I believe our plan to ask students to contribute a small part of the cost of their tertiary education at UWI has more public support than we think. Talking to people from all walks of life, and ironically, particularly among low income earners, there is much support.ย  Their comments run the gamut from: it makes sense; the country cannot afford 100% funding at this time; other countries that are better off than us don’t do it; and, it should have been implemented long ago; to, they have an attitude after graduation – forgetting who paid for their education; and they do not give back to society, especially the doctors and lawyers who charge the same benefactors (the taxpayers) very exorbitant fees.

Barbadians aren’t stupid.

However, over and above those sentiments, generally, most persons I spoke to agree with the percentage the students will have to pay. Even some, like Dr. Leonard Shorey, (a perennial BLP apologist) believe it should have been higher and was long in coming. And, the Sunday Sun poll surprisingly gave majority support to the Gov’t.

Conversely, the opposing political viewpoints and arguments come across as insincere and very specious. We, however, should undertake a sensitization and public relations exercise, post-haste. The CBC interview with Ronald Jones last Sunday night on The People’s Business was very enlightening – it was compelling television. He was quite clear and convincing as he persuasively elucidated government’s position. The only aspect of his explanation that had me a bit bothered, was when he said government was willing to listen to and entertain more suggestions and ideas, as the decision wasn’t cast in stone. All well and good. But, I hope some people don’t take that to mean that we are back-peddling or having second thoughts; or worse still, that the measure wasn’t well thought out and there is indecision. There should be no procrastination or vacillating. Having gone to Parliament and thoroughly debated the measure, it must be a fait accompli now. I think I understand the Minister’s comments though. His was offering a sympathetic ear.

After that interview, we must put a sustained PR campaign in place to sell and further buttress the policy, while garnering greater agreement and public acceptance. Bear in mind that the Opposition will not be letting-up on this one, and will be attacking the policy on all fronts. They have started, believing that they have smelled blood and sense an opening to mortally attack us. They think that going back on any aspect of free tertiary education is our Achilles’ Heel. But, it is backfiring on them. So far, general public opinion is with us; but we have to change that during the coming weeks and months to attain overwhelming public acceptance. We can and must do it.

  3. Fair Play sounds totally like a DLP strategist. But I must agree with him. I think the majority of Bajans are willing to throw UWI students under the bus, whether they attended UWI or not. Most are hoping that this measure will mean that there will be lesser pressure placed on their particular societal grouping be it weekly paid public servants, monthly paid ones, senior public servants, Captains of Industry, lowly paid private sector workers, highly paid private sector workers, pensioners, professionals such as Doctors, Lawyers, Dentists, Engineers, Architects, etc.

    The arguments are of significant relevance to the students themselves and their parents or guardians who will bite the bullet or postpone their attempts to access that which was formerly free to all. Others will commiserate with them and then withdraw to fight their own battles. In any case student numbers are likely to go down and with it overall expenditure at the University as well as Hilary’s dream, barring a volte face by Jones (which is unlikely)

    I think the BLP might have misread the tea leaves on this one. I suspect the campaign will die a natural death and fizzle out in due course.

    But I’m often wrong, as CCC will tell you.

This is about REALITY and not about “the POOR” as the yartdfowls would want the world to believe, and that sound and dance about the poor is not going to fly with the public who have already seen it as political grandstanding !overbearing and dellusional

    The war is seemingly on and it will continue, that I can assure you. Maybe there are many of us too dishonest, or too self-serving not to have noticed that the war against the UWI did not start last week or last year. I will venture to say, that the very arguments that are outlined at the top of this post suggest another grave error by government; plain and simple, the wrong medicine being applied to problems misdiagnosed. It happened with the general macro-economy and now it is continuing with sectors within that economy. If as this blog is suggesting that persons are willing to support the government on the basis of those things contained in the first couple paragraphs, and that the government will front-load its arguments at the most banal targets and fetch emotional responses without the public discourse (informed) that was necessary, again it speaks to this party more willing to destroy all that was built over the last 50 years if it will keep them in government for another 5 to 10 years. Surely I am not speaking as one unable to discern, but then again, to be critical of the government whether of approach or actual policy is to be unpatriotic. I say that the truth will hit Barbados before year end, the multinationals are waiting to pounce just as the DLP pounced (perhaps too soon) on the poor and middle classes of Barbados. First battle won by the DLP. I predict that the BLP and the people of Barbados will win the war and progress, national development and prosperity shall return to the country. You cannot use surgery when you have totally misread the symptoms. You will throw out the baby with the bathwater.

