Minister of Finance (MoF) Chris Sinckler has promised a press conference on Monday [27/10/2014] at 10AM. Given the anaemic performance of the Barbados economy over the last 6 years, AND what is projected in the near term, there is an air of doom and gloom that has understandably settled over Barbados.

One positive that may yet come from the MoF press conference is that he finds himself in a position to  elucidate on the Central Bank Press Release Current Economic Performance for September 2014. At a time when clarity is required to ensure stakeholders in civil society are able to strategize for success there is continuing confusion if we are to judge by the statements coming from the heads of the Private Sector Association (PSA) and Barbados Chamber of Commerce (BCCI). It is an understatement to suggest confidence has been dwindling in the pronouncements of the Governor of the Central Bank. His most recent projection that the local economy will grow by 2% echoes a similar statement in January 2011, instead, Barbadians have witnessed economic decline.

The sudden cancellation of press conferences post delivery of Governor Worrell’s economic performance briefings has largely gone unchallenged by local media. What we had was a spirited response by the Nation newspaper to the decision to expel them from Central Bank press conferences to which the Governor and his Central Bank Board responded by cancelling press briefings altogether. The Governor has gotten the last laugh with local media receiving a black eye and by extension the public it is ethically setup to serve.

The vague Press Release delivered by the Central Bank of Barbados last week has created the opportunity for PROFESSIONAL journalists attending the MoF’s press conference tomorrow to probe. Alex Macdonald and Tracey Shuffler from the PSA and BCCI have started the ball rolling. If BU were present here are some questions we would demand HONEST answers from the MoF:

  1. On page 3 of the Central Bank Press Release mention is made that the fiscal deficit of $360 million has been financed largely by a reduction in Government deposits in the banking system in the amount of $235 million. The remainder was financed by the drawdown of the Government’s deposits at the Central Bank and the NIS. Has the government  been utilizing sinking funds to finance government expenditure?
  2. The Central Bank Press Release makes mention of the tourism sector has begun a turnaround. Is it honest to represent that tourism has begun to turnaround on the basis of an 8% increase in the UK market YoY? To what extent has there been a positive correlation in spend from the UK market and tourist receipts? Was the increase driven by sustained marketing programs or one off events?
  3. Mention again is made in the flimsy Central Bank Release that foreign capital inflows ‘picked up’ – estimated at $399 million compared with $173 million last year. How much of foreign capital inflows was made up of foreign borrowing? Based on the vague Press Release the public is left to guess whether there was an increase in foreign direct investment and how much was any increase.
  4. Please comment on press reports the IMF has recommended a swath of new taxes as part of its tax reform recommendations.
  5. Do you agree that at a time when the country demands leadership in the economy the Governor’s report has only serve to obfuscate?
  6. And lastly Minister, what has become of the ‘concern’ made public by you in parliament that your life was threatened.

    Sir Frank Alleyne has already provided the MoF with a list of those “self-employed” tax dodgers. All the MoF has to do is to cast the net instead of coming to the public and talking bull.
    Does he plan to go after the many lawyers, doctors and the other political ‘family-friendly’ crooks who file losses every year? What about the millions in gratuity and other perks milked from CLICO Leroy Parris has not declared as assessable income?

    The economy is on the rocks and the dems reforming the Barbados Statistical Service because Worrell refuse to use the BSS data,which admittedly makes a bad result worse than ever in the history of an independent Barbados.
    No attempt is being made to reduce the oversized and overweight cabinet of Barbados.A country our size should have no more than 8 cabinet ministers.21 is an unwieldy burden on the taxpayers therefore that is where expenditure cuts must start.

The Opposition Leader in the House of Assembly of the Parliament of Barbados continues to miserably fail at telling the majority of people of Barbados what fundamental political economic and financial policies she and her intellectually and politically backward, bankrupt and discredited BLP disorganization has for the growth and development of this country.

