Prime Minister Fruendel Stuart

On reflection there have not been many blogs which were written by BU (David) when the laptop keys were banged in anger – consider this blog the exception. Of all the issues which have challenged Barbados and the government since it assumed office, it is the Alexandra matter (AX) which continues to provoke the ire of the BU household. A lot has been written in the last decade about this matter. The bottomline, Barbadians brag about how wonderfully educated we are, and how socially and politically stable we are, and how the Social Partnership has worked for Barbados and is viewed as a beacon of success for others to admire and emulate. Yet despite our many achievements we find ourselves where we are today; unable to solve a 10-year dispute which came to a head in recent months.

After 4-months of the AX matter having been escalated to the Prime Minister of Barbados Fruendel Stuart, and his early success to get the teachers back to school there was great expectation amongst the population that the matter would be resolved soon after. The Prime Minister by his language coupled with a public demonstration of confidence by the BSTU arising from meetings with Stuart, Barbadians rightly in our view perceived that the matter was being thrashed out, the fact that it is known to be a complex issue notwithstanding.

On Thursday when the Prime Minister held a press conference to announce on the matter, honestly, whatever expectation and admiration existed for Stuart was deflated when the solution approved by the Cabinet of Barbados was aired. BU has recorded in earlier blogs our concern that Stuart has demonstrated a tendency to ignore the political dimension to the many issues he has had to battle albeit during a difficult stewardship. The fact that he is a politician whether he considers himself one should make such an observation moot anyway. Barbadians are stark raving mad at the decision by the government of Barbados to establish a Commission of Inquiry as the means to solve the problem. It is not that constituting it is was not well intentioned however the perception of Barbadians is that the matter requires the urgency of now.  Whatever the level of the political stock Stuart and his government enjoyed before the press conference it has significantly fallen since.

Perhaps what this issue will do is to revisit the issue whether Stuart is the best man to lead the Democratic Labour Party (DLP) into the next general election which beacons. Truth be told the Eager 11 matter remains outstanding in the minds of many and is perceived as yet another matter which Stuart has not adequately addressed. Barbados is a small place and the underground buzz on that issue remains. If Stuart is the one who will lead the party into the next election he needs a political strategist onboard tomorrow. He is simply making too many errors which have devastating political implications for the party managing in a difficult time. In the meantime Arthur and the Barbados Labour Party (BLP) hardly needs to address any of the important issues.

On the question of leadership in DLP, if we subtract Stuart, there is not much left to chose from. Sinckler is a neophyte and his role in the Eager 11 matter would make his elevation too polarizing for the party. Also the perception by many that he is/was too close to Leroy Parris is not an asset. Kellman is too grassroots with a maverick approach to be able to garner the support he needs. The fact that he believes he can be leader is irrelevant. Estwick is perceived and many times has supported the belief that he is a loose cannon. Sealy has a passive public image and at this late stage in the game it is hard to imagine he has what it takes to carry the party on his back at a difficult time.  Innis has been quietly grooming his image, greasing the media and working the Who is Who Class since the death of Thompson. Incredibly he seems to be the one who stands out from a weak pack. The saying that in the land of the blind a one eye man is king is most apt. Of course the x-factor is who has the coattail to bring home the bacon going into an a general election which will require swimming against a strong current flowing from the other direction.

For many Barbadians, should they chose to exercise their civic duty by voting in the next election, it will require the ability to hold the nose to avoid the permeating stench currently emanating from our political system.

  1. Caswell re your 6.58am post; Excellent post with which I have only a few disagreements and even in those areas I suspect that you might be right. Throughout this whole debacle is the undercurrent that many people have clear knowledge that Broomes has consistently been the problem at AX. That knowledge is not in the public domain so objective persons, not knowing these hidden “facts”, could easily conclude that Broomes was treated unfairly by the PM in his first solution. Your post on the political dimension of Broomes’ possible protection by both parties might arguably be correct and explain the genesis and continuance of the AX problem and how, with the “ineptocracy” of the current government, the situation has boiled over and FS compelled to use a sledgehammer to try to solve it. The thrust of this discussion relates to the handling of several matters, including AX, and I think it paints a picture of serious bumbling by many in the Cabinet, including first and foremost, FS. The AX matter provides a good case study of how decisions are arrived at nowadays and really deserves in depth teasing out of all aspects of current governance as a guide to where we should go in the future. I think that this DLP government should not be returned to power in the coming elections based on their track record over the past 4 years but I also think that the BLP, as it is presently constituted, also does not deserve to be elected to serve this country at this time unless it can prove, potential minister for potential minister, that it can take this country forward. Barbados is at a sorry pass re. governance at this time.

