BU will not jump over the moon at the news the Public Accounts Committee (PAC) met yesterday. We will when action is taken against those who flout the financial rules of Barbados. What the PAC meeting has confirmed so far is that  both political parties when in government have ignored the financial rules, the National Housing Corporation although accepting loan (grants?) has been hiring staff (an election stunt no doubt which both political parties are known to engage), a contract was “shifted from Rotherley Construction Inc. to a company associated with Preconco Limited, increasing the budgeted cost from $28 million to $33 million” , government representative on the PAC expressed “concern about the way the NHC representatives were questioned and noted Government supporting the agency predated the Democratic Labour Party Administration”.

    Like you I will wait for the outcome. If anyone is found to be in breach, the matter should be referred to the DPP. Then and only then will I hand out any kudos.

    Reports suggest that Jepter objected to the line of questioning pointing out that the proceedings was not a commission of enquiry. All I can say to that is that his nubian parts are showing.

    Why would the NHC enter into an agreement with Rotherley Construction for Bds$28 million to build housing at Exmouth, then turn around terminate that same agreement and then award a new contract for the same project to Preconco for Bds$33 million? Why has Preconco subcontracted the entire work to Rotherley Construction and who made the Bds$5 million?

Someone needs to do some research and see if this guy Bryant has patented Bim’s sea island cotton, it is disgusting that he has been in Barbados a mere 3 years and government allows him to own the rights to the sea island cotton and let him run loose on the island with his little scam games, he has made the island a part of his elaborate scam in the US and is supposedly still involved in business dealings in Bim. If he has patented the sea island cotton, now that he is facing the justice system in the US, this would be the best time to get back the cotton for the island. my, my.

All them dam crooks for none speaking out of what they seeing on the inside first hand and 2nd hand , and on the other hand telling the people crap,. and the crooking still going on , Police , DPP heads need to run out of town, and sent to CUBA or the bottom of the sea.

  20. This is why the past housing minister was caught with millions of dollars going to the US of A. The people of Barbados deserve the government they have, because the majority, if they are not porn stars, or siphoning off tax payers dollars. Maybe Ms Mottley is on to something, and not just elected politicians.

    Well, well, well. “Who de dog hate he bite and who like he lick”, so say the wise old Bajans. DAVID rubbing his hands in glee!!!

    “Congrats Mia Mottley” says he, it is amazing that he has never said a word about the five million dollars which was transferred from the Ministry Of Finance to the vat office to pay vat returns just before the 2008 general elections, money which vanished into thin air. To this day it is still on the vat books and the Auditor General has spoken about it.
    Amazingly he has been silent about the three quarters of a billion dollars in cost over runs under the BLP government. However he is delighted that the leader of the opposition is sweating a difference of a few dollars in a contract from one company to another.

    The very Rev. Dean Harold Critchlow asked the BLP representative in the then Senate, Sen Simmons to return to the Senate with information about the missing monies under the BLP which the Auditor General spoke about and to this day nary a word about the Hundreds of millions of dollars misused by the BLP and a stony silence from the BLP and DAVID!!!

    But DAVID, tell me how this PAC thing does work. You look for things which you believe will Blacken the other party while totally ignoring all the nasty things which your own party do? You pick and choose? Or is it that corruption has a shelf life and once your corruption shelf life expires you just move on and all is forgotten? Help me out, DAVID, enlighten my darkness. All corrupt deeds before 2008 are now null and void? The guy who gave the contract to Barrack, even though he did not tender, what will happen to him? The person who was paying 3s as they went along without a contract, all of that is cool now?

    Help me out here DAVID. Or you don’t care about these things now?

    Despite my admiration for the political and leadership skills of MAM, I must admit that these PAC’s investigations into the rumoured financial infelicities in the public sector buttressed by a glaringly lack of proper and timely statutory financial reporting are effectively a waste of time and geared merely as a smoke screen to protect fellow politicians and to publicly castigate as real scapegoats or sacrificial lambs inept, weak incompetent cowardly public sector managers appointed or severely pressured into doing the dirty work of ministers and their politically appointed CEO’s at statutory corporations.

    The Law as it stands does not provide for politicians in the form of Ministers or Chairpersons of Statutory Corporations to be held responsible for financial malfeasance, serious or otherwise; neither does it place any financial reporting accountability on them but on Chief Accounting Officers which nearly in all cases are subservient Permanent Secretaries, Department Heads and CEO’s of Statutory Bodies.

