

    2 – Your presumption that, just because Bushie is wont to cuss Owen wrt CSME and some other indiscretions, the Bushman is totally ANTI – Owen is flawed…. and frankly, suggestive of feminine origins…. (women tend to think like that…)
    Bushie can easily cuss his very best friend, and praise his worse enemy – depending on the topic and the facts.
    Shiite Miller…. Wuh the bushman HAS been known to agree with even you … and on more than one occasion too…

    Are you seriously suggesting that the above comments were actually uttered by Denis Kellman? Similar to Denis Loweโ€™s and Adriel Brathwaiteโ€™s request to have Mottley present her LEC, I would like Kellman to present his ACCA, CGA or CPA certificate to prove he is an accountant.

    Civil servants were asked, through their unions by this DLP administration, to place Barbados before themselves and agree to a salary/wages freeze so as to help the island manover the economic crisis. For EIGHT long years civil servants made SIGNIFICANT SACRIFICES for Barbados, including LOSING 100% of their income through RETRENCHMENT; 50% of their income as a result of working reduced hours; 85% of their income as a result of increased VAT and implementation of additional taxes.

    And letโ€™s not forget the people in the private sector, who had to undergo similar reduction in income due to the closure of numerous businesses and reduced work hours.

    I cannot believe that Kellman is saying itโ€™s NOT FAIR for him to forego 10% of his salary for 30 month, but it is fair for civil servants to forego their income for EIGHT YEARS.

    And people are actually agreeing with this nut case?

    What OSA thinks or says about Mia is irrelevant, do you not notice that Mia does not respond. Mia will be many times better than Froon, she held ministerial postions something Fumble never did, hence his incompetence.

    He was thrown from a first time ever holding a cabinet position to months later acting as a PM and then PM. So he has had little experience that is why we are where we are today!

    As for Maria Agard, she has brought her pigs to fine market and now cannot deal with outcome. She allowed herself to be used to seemingly to resurrect OSA and it must hurt her to the core to see the same advisers at home in the BLP seemingly comfortable under the same person she accosted calling her a demon………..hence the hatred, vitriol and anger she spewed.

    This does not speak well for Maria! She was led astray. She should be mad with those who were advising her…………….she was outfoxed by the person she labelled a demon. She should be vexed with the same OSA under whose leadership her problems should have been solved……….the cans with the problems were kicked down the road and left for Mia to solve!

    I must take exception to your line of reasoning where you attribute Freundel’s incompetence to the fact that he never held ministerial office before. You cannot compare him to other prime ministers who did not hold ministerial office prior to taking the big job. Neither Tom Adams, Owen Arthur nor Errol Barrow, if memory serves me correctly, held ministerial office.

    Mind you Freundel held ministerial office for two years under Thompson before assuming the burden of the office of Prime minister. Even if he didn’t, you still could not compare him to the other three. All three of the others had an over abundance of intellect. Freundel is not similarly burdened. From his conduct, there is evidence that his load is quite light in this regard.
