Government a tower of strength!

In the interest of the people of Barbados, this Democratic Labour Party administration will remain committed to our goals of restructuring the economy of Barbados. We will also continue to govern by doing what is in the best interest of the people of Barbados. As we go about the process of restructuring the economy and carry out the measures in the fiscal consolidation programme, some of the medication which we have to take may be bitter but in the end it is for a good cause.

The 19-month fiscal consolidation program was introduced in August 2013, thirteen months ago. Towards the end of the presentation by the Minister of Finance, he rallied Barbadians to support the measures recognising that they would redound to the benefit of the nation. He stated, “It is crafted to protect the things we hold dear and create new platforms for future success. It will not be easy nor will it be painless, but it will be worth it in the end. For the pain we bare now, will be the gain we secure in the future.”

In dealing with the Global Economic recession from 2008, this DLP administration insisted that we must maintain the social safety-net. When we look at what we have done during the time, this administration has managed to shield Barbadian from the full blow of the economic downturn.

An examination of unemployment figures across the Caribbean would reveal that Barbados had fared better than others during this recession. With the exception of Trinidad whose unemployment rate stood at 5.9% at the end of 2013 all the other territories had unemployment rates above 13%: Jamaica – 16.3%, The Bahamas – 16.2%, St. Lucia – 20%, Grenada – 33.5%. At the end of 2013 the unemployment rate for Barbados stood at 11.4%. As a result of the decision by the Government of Barbados to reduce the size of the Public Sector in an effort to reduce the expenditure of the Government, the unemployment rate has increased to 13.2% in 2014. Government’s efforts to maintain the social safety nets have helped to keep Barbadians gainfully employed through most of the economic crisis.

The introduction of the 20% payment of tuition fees by the students of the University of the West Indies was another of the fiscal consolidation measures introduced to reduce the expenditure of the Government. This was done in an effort to put government’s funding to UWI on a more sustainable level.

The Consolidation Tax and the Solid Waste Tax were introduced as part of the Government’s revenue earning measures to help to reduce the fiscal deficit. We all know the level of debate and the marches which took place especially with regard to the Municipal Solid Waste Tax. However, these measures were deem necessary to put the economy of Barbados on a better footing.

Government has also done all that it could to stimulate the private sector and revive the tourism Industry. The concessions which were offered to Sandals we heavily criticised and chastised by the opposition and some sectors of the private sector. However, we can see today the benefit of allowing the Sandals brand to set up in Barbados. Many eager Barbadians will be anxiously hoping to be employed at the new property when it is reopened in January 2015. We are sure the Job fair scheduled for October will be well attended.

We remain committed to developing a green economy in Barbados and that is beginning to thrive. It is all part of this administration’s efforts to restructure the economy of Barbados.

For many of us it appears that the Government is doing what is necessary to restructure the economy and deal with the economic challenges facing Barbados. Even the IMF in their most recent assessment in June 2014 recognised that the Government of Barbados had a programme in place to deal with the economic challenges, recognising that the government had implemented most of their announced budgetary measures and urged them to do any necessary adjustments to meet the targets.

In the Article IV consultation in January 2014 the IMF gave a green light to the fiscal measures, indicating that if they were fully implemented they should stabilize the debt levels by 2016.

From the last Central Bank report in June 2014 the reserves have stabilized. The fiscal consolidation programme yielded an estimated 51 million in the first quarter of the fiscal year. With 6 months remaining in the 19 month fiscal consolidation programme allow the measures to work. Government has come through the darkest part of the economic recession with a home grown remedy which is far more palatable than any IMF induced programme. We will see the fruits of our hard work and determination soon!

  2. yup take note the imf states that the barbados economy has started an upward trend out of this economic juggernaut and a downward spiraling of the deficit.they will be a lot of crow being served on the Blp plates in the coming months and weeks as pm stuart and his ministers continues to sail this heavy laden debt infested economy left by the Blp administration to better shores, not unlike the ebola virus this economy had spiral out of control for many years and the watchers and keepers of the gate of the day did absolutely nothing to contain the economic strain, handing over a weak and fragile debt infected economic to a new administration who in the last year five years fought tooth and nail not to quarantine or isolate the victim but opt to seek painless method,however with no end in sight of economic recovery and the pangs and strings attached to a golbal economic the govt had no other choice but to administration pain in order to resuscitate and rejuvenate a dying economy, as (of) now this bitter sweet medicine has restored and repaired some of the damage done and the a better tomorrow seems to be on the horizon thanks to the hard efforts of this govt and a public who understands and has rely heavily on their patrotism in helping to move this country forward

  6. This week minister of finance admitted the government has a serious cashflow problem which has affected the payment of income tax returns. If it is one thing to NOT inspire confidence is when Barbadian in mid October have NOT received income tax returns.

It is like the Christians looking into the Bible for every cure and if and when a cure is found by someone they praise their God instead of the person responsible.

    Cash flow problem? So when they got that Credit Suisse loan didn’t the Central Bank Governor state that they really didn’t need the loan. So if they didn’t need it then do they need it now? So where is the money??

