BU will not jump over the moon at the news the Public Accounts Committee (PAC) met yesterday. We will when action is taken against those who flout the financial rules of Barbados. What the PAC meeting has confirmed so far is that  both political parties when in government have ignored the financial rules, the National Housing Corporation although accepting loan (grants?) has been hiring staff (an election stunt no doubt which both political parties are known to engage), a contract was “shifted from Rotherley Construction Inc. to a company associated with Preconco Limited, increasing the budgeted cost from $28 million to $33 million” , government representative on the PAC expressed “concern about the way the NHC representatives were questioned and noted Government supporting the agency predated the Democratic Labour Party Administration”.

    The DLP made an error when they sent home the Guyanese.
    Immigrants help to build a country. The Guyanese were producing and they were contributing to the economy. Sending home the Guyanese had a negative effect on Barbados’s economy. Discuss

    Carson…………i would ask about it if i knew about it, but as things stand in Bim unfortunately there is so much money missing here and missing there under both administrations, it makes it particularly hard to keep track even if i knew about all of the missing money.

    We have to bite the bullet and start some where. The childish infantile responses from people like Carson Cadogan is a regretable feature of how we operate.

    I keep saying that this is people’s lives and welfare that we are dealing with, its not club football or club cricket where you back your team regardless . That is nonsense when we especially in a ssmall country, are dealing with politicians/

    Let the Probe continue. Maybe at the end of it, we would have started a new era of less corruption because the corruption thing is under attack and measures will be put inplace to seal with it. So Carson the line your are adopting is silly. We need to put a stop once and for all to this grat mis-conduct. It is based on greed and trying to get too much too fast

    Here on CBC tv news, BA holidays just announced that their business has increased by 50% and they credit Barbados with driving this increase in business.

    Barbados Underground is just about misleading the public. I am eagerly looking forward to ADRIAN LOVERIDGE coming on this blog to say that this is not so.

    You knucklehead, the award of the contract by NHC to Rotherley including an undertaking that the Ministry of Finance would provide a letter of comfort to guarantee debt raised for the project.

    Guess what? The MoF refused to give the letter of comfort so the NHC then issued a contract to Preconco for $5 MILLION more, then Preconco got a letter of comfort from MoF, raised the funding for the increase sum of $33 MILLION and they turned around and subcontracted the work to Rotherley for $28 MILLION resulting is $5 MILLION free easy cash.

    It is a good thing for Barbados.

    I want to see corruption in this Country, especially in Government agencies come to an end. If these people know that there will be checks and serious checks, trust me , they will stop their folly. You would not have to lock up anybody. Just be serious about the checks and people will be embarraseed into doing what is right.

    I did not even know something was happening. Where was the press in this ? I would have gone to witness those under pressure ”””sweat””’. I see that my brother’s school mate Ronald Bascombe is under pressure. My brother says he liked nuff talking —so let he talk now. He mussee shiting heself all like now.

    These little black boys always tiefing the people money and feel that they smart and tricky doing it / I dont meand Bascombe/ I want Corruption done in this country or at least minimised .Why they dont use their ‘skills ‘ to create something and stop depending on the Government to give tham a Job, they go to University, come back , feel that they better than everybody else, want to maintain a lifestyle in keeping with that mindset and how they believe people should view them. When they cant get the money coming fom Government salary, they devise all sort s of corrupt ways to live above their means and create some impression of -‘Rich ‘ and having arrived.,That is why they Tief. they should look to create something and make some money legally. There are too many thieves and I am not talking about politicians

    surely different contractors have different costs, that why there are different bids. if one contractor is providing the financing up without need for a letter comfort why wouldn’t you go with him if you want to keep your debt burden (which will include letters of comfort and guarantees).

    All the nonsense from CCC is indicative of the yardfowlism of which that all right thinking Bajans want to rid the country.There are many like him who cannot hold on to a job on their own merit or ability and rely on a political godfather.
    Now I recall OSA changing the rules so that DJHT could get the PAC up and active yet they he never convened a meeting.Was it because he had skeletons in his cupboard?
    As David of BU says,let us see where MAM will go with this before we start jumping the gun and get disqualified.

    I was always wondering when Mia Mottley was going to strike back after the Owen Arthur “CARPETBAGGER” salvo aimed at her last week.

    Well my suspense was soon broken in short order yesterday. Yes, Mia Mottley decided to demonstrate to all and sundry that she can summon the PAC to a meeting ( something Owen only “timidly” promised to do…but failed miserably !)

    Mia launched her attack at the NHC.

    But yesterday she could have got all the answers she needed because the :

    1. The PS for the Min. Of Housing, Ronald Bascombe attended the PAC meeting.

    2. Mr. Bascombe is the Accounting Officer for the MOH.

    3. Any request for funding to support salary payments on behalf of NHC staff always begins with the PS, MOH writing to Min. of Finance for such financial support.