  7. Why don’t each of you who is so concern with the measure for the poor give a donation to one of the students?

    You must know someone at UWI who needs the help and assure them that you will help and take the burden off the parents, child and government.

    Heard the President of UWI Mona Guild talking with Marsha today and he said that currently he helps another Bajan student sometimes with a pack of macaroni as she has one meal a day due to astronomical cost.

    Sweet memories of some of us. There is nothing new under the sun – we come together and help each other and get the degree then help another brother.

    Again stop the whining … ‘comply and complain.’ No I apologise. Don’t do that ‘do all things without murmuring.’

    Many of our parents got consultancy jobs and sit on Government boards and can work two jobs. Do it and support your children stop the bleeding, correct the anaemia and let us breathe easier. Work out during this midlife crisis and eat nourishing foods and help our children – we are still of working age.

    However, get info from Govt about the oil in the sea. Come now let us look for lucrative ways of getting money into our island. BP has nuff nuff nuff money. To see their logo in Bim as a worksite would cause some hearts to pump freely again.

    Whether people realise it or not, there are two things that are highly likely to play out that will increase litigation, congestion, and possible disgruntled behaviour in the university system after 2014.
    Firstly, if students (and especially through parents or other sponsors) will be burdened with taking out loans to pay tuition fees, it means that there will become a greater sense of duty owed to those students. While that sounds good on the surface, the university will have to attract even a higher quality lecturer/teacher which will come at a premium cost. Even then, it is highly unlikely that loans will be disbursed in one go, and performance will likely match installments. Again, on the surface it may be useful fr raising standards, but equally it requires a greater degree of input administrative work from lecturers/markers as well as from the overall system that will likely increase costs yet again. Failure to adequately deal with these things among the stakeholders (student, lecturers, administration, and university as a whole) will likely be challenged through the court system.
    Secondly, and not to be overlooked, there is likely to be greater uncertainty in the system and parents who may have 2 or 3 children at university age may have to fore go and sacrifice at east one child for the progress of another. Do you not think that would become a destabiliser within the family setting even as it is under pressure as we speak and with lessing spending power being available to families? In effect, in attempting to solve a problem of reducing the fiscal deficit, the DLP are likely to destroy alongside the free education symbol associated with Barrow, the families first dictum of Thompy and with that the dichotomous tenor that a country is more than an economy, it is a society will collapse.
    The gravity of Sinckler and the DLP’s medicine bring more far-reaching ramifications than have been put into the public domain. Any DLP success can at this time only be short-lived given the temperamental, emotive, and banal targeting of those who could careless since they do not see themselves as being directly affected. If we fail this and future generations, we will not be strict guardians of our heritage and hence would need a brand new national anthem.

    David let us hear more on this as the fishing agreement between TT is out to sea. Drilling for oil may have an impact.

    So, the probable cause in the future would require a reverse or discontinuation of a measure. When that time comes we will revert. In the mean time, with your financial ‘deep pockets’ help yuh brudder, Uncle G. The rainy day is here.

    We try a risk good or bad – we see the advantages and all stakeholders and the immediate disadvantages. We were there without the hike and we made it. If after a season we realize it can’t be sustained then we stop it and increase busfares for every single person, increase VAT to 20% return BLP to power so that Mia would take VAT from light, water and gas, and live happily ever after.

    I believe the only part of the above you lllloooooveee is the return of the BLP to power. But what a dream!!! We can all dream.

  14. man fear play have no fear. the PM was well prepared for the uninformed BLP yardfowls to engage in below the belt tactics, remember just before the elections all that is being said about the PM is being said now, one thing this PM has going for him is that he has never disrespected those whom has supported him and yes they are many out there in the populace who respects him. this so-called “LIE” one which the BLP has pounced on would have no long standing effect and would back fire on the BLP come next election, as they have too many skeletons many which are buried in OSA closet
    Right now as far as PR the BLP is doing a poor job of executing the LIE while in the meantime the public is examing their motives . having a change for better and calling it a LIe is in itself a :LIE being told to a public who can”T not be fooled and sees an agenda being attached, .. A lie can stand on its own. A Lie does not need any help or mouthpieces to push it or drive it into any praticular direction to be proven as being a LIE. In effect that is what the BLP is doing by trying to create a LIE based on a promise that was unsustainable and the people already sense what the BLP is up to and they will be disappointed..