    You are correct that this is not a matter that should take 4 months to decide on a commission of inquiry.
    The REAL issue here is the breakdown in government systems, from the appointment to the strike. If this is what the commission will address – then 10 points to FS.
    If the commission is about the petty issue of the teachers not being happy about their boss for whatever reason… Then shame…

    Caswell is mostly right. There are people in place to deal expeditiously with such matters….. Deal with them.

    Is he going to appoint a commission to investigate the eager 11’s unhappiness with their boss too….?

    Hopefully he will twig and walk before HRH has her final say.


  4. I have a fundamental questions regarding the announcement of the PM re. his submission that the findings of the commission will be given to the Governor General for his decision. If as he stated that it took 10 years to solve and he was only partied to four months and he is the one that will solve the problem. Simply, he is patting his own back on the US stage. Why did he not make that decision earlier? Why did he not expand on his press conference and state that the GG will make the final decision? Why is he now stating that the GOB will assist RedJet since we have been subsidising AA for years and if we do it for AA, why not RedJet? Why could he not address Barbadians on Barbadian soil instead of keep running to the USA every second to give unnecessary speeches leaving the country on autopilot. BTW, I never know we subsidising AA with millions of our taxpayers money every year. Are we seeing political spite in the refusal of the appointment of Acting PM. Why overlook such people as Jones, Inniss, Estwick or even mouta perky from the north. Simply pathetic!!!!!!!!

    I think it would have been foolhardy of them to have stayed out today but it will be interesting to find out from whom the instructions to return came.

    I think you will find that the Commission is a subtle way of hastening Broomes’ resignation or retirement. If the findings are what is generally being thought they will be, I would think that he will be asked to resign or retire or go on permanent leave until he reaches retirement age and an acting principal appointed to replace him. OR, he may decide that his interests are best served by volunteering to resign or retire BEFORE the Commission kicks into high gear and renders its report. In his shoes, I would have my counsel speaking to government along these lines right now. To paraphrase Oscar Wilde, “To lose one teacher may be regarded as a misfortune. To lose 30 looks to me like carelessness.” So yes, his legacy, like our former CJ’s, is tainted. He must see that the groundwork for his departure is being put in place.

    I join An Observer in asking the question WHY OSA did not resolve this matter when he was in government. The problem existed then, but nothing was done. In fact, once again on this blog I have to agree 100% with An Observer in everything he has said. An Observer, amigo, we got to stop agreeing. It is more stimulating when we disagree.

    @Islandgal. I rarely ever disagree with you (because you are usually right) but I do on this respectfully suggest that you are wrong. Precipitate action would have been a disaster. It would have made the problems a thousand times worse. As it is, the PM has managed, in effect to reduce this damage and, when we look back on it, almost to render it a storm in a teapot. I don’t say that he will manage to do the same for the other issues, but just maybe he now deserves a chance and we should suspend our righteous frustration over his lack of communication. So, before you place and light that stick of dynamite, it may just be prudent to take the time to make sure that it is properly located and that when it blows up, it will not cause collateral damage to the people of Barbados.

There are a lot of posts here and I may have missed it, but will a Commission of Enquiry be able to make any decisions?; or will it have to make suggestions for either changes in law relating to the Civil Service or Education Acts which will then be for Parliament to decide?; or will it give legal advice which may instruct the Chief Personnel Officer and/or the Public Service Commission how to act on this matter, but not bind them to any action?. I believe the PM is hoping that the Commission will lay out an appropriate and impartial legal response to this matter to the BSTU which will explain why nothing can or won’t happen with Mr. Broomes in the short-term, and will lay out some recommendations which will probably not be acted on in the long-term. From a political stand-point, the PM waded into the AX school matter, and behaved in ways which suggested he could make changes. This setting up of the Commission is a backpedal, and unfortunately it makes him look weak and ineffectual. It may be the right decision, but it is not a politically astute one given his earlier pronouncements on the matter.

