In late April, news broke in Barbados that the Barbados Labour Party government, led by Prime Minster Mia Mottley, was planning to make a payment of some BD$ 8 million (US$ 4 million, GBP 3.2 million) to Richard Drax, the current owner of Drax Hall plantation, as part of the compulsory purchase of 50 acres of that property. The government claimed that its intention in acquiring the land is to build 10,000 houses for low-income families.

When the announcement of the sale was publicised, the outrage among the people of Barbados was instant. Trevor Prescod, MP for St Michael East and Special Envoy to the Prime Minister’s Office with responsibility for reparations and economic enfranchisement summed up the country’s feelings when he declared that Drax must not receive a single cent from the people of Barbados.

Faced with a wall of anger in Barbados, across the Caribbean and globally, Prime Minister Mottley addressed the country on 24 April.  In her address, she announced that the government would pause the compulsory purchase of the land from Richard Drax and consult with the people of Barbados on how to proceed.

An important question that this issue has raised is that of the rule of law. David Commissiong, Barbados’ ambassador to CARICOM, writing in his capacity as a private citizen, published a commentary in which he outlined the criminal involvement of the Drax family in the holocaust against enslaved Africans in Barbados and the enormous wealth they derived from their criminal activity. Nevertheless, he argued that “the Law of Barbados stipulates that whenever Government compulsorily acquires property it is under a duty to compensate the landowner by paying him the fair market value of the land that is being appropriated”. Therefore, he argued, the government’s hands are tied. He described the prospect of the payout to the Drax family as a “fundamental injustice”.

    Then they made Slavery illegal and paid Reparations to Slave Owners but not Slaves.

    According to African Barbadian sensibilities all the above was not legal or moral and was the biggest crime in history of humanity.

    African Barbadian Law should make Assets from Slavery as the Proceeds of Crime which cannot be passed down through inheritance.

    Bound to know houses affect drainage quite apart from interfering with the enjoyment an open space gives to humans.

    Probably knows of the burials and respects the graves of those long past.

    Barbadian cleric The Right Reverend Peter Fenty, a retired Anglican bishop in Canada, believes the sum of £100 million (pounds sterling) the Church of England was allocating to a slavery reparations fund is inadequate.

    In fact, he also thinks it should be augmented by contributions from major beneficiaries of the abhorrent atrocity of slavery practised for centuries in Barbados and elsewhere.

    Fenty, the first black cleric ever elected a bishop in Canada’s Anglican Church some years ago, said European aristocracies, including the British Royal Family, commercial enterprises and others whose ancestors benefited from slavery and wealth that was traceable to slavery, should now be significant contributors to reparations in Barbados and other places.

    “There can be no figure that can redress the atrocities of slavery and what was done by the Church in collaboration with the (European) colonisers wherever colonisation took place. You cannot put a [premium] . . . on the loss (of lives) and inhumane treatment of people.

    “If the Church and the United Kingdom are serious about reparations, there must be a commitment to ongoing support for the development of those places (where slavery) occurred,” Fenty said.

    “It should last for the next 50 to 100 years. It isn’t you just putting out money. You must be committed to helping transform and upgrade a society you were responsible for impoverishing. Until that impoverishment is removed and people are put on a sound footing you must commit, making provision for restorative justice,” he added.

    According to Fenty, it was not simply a “matter of saying we are sorry, we are going to give you £100 million (pounds). An injustice was done to people; lives lost; livelihood destroyed; and potential for growth and development thwarted,” he complained. “The question is, are you committed to restoring? Are you ready to repent? Repentance is not simply saying ‘I am sorry.’ You must be committed to making things right.” The way to achieve that is to contribute to the economic and development of people whose ancestors were killed, abused, and brutalised, he added.

    Fenty said he was not holding the Church of England alone responsible for the abomination.

    “Colonies were taken in the name of monarchs and colonial powers – Portuguese, English, French, the Dutch, Spanish – all of them were engaged and now they must take responsibility for their actions. It was not any one group but all who were engaged in the sin of slavery.”

    Fenty’s analysis of slavery and the issue of reparations comes at a time of considerable debate in Barbados, Britain, Europe, the Caribbean, North America and Africa. Fenty said yes, reparations should be paid in the form of long-term economic and social assistance to the world’s developing nations to boost the well-being of the descendants of slaves in countries which were reeling from slavery’s after-effects.

    A few days ago, Prime Minister Mia Amor Mottley ordered a “pause” in Government’s controversial plans to acquire 50 acres of land at Drax Hall, St George, to build houses for low- and middle-income Bajans. This development came after the eruption of a firestorm of criticisms.

    In his reaction to the Church of England reparations fund, Fenty said he backed the position taken by Bishop Rosemarie Mallett in England, who said the proposed sum earmarked by the Church of England was “a heck of a lot of money, but we also recognise that it is not a lot when you consider the harm done. How do you put a price on that?”

  11. The vision of reparations appears to be quite different as we move from folk to folk.

    Though the talk is often the same, dome see it as a partial righting of the evil of slavery whilst others see it as a fast way to make a buck whilst enriching the descendants of enslavers.

    It makes me vomit when some like DC open their mouth and start speaking. They try to straddle the fence and end up insulting our intelligence.