    All investigations would just be a continuum of political charades and musical chairs.
    The gun toting allegation against Estwick brought before another toothless jokey so-called Parliament regulatory committee is another example of the filibustering techniques available to politicians to keep their boys and girls club free from public investigation and their little protectionist game in tact.

    Rotherley had letter from NHC advising them that Cabinet awarded them the contract. The only problem is that the Ministry of Housing, MoF and NHC refused to co-operate with Rotherley Construction, after the award (Mark Maloney of Preconco knows why) including the Minister of Finance who refused to issue the letter of comfort so that the financing could be secured. This is a classic but simple tactic of giving the lowest bid the project but the not letter of comfort so has a project he can’t finance.

    You see all of this was done so that Lashes and Sinckler could bring in Preconco and $5 million fatted calf.

    How is the Coverley graveyard doing these days, each one of those chicken rotiserrie hot boxs still standing up there like tombstones on a cemetary?

    Is Mia going to bring the force of the PAC to look at the award of the contract by NHC to JADA for the new very un-affordable low-income house being built at The Grotto? The man Wiltshire sign that contract the day before the last general elections.

David; It is the PM, FS who has to be congratulated for allowing his government members to attend the meeting, getting a quorum, and then allowing the discussion to advance to a stage where significant information is now in the public domain. Previous Prime Ministers never allowed that stage to be reached so that in effect the convening of a PAC meeting was almost an impossible task. FS has broken new ground. Lets wait and see if it bears fruit or if it remains barren.

    Mia has done merely what should be expected of her. Freundel must be congratulated along with the PAC members of the Government that allowed a quorum. Miller is on the right track but FS, by his actions here, seems ready to throw his Minister into the full glare of public scrutiny, even if the outcome is not his prosecution. Is this a continuum of the movement of the Minister from Housing?

    Very Interesting.

    The PAC could be a very useful governance tool – if only it was independent of the very crooks it is meant to police. Imagine all that is needed to frustrate an investigation is that government remove themselves and disallow a quorum.
    The PAC should be an independent body.

    In Bushie’s scheme of things, this would be a nationally elected body whose members must meet very specific academic, moral and reliability criteria and who would be paid handsomely to ensure a clean bill of health to national governance.

    That we are able to tolerate such obviously flawed institutions in this day and age speaks VERY poorly to the investments made in education in Barbados over the last 60 years.

    That was a very balanced and true statement.

    I used to cuss david thompson bad,bad because I felt during the past administration all those corruption allegations and over-runs in the millions were not being investigated.Then I learnt that arthur refused to allow his MPs to attend the committee so that there could be a quorum.

    What Mia is now raising is about the NHC is minor compared to what happened under the BLP.

    I am glad however that questions are being asked and accountability being demanded, hopefully our taxpayers dollars will be better spent in the future.

    I’m not so certain about your second paragraph:- “What Mia is now raising is about the NHC is minor compared to what happened under the BLP.” I think it is likely, from private discussions with a number of Public Servants, that the situation was even worse in the first DT and FS administrations than the Owen Arthur’s third term.

    What is interesting in FS’ second term so far is that he removed the past minister from Housing and is now allowing a serious investigation of a very few matters that were under that minister’s purview to be splashed in the public domain. Hmmm!

    Taken in tandem with FS going back into his shell and Donville Inniss taking on the putative role of a Prime Minister (As far as the breath and depth of his utterings over the past few weeks are concerned). It begs a number of questions, one of which is; Is the PM at last taking his unproven “total integrity” reputation seriously and ostensibly moving to clean up his administration?

    I believe that there is one ministry where most of these allegations are focused on,however I disagree that those allegations are worse than the many and varied corruption that took place in every project under almost every minstries during the last BLP reign.I don’t think you can even begin to compare those activities with the first term of the dems.No man,fair is fair.

  49. I am glad the PAC is at work. Congrats to our parliamentarians. The public now needs to deal with the issues in a mature way.

    1. There is no requirement to award a contract to the lowest bidder. My sources tell me that Rotherley simply could not raise the funds and the government went with the bidder who could fund the project on its own and then hand over to the government.