    4. PS Bascombe was also a member of the NHC Board up to the 21st of February, 2013.
    ( A position he held for 20 months after PS Edison Alleyne – who himself sat on the Board for 30 months – was transferred from MOH)

    5. I am reliably informed, that at every monthly Board meeting – over an 18 month period – it was PS Bascombe who disclosed to the Board that his request for funding from Min. of Finance to pay salaries of NHC staff was approved.

    So therefore, as a former Attorney General, Mia Mottley had an ample opportunity to ask PS Bascombe yesterday – if he did not realise that his acceptance of monthly installment of funds from Min. of Finance to pay the NHC staff – required Parliamentary approval ?

    Why would PS Bascombe as the Accounting Officer for the MOH allow a perception to go abroad that he ” was aware ” that Parliamentary approval was required – but not granted for such funds – yet he was the one who forwarded the funds to the NHC management for payment of salaries ?

    The plot thickens !!

    In the run up to the last elections you predicted that the Barbados Labour Party would get 29 seats and the DLP would get no seats, and an Independent would get one seat. Your thinking reflected the thinking of the Barbados Labour Party’s high command and DAVID’S too.

    You called for elections and called for elections and elections were called and now you are back on the opposition benches just as I said that you would be. You all are in a state of shock up to now. One BLP idiot came on this blog calling for violence to unseat the Government, now you are calling for “marching” to unseat the Government by the end of the year.

    Wunna want power bad, bad, bad. Now we are seeing somebody who lives in a glass house throwing stones.

    There is a new phenomena that has surfaced in my BIM that disturbs me.

    A child, after 3 years in kindergarten, or 7 years at primary school, now has a ceremony called graduation!

    So for doing nothing other that what children are supposed to do, go school and learn, while wunna parents go out there and wuk fuh de money tub sen wunna school, we now adopt this stupid Americanism and expense we self wid dis jobby and dress up infants in graduation gowns.

    So like the other Americanism of enforced tipping on a restaurant bill we encourage a practice of rewarding people for doing the job that they are supposed to do and are proud to highlight that in praise and laud.

    Mia Amor Mottley is doing her job and while it was incredulous that her predecessor Owen Seethru could not convene one PAC meeting (mostly because no Alleyne Arfur was served at the PAC excursions) that is ALL she is doing, her phucking and until we stop heaping adulation on these piss poor politicians for doing what we voted for them to do for the five years that they have to rape us, we are going to continue seeing this practice of praising nincompoops for doing what is part of their remit.

    The next thing that is going to happen is that we going start awarding indigents for not accosting the tourists pun a Wednesday when de tourist ships bring dem to Bridgetown and dem walking up Broad Street.

    If my ailing memory serves me right when Mia and her party was in power, the inconsistencies of her administration were also highlighted in Auditor General reports so please try not to make this submission one of how “washed in the Blood” the BLP is and how tiefing Michael Lashley and John Boyce are.

    Let him among you, who is without win, cast the first stone.

    When one considers the purpose of the PAC and then you have to read the asinine statement of Senator Jepter Ince i.e. that this matter predates the DLP which is an admission of wrongdoing in itself, one just has to wonder at the futility of it all. Maybe PS Ronald Bascombe et al will now come to the realisation that the time has come to not slavishly abide by the Secrecy Act which bind civil servants and start some whistle blowing.

    The renovation to the roof of the Oistins’ Fish Market was originally
    contracted to cost $883,888.16 VAT inclusive. This project had cost
    overruns of nearly 100%, bringing the total cost of construction to
    $1,687,112.44.
    It would be expected that any variation would be agreed upon by the
    Ministry and the contractor. It was however observed that the claims for
    variations originated with the contractor and did not have the
    approval/agreement of the Ministry. Indeed every claim from the
    contractor contained a variation. It is extraordinary that the Ministry would
    agree to such a system, in which it relied on the contractor for assessing
    what additional work was to be carried out, and determining the cost
    associated with this work. Such a practice opens the Ministry to claims
    that could be excessive or inaccurate. It should also be noted that the
    claims were sent to the Permanent Secretary who approved the
    payments.

    Hear Jepter’Physical Deficit’Ince at the PAC meeting Jun 05…..”but I think we have gone off track when we start to get into things that I term relevant but are irrelevant….can any of you Dems tell us what this senator meant to convey.It’s confusing .Just like his Umbiblical Cord statement.
    Btw did not OSA refer to Darcy Boyce as a ‘Quisling’?And our Economic Strategy if there is one,is being guided by inputs from these two, Boyce and Ince?We are lost for sure when we add Dumb Boy and Buffoon to the mix.

    Interesting to listen to the ongoing PAC debate on the afternoon show. We have callers who continue to console themselves that questionable public spending has been practised by both political parties. The highlight so far was the caller who said that he always accepts the highest bidder with a strategy to ‘beat dem down’.