    As awful as this sounds, I think it may be possible that the BSTU is changing the image which has been created by some commentators that this is a matter between an individual (Mary Redman … who also happens to be the wrong colour) and the Government.

    Says alot about the maturity of Barbadian society.

    I heard Gline Clarke on the radio offering advice on the handling of this matter, including sending home teachers. I want to offer some advice to all of the members of the Cabinet of the Arthur administration, shut up you have no credibility to speak on this issue, maybe Cynthia Forde being the only exception since she opposed the appointment from inception. They sat down and cowered in silence in a dictatorial cabinet while Alexandra was being reduced to a laughingstock because they could not speak against those who were included under the asinine politics of inclusion.

    Those teachers are professional than that. They endured years of abuse, because they did not want to disadvantage their students. They just could not take it anymore and hence the strike. Spare a little feeling for them.


  19. IF and I emphasise IF, BU or the social network wasn’t around, Politicians wouldn’t have a clue in Governance. All this deliberations and procrastinations by the PM is due to his loitering and waiting to perusing BU and getting ideas. Caswell spoke about the Three services commission, especially the Public Services Commission that is responsible for teachers/principals who would advised the Governor General. Why didn’t the MOE or PSC or FS not acted long time ago instead of wasting tax payers in a waste of time Commission. I am saying David that FS was getting his research from BU.
    Congrats David, Caswell and all other bloggers. Remember, GOB and the Fourth Estate are waiting for your advice from the BU school of Governance.

    I too am disappointed with Stuart because anyone with ears has to know that Mr. Stuart is of the belief that Broomes is problematic and has to go. I therefore had great anticipation of Stuart’s action. It is now apparent that Stuart is under pressure politically on this matter. Then, the asinine nature of the public is not helping matters because the public at large is against the teachers. Should Stuart remove Broomes, not-withstanding the legal implications of the system, he will face alienation from the politicians who want Broomes to remain and from the asinine public who make judgements of a person’s character by the reports they read in the media, which is basically dictated by the same politicians. I don’t envy Stuart.

    You made two statement earlier (1) you wish the Commission success; what is success to the Commission? The removal of Jeff Broome? Come on the Commission has not even met yet but you ands others seem to think this Commission is just a formality in getting rid of Mr Broome, I hope you and other will not be disappointed by the results. Remember, there is still the CCJ above any fixed results you may be looking for. Also you remark that whatever happens, Mr Broome legacy is tarnished, Why, ? because Mary RED woMAN made a fool of herself? how does that tarnish Mr Broome’s legacy. I would suggest you get to know what the man is doing for and at AX that infuriates the old scholar teachers.

BU wish the Commissioner every success based on its terms of reference hinted at by the PM which you may recall is wide ranging and not AX specific. On the subject of Broomes legacy being tarnished it is only a person with their head in the sand who would not admit the reputation of Alexendra has taken a hit in recent years and guess who was the principal during the period it occured? Chances if other schools have the choice to pick a principal Broomes will not feature.

    The DLP knew what that would be getting into when they fought so hard and promised so much in 2008, therefore, they have me sick four years after telling me about what the BLP did, so they can’t do anything. If they knew that, what fight so hard for the government? I want those DLP supporter to look back and see what dirtiness the DLP left on their plate when the BLP took over and I didn’t hear them crying for a whole term conplainig about it. The BLP just when about repairing the damage, including the return of the 8% salary reduction, and create jobs which caused the umemployment level to fall from about 25% to 9% when they left office. STOP GRIPING and do your job DLP.


