corruptionAmidst the celebrations of 50 years of Independence, the Attorney General of Barbados made an unexpected announcement regarding corruption. In an article in Barbados Today dated March 4, 2016 under the heading “Not Here”, the Attorney General did NOT promote the touted administration’s promise of anti-corruption legislation. Instead he said corruption was not a major problem and that his administration was not interested in pursuing anti-corruption legislation any time soon because it was not a priority.

What is corruption?

It is defined as a form of dishonest or unethical conduct by a person entrusted with a position of authority, often to acquire personal gain. From the looks of it, we have entered an era of systematic and political corruption in Barbados.

It makes one wonder what the priorities of this government are. What the public perceives as the priorities of this administration were first outlined in the Democratic Labour Party Manifesto. The most glaring of these was to be the implementation of Integrity Legislation. To date the government has not even hinted that the promise they made to the electorate will be kept. The very fact that the Attorney General rose to defend the Government is an indication that corruption is a big problem. Government’s corrupt practices have escalated during this administration and include the Cahill Scam, theft by the Speaker of the House, Mara and David Thompson’s involvement in the Clico Affair, the Coverley Lease, missing information on the Auditor General’s Reports, the depletion of the NIS funds, contracts awarded in contravention of government’s financial rules, Government giving away tax free and other concessions as well as the buying of votes in the last election.

Let us examine the implications of his statement – corruption degrades the moral fabric of any society which becomes so steeped in filth that it is unable to remove it. After 8 years of being rocked by scandal after scandal, one wonders if his next pronouncement will be that there is no crime, no guns or no drugs. Will he state that these are not major problems and his administration is not pursuing any more legislation to counter them because they are not priorities?

He admitted that there is a tear in the very fabric of society and yet his intention is not to mend it? It is like a perpetrator of a crime boldly admitting guilt while showing no remorse. Perhaps the statements are opening the flood gates for corruption in the wider society, heralding our descent down the slippery slope. It can lead to a mafia type society where bribes and payments abound to get simple things done or payments given to look the other way. With acknowledged corruption, a precedent is set that informs the youth that things are to be achieved through corrupted methods and patronage. There is a rise in suspicion and lack of trust amongst the citizens and residents of a country that leads to fear mongering. The established functions of government become so adulterated and this ultimately affects the poor who become unable to pay for bribes and turn to crime to obtain bribe money. Damaged as it is now, the election process of buying votes will only get worse, making elections neither free nor fair.

Ultimately those statements speak volumes about the character of the person that the island has entrusted the responsibility to uphold the laws of the land and create new legislation when it is lacking. His statements do not infer integrity neither responsibility nor accountability to the people of Barbados and the Attorney General should resign.

Since there is an admission of corruption, the people want answers to many questions relating to the Cahill Waste to Energy Plant, Clico, Coverley, contracts that have been awarded outside of the proper tendering process and concession given to various parties. They also want investigations; the guilty sent to jail, explanations to mysterious money on bank accounts of persons who entered Parliament broke, moneys returned to the public purse that were unlawfully taken, the audited financial reports for Ministries and Departments of Government and resignations from Parliament.

Also, in light of this admission by the Attorney General, the Government needs an open rebuke from the church. To date the church has been silent but it needs to take a leaf out of the book of Pope Francis who is very critical about corruption. There is a role to be played by the church, other religious organizations and groups in civil society to denounce corruption in high places. Along with prayers, it is time for these groups to stand up and speak out and not wait until this same corruption is manifest within their doors.

In our 50th year of Independence, it would have been worth celebrating if Attorney General made a statement that Barbados was corruption free. The icing on the cake then could have been that since the implementation of the Integrity Legislation not one Member of Parliament’s activity had been called into question.

    My advice to the Attorney General is: it is best remain silent and thought a fool than speak up and remove all doubt.