    We have maintained that independence/republic means nothing without progressive land reform. “We can fool some of the people some of the time; we can fool all the people some of the time but we can’t fool all the people all the time.”
    We have allowed the plantation owners to abandon thousands of acres of land and then sell off vast acreage for housing and other commercial enterprises on the false premise that it is “their” land. We say in one breath that slavery was illegal and inhumane but in the other we legitimize the gains of slavery.
    Successive Black governments/politicians underwrote the sugar industry for decades with the taxpayers money while the plantocracy, were complicit in allowing sugar estates to run to ruin and used their wealth to enter other areas usually in association with foreign white business persons.
    We strut the world stage pretending that we can call shots, telling others that they must underwrite caring for our own environment while we allow the building and destruction of the same environment, to the point that the masses are begging for “windows” to the sea in order to see the sea.
    The political lawyer class has no intensions of fighting against these atrocities because they benefit professionally.
    Comrade Prescod has unbelievably said : that the now exposed dastardly attempt, to get in bed with Drax, was a “mistake”. Where was Comrade Prescod when this
    decision was made. After all Comrade, you sit in the Prime Minister’s office , as her Special Envoy in matters relating to reparations and enfranchisement.
    Tell us Comrade if you knew or was consulted on this matter.

    14 years ago when Jamaica PM spoke about reparations during Cameron’s visit I was probably the only advocate on British American blogs, but the call has spread across USA, UK, Europe, Canada especially among liberals, youths and some politicians. So the movement is growing and will be coming eventually. It is still an unresolved issue in the ongoing fights for civil rights and truth and rights and equality.

    Go and look at the penalty for perverting the course of justice!! Life in jail unless the court is merciful.

    (d) ensuring that it is dealt with expeditiously and fairly; and
    (e) allotting to it an appropriate share of the court’s resources, while
    taking into account the need to allot resources to other cases.
    Application of the overriding objective by the court

    1.2 The court must seek to give effect to the overriding objective when
    interpreting these Rules or exercising any powers under these Rules.
    Duty of the parties

    1.3 The parties are required to help the court to further the
    overriding objective.

    Mia will have to explain why in a single sentence she abolished decades of hard work from Caribbean’s and their diaspora to fight for reparations in the name of their ancestors and their descendants.

  19. Coxfam is the same people involved in the Kingsland matter which was part of the 2,400 acre SBG deal.

    No prizes for guessing CLICO was in from the start too, with the politicians!!

    The whole objective was to gain control of the land so they could benefit from the housing that they expected to take off.

    Ironically, Ridge, which was/is a part of Ridge Limited as was Small Ridge is where they have started in earnest not understanding the vagaries of the geology and water.

    Looking more and more like they bought a lemon but time will tell.

    Quite apart from that, you can’t imagine the abomination they have created.

    For sure Kingsland owns its land but it does not have marketable title.

    Kingsland needs releases of its undertaking, property and assets.

    That’s how it was setup as was more than a dozen other family companies during and after WWII by “old conveyancers who did not make mistakes”!!.

    Not one of the nine necessary releases is filed in the Land Registry.

    It is kind of like a “poison pill” used to prevent company takeovers.


  20. The governments of the slave trading European countries claim that they have no money to look after their own citizens. I spend very little time thinking about reparations from governments. They will not be forthcoming. The church is a different matter because it is A CHURCH.

    What needs to happen is a new world system with a new attitude going forward. We need to hitch our wagons to the fresh, new horses. The old horses are dying!

    Can you remember the DLP just prior to it been voted out of power. It fired out the message, dril baby drill. Yes, I’m talking about Barbados oil and gas basins. Mia appeared keen on exploitating these natural resources. However, no mention has been made of this for a very long time.

    I would argue that both governments have already conspired to relieve Bajans of their Crown jewels. These resources have probably been signed off to a number of foreign bodies.

    When governments lack transparency it is always right to assume that they are up to no good.

    We have to stop making excuses when our own dog bites us. Skullduggery , thieving, corruption in all forms ,will not magically disappear , regardless of the system unless we are honestly going to hold those we go into polling stations and vote for responsible.
    We have given our Caribbean politicians enough time, for them to realise , that their first order of business, was to protect and serve the masses and they have refused to do so. They have convinced us that corruption is part and parcel of their mission. And in the words of @ Pacha, the guillotine must now be seriously considered.
    The only leader in the region, who understood that mission was Comrade Fidel Castro. When we read during the 2018 election that at least one Pan Africanist , had hailed Prime Minister Mottley, as the second coming of Castro, we knew that a collective madness had invaded the Comrades.
    As Marcus Garvey said we have to eliminate the enemy within. In more progressive societies several BLPDLP politicians and their collective apologists , would have long departed this planet as judgement for the wholesale sell out of the masses, who have underwritten their existence.

Cuba has produced more medical professionals per square mile than any other country ; has sent doctors into countries that had acute shortages throughout Africa and other regions; has provided free cataract surgery for dozens of Bajans ; has given free medical education to Bajans; as recently as COVID sent nurses to combat the shortages in Barbados and several other Caribbean islands.
    Ask any historian what was the literacy level when the USA was driven out of Cuba; Cuba has the best preparation response to hurricanes and other natural disasters in the Caribbean.
    We would like you to to state how many governments in Latin America and how many innocent people were killed by the “non-tyrant USA governments . Name any other Caribbean government that was denied the importation of medicines by the USA and yet has developed treatments for several ailments that the poor people of Barbados cannot afford and are fighting for their lives because of accute shortages of medication. Do you know that Barbados is considered the amputation capital of the world

    Will this argument hold in a court within the Caribbean given how our courts are?

    The first application of this precedent out of the UK might have to go all the way to the CCJ!!

    Courts usually follow other courts so maybe it won’t.

    More likely that the old tried and tested tactic of delay and frustrate will be employed.

    The precedent set by the decision is what it is.

    Fraud is fraud and fraud unravels all.

    The argument that reopening litigation after final decision is an abuse of process appears to get blown up by this recent, 2019, decision in the particular case of fraud.

    They were merely descendants of Afrikans who were here from the time when the only humans on earth were Afrikans!

    At least 200,000 years ago.

    It was only 15,000 years ago that we then had the Asiatic migrations which, through inbreeding gave rise to the so-called American Indians, the Incas, and many other sub-genotypes.