    So the light at the end of the shit tunnel is getting brighter and brighter…. that means that there is no more money /food available so the body is just processing air and passing it out by way of the rectum. I wish people like Douglas would stop pissing on people’s heads and saying that it is raining. Stupse….

    When I read this, it makes for a very sweet tale; one that is nothing short of a fable told from the days of old by folk who past down the old time folklore. The message speaks about measures that are resulting in stability and the potential for uppity up economic stability. The words are an assurance to Barbadians that economic growth is no longer around 4 corners because the bullet biting measures are reaping the stability this government expected . So the continuation of economy’s plan is on stream for stabilization. In spite of the great pain suffering Barbadians had to endure they can stand rest assured that light is now only the two corners away

    Now after we enter the light of the two corners, what happens thereafter when we pass it. Because it seems to me that the focus of this government is stability but I am more concern with the fuel for economic growth. Therefore when we sell the majority of what constitutes the important assets of a country (Electricity, fuel, Banking….others etc) I would like to know what the expected returns on those sales will be and how long will the money from the sale last (since we are not into investments that reap significant returns, we like to build fancy buildings and think that we are too small to venture into the manufacturing sector)

    Also, I would like to know as well, what type of fuels or alternatives are we scoping that can keep the economy buoyant and afloat into waters that we can say are prosperous or looking prosperous. If its gonna be tourism then I hope it does not become the singular dependent. There must be a diversification of the economy and it is the SSS feel that science and technological development should take centre stage for manufacturing of products authentic to Barbados. But what that would be will be dependent on the scientist in our land. Our should that be the talkers in our Land.

    I refer BU to the IMF Press Release No. 14/265 – June 6, 2014: “IMF Concludes Staff Visit to Barbados”: paragraph 2 of the statement issued by Ms. Nicole Laframboise, who led an IMF team that visited Barbados during period June 2-6, 2014:

    “The Barbadian economy continues to face major challenges, including low growth, a very large fiscal deficit and a high debt burden. Real GDP is expected to decline by 0.6 percent this year, as slightly stronger tourism activity is offset by the impact of the government’s deficit reduction efforts. Inflation is expected to remain subdued and private sector credit growth weak. THE UNEMPLOYMENT RATE ROSE TO 13.2 PERCENT IN THE FOURTH QUARTER OF 2013.”

    The unemployment rate rose to 13.2% in the fourth quarter of 2013, NOT 2014.

    Therefore Douggie, in the absence of the relevant statistical data that would best reflect the current unemployment rate, your statement is erroneous and you should apologize for misleading BU. But as is the norm, “you like to hit and run”.

  14. Yes there is cash flow affected locally because of shrinking revenue and a struggle with expense control and then there is shrinking fdi and tourism revenue affecting foreign reserves. The central bank has been ordered by the IMF to stop printing money, and the struggle continues. BU will side with anyone who says the economy is improving when the unemployment rate trends downward (the fact Barbados has a rate better than other islands in the region is no comfort to BU, we have traditionally performed better than those countries).

    I read the IMF report and there is no mention in the article that the “Barbados
    economy has started an upward trend….”

    What it actually stated was:

    “The Barbadian economy continues to face major challenges, INCLUDING LOW GROWTH, a VERY LARGE FISCAL DEFICIT AND A HIGH DEBT BURDEN. Real GDP is expected to decline by 0.6 percent this year, as slightly stronger tourism activity is offset by the impact of the government’s deficit reduction efforts.”

    And once again, you continue to prove Galileo wrong.

    June 6, 2014

    A team from the International Monetary Fund (IMF) led by Ms. Nicole Laframboise visited Barbados during June 2-6, 2014 to review recent economic developments and discuss the main policy priorities. Staff met with Minister of Finance Christopher Sinckler, Governor of the Central Bank of Barbados DeLisle Worrell, other government officials, and representatives from labour and the private sector. Ms Laframboise issued the following statement at the end of the visit today:

    “The Barbadian economy continues to face major challenges, including low growth, a very large fiscal deficit and a high debt burden. Real GDP is expected to decline by 0.6 percent this year, as slightly stronger tourism activity is offset by the impact of the government’s deficit reduction efforts. Inflation is expected to remain subdued and private sector credit growth weak. The unemployment rate rose to 13.2 percent in the fourth quarter of 2013.

    “The decline in international reserves through most of 2013 was arrested in the first quarter with external borrowing in the December 2013–March 2014 period, and reserves have remained at about US$570 million (3.3 months worth of imports) since.

    “Discussions focused on recent developments, progress with announced fiscal measures, and the near-term outlook. The central government deficit in the fiscal year 2013/14 is estimated at 12 percent of GDP, higher than projected owing mostly to unbudgeted transfers to public enterprises, including to reduce arrears. Central government gross debt, excluding securities held by the National Insurance Scheme, rose to 96 percent of GDP at March 2014.