    Seems Ms Cole and I frequently read the same articles with a different take.
    The AG said “and the question really was, do we really need to spend money on this department at this time? That is what it really came down to, I think”
    So the AG “thinks” this is the rationale, he isn’t sure.
    But given the spending on the 50th celebrations, it is quite clear where he believes his governments financial priorities lie. And he is right. Tackling corruption will only expose this group, while nuff parties and freenesses might get them re-elected.

    I keep saying words such as illegal, corruption etc are all relative in Barbados, depending on who you speak to and definitely to whom these words apply at any given time….Brathwaite knows perfectly well that even if the money is spent on drafting the legislation etc, it will never be implemented/enforced in Barbados, that is not how politicians/lawyers operate on the island, it’s not in any of the 2 governments best interest, they will have to lock up their friends, fellow ministers, fellow parliamentarians, fellow lawyers, fellow business partners relatives etc…it will not happen, unless some drastic change is forced upon them, but do not hold your breath that this well happen…..as things stand and not in the near future.


  6. This issue brings into question again the extent Barbadians can believe what the politicians promise on a political platform. There is no way to hold them accountable until 5 years later. Are we happy with this arrangement? It suits the political class to maintain the status quo.

    This is probably the most important and far reaching statement made by a DLP minister so far in this term. I suspect he is testing the waters and is waiting for the response by civil society and the Opposition before his colleagues pile on further unspeakable corrupt actions on us.

    Things must be worse than we realise if a Minister could, without provocation, proclaim such a crass and immoral policy for his entire Government.

    The crimes of the BLP ,If this AG do his Duties could have lock up the BLP for years and take back all ill gotten gains under Fraud, , More Clean money would and still can be made by all getting their share to help the Nation and our standing at home and across the World.

    As one White lady said , in the News that Barbados problems can be fix, After all they are all men and woman made and can be undone and fixed,

    But to deprive the owners of their things to keep for self looking to kill off and die off to rewrite History to suit self is a crime of Hanging, Many lives were lost due to the fact the QEH is a pig pen ,Housing , Water, Clean Air, proper Wages ,Education , protection of Children and Elderly, proper Policing , Rule of Law and the Courts of Clean Judges and Justices ,is not hard to do , We must look to remove these crooks ass lawyers that got paid for theirs by beeing Push up to be Judges and Justices,

    Based on the bombastic, type A, duplicitous both-party nature of that Republican candidate, his extensive business background and a family history of racist behaviour the best comparative Bajan reference to for us all with that new wondrous fervour would certainly not be Belle…

    The link with Trump and Barbados politics is however more in the recognition and use of the majority of voters as sheeple who cannot seem to comprehend the machinations of the political class and fall for show and theatrics while eschewing substance.

    The only difference is that COW does not seem to be interested in getting into direct involvement in Bajan politics.

    There is however at least one other aspect of the very influential white shadows here that bears comparison vis a vis Barbados and US politics. The use of Religion as a tool for advancement. This is not evident on cursory examination but If one looks carefully it jumps out at you.

    Indeed, the establishment can do EVERYTHING to Barbadians and the masses will still kiss their …

    Higher taxes? No problem. We have the best economists.
    No sanitation service and rats on the street? No problem. We are the most civilized people.
    Endless tales of backlogs at the courts? No problem. We have the best judiciary.
    Plans for a power plant spitting out dioxin and turning skin from black to white? No problem. Every new technology has its price.

    And so on and so on.

    I guess, even with devaluation, 20 % unemployment, bankruptcy of NHC and NIS, even higher university fees and doubled food prices, the majority of Barbadians would still worship the members of the establishment as god-given untouchable super-human beings.

In the 8 years after singing the song that that the DLP party is not about economy it is more about building a society have we seen any initiatives we can point to support? This government only seeks to communicate with the public when in damage control mode. But we like it so because we have not seen the kind of Opposition to take advantage in a climate tailor made of the them because Mia has been battling her demons as well. A party divided will not stand.

  32. What is worrying for BU is that we witness on a daily basis discussions not taking place in the mainstream place. Do we live in two Barbadoses? Are the commenters on BU aliens?