    Oh what contradictions within a contradiction as reflected in your moniker!
    So Minister Jones is again playing cat and mouse with the people’s business? Why listen and entertain more suggestions if you have absolutely no plans of back-peddling, having second thoughts, etc? Is this the way to conduct the peopleโ€™s (taxpayersโ€™) business in stubborn monkey fashion?

    Here is something very serious for you to consider. There is โ€œabsolutelyโ€ NO way the Cave Hill Campus can be sustained or be a viable entity as it is presently configured without large subventions from government and an ability to maintain at a consistent level the current cohort of students now required to pay mandatory full tuition fees.
    There is a very high probability of current student drop outs will increase with even future cohort uptake significantly diminishing over time as the quality of teaching and programme delivery deteriorates as a result of cutbacks in funding. The fixed costs on the ground are too much for the currently configured funding model to bear without massive underwriting by taxpayers and โ€˜well-offโ€ fee paying students with limited options to high quality university education.
    Moreover there is too much โ€˜duplicatingโ€™ competition between Cave Hill and other tertiary or adult learning institutions in such a limited and physically constraining market place call Barbados.

    What Minster Jones is doing (like Freundel) is to continue to play bo peep with people.
    The far reaching goal that has been imposed on the GoB is the drastic cutback of the Cave Hill Campus if not its eventual closure in the longer term interest of rationalization and restructuring of the overall UWI regional presence in a increasingly competitive cyber(ICT) world of university education and training offerings.

    Why expand the BCC in offering more university type degree qualifications in direct competition to the Cave Hill Campus unless there is more in the Cave Hill mortar than just the Sir Hilary pestle?
    The Beckles empire theatre is about to come crashing down and join its once โ€œmagna cum laudeโ€ cousin on Probyn St. which was once the talk of the town.

    So the lecturers come from underground or out of space? Were they trained at UWI or Harvard that they cannot contribute to the livelihood of fellowmen?

    Who stands to benefit from poor tuition and selecting disgruntled lecturers?

    We all fail if this happens. Who then would select the lecturers to speak at any forum for free or with charge?

    Both of you completed the doctorate programme and would you even think of offering substandard service to students being firm craftsmen of our fate. No, you cannot do not – you are men of integrity and you are ‘loyal sons’, you will write your ‘names on history’s page’ through this season ‘with expectations great.’

    The drilling Lowe would speak of would be in land and not offshore. BWA has to drill to lay pipes and Lowe cannot stop that project. We will not run water line above ground neither will dig for water up in the air.

    I took what Miller advised and took a pinch of salt, now you want to send me for more salt – I ain’ doing dah man.

    The 30 workers that were sent home based on Nation news from BWA had completed a contract with the BWA with the specialized project that is on stream and the money had exhausted. Lowe can talk to get an award from UN like his predecessor but drilling gine happen. Estwick will continue his project in Lowe’s green economy.

    Why did you link to that article in The Star? You want to wake people up from their stupor to see how the rest of the world is getting by? Last week I wrote that the average student debt on graduation up here was $20,000-30,000 and I want to apologise for misleading some folks as it is even higher.

    There are some who are making political capital out of the imposition of student fees but the current system is unsustainable except for those who believe that Govโ€™tโ€™s role is to take care of its citizens from cradle to grave but little or no responsibility accrues to the citizen.

    ac that is why the country is in such a poor state all around. you dlp apologists always seek in matters requiring serious public discourse to distort the picture in an effort to defend the failings of your once noble institution. the underlying issue is not whether it is right or wrong to make students pay for tuition fees, or that the majority supposedly support the draconian policy but the thoughtlessness and brutality and timing in implementation and the embarrassing volte face by none other than our prime minister who if he was on top of things unless he had deliberately set out to deceive ought to have known better. read my lips. perhaps if persons like you spent more time in george street pointing out to the hierarchy the error of their ways rather than defending at times the indefensible, the once great party whose creativity helped propel Barbados from a village to a modern society might regain the respect as a noble institution once again.

  26. A certain future coalitional government in Barbados, and of which the PDC will be part of, shall make sure that the present UWI campus IS BROUGHT TO AN END and in its place the creation and establishment of a University of Barbados.