    “The need for fiscal consolidation is urgent. The authorities agree and have implemented most of their announced budget measures. Follow up is essential to ensure that these measures produce material results in the near term to lower the government’s financing needs. Slippages should be met with offsetting actions in order to meet budget targets.

    “Strengthened oversight and fundamental reform of the public enterprises are key priorities in the near term. IMF staff welcomes progress in this area and the government’s intention to significantly strengthen the monitoring and control of public enterprises, including through a high-level independent oversight committee and increased resources for the accounting unit responsible for monitoring performance.

    “While awaiting the findings of a review of domestic taxation by technical experts, consolidation efforts should also focus on the other components of expenditure, including ways to improve the targeting and effectiveness of social services. This should include scaling back some universal programs available to higher income groups to ensure that they reach the most needy.”

    “In parallel with deficit reduction, steps to raise growth are equally important. A number of large private and public investment projects in the pipeline should boost capital inflows and productive capacity. Efforts will be needed though to remove administrative impediments to doing business and lower production costs in the country, including unit labour costs. This is important for strengthening competitiveness under the fixed exchange rate regime.”

    “The banking system remains liquid and well capitalized, though bank profitability has declined since the prolonged recession. Staff welcomes the authorities’ commitment to implementing recommendations from the recent Financial Sector Assessment Update, including measures to enhance the supervision and regulation of non-bank financial institutions and off-shore banks, and to enhance the independence of the central bank.
    “The team wishes to thank the authorities and representatives of the private sector and labour for their hospitality and the constructive and frank dialogue.”

    I posted the IMF report for the BU household to read for themselves. Instead of writing shiite that refers to yourself, can you point to anything in the report that suggests Barbados’ economy has started an upward trend?

    When anyone who actually read information [other than on the DLP web-site] and are rational in thought, and then do a comparative analysis between what they read, and what you [and Doggie] contribute to BU, while taking the government’s performance into consideration, they would immediately realise that “your insistence to misinterpret and redefine is the hallmark of a drowning man grasping at straws”.

    Back in June, DD posted to the Four Seasons Project Summarized blog “The most recent development DD recalls reading about is the May 23 Barbados Today report that Cabinet has approved the sale of the property to a Qatar sovereign wealth fund; and the MOF’s assurance that work will start SOON.

    That sounded reassuring.

    In the story “Parliament to debate Four Seasons” in today’s edition of Barbados Today at http://www.barbadostoday.bb/2014/10/09/parliament-to-debate-four-seasons/ Minister of Finance Chris Sinckler, is promising that there will be “a full, frank, open discussion on that matter in the Parliament of Barbados, no lesser place, in the not too distant future”

    So five months ago the MOF gave his assurance that work will start SOON.

    Now, on October 9 the MOF is promising that there will be “a full, frank, open discussion on that matter in the Parliament of Barbados, no lesser place, IN THE NOT TOO DISTANT FUTURE.

    AND “That project, I expect, is going to happen. No two ways about that, it is going to happen. There are private people around there and it is going to happen. I’m not going to put a date on it, but there are people working everyday and very, very hard to get that project going,” he said.
    Hardly reassuring that he now “expects” the project is going to happen some time.

    And, is Four Seasons still on board the sinking ship. When Four Seasons signed on to manage/operate the property, its agreement would have been with the now departed Pemberton, Paterson, Cinnamon 88 group.

    DD wonders when the MOF will give full, frank and open disclosure of the status of the project to the people of Barbados

    No one believes this lying piece of shiit we call a minister of finance. What ever happen to the report of him saying the police told him that two Bees were overheard plotting to kill him? This man is a psychological liar, he just cannot help himself.

    No wonder investors have no interest in Barbados!

    Another sign of the empty Government coffers. Coming through immigration today – an argument in front of me at one of the booths. The gentleman was married to a Bajan, had applied for citizenship, had received a letter saying it had been approved and had paid the required fee. Apparently Immigration had not entered the information about payment on the system so as far as the Officer was concerned the payment was still due.
    The Officer proceeded to give the guy 1 day’s stay in Barbados although he had lived here 6 years.
    Apparently Immigration has been issued with instructions to do this – presumably to raise cash,

    Just reading the Sinckler interview in Barbados Today.
    In answer to a question about how the deficit relates to the target of 6.6% of GDP, he refused to comment on the basis that it might be 3% now but that would change when “all those Supplementaries and so on” make it balloon.
    I thought he said he wasn’t going to allow any Supplementaries any more. Wasn’t that a fundamental plank of the deficit reduction strategy?

    The following is from the interview in today’s Barbados Today

    Editor: Earlier you said the aim was to get the deficit down to 6.6 per cent of GDP, where are we now?

    Sinckler: As I said we are going to have a full update shortly. I wouldn’t want to give a figure, that would be difficult right now. You know how the budget system works in Barbados, you look at the deficit now, and the deficit might say three per cent now, but coming in the second half of the year when you have all of those supplementaries and so on, that’s when it balloons, so to give a figure now may be misleading. But in a couple weeks time, the full up to date figures will be given.

    Sinkler would never mislead, much less tell a lie!!!!!!