    When I listen to some people, I also have to wonder if they are aliens as well. This reminded me of two callers I heard when I tuned into Brass Tacks before it ended yesterday afternoon.

    The first individual was a regular caller, a typical yard-fowl who goes to all lengths to defend this DLP administration. He mentioned a few “blunders” Mottley made, which, in his opinion, placed her in an unlikely position to become Prime Minister.

    However, when asked by Ellis if the government made any “blunders,” his response was an emphatic “NO.” He also implied that even though Barbadians were faced with several taxes, several people lost their jobs, homes and have experienced some measure of “pain” as a result of government austerity measures, he can’t find any fault since this administration has done everything correct and for the benefit of Barbados. Barbadians should accept the “pain” as a necessary evil to put this island on the path to recovery.

    The second caller, whom I call Mark “Back in Time” Wilson because he keeps comparing Barbados as it was in the 1940s, 50s, 60s and 70s to Barbados as it is today. Perhaps he does not realize he is living in the year 2016. Wilson believes the world is still in recession and Barbadians should not complain since living in his era was “much harder” than living in these times.

    He should probably “hitch a ride” with Tony and Doug of “The Time Tunnel” fame so they could return him to Barbados in the 1940s.

    Quite relevant observations until your reference to the Pope. The Pope is not a good example. Where was he all those years when the atrocities were perpetrated against the little boys? Do you believe a mere apology years later from his elevated position should suffice? Where was he when corruption in the Vatican was brought to light? Why did the Pope ignore the pleas of the oppressed in Cuba who sought audience with him when he visited there? He is shown as visibly angry with someone during his last visit there. Was this Christian like?

    The ruling Democratic Labour Party (DLP) is made up of a number of selfish “careerists” who practice the politics of abandonment when the going gets tough, noted political scientist Dr George Belle has charged.

    Yet, the former Dean of the Faculty of Social Sciences at the University of the West Indies Cave Hill Campus has warned the Opposition Barbados Labour Party (BLP) that it cannot expect to win the next general election unless it makes the principles of social democracy part of its fundamental and distinctive characteristics.

    Speaking last night at a BLP St Philip North branch meeting at the St Mark’s Resource Centre in Blades Hill, Belle accused the DLP of abandoning the policy of free tertiary education implemented by the country’s first Prime Minister Errol Barrow. He also warned that the end of free universal health care could be near.

    “They don’t represent any cause. These are not social democrats. That is why they can tear down free university education. They would make you pay to go to the hospital saying that if you cannot pay something is wrong with you, because you are not successful,” he said to nods of agreement from BLP supporters.

    In comparing the two parties, Belle said there were “some fellas that don’t represent no cause; what they represent is careerism, interested in themselves, selfishness, greed”.

    However, making particular reference to former Prime Minister Owen Arthur, he said the BLP tended to navigate under pressure and not abandon social democracy.

    The political scientist contended that although Arthur sought to allow capitalism to flourish, he “did not take down university education, he strengthened it”.

    “These guys [the DLP] have surrendered and taken away the support from the students and if necessary make the people pay for public health. So you get abandonment under pressure from the DLP and you are getting navigation to save under the Barbados Labour Party, and that is the distinction that I am going to make,” he said in his speech on the relevance of parties in relation to a post-independence period and the chances of the BLP winning the 2018 general election.

    Belle also flagged a number of other areas he said the BLP needed to change urgently if it wanted to win the next election.

    Chief among these, he explained, was a “ground plan” similar to that of the United States Democratic hopeful Bernie Sanders who he said inherited President Barrack Obama’s plan.

    He said Sanders has engaged the attention of the youth who are rebelling against “the greedy people, the selfish people, the self-centred people. That’s what those young people have done in the States”.

    “If you can respond to the young people here in the right way, you can tell them that your party built social democracy and you have to defend it and it gives you hope for the future. Greed is not going to give you that; selfishness is not going to give you that, so a big part of the responsibility of the Barbados Labour Party is that narrative. But I don’t know if you have time to do it for the next general election.