    The reason why Miss Mottley and the jackass BLP continue to fail at presenting such policies is simply because there is no capacity, wherewithal, passion within her and this BLP faction to produce and provide such policies for the utter scrutiny of some of the most thinking members of the public of this country.

    Miss Mottley and the principals of the BLP think that they can mainly criticize and criticize and criticize the political economic policies of a clearly ramshackled ramgoat DLP government, and by so doing eventually in time for the next local general election win the hearts and minds of the majority of voters of this country.

    But they are totally wrong!!

    For a growing large number of people in Barbados are irrestorably tired, fed up, frustrated and sick to hilt with these totally irrelevant DLP and BLP factions and their ill and atrocious doings especially when in the government of this country.

    Many of these same people are done finished with these two older idiotic parties.

    Miss Mottley must wonder why – in a period of severe national political economic depression in Barbados – why – as Opposition Leader in the House of Assembly of the Parliament of this country – not many people have and will continue to have any confidence at all in her so-called leadership, and too draw or continue to draw no inspiration from it.

    That is very true where in Barbados is far? These are the same DLP supporters who, in defense of their party’s success in health, would boast of an efficient ambulance service, which has been successful in transporting victims from all over the island to Martindale’s Road.
    If we go by that idiot’s logic, perhaps we should build a hospital in every parish. Would not “distance become problematic because of unavailability and acts of nature” [come into play and] affect an individual who has been severely burnt or involved in a serious accident in St. Lucy?

    “Yesterday torrential downpours and flooding of highways and by ways should be an eye opener to how much Mam is out of touch with reality.”

    So, I guess that this DLP administration’s decision to close the Drainage Unit in December 2013, shows just how in touch they are with Barbados; especially against the background that “flooding of highways and byways” [always] usually accompany “torrential downpours” on this island.

    What got me real angry is her pronouncement at the anniversary service, she lamented the fact that the government cancelled the David Thompson football. I said……what a cold heartless woman. The government is broke and all she could say is that the government cancelled the football.

    ………. If she cares so much for “my beloved husband”, why could she not step forward and use some of the all the money left behind in “families first” to meet the needs of the footballers who look forward to the money, according to her?

    ………..If she cares so much for “my beloved husband”, why could she not step forward and use some of the all the millions he left behind to finish off the polyclinic that is to carry his name and do not let it be an eye sore? She could have lent the money to her government which the Stinkliar can add to the list of all the hundreds and thousands that the government owes.

  14. I share a deep pessimism for this nation state called Barbados. The excitement and the fervour of 1966 when we gained are independence is sadly just a sepia memory in are conscience. The Owen era was sadly a mirage. The Thompson era was a carbon copy of any number of Nigerian governments over the past thirty years; whilst the current incumbent is hopelessly out of his depth.

    The common theme shared by all three leaders was that that they were all at the wheel whilst Barbados regressed. Who would have believed that Bajans in 2014 would be prepared to pay over eight Bajan dollars for an avocado pear – in preference to planting their own avocado tree; or that Bajans would be prepared to queue for and purchase food from KFC and Chefettes – instead of making their own food.
    We have tried independence and it is failing or has failed. I am about to say something unpalatable. We should look seriously at forming a pact (re-integration) with are old colonial master: Britain.

    Government continues to record heavy losses on loans made to private investors and quasi-Government agencies.
    Accounts receivable in respect of the BTII were reported in the Accountant General’s Financial Statements (Note11) as $141 500 000 with accrued interest as $19 351 206
    The report further noted that the government of Barbados had granted a loan in the amount of $145 328 264.23 to Hotel & Resorts Ltd back in July, 2002. This was repayable on a semi-annual basis over a 20-year period at a rate of 7.25 per cent per annum on reducing the balance..

    Could you explain why you think their performance has been stellar. Or is the comment just tongue-in-cheek?

    The state of our economy as seen in the relevant statistics tell the story and suggests that in any government, anywhere else on Earth, these Officials would not have retained their portfolios.