    Indeed, the achievement of this fundamental national objective will speak to the culmination of the project of the government of Barbados and some others leading the way in ensuring that access by the whole social classes of Barbados is not only guaranteed from pre-primary to tertiary levels in this country, but is also guaranteed in academic institutions that will be OWNED and CONTROLLED by the people of this country ( publicly), or that will be OWNED and CONTROLLED by some people of this country (privately ), or that will be OWNED and CONTROLLED jointly by local and international people (privately not involving other governments), in accordance with the relevant ‘education’ laws that hitherto would have been debated in the Constituency Assemblies of this country, and passed by the majority of persons present in each Assembly and voting to effect the passing of such laws.

    Moreover, these academic technical business artistic institutions ( and in each of their cases) will be duty bound to pursue and uphold the very highest standards in ‘education, enlightenment, scholarship and research’ in this country where the emphasis will be on the quest for moral, intellectual, and scientific truths and their appraisal, codification, and exposition; the transmission of sound proper Barbadian (and/or where necessary or desirable ) regional universal ideals and values; and on educing and harnessing the life potentialities, skills and projects of the pupils and students in the particular academic technical business institutions.

  27. balance you speak of serious public debate. how can there be serious public debate when in fact the opposition had no alternatives measures to bring to the people NO! but instead lowered the bar and resort to rherotic ! emotionalism and cowardice. so what do u expect. The BLP are the ones to blame for the direction the debate has taken. how can a serious opposition take a serious issue and use high drama and in effect is looking to public sentiment as guidance.THE ball was in their court and they drop it.


  28. Just my two cents. Somehow the measure doesn’t bother me. Maybe because I have never been of the view that UWI is designed to help people. You spend your first year doing totally different subjects than your major and you have to pass ALL to get to major, however unrelated they may be. Then we complain that students are staying at UWI too long on the tax payers money, but how can they NOT be there long, when we don’t allow them to go in, do what they came to do, and get out? People end up doing soooo many subjects they don’t care about, that UWI is all about regurgitation of text and not understanding or experience. Many UWI graduates have to seek assistance from other who went to SJPP because they enter work environments with a degree that was gained by regurgitation. No understanding and definitely not experience.

    Barbados has deteriorated under this DLP administration. It shows a lack of awareness that the DLP who were elected in early 2008 seemed to know nothing of the world economic crisis which began in 2007. Yet they came to the electorate with a whole bundle of promises, 90% which have not been kept.

    They accused the BLP of all types of corruption yet they have not brought any charges against any of them. Knowing the types of corruption they accused the BLP of they should have expected to be handed a bad economy. So now after 5 years in office and unwisely given a fresh mandate, by a narrow margin by persons whose intelligence or sanity should be checked, I don’t want to hear about “oh, de BLP do dis”, “De BLP do dat”. Maybe in the first year of their first term but it is petty and weak to still be hearing it now.

    Al Barrack has not been paid, CLICO is still looming, Four Seasons etc. Taxes have gone up, light and water has gone up. Youth unemployment is way up, this will create many lost generations as more children leave school
    and can find no job. Now they’ve gone and raise fees for university students, expect less persons to attend university. Getting into debt for an education in this economic environment is not wise, that’s my advice to anyone thinking about it. If you know you can pay it back without trouble fine.

    They espouse entrepreneurism but doing business in barbados is notoriously a corrupt and inneficient process. High port fees, duties and taxes means imported goods must be sold at high markups to get a decent profit and even those items that are not “over dutied” who ensures the consumer knows what these items are so he is not fleeced. Go in town or some mall to rent floor space from an east indian or Mr.Rowe. Banks don’t want to loan money to most new startups especially black startups.

    We talk about Barbados tourism product being targeted to the High end market but it has shot itself in the foot with it’s exorbitant prices and has become stale and boring. Who gine come back to overpriced boredom unless the visitor wants a place to relax in which case there are cheaper destinations.

    What is the cause of all this? Overpayed yet underperforming government, all of it. DLP I’m not impressed!! BLP I’m not impressed!! Keep taxing, keep taking, keep stealing, keep getting fat, keep playing peekaboo then coming wid Shakespeare. call me an ungrateful wretch
    as I know you will. Suicides going up, they were wretched too.

    And my fellow citizens of Barbados we must kneel and pray everyday at least once for better leadership and for the criminals and psychopaths in parliament and high places to meet justice. Pray for them.

    I have said it already and I will say it again.

    If I were the PM I would not touch the Barrack issue with a ten foot pole. I would leave it right where it is for the BLP to deal with, whenever that is.

That comment made you look even more stupid, i did not think that was even possible.