  25. David a well constitured Commission will discover the trumped up charges against Mr Broomes were made because the striking teachers didn’t get who they wanted to be principal. Before the gentleman had a chance to tell the teachers good morning on the first day on the job, they had made their mind up to GIVE HIM HELL. Yes, Mr Broomes contributed to some of his demise, but most of it was because those senior teachers who didn’t want him refused to co-operate. Tell me who legacy is being tarnished? that of Mr Broomes or the disgruntled teachers?

    The gentleman who was principal before Broomes, whose wife was also an old scholar of the Ax, allowed, for peace the same women who are now warring to do as they liked, they told him what they are doing and he just rubberstamped it. However, because they knew Jeff was not that type of person, and because his cousin, who thought the job was hers, was unsuccessful, they planned for him from the beginning. Jeff’s contribution to the demise is no way near the things these women did to undermind him. A well conducted Commission, would discover the truth about the entire matter. Would Mary Red woMAN call out their troops again when the Commission finds no grounds to separate the man.

    Would not “smart roundabouts” solve the problem for far less expenditure?

  29. I have just been informed that Health Minister Donville Inniss is at war with PM Stuart over this matter and his general tardiness. I called Inniss and asked him – but like a diehard DEM – he told me to mind my own business. That if he has any problems with Stuart he would tell him to his face and leave it there.

    But a fly on the wall told me that Inniss gave the PM a true fisherman cussing last week.

Mr Broomes has NOT breached his contract and his terms of employment in any way. Therefore, if he is dismissed, it has to be on the basis of breach of contract or gross misconduct (which is sometimes the same thing). Any attempt by government to fire him without solid grounds would likely be met with a successful law suit against the government. And I happen to know who Mr Broomes’ legal team is. And those boys and girls do not make mistakes – these are not the general run of “file the action first and then work out the details later” attorneys that Barbados seems to have in such abundance. These boys and girls work out the details first and then hit you with the action. If, now, you also reflect that the PM is himself a top lawyer with an enviable reputation, you will then maybe see that it is not political fear or bias or pressure that prevents him from removing Mr Broomes, but the PM’s own respect for and knowledge of the rule of law. What sort of message would it send for the PM to fire Broomes and then have the government slapped with a law suit that it will certainly lose – with a lot of adverse publicity involved? As far as the teachers are concerned, I have total sympathy for them. This situation ought to have been handled at the start of it by the BLP and the teachers never ought to have been thrown, as it were, to the wolves and placed in a position that they compromised their own jobs and conducted an illegal work-stoppage. Their union is to be utterly condemned for advising them to place themselves in such a position, instead of the alternatives the union had open to it. Therefore, I suggest that what the PM has done is masterly. He has ordered a commission the results of which will almost certainly at the very least see Mr Broomes sent on permanent leave, pending retirement. Meanwhile, he has provided the teachers (and, unfortunately, their union) with a lifeline.

    @Scout. Yes, it is acknowledged that whichever party failed when in office to deal with the issue, it becomes and remains the responsibility of the government and the PM. And the government and the PM have handled it. And I cannot see OSA, if the roles were reversed, failing to point out that he had handled Stuart’s mess, which would be his job, if the roles were reversed. So, I see no problem whatsoever with it being pointed out that Stuart has handled OSA’s mess. You also say, “I want those DLP supporter to look back and see what dirtiness the DLP left on their plate when the BLP took over and I didn’t hear them crying for a whole term conplainig about it.” Well, Scout, your hearing was clearly seriously impaired, as all the rest of us not suffering from hearing-impairment, heard it.     Either I missed it out or you didn’t read it, but what I was trying to say is, the BLP didn’t mourn and groan like the DLP is doing for four years. They got about the business of repairing the damage. This DLP government that I voted for has disappointed me. I wasn’t fooled by the pie in the sky, promises DT made E.G. VAT free on building materials on first homeowners up to $450, thousand, Vat taken off BL&P Bills, and much much more, I was interested in a reduction of the cost of living. He had stated areas where he was going to reduce the cost of living, nonew of these have been used yet and elections are just around the corner. Don’t tell me about recession, DT knew we were heading for a bad recession when he took up government, but he would have offered the moon, the stars and all the planets, just to become PRIME MINISTER. Just before he dierd, he admitted that one of his goals was to brcome P.M and he succeeded.