    But I myself think that where we now are is not entirely their fault but is essentially the result of their sticking to partisan political paths and policies that were / are unworkable under our circumstances. Sinckler could be forgiven for doing this but the Governor can’t be.

    In addition, I think that the majority of the blame for our current position must be laid firmly at the feet of the Prime Minister whose uninspired leadership and apparent detachment from almost everything of serious import in government (including not keeping his ministers on a tight leash and demanding serious accountability from them) must be a major factor in our current situation.

    Needless to say this govt has been hampered in part for a lack of finances driven in part that the biggest contributor to the econom was negatively impacted by the global economy triggering slow growth and productivity.
    In its best years barbados gained substantially and proffited well in those years because of the Tourism sector.
    Unfortunately in the years prior to this govt taking office
    Fact.world economies slowed
    Fact.negative growth and productivity started to show signs of depreciation on small nation economies
    Within the six year period this govt did all that was possible to hold strain while putting the social interst of people and country first against all odds
    Now moving forward six years later govt had to abandon older methods of restrain to protect (again) and stablize the country finances which meant tackling high debt and rescuing high deficit.All might not agree with the methodolgy but the alternatives which has been suggested means short term solutions without acqurining long term solutions and objections for the future
    How would ac grade govt.
    On methodolgy ..Progressive
    On implementation..slow
    on stabilzation..progressive
    Overall grading B+

    And all along we were under the distinct ac-inspired impression that the BLP was totally responsible for the collapse of the economy resulting in the current ‘high debt and high deficits’.

    Say it ac, the BLP is to blame for the $5.3 billion increase in the national debt since 2008.Right, ac?

    Say it again ac, the BLP is responsible for the massive amount of people unable to find work.

    The BLP is also responsible for the significant drop in foreign reserves currently made up primarily of the IMF managed Special Drawing Rights (SDRs) and sinking funds for the repayment of foreign loans and which the current incompetent administration cannot touch.

    The same way the current administration has allowed the garbage situation to get out of hand threatening the health of the citizens the same way it is creating the perfect conditions for the collapse of the economy.

    There are some serious viral infections spreading in Barbados due primarily to the poor state of the public health preventative services e.g. garbage collection and maintaining a healthy clean environment. This administration was warned from early ad nauseam about the consequences of allowing the garbage situation to deteriorate and the environment to fall into a state of filth and overrun with bush. There are more out there than just the
    Chikungunya virus.

    The pending collapse of the economy would spell untold hardship for the people just because the present lot of incompetent bastards refuse to listen to sound advice or accept early warnings about the inappropriateness economic policies there are pursuing.

Firstly miller before you “go off”at chomping at the “bit” careful analysis and consideration must be given by Facts one of debt accumulated by the past admininstration and which became unmanageable and sustainable . Another fact being as i stated previously the one led sector a driver and significant factor dried up and whatever financial gains were made were in part used in helping and rebuilding that sector mind you that nothing is coming (in) from that sector but sunstantial ( yet) but limited resources were put in place for revival which was also in part to accumulating further debt. However as attributal as it may be the forecast for recovery of that sector is real meaning with the potential for real growth it would help to ease in the reduction and further escalation of debt with pointers showing pockets of growth and decrease of emploment and less taxes implemented on those who have already been burden and asked to pay their fair share.

    Recolonisation is the best thing for countries like Barbados. Black rule has been a woeful disappointment. Just look at what has happened to Barbados once touted as the model for black developing nations.

    The BLP does not decide if Sinckler stays or goes. There will come point when (if not already) Sinckler’s own Cabinet/Parliamentary colleagues/party will want him gone, will want a policy change with a new Minister of Finance. It is a certainty that neither Inniss or Estwick could perform worst.
    But you would be well advised to consider that in truth the BLP’s call for Sinckler to go is a really intended to force the PM to keep him as MOF, failings and all.