    “The next election will be one that will be won the very traditional way; that the other party is going to lose and you will win. But if you are going to win in terms of that too, you have to be organized on the ground.”

    Belle also advised the BLP to tap into the technological revolution now taking place in the country.

  36. @Balance, the Pope is still the best example to use. I am having difficulty finding someone here is the US who represents the church who denounces corruption openly. Al Sharpton chooses his battles, Creflo Dollar is adamant that all lives matter, Jerry Falwell and several others have endorsed Donald Trump. Perhaps when corruption starts to affect a persons ability to pay tithes it will become a priority for the church in general. I cannot remember listening to a sermon about corruption. However I do believe that as a part of society the role of the church is to speak out about injustice and corruption.


  37. Mr. Bell is a Leftist Socialist who is advising the BLP to walk in the ways of Socialism as if those qualities are truly charitable. They are not, they are a counterfeit and in every way in opposition to God and his Commandments.

    Politricks is what it comes down too. How far are we away from Full Blown Socialism like what we see exemplified in Venezuela? What we have to recognize what is the System of Governance being placed on the people with all its Burdensome Regulations, Taxations and Governmental Overreach.

    What we are witnessing in our Society today are the ill effects, which Socialism has over the entire world, no Country under its influence has flourished, actually quite the opposite!
    The Aim of Socialism is to remove the God of Providence from the Society, that people would instead, look to the State, as their Provider (god)!

    To enlarge the point you made Socialism is the Adversary’s Camouflage for True Charity, It is the Counterfeit of all that is just and true. Charity is Voluntary; it is not FORCED by way of Taxation.

    This is a serious discussion, Heather, and perhaps too high for their level of intelligence.

    The ACs prefer to visit Caswell’s article and post multiple contributions attacking Mottley, while requesting her to produce her LEC, even though the Attorney General promised to investigate the matter.

    Supposed I were to believe that Adriel Brathwaite, as was suggested, is waiting for the opportune moment to expose Mottley as a fraudulent lawyer.

    Then surely any reasonable individual must agree that, as ATTORNEY GENERAL, he has evidence/knowledge before and after the fact that a crime has been committed, if he with-holds that evidence/knowledge and the alleged perpetrator continues to commit the crime (Illegally engage in practicing law), then Brathwaite is guilty of aiding and abetting.

    In other words, if Brathwaite has knowledge that Mottley does not possess a LEC, and he allows her to continue practicing law in Barbados, which is a criminal offence, then he has intentionally associated himself with the commission of the crime.

    Yes the BU commenters are alien literally some of them of course, but even those who are on island it is still alien for many to come on BU and then on arrival to believe what is here.

    You know well that there are Bajans still to dis day who will not accept the validity of those CLICO documents posted here on BU. They were valid public documents from a local firm comprised of Bajans (with Canadian input) but still they see Thompson as inviolable. Surely they also dismiss the CAHILL docs.

    So to a point you dismissed recently (two really); one being the matter of a BU call-in (@Vincent as I recall) and the other (@Pieces) of being a local Transparency International of sorts.

    After nine years Mr Blogmaster, you can change the dynamics AGAIN! Voice may indeed be old as you said re Frank Pardo and call-ins but a written blog still pales compared to the audio or the visual.

    It would surely resonate that a few hours a week of a robust audio prosecution on these issues would likely draw a growing audience and help reduce that feeling of alien invasion.

    Yep, I know its easier said than done but heh you are the activist…you knew change would not come easily.

    However all things being equal ac mind reflects on a BLP administration littered with corruption from Hardwood to Vesco a Party which the now leader Mottley was a high ranking member and never said or did nothing

The BLP would constantly shoots itself in the foot on the idea of trying to connect this govt to corruption ,Several reasons being that the BLP has a history of allegations real or perceived placed in the public domain that has been aloud to fester without a hard-pressed realization to damped or diffuse ///////// also the constant drumbeat is another reminder of allowing the public to gaze one more time at the blp reign in power when said allegations of corruption were well known