    I really don’t know why Carson should respond to you. MP Kellman in St. Lucy and late David Thompson MP in St. John were members of parliament and their constituencies were not touched by a one-foot pole let only considered to be touched with a ten-foot pole by the BLP led gov’t.

    It cannot be that when the DLP party wins gov’t unattended issues are to be fixed and when the BLP party wins Gov’t it is what they are interested in and give priority to and that is ‘well well’ for our electorate of the same country.

    Well, you may not be aware so let me share we all live here and are human beings. You choose what you deal with in the BLP and the DLP will choose their priorities.

    Barrack will be reached, ask Plantation Deeds how many landless citizens are awaiting a hearing in court for their land deeds due to the improprieties of attorneys-at-law that they trust. Barrack trusted the BLP to compensate him for services rendered and they did not. The DLP will reach him – when they can … be patient. They did not say that he should not nor will not be paid. Like any other citizen he will wait regardless of what the court says – let the court deal with the gov’t to enforce payment.

    In the meantime ‘Well Well’ go out and support the women who are being beaten unrelentlessly by emotional, mentally unstable men and encourage the Police to respond promptly to domestic abuse calls. That would be well well indeed, well done.

    All that you have mentioned are correct. Now what are the measures that the BLP party are putting on the table?

    Fish would not stink in Barbados yet we are not hearing from Mia a revisit of the fishing agreement with Tdad – she has said nothing on that matter but she could be seen on a ski-boat in waters to the knee. She led the discussions when the BLP administration was in office yet not one single word to help those entreprenuers (fisher folk).

    That is only one grave pertinent issue.

    You failed to mention the $620million owed to the Government of Barbados by the Private sector. Had they paid their dues the country would not be in dire straights. ADRIAN LOVERIDGE would have been paid his few cents a long time ago.

    The Barbados Labour Party members and supporters are going up and down this country stopping the Private sector from paying their dues.

    I guess the wicked Barbados Labour Party y never read:-

    Now Carrion you should strongly advise the same policyholders to cease paying their premiums which only go to fund the work of the financial mortician called Terrence T. and Co in applying embalming fluids and formaldehyde to preserve the fallen dead of a once highly productive cash cow Daisy owned by Farmer Leroy Parris and milked by DT the milkmaid for the DLP until it udders became sorely inflamed to cause cancerous political mastitis.

  44. @Yagga .. it is clear that the DLP is not perfect because Adrian Loveridge is not paid 3years and 9 mnths and he is still waiting. UWI is not paid, Barrack is not paid and we go on and on and on with outstanding payments.

    So no, the DLP is not perfect men and women.

    How is it no-one is looking into the Republic Bank of TT – did they pay the Gov’t? or do they owe the Gov’t after the purchase of its shares?

    Come BLP put something that generates revenue on the table, let us discuss please.

    TT Express found all types of infelicities against Jack Warner when he was Minister of National Security and Transport … with doucmentation and I am not seeing any thing ‘just talk’ coming from the BLP against this DLP led admin,

    I am not so blind that I cannot see regardles of my freedom of association.

Brief………..the AG Brathwaite who makes up the government and is responsible for police taking abused females seriously should be the one making sure the police do their jobs, that is what he is being paid a salary by the taxpayers on a monthly basis for, that is his job description in case the ministers still believe that it is not part of their jobs to enforce laws against domestic abuse, i do not benefit from taxpayers money as i am many many miles away………..hope that answers your question.

    Carson rarely answers me because he can’t think beyond is petty and trifling party politics and insularly lower minded mentality…..hope that also answers your question.

  49. I grew up hearing the saying, “Don’t start anything that you not sure you can finish.” This seems to have caught up with the MOE.

    Be as it may, for the life of me, I don’t understand why people think that they are entitled to freebies – be it a higher level of education or whatever. Why can’t they see opportunities such as free education as a privilege and NOT a right.

    For the MOE to offer free tertiary education years ago was applausable and may have been the way to go, even though it is not compulsory.

    With our changing economic times, we should not be disappointed if changes are made to what was once free education.

Carson…….by the by, you really need to stop quoting Kennedy and everyone else, try formulating your own words, it is possible to think for yourself, you don’t have to be an automated yardfowl your whole life………..those words are still valid, but not in the same context that is running through your limited mind. You may want to print those words in 16 type font and distribute it among both the DLP and BLP parliamentarians, that is where it applies right now and is very appropriate in waking these many lawyers and others up.
